Abstract

This paper examines the dynamics of the promotion process within the West Kalimantan Province's administrative structure. This essay's main concern is with laws and rules that have carefully and objectively governed the public bureaucracy's promotion system. The data are secondary data from numerous books, journals, internet news sources, and scientific papers. The method is qualitative with a descriptive approach. Data were gathered and examined from the various literatures. The study's findings show that the West Kalimantan Provincial Government's promotion system continues to give priority to traditional, structural, and patrimonial values, leaving employees who receive promotions in a powerless position with no leverage when negotiating with superiors. The study's finding is that Indonesia has only just begun to implement contemporary bureaucracy, and that it has not fully integrated its values.

Abstract

Indonesia has a plan to implement information and communication technology (ICT) across the vast majority of government functions and public service delivery systems. This is due to the expanding needs of the community, which necessitates that the government be able to deliver good and outstanding service. Previously, the government had implemented e-government, or digitalization of public service processes. However, implementation still requires improvement. It involves the methodical incorporation of innovation into ICT, which ensures bottom-up learning for a seamless digital transformation of public services. Therefore, the purpose of this study is to determine whether the digitalization of public services in Indonesia is a reality or only hype. This study employs a qualitative approach and descriptive methodologies. The study's findings indicate that the reality of digitalizing public services (e-government) is that there are still misconceptions and perspectives that need to be clarified. In general, digitization in public services in Indonesia is in the emerging and enhancing stage; only a tiny number have implemented the interactive setting, so based on the E-Government Development Index (EDGI), Indonesia is lagging among ASEAN countries. The obstacles in the implementation of e-government include low data integration, implementation of e-government, low competence of apparatus, etc., so a strategy is needed to develop digitization in public administration services.

Abstract

Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif yang berusaha membuktikan keefektifitasan rezim La Paz Agreement dalam meningkatkan kualitas lingkungan hidup di perbatasan Amerika Serikat dan Meksiko. Sebagai daerah perbatasan tersibuk di seluruh dunia, ribuan kendaraan melintasi perbatasan ini setiap harinya. Kendaraan-kendaraan tersebut kemudian meninggalkan polusi yang merusak kualitas udara di sepanjang wilayah perbatasan. Tidak hanya itu, sampah yang berserakan di sepanjang sudut kota, kualitas sanitasi yang buruk, hingga rendahnya kemampuan masyarakat untuk mengolah limbah menjadikan kualitas lingkungan di wilayah perbatasan Amerika Serikat dan Meksiko dikhawatirkan oleh banyak pihak. Pada akhirnya, pada tahun 1984 Amerika Serikat dan Meksiko sepakat untuk memperbaiki keadaan lingkungan yang ada di wilayah perbatasan dengan membentuk rezim La Paz Agreement yang dalam pengimplementasiannya dilakukan dengan membentuk program-program dalam jangka waktu tertentu. Amerika Serikat dan Meksiko turut menggandeng berbagai pihak mulai dari lembaga pemerintahan, NGO, hingga komunitas lokal untuk memperluas jangkauannya dan menghasilkan 113 proyek yang berfokus pada menurunkan kualitas polusi udara, meningkatkan akses ke air bersih, mengolah limbah sampah, menciptakan aksi cepat tanggap, hingga memberikan edukasi terkait bahayanya kualitas lingkungan yang buruk. Proyek-proyek tersebut kemudian berhasil menurunkan AQI hingga 18% dan bakteri yang ada di New River sebanyak 24%.

Abstract

New skills and avenues for participation and self-expression in a connected society are made possible by ICT. Digital empowerment refers to the multi-step process of gaining access to better networking, communication, and collaboration opportunities and boosting the competency of individuals and communities so that they can play an influential role in society as a result of these developments. in the modern age of information. The goal of this essay is to investigate the relationship between inequality of participation and the degree to which individuals are empowered or disempowered in network society governance systems. A qualitative critical secondary data analysis was performed, in which published data and communication theory were used. This analysis contends that questions of the relationship between democracy and democratization and the role of computer-mediated communication in political communication are at the heart of the Digital Divide. The current Digital Gap is anticipated to add to structural disparities in political involvement as the role of ICT systems in political communication expands. As much as this inequality works against democracy and the political empowerment of some, it also creates chances for greater political participation by others. That raises questions about the social strata best positioned to profit from the coming networked society's electronic administration.

Abstract

The purpose of this study was to find out the form of community participation in stunting prevention through nutrition activities at Kebong Health Center, Kelam Permai District and to find out what factors influenced community participation in stunting prevention through nutrition activities at Kebong Health Center, Kelam Permai District. The research method used was descriptive research with a qualitative approach. In this study, the primary data source was data collected directly from the village government, health center, village communities in the Kelam sub-district, as parties related to the stunting management process. The results of the study explain that community participation in the nutrition program for stunting prevention by the Kebong Health Center, Kelam Permai District, namely: Campaign and Declaration of Stunting Prevention, Toddler Posyandu, Tracking of Stunted Babies, Malnutrition Surveillance, Implementation of Pregnant and Toddler Classes, Assistance of Pregnant Resti, Surveillance of Pregnant Women KEK , and the Exclusive Breastfeeding Group, as well as Monev for Stunting Toddlers. Forms of Community Participation in the form of: Labor Participation, Skills Participation, and Social Participation. Stages of community participation in the form of: Participation in Implementation, Participation in Evaluation, and Participation in Taking Benefits. Levels of Community Participation starting from: Consultation, Making joint decisions, Acting together, Providing support. Factors that influence community participation in the nutrition program for stunting control in Kelam Permai District are government intervention, community awareness, close living quarters, and free programs and The inhibiting factors were low knowledge, parents' work, lack of socialization, and inadequate follow-up.

Abstract

This study aimed to discover, describe, and analyze the implementation process of population administration service innovation policy at the Population and Civil Registration Department of Pontianak City from a dynamic governance perspective. The problems in the implementation of this service innovation policy are interesting to study because there are still problems such as the unavailability of official standard operating procedures (SOPs), technical problems with down servers on online service media, and reductions in the services number to anticipate the technical problem of online services. This study used the descriptive qualitative research method by describing the phenomenon according to the data obtained from the results of interviews, observations, literature studies, and data deemed relevant. The results of this study showed that the population administration service innovation in organizing activities was still constrained by the limited quantity of implementing resources in the field of information technology (IT) for service facilities and infrastructure that already supported the implementation of online services. In interpreting activities, the understanding of the implementers regarding the substance of the policy could be said to be good, it was just the lack of socialization to the community. Then, the application activities explained how these activities were still rigid and lacking in prevention, so the technical problem solving was less anticipatory even to routine organizational activities. The conclusion is that the process of implementing the Service Innovation Policy at the Population and Civil Registration Department of Pontianak City can be stated to be sufficient to be said to be dynamic in work governance, both in terms of organizational activities, interpretation, and application/implementation. The researcher suggests to make official SOPs and socialize them by empowering them through District to Neighborhood/Hamlet, recruit IT implementers, provide IT training for existing employees, as well as do consistent monitoring, evaluation, regular website server maintenance, and increase the Office internet speed if necessary.

Abstract

Because of their variety, service innovation policy implementation issues are interesting to research. This study investigates, describes, and analyses the Pontianak City Population and Civil Registration Office's dynamic governance implementation of novel population administration service policies. This research describes phenomena using descriptive qualitative research methodologies based on interviews, observations, literature studies, and other pertinent data. The results of this study indicate that population administration service innovation is still constrained by the limited quantity of resources in the IT field for online service implementation.  The interpreters' policy grasp is good, but the community lacks socialisation. Application activities show how these operations are still inflexible and less preventive, making technical problem solving even for normal organisational actions less anticipatory. This study concludes that the Population and Civil Registration Office of Pontianak City's Service Innovation Policy implementation is dynamic in work governance, including organisational activities, interpretation, and application. Researchers propose creating and sharing SOPs, hiring IT leaders, training personnel, monitoring, evaluating, maintaining website servers, and improving workplace internet speed as needed.
