Abstract

Circulation and abuse of drugs in Pekanbaru city show significant improvement. Theefforts made by the National Narcotics Agency (BNN) in the field of prevention,empowerment, and the eradication has not been able to minimize the number of narcoticabuse in the city of Pekanbaru.Based on data from the Drug Investigation Division PoliceDirectorate Riau and Resta Pekanbaru, cases of drug abuse in Pekanbaru city in 2011 therewere 72 cases with 94 suspects, in 2012 there were 79 cases with 115 suspects, and in 2013as of October there were 102 cases with 129 suspects. Formulation of the problem in thisresearch ishow to role model appropriate policies in combating drug abuse in Pekanbaru city,so the purpose of this research is to find a role model of appropriate policies in combatingdrug abuse in the city of Pekanbaru and to the terms of role models of successfulimplementation of policies to eradicate drug abuse in the city of Pekanbaru.This research is aqualitative research with deskriptive method. This research was donethrough observation,in-depth interviews, Focus Group Discussion and documentation.Techniques of data analysis done by data reduction, organizing the data, and interpretation ofdata. The results of this research show that the efforts made by BNN Pekanbaru city ofprevention, empowerment, and eradication have not been able to minimize of drug abusecases in Pekanbaru city, although the value of the BNN gains of Pekanbaru city average in2012 is 107,5% and in 2013 is 118,34%. So as to minimize the abuse of drugs offered a rolemodel policies based on local wisdom that is returned to the Malay identity by means ofstrengthening traditional values of Malay culture and religious values.Keywords: Rolemodels, narcotics, policy, eradication

Abstract

The basic idea of this article is to examine the policy advocacy process on Winongo settlement arrangement riverbanks in Yogyakarta. Problems settlements along the river Winongo become increasingly critical as more densely populated to cause the symptoms of poverty and slums. This condition is then ignited the presence Arkom and FKWA to show arrangement ideas through policy advocacy process. Therefore, this article will focus on answering two things, there are how the coalition framework was formed and how the coalition manage their belief system, resources and strategies. To answer that questions above, this research was escorted by theory Advocacy Coalition Framework (ACF) of Sabatier and Jenkins Smith. Through the case study method, this research will explore the case of advocacy of policies Winongo settlement on the riverbanks. The results of the research shows that there are two coalitions in structuring settlements along the river Winongo, they are River coalitions and ?Right to the city? coalition. Both are proven to stand on two legs, as a member of the coalition and as a policy broker. This shows that the policy is not just a stage of systemic and technocratic, but the policy is a political process that allows each actor to act politically.

Abstract

The partnership between the Regional Government and the private sector is a step that the Government can take as an effort to cover up the limitations in waste management in the city of Pekanbaru. The dynamics of rapid population growth have had consequences for increasing the volume of garbage to approximately 1,100 tons per day. The Pekanbaru City Government then took steps to implement partnerships with the private sector as an effort to manage waste management. However, the involvement of the private sector in dealing with waste issues actually showed a failure in 2015. In 2018, the Pekanbaru City Government again planned to submit waste management to the private sector. Therefore, this study tries to focus on two formulations of the problem, which is why the Pekanbaru City Government again delegates the authority to manage waste in the city of Pekanbaru to the private sector? And what is the right scheme for government and private partnerships in carrying out waste management in Pekanbaru City? To answer the above questions, this research was escorted by the Reinventing Government theory of David Osborne and Ted Gaebler and also the theory of Public Private Partnership. Through the case study method, this research will explore the partnership between Pekanbaru City Government and the private sector in waste management in Pekanbaru City. The results showed that the objective of the partnership between the Regional Government of Pekanbaru and third parties in waste management in the city of Pekanbaru was to overcome the inability of the Pekanbaru City Government to provide facilities and infrastructure, garbage fleets, human resources and budget constraints. Thus, the logic of this partnership leads to one of the lines of thought offered by Osborn regarding the Catalytic Government (Steering Rather Than Rowing). The scheme of success of the partnership of Pekanbaru City Government and the private sector in waste management needs to pay attention to process factors, partner factors and structural factors. Thus, waste management in the city of Pekanbaru requires a paradigm shift, from being limited to disposal to become a focus on management and utilization.
