Abstract

Abstract Purpose from research this is for knowing the view of Islamic Law on Sanctions given to the Malay Customary Society Adventurers who do Marriage A tribe. Method research used is ethod research A sociologist who is plunged research directly to field. Research this done in Perbatinan Region Balam Merah District Opponent. In the Qur'an and Hadith no found about obligations or forbid marriage a tribe Customs that exist in the tribe Malay about ban married a tribe this grounded above existing confidence regularly down hereditary from generation generation. Though customs Malay Adventure forbid marriage a tribe, however marriage the said no ever canceled and fixed considered valid marriage that has been done one quarter said. This indicate marriage a tribe not including illegal category. Because if a marriage banned then marriage the said should cancelled. Abstract

Abstract The purpose of this research is to be able to find out what are the Efforts to Overcome Criminal Acts of Obscenity by the Rokan Hulu Resort Police. This research is included in the category of empirical legal research which obtains data by conducting direct observations and surveys in the field to obtain primary data obtained through interviews. The nature of this research is included in the descriptive. Efforts to deal with criminal acts of sexual abuse of children in Rokan Hulu are in the form of pre-emptive, preventive, and repressive measures. Preventive efforts made by law enforcers aiming to prevent the possibility of sexual abuse against children are in the form of appeals and outreach to the public about the crime of sexual abuse. Also, repressive efforts made by law enforcement and other institutions, the efforts made aim to provide harmony that has been disrupted or a deterrent effect for committing a crime, especially sexual abuse of children by imposing sanctions in accordance with the violations committed. Keywords: Prevention efforts, Obscene crime, Police Abstrak Tujuan dari penelitian ini adalah untuk dapat mengetahui apa yang menjadi Upaya Penanggulangan Tindak Pidana Perbuatan Cabul Oleh Kepolisian Resor Rokan Hulu. Penelitian ini termasuk ke dalam kategori penelitian hukum empiris yang memperoleh data dengan cara melakukan observasi dan survei secara langsung ke lapangan untuk mendapatkan data primer yang didapat melalui wawancara. Sifat penelitian ini termasuk ke dalam deskriptif. Upaya penanggulangan tindak pidana pencabulan terhadap anak di di Rokan Hulu berupa tindakan pre-emtif, tindakan preventif serta tindakan represif. Upaya preventif yang dilakukan penegak hukum yang bertujuan untuk melakukan pencegahan terhadap kemungkinan terjadinya kejahatan pencabulan terhadap anak yaitu berupa himbauan – himbauan dan sosialisasi terhadap masyarakat tentang kejahatan pencabulan. Juga upaya represif yang dilakukan penegak hukum dan lembaga lainnya, upaya yang dilakukan bertujuan untuk memberikan keserasian yang pernah terganggu atau efek jera karena melakukan suatu kejahatan khususnya pencabulan terhadap anak dengan cara menjatuhkan sanksi sesuai dengan pelanggaran yang dilakukan. Abstract

The purpose of this research is to know and understand the implementation of law enforcement against the Crime of Trafficking in Persons, as well as how the influence of digitalization in carrying out law enforcement against the Crime of Trafficking in Persons in the Riau Regional Police (Riau Regional Police).The method used in this research is empirical legal research by conducting research on the role of the Riau Regional Police (Riau Regional Police) in law enforcement, with data collection tools, namely interviews. The nature of this research is descriptive in nature, that is, it provides a clearer picture by revealing the problems and conditions as they are.From the results of the research it is known that the Crime of Trafficking in Persons is a type of crime that is worrying in Riau Province, dominated by the mode of illegal migrant workers. Riau Province is used by trafficking syndicates to serve as a transit area before sending victims to their destination, namely Malaysia. The Riau Regional Police (Polda Riau) as a law enforcement agency carries out its duties in prevention, law enforcement and countermeasures. The influence of digitalization on law enforcement on trafficking in persons has made this crime more prevalent with a more sophisticated modus operandi. Keywords: Trafficking in Persons, Digitalization, Post Pandemic Covid 19 Abstrak Tujuan penelitian ini adalah mengetahui dan memahami pelaksanaan penegakan hukum terhadap Tindak Pidana Perdagangan Orang, serta bagaimana pengaruh digitalisasi dalam melaksanakan penegakan hukum terhadap Tindak Pidana Perdagangan Orang di Kepolisian Daerah Riau (Polda Riau).Metode yang digunakan dalam penelitian ini adalah penelitian hukum empiris atau empirical legal research dengan melakukan penelitian terhadap peranan Kepolisian Daerah Riau (Polda Riau) dalam penegakan hukum, dengan alat pengumpulan data yaitu wawancara. Sifat penelitian ini adalah bersifat deskriptif, yaitu memberikan gambaran lebih jelas dengan mengungkapkan masalah dan keadaan sebagaimana adanya.Dari hasil penelitian diketahui bahwasanya Tindak Pidana Perdagangan Orang merupakan jenis tindak pidana yang mengkhawatirkan di Provinsi Riau, didominasi dengan modus pekerja migran ilegal. Provinsi Riau digunakan sindikat perdagangan orang untuk dijadikan sebagai daerah transit sebelum memberangkatkan korban ke daerah tujuan, yaitu Malaysia. Kepolisian Daerah Riau (Polda Riau) sebagai lembaga penegak hukum menjalankan tugasnya dalam upaya pencegahan, penegakan hukum dan penanggulangan. Adnya pengaruh digitalisasi terhadap penegakan hukum perdagangan orang menjadikan kejahatan ini semakin marak terjadi dengan modus operandi yang lebih canggih.
