Abstract

This study aims to determine the management of records, obstacles, and solutions applied to overcome these obstacles. This research was structured using a descriptive qualitative approach with a case study type; the sampling techniques used were purposive sampling and snowball sampling. Data was collected by interview, observation, document analysis, and literature study. The data were analyzed using interactive data analysis techniques and proved their validity through source triangulation and technical triangulation. The results showed that the management of archives at Badan Penyelenggara Jaminan Sosial Kesehatan Surakarta is still done manually, where the activities of creating, storing, moving, maintaining, shrinking, and destroying archives are carried out directly. In practice, there are several obstacles experienced, namely that the number of archives managed is very large. but there is no special room for storing archives, there are no employees who have special qualifications in the field of archive management, and the infrastructure that is owned is not complete enough; there are several cabinets, filing racks, and archive boxes. Efforts are being made to overcome these obstacles, among others, by transferring archived media, recruiting employees, and collaborating with third parties.

Abstract

Information and communication technology development in the Industrial Revolution era 4.0 caused changes in existing systems in society and government. The use of information and communication technology in the government system, especially in terms of Public Services to the community, becomes more effective, especially during a pandemic that limits the dimension of service space. E-Government used by the government can facilitate the process of submitting services from the public to the government. The author chose the Regional Government of Sragen Regency because Sragen Regency has received an award in the best of the best e-government Award 2007 from Warta Ekonomi. The author focuses on the implementation of e-government in regional devices, especially the Cooperative and SME Office of Sragen Regency, based on the results of a study of the implementation of E-Government by the Regional Government of Sragen Regency has not been implemented in all regional devices.
