Abstract

Forest fire is a seasonal environmental problem in Indonesia. The Government of Indonesia has introduced a new policy that promotes a networking approach. This paper attempts to analyze the existing networks that emerge during the process of forest fire prevention/mitigation in Ogan Komering Ilir (OKI) District. Drawing on empirical research using Social Network Analysis (SNA), we identify various actors participating in forest fire governance. The local government has promoted the principle of voluntary civil society and plantation corporation participation in the networks, which, however, based on findings does not seem to be effective. Our findings show that mitigation of forest fires in OKI District is plagued by low cohesiveness. The prominent role of the police in the network underscores the approach that the local government is using to tackle forest fires, which is, that it is a security problem and not as a disaster that requires intensive collaboration among multi-stakeholders. To that end, based on the research results, policy recommendations include, the need for the Central Government to establish a ‘stick and carrots’ mechanism for the local government to foster the adoption of collaborative forest fires mitigation management; the need for the local government, especially the provincial government and the district government, to reduce the role of the police while at the same time strengthen the role of non-state actors in forest fire mitigation; the need for the central and the local government to strengthen the capability of civil servants to work under the collaborative ecosystem through systematic learning.

Abstract

This article designed to examine patronage practice in the 2014 general election in Ogan Ilir district, South Sumatera Province, Indonesia, before and after election in one electoral area (Ogan Ilir 1). We apply Nine Step to Victory (Alamsyah, 2015) framework to achieve this goal. Our key informants are some legislative candidates and their brokerage or winning team at various level. Primary data gathered through depth interview and secondary data collected from the government institution. This data will be analyzed using interactive model (Miles, Huberman, and Saldana, 1994). Drawing on the qualitative approach, we find that, before election day, all candidates in this area practicing vote buying and patronage to get political support from the voters. A form of patronage dominated by club goods, and cash transfer (transport allowance, communication and consumption cost, and vote buying). We do not find incumbency candidate who is practicing fork barrel. After election day, especially when the winner candidates, has been working as a legislator, he has an obligation to continuing patronage through informal and cultural networking (personal or community event). In this various event, he must deliver goods, services, or money to the people (as an individual or group). Our results are strengthening the previous finding that all candidates have begun implementing patronage strategy when they are recruiting the winning team, campaign, and realize vote buying. Family, especially extended family, and friendship is the primary foundation for all candidates to build brokerage (the winning team) structure. All candidates also using “by name by address” strategy to guide vote-buying practice. We discuss this finding, showing limitation and agenda for the research on this topic.

Abstract

Da'wah is one of the important elements in all religions. In Indonesia, a lot of research on da'wah has been done by scientists, but no one has tried to map the results of knowledge that have been done by these researchers. Therefore, this article aims to get an idea of the theoretical knowledge that has been produced by da'wah researchers in Indonesia. From the results of an analysis of 44 articles that became the sample of the study, we concluded that the phenomenon of da'wah was studied in a more descriptive qualitative manner. The focus of the research is still limited to the issue of exclusive preaching messages and the practice of preaching carried out by civil society. Research on exclusive preaching messages, aspects of preaching management and organization, and preaching activities of government institutions and private corporations are rarely explored. The researcher discusses the theoretical and practical implications of these findings for the world of research and scientific publications in Indonesia.

Abstract

Giving breast milk is becoming more popular, whether directly or mediated by organizations supporting nursing donors. In Muslim communities, donating breast milk has implications for the relationship between the child and the nursing mother, including the mother's husband and biological children. The relationship is called the mahram relationship. Mahram in Islam is essential because it clarifies the child's lineage and the relationship between the family of the nursing mother. The objectives of this study are 1). to describe the breastfeeding donor in Semarang; 2). to describe community awareness of its implication; and 3). questions whether any policy regulates the recording of breastfeeding donor practices to track mahram relationships. This is qualitative research by exploring information from primary sources in Semarang District. Furthermore, the data, also, is gathered from relevant policy documents to strengthen argumentation and analysis. The results indicate that breastfeeding donor policies already exist in Semarang, but each institution associated with various policies moves independently in its implementation. There is no policy regarding recording the mahram relations. The absence of a clear and integrated policy has led to a tendency for people to practice breastfeeding independently without the need to carry out official recording procedures. The research offers a cross-sectoral integrated policy concept aiming to fulfill children's rights to the best food in their early life while having the right to know the clarity of their lineage.

Abstract

At present, especially in Ogan Ilir District, the COVID-19 pandemic conditions had triggered a food war between candidates in the 2020 Ogan Ilir Regional Election (pilkada). Although social media, particularly Facebook, facilitates voter participation in various political issues in the regional elections, voters had the potential to became political victims because they consumed fake news, slander, and hate speech. One of the layers of the population that was vulnerable to becoming victims was youth voters (17-23 years old). As youth voters will continue the political leadership relay in Ogan Ilir District, there should be a systematic effort to increase their thinking and political awareness. Even though every day they was presented with patronage practices and emotional political relations, youth voters should be given the opportunity to understand and elaborate election contestation from a different perspective. Money politics may not be prevented, but the young generation must still be introduced to the concept of the ideal pilkada. This service activity was designed to increase the political knowledge of the officials/members of the Karang Taruna in Ogan Ilir District with the tutorial lecture and group discussion methods. The contribution of this service activity to the increase in knowledge and political insight of the participants was proven statistically, t(52) = 11.25, p <0.001. This article recommends that similar activities be carried out in a sustainable manner by various parties with an interest in the process of empowering the younger generation.
