Abstract

The purpose of this study is to determine the effectiveness of the election of Village Chief Executive in Sleman regency in the Special Region of Yogyakarta. Where at first it was implemented traditionally or conventionally which later changed to use the e-voting system. The method used in this study is a qualitative type. The data used is data obtained from previous research (books, journals, and articles). To measure the effectiveness of e-voting, researchers use Duncan's theory of effectiveness, where this theory has three indicators, namely: 1) Goals of Achievement, 2) Integration, and 3) Adaptation. The results of this study are: 1) the Sleman community gets convenience in using or executing e-voting when conducting digital elections, which is shown with a percentage of 50.00%. This is supported by the increase in voting rights from 2020 to 2021. Then, 2) the intensified socialization is a form of direct socialization, because it is considered more effective, it can be seen with a percentage of 61.00%. And the last one is 3) the people of Sleman can adapt from conventional elections to a digital system, namely e-voting. The Sleman regency government also collaborated with seven universities in Indonesia to make the election of village heads successful by e-voting.

Abstract

The background of this study is the covid-19 virus outbreak which has an impact on the health sector in the Special Region of Yogyakarta (DIY). The problem urges the Panggungharjo Village Government to innovate public services, especially digital-based public services to minimize physical contact. Answering these problems, the Panggungharjo Village Government made Panggungharjo Covid-19 Response (PTC-19). Through PTC-19, it is expected to suppress the growth rate of the COVID-19 virus outbreak in the local area. The research method uses a qualitative type with a case study approach. The data in this study were obtained through in-depth interviews, as well as literature studies taken through a number of previous studies. The data obtained were analyzed using Qualitative Data Analysis Software with a cross tab feature in NVivo 12 Pro. In addition, the data analyzed also using interactive model techniques through three aspects of analysis, including: data reduction, data presentation, and drawing conclusions. The purpose of this study is to determine the public policy cycle in PTC-19. Researchers use William Dunn's public policy cycle theory which has three indicators, 1) Agenda Formulating, 2) Policy Formulation (Policy Implementation), 3) Policy Legitimacy (Monitoring and Evaluation). This theory makes it easier for researchers to identify the problems behind the creation of PTC-19, available facilities, and monitoring and evaluation of PTC-19.

Abstract

Jogja Smart Service (JSS) is a digital-based public service innovation created by the Yogyakarta city government, the purpose of creating Jogja Smart Service (JSS) is to meet the needs of the public service sector to the citizens of Yogyakarta which was driven by the high number of Covid-19 cases in Yogyakarta at that time, this forced the city government to continue to provide services to the community even amid a pandemic. This research aims to test the theory of Agile Governance developed by Kruchten to innovate digital-based public services Jogja Smart Service (JSS). Researchers will test 3 indicators contained in the theory of Agile Governance against Jogja Smart Service (JSS), namely indicators: 1) Based on Quick Wins, which will assess Jogja Smart Service (JSS) in terms of speed and accuracy. 2) Systematic and Adaptive Approach, which will assess systematic and adaptive aspects. 3) Simple Design and Continuous Refinement which will assess the aspects of the ability of the Yogyakarta city government to develop Jogja Smart Service (JSS)
