Abstract

The purpose of this paper is to identify problems and construct a conceptual model related to the local fiscal health condition. The local fiscal health condition is highly dependent on many factors, indicating that local finance is a complex, systemic and unstructured process. The main emphasis in this research is that the researchers attempt to explore the problem situation with the interpretive and naturalistic approach toward the local fiscal health condition and to study, understand, and interpret the meaning of phenomenon. This study uses a soft system methodology (SSM) that is a systemic approach to describe unstructured issues with a structured approach. The successful conceptual model constructed in this research is the survival mechanism of revenues and expenditures model. The results of this study indicate that the main problem of fiscal health condition is from both revenues and expenditures. Revenues problem is indicated by the low local fiscal independence, while expenditures problem is by the high indirect personnel expenditures. The location taken as the unit of analysis was Bondowoso Regency, East Java, Indonesia with the consideration that Bondowoso Regency is one of the four underdeveloped regencies in East Java Province.

Abstract

The purpose of this study is to map the latest developments on the asymmetric decentralization concept. The increasing use of this concept today is not accompanied by the availability of adequate literature. This mapping is useful to trigger further research as well as to guide the application of the concept in practice. By using systematic literature review on the Proquest database in the last ten years: 2010-2019, important up-to-date information is obtained. The results of this research indicated that there were small number of research on asymmetric decentralization concept that exist. Furthermore, this research also presented the distribution of the research areas. In addition, this research showed the development of the meaning of asymmetric decentralization as well as mapping the scope and content of the developing study. This research also showed the various factors that influenced the effectiveness of asymmetric decentralization, described the impact of the application of this concept in various countries, provided suggestions for further research that would be useful for the development of research on asymmetric decentralization in the future, presented several interesting issues that were useful for further research, and produced an asymmetric decentralization framework

Abstract

Placement of structural officials in the Momahe City administration still holds the problem. The problem occurs because there is a different legal basis used in the placement of structural officials. For appointment of echelon II / b officials using PAN-RB Regulation no. 13/2014 on openly charging the Office of the Leader. As for the placement of Echelon III and IV still use Government Regulation no. 100/2000. In this last rule the role of the Agency for the consideration of position and rank is very dominant. This dominance led to the imposition of Echelon II structural officials under the prone to bureaucratic politicization. Novelty of this research is to see the reality of the problem of placement of structural positions by looking at the relationship between the elements with each other with systems thinking approach. This study aims to create a model of organizing the placement of structural positions in the city government Momahe. The results showed that systemically the placement of structural officials based on merit showed two behaviors, namely reinforcing and balancing.

Abstract

At present, the Covid-19 contagious disease outbreak can spread rapidly throughout the world, including Indonesia. Apart from having a negative impact on the health sector, it also impacts the economic, social, cultural, resilience, tourism and other sectors. This can threaten people in rural areas who have gaps in health accessibility and high levels of poverty compared to urban areas. So it is necessary to carry out village economic development, but still protect the health of rural communities from the Covid-19 disaster. This cannot be done by the government alone. Interdisciplinary and field cooperation is required by referring to the principles of collaborative governance. The research objective was to determine the ideal collaborative governance model in village development during the Covid-19 pandemic. This research uses qualitative methods with a descriptive approach. This method can be studied comprehensively and deeply. The results of this study indicate that in South Lampung Regency there are already several priority activities in the economic and health sectors, some of these priority activities such as Covid-19 Response Village, Village Cash Intensive Work, Village Fund Direct Cash Assistance (BLT), and other Infrastructure Development. These priority activities are collaborations carried out by the government, society and business

Abstract

Forest, as one of determinant life support and people’s prosperity resources, tends to deteriorate, and as the effect, its existence must be optimally and sustainably maintained. Accommodating the dynamic of the people’s aspiration and participation is a must in maintaining the sustainability of the forest.  The paper attempts at analyzing the process of decentralization of forestry affairs in Blora, Central Java and all stakeholder’s opinion about forest for the present and future generation. The findings show that the Central Government focuses on the efficiency and externalities as consideration in renewing delegation of authority in forestry affairs. However, that was not enough. There should be a fundamental exchange in the stakeholders’ perspectives. The stakeholders should start seeing forest as intergenerational public goods instead of common pool goods. Intergenerational public goods means that forest should be managed not only for present generation interest but also for future generation needs. Sustainable forest management is needed for intergenerational benefit. The principles of sustainability should be added to the existing principles in decentralization in order to realize sustainable forest management.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan proses perencanaan anggaran berbasis kinerja di Kabupaten Pasuruan. Penelitian ini dilakukan dengan menggunakan pendekatan penelitian kualitatif. Adapun fokus penelitian dalam penelitian ini adalah proses penyusunan anggaran berbasis kinerja di Kabupaten Pasuruan tahun anggaran 2012. Data yang digunakan dalam penelitian ini meliputi data primer dan data sekunder dengan teknik pengumpulan data berupa observasi, wawancara, studi dokumentasi dan triangulasi. Data dalam penelitian ini dianlisis menggunakan teknik analisis data kualitatif model interaktif dari Miles dan Huberman. Adapun keabsahan data diperoleh melalui uji credibility, transferability, dependability, dan confirmability. Hasil penelitian menunjukkan bahwa usulan program dan kegiatan melalui proses musrenbang berpotensi menciptakan rencana program dan kegiatan pembangunan yang sesuai dengan kebutuhan masyarakat. Akan tetapi usulan program dan kegiatan pembangunan dari masyarakat tidak bisa terakomodir semuanya dikarenakan masyarakat kurang mendapatkan informasi program pembangunan yang menjadi prioritas pemerintah daerah tahun bersangkutan. Penyusunan anggaran berbasis kinerja di Kabupaten Pasuruan masih menunjukkan dua hal yaitu: (a) kurangnya komitmen pemerintah daerah yang ditunjukkan dengan belum disusunnya ASB serta terlambatnya penyusunan Standar Satuan Harga, (b) kurangnya pemahaman petugas perencana terhadap indikator kinerja yang ditunjukan dengan adanya perbedaan indikator outcome untuk kegiatan-kegiatan dalam satu program dan adanya perbedaan target kinerja sasaran renstra SKPD dengan RPJMD. Abstract

Human Development Index (HDI) determines human prosperity in different countries using value assets. In general, the primary measurement includes the three basic indices, namely education, health, and a decent standard of living. HDI is a measure of development and governance success in terms of economic growth and human development. Generally, studies on HDI take place at the national and regional levels, and comparisons of its achievements between countries, while those at the municipal level are limited. Studies on the determinants of the success of increasing HDI tend to focus on local governments' fiscal capacity and political will and rarely touch the capacity of public administration in managing government, specifically in the development planning stage. This study examined the increased success of the Malang City's HDI by adopting a logical framework (log-frame) analysis with secondary data from the Malang bureau of statistics. The results showed an 80.89 increase in HDI from 2014 to 2018, including the education and health indexes, with a decent standard of living. The increased success is shown by the Regional Medium Term Development Plan (RPJMD), including basic education development program, regional public hospital service programs, and food security program for education, health, and purchasing power indices. Therefore, the local government needs to maintain and enhance the HDI in both medium- and long-term plans. The novelty of this study lies in the use of a logical framework in preparing regional development plans that support efforts to increase HDI consistently in the medium term. This reinforces the need to strengthen the perspective of how to achieve development goals compared to other studies that focus more on the perspective of the substance of development.

Abstract

This article examines beschikking, regeling, and beleidseregel in the Indonesian legal system. This article aims to understand beschikking, regeling, and beleidseregel in the context of its content's type, form, and material. Using a conceptual approach method, this article will likely provide an understanding for academics and practitioners in the field of legislation. The results of this study show that beschikking in Indonesia appears in the form of KTUN. In contrast, regeling appears in the form of laws and regulations, while beleidseregel manifests in circulars and instructions. Measuring the marketability, binding, and usability of a beschikking, regeling, and beleidseregel uses a typology approach to the division of power.

Abstract

The ability of employees known as employee competency is one of the strengths for the organization. Recently the concept of core competency has shifted to a core capability that is an organizational ownership that is different from the others. The aim of the research is to identify the core capability of employees at Plant Conservation Botanic Gardens through knowledge creating activities. This type of research uses a description method with a qualitative approach. The results showed that in the Plant Conservation Botanic Gardens has carried out a process of knowledge creating activities consisting of consisting of joint problem solving, integration of new tools and methodologies, experimentation and prototype preparation, and absorption of knowledge from outside the organization so that core capability from skill dimensions and knowledge.

Abstract

Penelitian ini bertujuan untuk menghasilkan strategi percepatan peningkatan jabatan fungsional dosen di fakulas x universitas y. Penelitian ini menggunakan metode kualitatif dengan pendekatan soft system methodology (SSM). Permasalahan pada defisit sumber daya dosen dengan jabatan Lektor Kepala dan Guru Besar. Masalah ini dipengaruhi dari struktur sistemik dalam tiga tingkatan: individu, organisasi, dan institusi. Solusi dari permasalahan ini dengan menggunakan system thinking yakni memperbaiki faktor input dan mentransformasikan proses dari kenaikan jabatan fungsional dosen. Meningkatkan input pengembangan kapasitas dosen dalam proses mencapai pengajaran, penelitian, dan pemberdayaan masyarakat, meningkatkan sistem pendanaan, mempercepat sistem pengarsipan, dan embangun sistem evaluasi yang stabil. Sedangkan proses transformasi meliputi, penataan load pekerjaan dosen, peningkatan motivasi penulisan jurnal, penataan sistem informasi pengangkatan jabatan fungsional, dan membangun sistem peningkatan jabatan.
