<![CDATA[Penelitian ini bertujuan untuk mengukur sejauh mana peran pemerintah dan akademisi dalam mengembangkan Usaha Mikro Kecil dan Menengah (UMKM) sebagai pemberdaya ekonomi rakyat. Responden dalam penelitian ini berjumlah 51 orang yang merupakan pelaku UMKM di Pangkalpinang. Metode penelitian menggunakan wawancara dan kuesioner. Teknik analisis data yang digunakan yaitu analisis deskriptif kuantitatif. Hasil penelitian menunjukkan: (a) Peran pemerintah terhadap pengembangan UMKM termasuk dalam kategori sangat tinggi. Hal ini berarti pemerintah kota Pangkalpinang sudah sangat baik dalam mendukung pengembangan UMKM. Peran pemerintah yang paling dirasakan yaitu dalam bentuk pembinaan serta koordinasi dengan para pelaku UMKM. (b) Peran akademisi terhadap pengembangan UMKM termasuk dalam kategori tinggi. Para akademisi khususnya di Pangkalpinang sudah dirasa baik dalam melakukan sinergi dengan pemerintah maupun pelaku UMKM sendiri baik dalam bidang penelitian, maupun pengabdian kepada masyarakat yang berkaitan dengan UMKM.]]>

<![CDATA[This study aims to develop a social companion model of the Joint Business Group (KUBE). There were 50 research respondents consisting of KUBE management and assistants in Pangkalpinang. The research method uses a mixed approach. Based on the results of the study, the KUBE social companion model that was developed is the professional assistance model, which starts with the process of selective recruitment of KUBE companions based on competency, followed by training, as well as the obligation to report KUBE developments periodically. In addition, this research produced the following findings: (1) 67% of training had an impact on companion skills; (3) There is a gap between the supply material and the companion needs by 50%; (4) It is necessary to improve the quality of the accompanying supplies both in terms of material, method, duration of implementation, instructor and training media; and (5) 58% of KUBE management felt that the mentor was able to help KUBE activities. ]]>

<![CDATA[The purpose of this study is to analyze the effect of innovation capacity on the competitive advantage of MSMEs as well as to determine differences in innovation capabilities based on a gender perspective. Research respondents were 60 micro business operators in Bangka Regency. Methods of data collection through questionnaires and interviews. Data were processed using linear regression analysis and the Mann-Whitney Test. The results showed that the capability of innovation had a significant effect on the competitive advantage of microbusinesses in Bangka Regency. In terms of gender, there was no difference in innovation capabilities between male and female microenterprise entrepreneurs in Bangka Regency. <![CDATA[Pertumbuhan UMKM Pangkalpinang pada tahun 2018 mengalami penurunan yang signifikan dibandingkan dengan tahun 2017, yaitu sebesar 42,22%. Menurut data dari Dinas Koperasi dan UMKM, rasio kewirausahaan Bangka Belitung sebesar 1,91%. Angka ini sangat kecil dari yang diharapkan dalam sebuah pembangunan ekonomi rakyat. Beberapa identifikasi masalah yang dihadapi dalam pemberdayaan UMKM dan Koperasi di Provinsi Kepulauan Bangka Belitung antara lain; (1) Kekurangan SDM dan aparat pembina yang membidangi UMKM dan Koperasi; (2) Rendahnya perspektif pimpinan instansi pemerintah dan dunia usaha mengenai pemberdayaan UMKM. Tujuan dari penelitian ini adalah untuk mengetahui sejauh mana peran UMKM sebagai penopang perekonomian berbasis kerakyatan. Jumlah responden dalam penelitian ini sebanyak 30 pelaku UMKM di Pangkalpinang. Metode pengumpulan data melalui penyebaran kuesioner dan wawancara yang diolah dengan menggunakan metode analisis kualitatif. Hasil penelitian menunjukkan bahwa secara umum peran pelaku UMKM sebagai motor ekonomi rakyat di kota Pangkalpinang sangat besar. Peran UMKM di kota Pangkalpinang diantaranya yaitu: (1) Pemain penting dalam pengembangangan ekonomi lokal; (2) Penyerap tenaga kerja; (3) Sarana pengentas kemiskinan; serta (4) UMKM sebagai pemerataan perekonomian rakyat kecil.]]>

<![CDATA[Halal product assurance is a global concern, especially in some Southeast Asian countries. The Government of Indonesia through law No. 33 of 2014 requires food and beverage products circulating in Indonesia to have halal certificates. Responding to the central government program, the Government of Bangka Belitung has issued a Regional Regulation on the Implementation of Safe and Halal Food Guarantees. The purpose of the Community Partnership Program (CPP) is to realize Balunijuk Village as Halal Village. The determination of these objectives is the result of an agreement between the village officials and food and beverage business people in Balunijuk Village. The method of implementation in this activity is in the form of direct guidance to six fostered partners to obtain a Sanitation Hygiene (HS) certificate, and socialization on halal lifestyle targeting the community, village officials and six fostered businesses. Six fostered businesses in the village of Balunijuk have received Sanitation Hygiene (HS) Eligible Certificates. The issuance of HS certificates in the foster stalls shows the seriousness of partners in maintaining the cleanliness of the production process, raw materials and sanitation of production sites. HS Certificate as a requirement for business actors to apply for a Halal Certificate LPPOM MUI in Bangka Belitung. As many as 90% of participants understood about halal lifestyle material, besides that participants felt the need to apply halal lifestyle, especially in the selection of food and drinks to be consumed because it had an impact on physical and spiritual health. The results of this activity are the initiators to realize Balunijuk Village as Halal Village.]]>

<![CDATA[Tujuan penelitian ini adalah untuk mengetahui dan menganalisis kinerja pengelolaan dana desa berbasis kompetensi aparatur desa melalui partisipasi masyarakat sebagai variabel moderasi. Penelitian ini merupakan penelitian kombinasi dan bersifat eksplanatori (explanatory research) dengan pendekatan SEM Moderating menggunakan SmartPLS (Partial Least Square). Data penelitian adalah data primer yang diperoleh dari penyebaran kuesioner kepada 100 responden masyarakat Kecamatan Tempilang Kabupaten Bangka Barat. Hasil penelitian menunjukkan bahwa terdapat pengaruh positif variabel kompetensi aparatur desa dan partisipasi masyarkat terhadap kinerja pengelolaan dana desa. Variabel partisipasi masyarakat tidak memoderasi pengaruh kompetensi aparatur desa terhadap kinerja pengelolaan dana desa.]]>

<![CDATA[West Bangka was the only regency in Bangka Belitung Province that received a Fair Without Exception (WTP) in 2013-2014. Different with the East Belitung which has never received a WTP, even in 2014 East Belitung received Unqualified Opinion (TW). This study aims to analyze and compare village financial management and its level of suitability with The Minister Regulation Number 113 Year 2014. Qualitative analysis used to identify the constraints on village financial management, analysis of quantitative using Independent Sample t Test. The object of this research are 26 villages in West Bangka and East Belitung. The results of this study showed that the obstacles of financial administration was caused by lack of understanding and guidance regarding the tasks, principal and functions of village apparatus. Reporting and financial accountability of the village is in accordance with the applicable rules, but there are 3 villages (11.54%) that have not been in accordance with The Minister Regulation Number 113 Year 2014. The results of descriptive statistics, there are differences in reporting and accountability of village finance. However, there is no difference regarding administration of village revenues, expenditures and financing in West Bangka and East Belitung.Keywords: Administration, Accountability, Village Financial Management]]>
