This research is research and development (R&D) with the ADDIE model, namely analysis, design, development, implementation, and evaluation. The purpose of this study was to test the validity and effectiveness of mind mapping-based pocketbook media on the material of the central level government system to improve the learning outcomes of fourth grade civic education at SD Inpres Oebufu. The results showed the stages of developing mind mapping-based pocketbook media, namely potential and problems, data collection, product design, design validation, limited trials and usage trials. Based on the results of the media expert validity test, a percentage of 90.62% was obtained, while the results of the material expert validity test obtained a percentage of 81.39% with a very feasible category. The pretest and posttest learning outcomes calculated using the N-Gain Test increased by 0.60 in the limited trial and increased by 0.68 in the usage trial with a moderate category. Based on the results of the study, it can be concluded that the mind mapping-based pocketbook media on the material of the central level government system that has been developed is very feasible and effective in improving the learning outcomes of fourth grade civic education at SD Inpres Oebufu.
