Abstract

Abstrak: Pembangunan infrastruktur jalanberfungsi untuk meningkatkan laju perekonomian dan kesejahteraan masyarakat. Terjadinya ketidakseimbangan antara jumlah kendaraan dan luas jalan berdampak pada kemacetan. Manajemen lalu lintas yang dikelola dengan baik mampu mengurangi masalah kemacetan.  Penelitian ini bertujuan untuk: (1) mengetahui pengaruh volume kendaraan terhadap kapasitas jalan dan tingkat layanan jalan; dan (2) menentukan alternatif solusi untuk mengatasi kemacetan. Metode penelitian yang digunakan adalah kuantitatif deskriptif studi kasus dengan desain studi lapangan. Analisis data menggunakan Manual Kapasitas Jalan Indonesia 1997. Hasil analisis data digunakan untuk menentukan alternatif solusi mengatasi kemacetan. Hasil penelitian ini adalah sebagai berikut: (1) Volume kendaraan di jalan Joko Tingkir yaitu 2669,2 smp/jam dengan kapasitas yaitu 3140,27 smp/jam. Nilai derajat kejenuhan 0,85 dan berada pada tingkat layanan E. Nilai volume kendaraan akan berpengaruh terhadap nilai kapasitas jalan, yaitu semakin besar volume kendaraan maka kapasitas ruas lingkup jalan semakin kecil. Nilai volume kendaraan juga berpengaruh terhadap tingkat layanan jalan; (2) Manajemen lalu lintas untuk mengurangi kemacetan di jalan Joko Tingkir yaitu Transport Demand Management (TDM) dengan cara membuat traffic light dengan diberi rambu lalu lintas pendukung yaitu rambu dilarang berhenti dan dilarang parkir. Abstract : The function of road infrastructure development is to increase the rate of economy and community welfare. There is an imbalance between the number of vehicles and the road area, which has an impact on traffic jams. Traffic management which is managed properly can reduce traffic jam problems. This study aims to (1) determine the influence of vehicle volume toward road service levels and road capacity; (2) find alternative solutions to reduce traffic jam. This study applied the descriptive quantitative case study method with field study design. Data were analyzed based on the Indonesian Manual Capacity Road 1997 methods. The results of data analysis were used to determine the solution to traffic jam problem. The results of this research indicate: (1) The vehicle volume in Jaka Tingkir road was 2669,2 smp/hour with a capacitywas3140,27 smp/hour. The degree of saturation value was 0.85 at the service level E.  The value of vehicle volume will affect the road’s capacity, namely the greater volume of the vehicle, the smaller of the road’s capacity. The value of vehicle volume also will affect the value of the level of road service; (2) traffic management to reduce traffic jam in the Joko Tingkir road was Transport Demand management (TDM) which was make a traffic light with supporting traffic signs such as no stop and no parking.
