Abstract

An area's wealth of natural resources can bring prosperity to its people. However, this is not the case with the fishermen in the Maluku Tengah Regency, Maluku, Indonesia, who live in the Golden Fishing area. For nearly 20 years, fishermen in this district have lived below the poverty line. In this study, RIA will be used to evaluate policies from the central government level to the district government level. The goal is to add to the repertoire of knowledge in the study of public policy and see the causes of this issue and alternative solutions. This field research uses a qualitative approach with a Regulatory Impact Assessment (RIA) analytical instrument. This study found that the government needed adequate strategies and designs to get fishermen out of the poverty trap. As a result, the government needs help to make quality policies. So that the strategic plan of the Fisheries Service of the Maluku Tengah Regency, which should be the spearhead of fisherman poverty reduction policies, becomes the most dominant inhibiting factor in creating fishermen's welfare. The proof is that many programs in the strategic plan do not favor fishermen. So the Fisheries Service of the Maluku Tengah Regency needs to evaluate the strategic plan as a whole so that it can have a positive impact on fishermen.

Abstract

This study aims to show what kind of problems and challenges occur in the middle of Papua Province development, as well as the extent of complexity of these development problems and the challenges of the New Autonomous Region to answer it. We use the systematic literature review method by showing a collection of literature from the Scopus database that discusses the development of Papua and analyzing the literature collection into several clusters. Bibliometric analysis is used to generate statistical models that show the relationship between each study. 151 literature sources were used in this study and produced three clusters namely development process, environment, and communication. From these aspects, several development efforts have been carried out by the government such as collaboration with the private sector, community capacity building through local value development, and the involvement of indigenous peoples. Moreover, there are several things that need to be considered such as land acquisition issues, the difficulty of access, planning and control functions, political intervention and interests, along with the communication system that has not been integrated. The New Autonomous Region can have a narrow span of control so it will optimize supervision and monitoring functions, but there are several things that need to be considered when implementing it such as planning, existing human resources capacity, and financial aspects. There are some limitations in this paper, where we cannot reach some highland areas to directly observe the challenges that occur there. Future research can develop discussions about Papua development through direct observations in those areas.

Abstract

This study aims to investigate how the digital advocacy process in responding to the Klitih occurrence in Yogyakarta, Indonesia, was executed in expressing public dissatisfaction on social media (particularly Twitter), who are the actors, and how it will contribute to future social problem resolution. This study seeks the public response on Twitter regarding the Klitih accident that occurred in early April 2022 in Yogyakarta, Indonesia, by using the Twitter API executed in Python programming language. The analysis tools use qualitative content analysis through statistical analysis, sentiment analysis, emotional classification analysis, and social network analysis. We found that collective public responses on Twitter have successfully formed digital communities. This study observes two advocacy fibers; vigilantism and punitive law enforcement. Massive negative sentiments, colossal anger, and fear over how the Klitih issues are being resolved have a dissatisfaction impact through advocacy. The study's findings contended that the next step for digital advocacy lies in the presence of popular government opinion leaders in welcoming the advocacy and how strategies may be advanced by the dissatisfied party in lifting the advocacy to a greater stage. Future scholars can broaden it by applying the same methodology to the non- digital advocacy spectrum

Abstract

This paper explores the propensity of neutrality disruption among Indonesian civil servants during political elections. It aims to provide empirical evidence to prove that some Indonesian civil servants have the proclivity to violate neutrality by supporting political candidates in a campaign or through social media during the elections. This research was conducted with qualitative methods by literature review, examining policy documents, and a descriptive study to provide an overview of the theoretical normative and practical findings. This research utilized the Indonesian Civil Service Commission (KASN RI) report which showcased 1,399 neutrality violation reports and 982 neutrality violation cases among Indonesian civil servants in 2020 (2020 was the year of 270 simultaneous heads of regional elections in Indonesia), making Indonesia among the “few & self-interest” sphere countries in the modified dimension of interest and societal spheres framework. As the way out from the neutrality infringement paradox, this paper proposed a collaborative approach between government agencies to overcome civil servant neutrality violations and strategies to reduce abuse of power by the head of the government agency during the elections. The implication of this study is to remind the bureaucracy that dynamics and disharmony in implementing neutral competence and political responsiveness inside the bureaucracy occur during elections. Academically, this study is significant in showcasing the complex relationship between neutral competence and political responsiveness in bureaucracy. Practically, the study is substantial for the bureaucracy to learn how to prevent and be immune from political influence during the election.

Abstract

Efforts to continue to increase public participation in policymaking continue to be carried out as a step toward a more open government. Along with the popularity of online petitions (e-petitions) initiated by various lines of society, a systematic analysis was carried out to find out how successful an online petition (e-petitions) is as a public space in policy making. We try to provide a new perspective from a broader side of the previous partial research. This indicator of success is based on the original purpose for which the petition was published. As a result, there are three important things that are divided into two scopes of paths for achieving goals. First, the way of communication in which there is a linguistic approach is an important factor that influences how information from the petition is conveyed to the public and leads to the publicity of the petition. Second, the way of delivery is the basis for how the voice of the community is conveyed to policymakers, which is influenced by the political will of a region. Finally, media attention is a factor between the two scopes, which have dual roles as a “toa” to the public, and a messenger of policy. This review is expected to be a reference for initiators who propose policies from the community as well as a consideration for policymakers to actively involve the community's role in the policymaking process.

Abstract

Talent management is important to obtain a professional, high-performance, and reliable apparatus. However, there are still very few studies on implementing talent management at the local government level in Indonesia. This paper aims to explain indicators of talent acquisition and retention of different generations in providing an understanding of implementation talent management, a case study in DKI Jakarta Provincial Government. Due to the regulation related to Talent Management for government institutions that were just issued, all government agencies have to implement talent management. However, there still needs to be a greater understanding of indicators for implementing talent acquisition and retaining talent (talent retention) to prepare future organizational leaders. This study applied mixed, qualitative, and quantitative approaches—a case study of the special capital region (DKI) Jakarta Provincial Government as a capital city. Respondents and informants total 43 officials from the DKI Jakarta Provincial Government. This study found that more than 90 percent of respondents agreed and strongly agreed with the indicators representing talent acquisition and retention. These findings are convinced by supporting data and information based on interviews and document implementation at DKI Jakarta Province. Furthermore, this study found a positively correlated relationship between talent acquisition and talent retention based on indicators of talent management implemented in DKI Jakarta Province. Therefore, this study's talent acquisition and retention indicators significantly contribute to local governments' understanding of implementing talent management policies and to the literature on talent acquisition and retention indicators for local government, especially in the Indonesian context.
