Abstract

The shift in government concept into governance takes the consequence of changes in public governance including in the forestry sector. Good forest governance becomes a great hope for managing the forest condition so that sustainable forest management can be realized. However, in its implementation, it contains a big challenge for the forest in Indonesia which is mostly identical with indigenous people. Meanwhile, the development becomes a necessity that cannot be inhibited in which business corporation as the actor who plays in the forest governance is considered as a major threat to the environment and indigenous people. To achieve good forest governance, it is necessary to have a synergy with cultural governance that is hoped to be able to accommodate the indigenous people interests. This paper is a case study related to the practice as an effort to achieve good forest governance in the indigenous people of Pelalawan that are followed by the cultural governance effort so that the indigenous people culture of Pelalawan that is closely related to the forest can still be maintained.

Abstract

The study is aimed to reveal the public administration process in a challenging digital society. Facing the globalization, agriculture sector in Indonesia cope with the same challenge. In term of modernization, the role of agricultural extension is considered as one of the main factors in transferring technology and knowledge to the farmers. The case study was taken on Indonesian agriculture policy in Yogyakarta Province to reveal two different aspects namely (a) the dynamic and relevance of agriculture policy to deal with nowadays digital society challenge and (b) how the extension agents respond the policy in terms of digitalized society and globalization. The qualitative data was taken from in-depth interview and FGD with extension agents in Yogyakarta province were used for the research main data. The research result has shown that the impact varied from different extension groups/districts. The characters of extension agents and mostly Indonesian agriculture sectors are mostly the aging agriculture labors and lower technology application. This study results on how the agriculture policy was historically put the entity of extension agents as merely “object of development”. This phenomena fnally has to cope with recently global agriculture problem. The study

Abstract

This research aims to examine and analyze the influence of spiritual leadership on organizational culture implemented by Bank Syariah Mandiri (hereinafter will be referred as “BSM”) Branch Ofce and Sub Branch Ofce Depok. Spiritual leadership can be measured by using the concept of spiritual leadership developed by Fry (2003) with fve dimensions, namely: vision, altruistic love, hope/faith, meaning/calling, membership, and organizational culture as measured by the ETHIC (Excellence, Teamwork, Humanity, Integrity, and Customer Focus) dimensions in Bank Syariah Mandiri’s organizational culture. This research utilized a quantitative approach wherein research data were collected through survey conducted to all employees in the BSM Branch Ofce and Sub Branch Ofce Depok, with 55 respondents being involved in this research. The research data were subsequently analyzed by using descriptive statistics analysis and simple linier regression analysis. The results of this research show that spiritual leadership of the Head of BSM Branch Ofce Depok has a 56 percent positive effect on the implementation of ETHIC organizational culture in BSM.

Abstract

The purpose of this article is to discuss the basic and essential contents of the policy of inclusive education in Indonesia. Inclusive education is the recent worldwide agenda for educational reform toward the no-discrimination in education. Regardless of any condition and circumstances, it is guaranteed that every child has the right for education, as it is also clearly highlighted in the global program of Education for All (EFA). This paper is a content and analytic review on the national policy of inclusive education towards the education for all in Indonesia, i.e the Regulation of National Ministry of Education (PERMENDIKNAS) Number 70 Year 2009. Number of schools implementing the inclusive education policy has significantly increased, supported also by the province and district related regulations. However, the context of the policy of inclusive education as the major guideline for the policy implementation lead to various and even narrowed perspective on the concept of inclusion. Inclusive education is still discussed more in term of learners with disabilities only. Much progress has been made, yet it is still much left to be accomplished to achieve the fundamental and universal rights on education to all society.

Abstract

One of the reasons for the State’s presence in society is due to market’s failure in providing its citizens with better welfare. The local economy2 that serves as a source of welfare for most Indonesian communities is placed under very strenuous conditions when having to confront capitalist economy. Remarkably differing backgrounds and resources create a highly imbalanced bargaining position. There have been numerous policies in the form of local economic development programs that have been carried out by Indonesia. However, the reality indicates that as of current the contribution of local economies in the GDP remains at approximately 50%. The interventions employed using a global approach, did not consider the specification of issues confronted by local economies, the State intervention performance metrics were very simple (activities) and there was a lack of serious evaluation regarding the intervention, which led to it not bearing much fruitful results. It was the Kulon Progo Regency which developed the concept of empowering local economy by using a specific approach confronted by the local economy. The policy is known as “Bela Beli Kulon Progo”. This article discusses the process undertaken by the Kulon Progo Regency in implementing the “Bela Beli Kulon Progo” movement which succeeded in boosting local economic development performance.

Abstract

This paper aims to elaborate the crises occurring in the science of public administration based on signifcant conceptions of scholars. Public administration’s initial emergence as a novel scientifc discipline sparked a theoretical-conceptual debate specifcally in the domain of epistemology. For the sake of systematical order, this paper is divided into three phases of crisis based on the dynamics of the theoretical-conceptual development of public administration, namely: (1) identity crisis; (2) paradigm crisis; and (3) intellectual crisis. The illustration of each crisis phase is aimed at conveying conception points of scientists which facilitates in reading the narrative of shifts and theoretical-conceptual contents including their inherent values. For this reason, a search or walkthrough of relevant literature is necessary to observe the development of thoughts in public administration.The study result shows that the differing ideas and argumentations which had occurred throughout every discussion on public administration have had implications on the heterogeneity of the public administration feld. The various shifts of locus-focus and paradigm in public administration is seen as a systematic atempt in fnding its true self as a scientifc discipline. The efforts of public administration in separating itself from the shadows of political science was also observed, although being capable of truly separating itself is considered as extremely difcult, bearing in mind that the focus and locus of public administration is very much affected by constantly developing social political influences. In addition to that, various shifts of locus and focus seems to have empirical implications particularly in the scientifc scope of public administration.

Abstract

Communal land is one of the village assets that can be utilized for the benefit of the public, and it can be managed by an enterprise owned by the village, devoted to creating self-reliance of the village. Law No. 6 of 2014 on the village, mandated the management of the village assets in the form of Village-Owned Enterprise (BUMDes), in West Sumatra, it is called Nagari-Owned Enterprise (BUMNag). Nagari Lubuk Malako has several business fields managed in the form of village cooperative, which later transformed into BUMNag. This paper is the result of a research aimed at describing and analyzing how the collaboration was undertaken by many stakeholders in Nagari, in the formation and development of the BUMNag. With the descriptive qualitative method, through analysis of the data in the form of etic and emic, Nagari Government of Lubuk Malako succeeded in changing the form of the management of the business field of smallholding plantation, to be managed by BUMNag. Changes in the form of management are the result of governance collaboration in Nagari. Stakeholders in Nagari, namely indigenous community, private firms, and youth leaders, worked together to increase participation in doing the vertical and horizontal collaboration, and made networking to push Wali Nagari (Head of Nagari) as the governmental component in order to facilitate the formation and development of BUMNag.

Abstract

This research analyzes the policy formulation and implementation of participatory budgeting in Seoul by using qualitative methods focusing on document research. The target time for this research is from 2010 until May 2012 when the Seoul government enacted the PB regulation for policy formulation, and from 2012 until 2016 for policy implementation. The results of the research show that Seoul government had already faced many demands for the implementation of PB before the regulation on PB was enacted. These demands are the result of two flows, that is, a political flow that regards citizen participation in the process of public policy as important and the worsening financial condition of the local government. In this situation, the change of Seoul mayor in 2011 has led the Seoul government to start policy formulation for PB. In the process of making the regulations, the CSOs that already studied a lot about PB also participated in this process. So, Seoul government has made regulation on PB with high level of citizen participation. After regulation on PB was enacted, during the implementation of PB, Seoul government seeks to increase the level of citizen participation by enhancing its representativeness and expertise. For example, Seoul government randomly select most of the PB committee members through open recruitment for representatives, make compulsory lessons in budgets school for expertise, and disclose all information and provide more opportunities for participation such as e-voting to increase the number of participants. As a result, the number of e-voting participants reached about 1% among the total population of Seoul.

Abstract

Bandung City Government is ranked the 3rd in smart city index in Indonesia only within 8 months of smart city application. Considering this achievement, it is necessary to study this fast-tracking success of smart city to enable a lesson learnt for other local governments. Hence, this research aims at evaluating the best practices of smart environment program as one of smart city projects and analyzing the positive transformation being brought. The analysis will be based on three core activities in smart environment: (1) the creation of thematic parks as open public spaces; (2) the restoration and the revitalization of rivers and its river banks; (3) urban gardening or urban farming. Combined with the result of extensive of literature review, this research will apply eight (8) aspects of smart environment. These aspects are (1) The Provision of Public Open Space; (2) Good Waste Management; (3) Slum Areas Management; (4) The Revitalization of River; (5) Eliminate “Chopsticks Syndrome” in Building Construction; (6) Alternative energy; (7) Reducing the Production of CO2; (8) Urban Farming. A qualitative research method were used in this research. The analysis of this research is a comparative analysis, with the use of smart city best practices in other cities in other countries as the benchmark. Seven local government work units/departments/agencies of Bandung Citywhich play important role as the leading sectors of the smart environment program were the key resources of this research. The data were collected from 30 interviews. This research gave its reader a new perspective in understanding the concept and the practices of smart city in the public administration perspective.

Abstract

The conduct of this study came in the backdrop of thinking of the need for opening a discussion for a more comprehensive and contextual concept of whistleblowing for Indonesia from the vantage point of existing theoretical perspectives, regulations and practices. There is a lot of misunderstanding and bias about the concept of whistleblowing in public and private organizations in Indonesia. This study is largely based on previous literature and observation of the implementation of whistleblowing system (WBS) in several institutions that the author considered credible enough to be best practices. The study used descriptive qualitative approach and used various reference sources that were drawn from library research. This research has produced several formulations. First, the synonym or equivalent phrase in the Indonesian language for the term whistleblower is Pengungkap dugaan kecurangan, (revealer of alleged fraud) and Pengungkap dugaan pelanggaraan (revealer of alleged violation) or Pengungkap dugaan perbuatan tidak benar (wrongdoing) (revealer of alleged wrongdoing). Secondly, the most appropriate equivalence to the phrase whistleblowing system (WBS) in the context of Indonesia is “Sistem Pengungkapan Dugaan Pelanggaran” (alleged violation disclosure system). Third, the object of the report or complaints of whistleblowing (wrongdoing) is classifying into seventeen types of behavior that are in turn categorized into seven groups. WBS development and implementation in a number of government and private sector institutions emphasize seven key points. Research findings fill a mainstream research gap on whistleblowing in Indonesia, which has for long been plagued by misunderstanding between WBS and complaints handling system that is evident in several institutions and government agencies in Indonesia. The expectation is that research results will make some contribution to government policy making in the realm of whistleblowing system by providing a definition that is in line with the initial conception of the concept of whistleblowing. That way, this research is expected to contribute to the development of a more effective policy and WBS that not only protects the whistleblower but also pays attention ethics, culture, and local context in Indonesia which are different from the countries where the concept of whistleblowing had its origins.
