Abstract

Common diseases mostly occur due to lack of basic health information and knowledge to public at large. Therefore, basic health information and knowledge is very much important to reduce the outbreaks of different diseases especially in rural communities which is possible through proper education. Education is a natural and an inborn part of any community or society. High quality and healthy volunteers can be generated in a society by right education with full support of any kind of facility.The objective of this paper is to gather and identify information and knowledge about basic health from students and teachers. In this paper, first we study current basic health (information & knowledge) situation of teachers and students in high schools of District Swat (70% mountain rural areas and 30% urban areas), Khyber Pakhtunkhwa Pakistan. Secondly, find out the willingness of high school teachers and students for basic health information and knowledge using information communication technology (ICT) i.e. through a proposed “Virtual Education for Basic Health (VEBH)” model at high school level. For this purpose a pilot research survey was conducted in seven tehsils of district Swat which contained 119 high schools, including 77 male high schools and 42 female high schools.The respondents are willing to learn basic health information and knowledge through virtual and commented that it will be better for rural mountainous areas of Swat especially for female health. VEBH model will make the students aware about common diseases and ensure future healthy society.

Abstract

Universitas Terbuka (UT) telah berfungsi sejak 1984 untuk memperluas kesempatan belajar bagi seluruh warga negara Indonesia dari berbagai lapisan guna menempuh pendidikan tinggi berkualitas. Makalah ini menyajikan aspek operasional pendidikan terbuka dan jarak jauh beserta sistem penjaminan kualitas UT. Deskripsi dan analisis tentang UT disampaikan dalam hal sistem pembelajaran, asesmen pembelajaran, dan sistem pendukung layanan operasional. Beragam layanan pendukung pembelajaran diberikan sesuai kebutuhan mahasiswa meliputi pembelajaran jarak jauh dengan tutorial online, pembelajaran jarak jauh blended dengan tutorial tatap muka dan online, pembelajaran jarak jauh dengan semua matakuliah didukung tutorial tatap muka, dan pembelajaran fully online. Sistem penjaminan kualitas UT meliputi pengembangan budaya kerja berkualitas sebagai tanggung jawab bersama, fokus pada pencegahan, dan pengembangan mekanisme asesmen kualitas secara internal dan eksternal. UT telah mengadopsi Asian Association of Open Universities (AAOU) Quality Assurance Framework sejak tahun 2001. Asesmen dan review kualitas secara eksternal telah dilakukan melalui sertifikasi ISO 9001 dan ISO 27001, akreditasi Program Studi dan Institusi oleh Badan Akreditasi Nasional Perguruan Tinggi (BAN-PT), dan review kualitas oleh International Council for Open and Distance Education (ICDE). Arah ke depan UT sebagaimana dinyatakan oleh Menteri Riset, Teknologi, dan Pendidikan Tinggi 2014-2015 adalah tantangan UT sebagai pelopor cyber university di Indonesia serta menyediakan matakuliah online bagi mahasiswa dari perguruan tinggi di Indonesia lain agar memiliki pengalaman pembelajaran online. Universitas Terbuka (UT) has been functioning since 1984 to widen opportunities for the citizens of Indonesia from all geographical, social and economic backgrounds to have access to quality higher education. This paper presents the UT operational aspects of open and distance learning and its quality assurance system. The description and analysis of UT is presented in terms of teaching and learning system, assessment of student learning, and operational support system. The UT modes of learning support to students are provided based on the students’ needs to include distance learning with online tutorials, blended distance learning with face-to-face and online tutorials, distance learning with all courses supported by face-to-face tutorials, and fully online learning courses. Quality assurance is discussed in terms of the development of quality work culture as shared responsibility, focus on prevention, and the establishment of mechanism for internal and external assessment. UT has adopted the Asian Association of Open Universities (AAOU) Quality Assurance Framework since 2001. External quality assessment includes certification for ISO 9001 and ISO 27001, Study Program and Institution accreditations by the National Board of Higher Education Accreditation (BAN-PT), and quality reviews by the International Council for Open and Distance Education (ICDE). Future directions of UT as stated by the former Minister of Research, Technology, and Higher Education was to be pioneer in cyber university and to provide online courses for students from other universities in Indonesia.

Abstract

Artikel ini bertujuan untuk menemukan dan membandingkan tingkat penggunaan Open Educational Resources (OER). Penekanannya adalah pada yang mempengaruhi penggunaan OER dan persepsi tentang penggunaan OER dari dosen E-learning University dan Konvensional (Face To Face teaching) Universitas di kota Yogyakarta. Fokus studi murni melibatkan dua universitas negeri: Universitas Terbuka (UT) sebagai Universitas E-learning dan Universitas Negeri Yogyakarta (UNY) sebagai Universitas Pembelajaran Tatap Muka. Data dikumpulkan dari sampel 30 responden dari masing-masing universitas menggunakan metode kuesioner. Hasil data menunjukkan bahwa dosen di kedua universitas memiliki keterampilan teknologi ahli, dan keduanya menggunakan sumber daya digital dan OER. Para dosen UT, bagaimanapun, menunjukkan persepsi yang lebih positif tentang penggunaan OER berbeda dengan kuliah sebagai bahan pendukung daripada UNY.

Abstract

Public services by the government in various sectors are sometimes perceived as not in line with public expectations. The purpose of this study was to analyze the quality of face-to-face tutorial services at Universitas Terbuka (UT) Regional Office in Bengkulu, using the Public Satisfaction Index (Indeks Kepuasan Masyarakat/IKM) method. This study used a quantitative descriptive approach. Data analysis techniques using the Public Satisfaction Index (IKM) approach, were calculated based on the weighted average value of each service element developed in the Regulation of Minister of State Aparatus and Bureaucratic Reform Number 16/2014. The findings of this study were that in general the assessment of public satisfaction index for Face to Face Tutorial held by UT Regional Office in Bengkulu obtained a Good Service criteria, with a Public Satisfaction Index value of 3.25 or converted to 81.16. It meant that the service performance was categorized as B (Good). Through continuous improvement, it was expected that the value of the Public Satisfaction Index (IKM) for Face-to-Face Tutorial services at UT’s Regional Office in Bengkulu can be maintained or improved in the following years.

Abstract

During Covid-19 pandemic, online learning has been implemented as a strategic solution by many universities to prevent the spread of the Covid-19. This new teaching learning practice has encouraged researchers to conduct a survey of student readiness and satisfaction with the online learning services. This study aims to uncover two strategic issues including factors that influence student readiness and satisfaction and the level of student readiness and satisfaction dealing with online learning services. This research employs quantitative research methods using online surveys and involving all students who were actively registered in 2019 and 2020 both UT and non-UT students who participated in online learning services. Samples, however, were taken from all respondents covering western, central, and eastern Indonesia. It was discovered that structurally, supporting aspects contribute around 37%, prospect aspects 25%, benefit aspects 23%, and constraint aspects 11%, towards a dimension of the formation of participants' online learning perceptions. The findings show that participants have quite different views on supporting aspects, benefits, or prospects of online learning from the aspects of constraints. The relationship among the three distribution groups of variable categories shows three quite different positions in terms of participants' perceptions on online learning, namely accepting, moderate or opposing positions. Their opinion on online learning programs, during the Covid-19 outbreak, participants differed in their opposing positions on the one hand and moderate positions on the other, especially regarding costs, trends, and prices of devices/supporting equipment for online learning participants.
