Abstract

Abstract. Low ASN welfare greatly affects the performance of public services ?. This can be based on thelow payroll system. This paper intends to explain some of the payroll issues in Indonesia and how theyaffect the performance of ASN. Regional Performance Allowances as the only incentive to ASN in additionto the salary and benefits attached to Salary, overpriced benefits and transportation allowances forStructural and Functional Officials provided on the basis of attendance and performance appraisal. Thewriting is referred to in the Supplement of Conditional Income (TPB) as pergub no. 11 of 2014 in the RegionalSecretariat of Papua Province, as a manifestation of policy implementation by the governor to presumablymotivate ASN to be more disciplined and achievement in carrying out duties and responsibilities in order torealize a good public service. Abstract

ABSTRACT. This research was about the application of 7S Mc Kinsey model at PT. PerkebunanNusantara VII (Persero) Lampung as the analysis of organization culture impact for performanceimprovement in State-Owned Enterprises (SOEs). It was conducted with qualitative approach thataims to describe and analyze the application of 7S Mc Konsey model. The data collection usedthrough documentation by searching and collecting written documents which were relevant to theresearch problem, in the form of documentation of the organization, laws, decisions and documentssupporting research activities. The result showed that the values implemented in that enterprisewas ProMOSI (productivity, quality, organization, service and innovation), the structure was basedon SK Direction No.7.6/Kpts/519/2010 on the 29th November 2010 consisting of 5 districts and 28business units, the annual report contained complete information on the planning, implementationand evaluation of corporate budget usage, the enterprise selected workers consisting of various social and social sciences, using two-way communication, and the strategy used was business success model. The suggestions given to this research were that this SOEs should be more adherent to thebudget in their distribution, create more effective and efficient strategies to improve performance,and alter existing organizational structures. Abstract

ABSTRACT. This research background of the highest internet user in Indonesia is youth that isequal to 59% from all internet user in Indonesia. 80% of these young users access to socialmedia or Social Networking Sites (SNS). The use of SNS in a very fantasastic number byIndonesian youth, should be able to contribute to the existence of the organization of youth.The purpose of this research is to obtain description and analysis of the role of youth indeveloping young generation and also to empower SNS in revitalizing the role of youth indeveloping young generation in Pardasuka village. This type of research is descriptive, with aqualitative approach. The results of this study indicate that the role of Youth in developingyoung generation in Pardasuka sub-district, Pringsewu regency has not been limited to thetechnical role only. The youth also did not use SNS to revitalize the role of Karang Taruna dueto several inhibiting factors. Keywords: Revitalization, Karang Taruna, empowerment, Social Networking Sites (SNS)

Abstract

ABSTRACT. Good governance is a governmental management in organizing and managing sosial andeconomic resources to develop the growth of the nation. The role of civil society like NGO/ NonGovernment Organizations in Good governance is supporting the participatory development. The lowavailability of employment is one of the problems in the development. This research focuses on theforms of Indonesian Migrant Workers Union (SBMI) participation as a civil society in empowering theformer Indonesian migrant workers from Lampung region.. And also data analyzation. The result of thisresearch showed that the participation of SBMI Lampung in empowering the former Indonesian migrantworkers from Lampung in form of non-physical participation, included: planning, decision making onevaluation and counseling, empowerment, mentoring and rehabilitation; while the physical participation was done in form of procurement necessity for ex-BMI (Indonesian Migrant Workers) such as; materials, machinery and money. In addition, SBMI focused on the process of empowerment in thefield of motivation, self-development, management, resource mobilization and network development. Abstract

ABSTRACT. The agrarian conflict that occurred in Mesuji between PT. SIL with Talang Batu villagers isthe claiming of 7,000 hectares of land by Talang Batu villagers who were initially claimed in IUPHHK (apermit issued to utilize forest product like timber) by PT. SIL. This research focuses on the factorscausing the obstruction of agrarian conflict between PT. SIL and the community of Talang Batu Village.The purpose of this study is to analyze the handling of conflicts that have been done by the localgovernment of Mesuji and to reveal the inhibiting factors of agrarian conflicts in Mesuji settlement.The conclusion of this research showed that the factor causing the agrarian conflict started from a claimmade by Talang Batu villagers on the land area of 7000 Hectares which was initially included in IUPHHKHTI of PT.SIL. The conflict has not been resolved until now because of the unanimous agreementbetween both parties. There were two factors that hampered the conflict resolution which based onthe goals to be achieved and based on the relationship between the two parties. 45 to the initial areaestablished in the Dutch period in Besluit Lampongsche Distric. Abstract

ABSTRACT. Public participation in the public policy process is one of the principles of Good Governanceby involving one actor of the civil society, the Tourism Awareness Group (Pokdarwis) which is inaccordance with the Good Governance principles in which society is not only as a policy object but as asubject. This study aims to analyze and describe the reinforcement of Pokdarwis involvement indeveloping tourism an identifying the supporting and inhibiting factors of Pokdarwis in developingtourism in South Lampung Regency. This study used a qualitative approach with data collectiontechniques done by means of interview, observation and documentation. The results and discussionshowed that the Tourism Awareness Group involvement in developing tourism is not carried outthoroughly by Pokdarwis in South Lampung Regency. There are 2 groups in Penengah Subdistrict andRajabasa Subdistrict which have been involved in the planning stage to the utilization stage. However,two subdistricts of Bakauheni and Kalianda participated till the planning stage only. The supportingfactors, included: supports from stakeholders and the government; while the inhibiting factors,included: lack of awareness from Pokdarwis, the limited fund and other problems. Abstract

ABSTRACT. The development of rural areas is inseparable from the participation of all rural communities, so that the performance of a village head as the head of the village administrationshould be able to carry out the main duties of leading and coordinating the village administration inimplementing some village household affairs, fostering and building the community, and fosteringthe village economy . In reality, however, it shows that the village head's performance appraisal bythe community in providing sluggish, slow, and convoluted service and formality. By usingquantitative approach, this study aims to determine the performance of Village Head to improveperformance of village apparatus. Because the population of 15 people, the authors will take theentire sample of research to be a population of 15 people village devices. The result of this researchconclude that there is influence of performance of Village Head to improvement of work performanceof village apparatus with r count 0,69> r table 0,641. Abstract

ABSTRACT. Suspected environment and unhealthy working conditions is an additional burden of employment for employees. Using a quantitative approach with data collection techniques using aquestionnaire researchers conducted a study of the impact of work environment on the motivationof nurse work in Ahmad Yani Hospital, Metro City. The result of research are: (a) From result of dataanalysis using Product Moment formula obtained value 0,13 <from value r table significance level 5%= 0,308 1% = 0,389 at N = 41. This indicates work environment has no impact on work motivationnurse at RSU A. Yani Metro City. (b) From the result of consultation with correlation value, it isknown that the value of 0.13 lies between the correlation range of 0.01 - 0.29 which shows the lowcorrelation. Thus it can be seen that the impact of work environment on the motivation of nursework in RSU A. Yani Metro City in low category. (c) The working environment has no impact on nursework motivation in RSU A. Yani Metro City. This means that environmental impacts such as lack oflighting and noise caused by patients and visitors have no significant impact on the motivation ofnurses of RSU A. Yani Metro. Nurses continue to perform their duties as usual despite the noise ofpatients and visitors. Keywords: working environment; work motivation

Abstract

ABSTRACT. This study aims to determine and analyze the factors that affect the quality of serviceat One Stop Service Center (PPSA) in PT. Pelabuhan Indonesia II (Persero) Panjang Branch of BandarLampung City. The method used is qualitative with descriptive type. Determination of informantsbased on the criteria of informants obtained through snowball sampling technique. Furthermore,data collection techniques used are in-depth interviews documentation and observation. While thedata analysis techniques used are data reduction, data presentation, conclusion, and verification.The results showed that the factors that influence or encourage the quality of service at One StopService Center (PPSA) in PT. Pelabuhan Indonesia II (Persero) Panjang Branch of Bandar Lampung Cityinclude human resources, services through customer-oriented system, facilities dan infrastructure,and programme activities by engaging customers. While the inhibiting factor of service quality atPPSA is caused the internal factor a company, covering system or network coming from networkprovider itself.
