Abstract

Pedestrian path, besides having the main function as sidewalk, it also has other function  for other activities such as recreational and social activities (Rapoport, 1977). One of the pedestrian path in Semarang which develops for the activity  is  pedestrian path on Pahlawan street. On that pedestrian path, the function as sidewalk doesn't develop well. On the contrary ,that pedestrian path is used  for recreational activities and social activities (Pattisinai, 2011). Interestingly, pedestrian path on Pahlawan street is also the location for some  formal offices and there is no facilities to support social and recreational activities. Based on this problem, this study aims to examine the phenomenon of social and recreational activities on the pedestrian path by looking at the relation between activity and space. The analytical method which is used is a combination of quantitative and qualitative methods were performed by mixing the two methods that are unbalanced, called Concurrent Embedded (Mixed unbalanced) (Sugiyono, 2013). Results from this study is that there is a relationship of mutual influence and are influenced between space and activity at pedestrian path on Pahlawan street. Social and recreational activities that take place at the pedestrian path on Pahlawan street make a different atmosphere and attractive place and increase the quality of existing space.

Abstract

The existence of street vendors are often neglected in spatial planning in the region. Though vendors themselves have an important role in supporting the economy. Street vendors grow as a result of job opportunities in the formal sector. Street vendors of pasar tiban on Corridor Pulutan, Ring Road Salatiga grow and develop without planning so that it creates a drag on the performance of the ring road. Therefore, the need to make the arrangement of the space activities of street vendors. While the conduct of spatial activity vendors, please note the characteristics of street vendors in the area. So that it is known that the characteristics of the street vendors of pasar tiban on Corridor Pulutan, Salatiga Ring Road is located and space activities housed in the shoulder and median road on Corridor Pulutan, Salatiga Ring Road, the distribution pattern is linier aglomeration, the nature of the service is not settled, as well as its business activities, the types of merchandise is a food / beverage, clothing, accessories, handicrafts, agricultural products, books, toys, cushions, electronics, grocery, and services / rental. While the commercial vehicle title, tents, carts, tables, cars, motorcycles, bicycles, stalls and shelves as well as a trade every Sunday or public holidays, 05.00 till 10:00 am.

Abstract

Semarang Spatial Planning 2011 - 2031 has been prepared and approved in Semarang City Regulation No. 14 /2011. The development of industrial activities in the city of Semarang is more limited as it refers to the vision of Semarang promote the development of trade and services sector. Industries in the region Simongan not been allocated in the Spatial planning when there are ± 12 companies with an area of about 50 acres with thousands of employees. These industries have existed since the 1950s. Industries that occupy locations outside the industrial zone is seen as a violation of the regulations. As a form of space utilization control of Semarang Spatial Planning, the industrial activities are still outside of the industry will be relocated gradually and if not implemented, sanctions should be given. Communities and employers reject the policy. The role of industry to the economy of the surrounding area is quite significant. Research related to the effectiveness of government policy implementation is considered very necessary to know how the effectiveness of policy implementation as space utilization control enforcement efforts on industries in the region Simongan? Policy is not implemented properly so that no effective implementation. Stages of research studies the effectiveness of policy implementation through discussions studies of industrial location policy resettlement plan; study of perceptions of government, industry and society.

Abstract

Increased industrial activities in Sadang road – Purwakarta/Subang Boundaries cannot be separated from the increasing accessibility and local government policies related to the location of industrial allotment. On one hand, industrial activities have increased the region's economy, but on the other hand they have caused negative externalities in the form of traffic congestion as a result of the increasing volume of vehicles during peak hours. Socio-economic impacts felt by road users in the event of congestion are clearly visible from the lost benefits and costs incurred. The congestion cost is an addition to travel cost borne by road users due to increasing traffic volume and travel time. This research aims to determine the contributions of the movement of people and goods produced by industrial activities as well as the loss value incurring due to the presence of externalities of industrial activities on the road performance. This study used quantitative method with the analysis of congestion cost as the approach of loss value of road users. The analysis of congestion costs were based on vehicle operating costs (VOC), traffic flow, vehicle speed, travel time value and the amount of queue time.

Abstract

The development of Sentani city post defined as district capital of Jayapura has privilege or growth rapidly. Implication as a new city as result transfer district capital from Jayapura city is on increase land need.. Land supplying to support development activity with acredibity is constreuned by tradition land tenure for Sentani city, tradition land is customary rights from three villages, than is Sereh, Yobeh and Ifar Besar village. Based on this background, so issue land supplying is on how tradition institution role in land supplying to development in Sentani city. By using description-qualitative method with land use distribution activity analysis, customaty rights analysis, comparasion procedure and tradition land release process between tradition people perspective and positive law and also tradition institution involvement analysis, obtained findings that tradition institution role still limited role, not opmimal. Not optimal tradition institution as a reslt of coordination effectiveness, integration, synchronization,  simplification , mechanism (KISSME) has not been adequate, tradition institutional have not been up duties and responsibilities as protector, protective, attendant, antor, supreme leader of existing norms.

Abstract

Gunting sub watershed is a part of the Brantas river basin in East Java. The flow includes 5 districts in Jombang, which entailed  vital role for Jombang regency because of the agricultural rice centers in the downstream and the plantation in upstream. However, the incidence of floods, landslides, and drought seemed to be an annual event in this region. Land pressure and economic needs led to massive misuses of land in Gunting sub watershed. this study aims to assess land suitability by measuring the extent of land misuses then identify the factors that affect the implementation of spatial planning by using quantitative descriptive approach. spatial analysis and SWOT analysis become the main techniques to answer the research objectives. The results of Landsat 8 satellite image interpretation show that the largest land use in Gunting sub-watershed is agricultural area of 12095.6 hectares from total area of 36 884 Ha. Meanwhile, the results of SWOT analysis known EFAS score (2.65) is greater than the score of IFAS (1.9). This suggests that the mechanism of land use in Gunting sub-watershed is more dominant influenced by external factors rather than internal factors.

Abstract

The State Administration Body (Lembaga Administrasi Negara/LAN) enacted the new model of leadership education and training by year 2013 for replacing the old model which was assessed as ineffective. This model applied the contstructivistic paradigm that emphasizes on student centered and experience based learning approaches. Some problems were identified with respect to those matters are as follows: (1) What are the differences of the new and the old model?; (2) What is the strategic meaning of the new model leadership education and training?; (3) What are the obstacles of its implementation?. This study was a library research which used the secondary data and analysis was performed by comparing the new and the old model of leadership education and training. The result of study indicates three aspects of learning process as the following: (1) The new model applied “proyek perubahan” as an instrument for generating an ‘experience” which could formalize the student competence of leadership; (2) The new model of leadership and training creates the outcome oriented leader within the well reformed bureaucracy; (3) The main obstacle of its implementation are its complexity and incompatibility with the low level of competence of the trainer (widyaiswara) in performing this new model. Based on those conclusion, it could be recommended to the State Administration Body to perform a training of trainer for enhancing their capabilities and capacity.

Abstract

The development of a new highway gives an indirect impact on socio-economic changes for people living in proximity. In the short term, the socio-economic growth will be represented from the changes in economic activities. The Salatiga Southern Ring Road has a vital role as a connector between the Northern parts of Central Java Province and the Southern parts of it. The Salatiga Southern Ring Road is a new highway which lays at Salatiga suburbs dominated by agricultural area which less developed compared to the downtown area. The existence of the Salatiga Southern Ring Road is expected to bring some influence on the regional development. The research scope is limited on the microeconomic context which focuses on the changes of economic activities of people on utilizing/exploiting the resources after the completion of the highway construction. The result shows that the socio-economic changes in Salatiga Southern Ring Road is less significant because it happen sporadically. The highway development has only contributed on the increasing accessibilityof a certain area while the socio-economic changes is an individual decision which is affected by lots of different factors on each places.

Abstract

Ngawi Government through local regulation number 6 of 2013, concerning the arrangement and the empowerment of street vendors have attempted to regulate street vendors in the Ngawi square. However, from some of these policy measures still leave the problem, because they were not optimalized yet. The purpose of this study is to evaluate the policy of street vendors arrangement in the Ngawi Square area. The street vendors evaluation process is based on the evaluation criteria such as effectiveness, efficiency, adequacy, equality, responsiveness, and accuracy. In identifying the street vendors characteristics it is used a descriptive statistical analysis. It also conducted a qualitative descriptive analysis in a review of policy matters of policy evaluation criteria to produce indicators of policy evaluation. Based on the study on policy matters structuring vendors have fulfilled the criteria of effectiveness, efficiency, adequacy, equity, responsiveness and accuracy. However, based on the data achievements, these criteria are still not optimally fulfilled, except the accuracy criterion. In order to fulfill these criteria, it is necessary to be followed-up by the government in the term of a firmness in a data collection and a control of the vendors, a maturity and an openness in the planning of street vendors infrastructures, and strengthening the cooperation of government institutions. Actions should be taken by the traders are an active participation and an awareness in maintaining the Ngawi square.

Abstract

The uncontrolable of development in the city has caused the green open area become rare. To fulfill it through Regent Private Constitution number 16 of 2012 and number 10 2013 The Government of Kudus has been trying to develop facilities of the Green Open Space in form of rehabilitation and development of the town park which scatter in a few districtsin Kudus Regency. The problem is that the program of development in Green Open Space is only review in the physical Development, not in the uses aspect. Those can be proved by the factual conditions on the field that showed of the neglection and started to break down in Krida Wisata Park and Ganesha Park. The research is using accesibility, comfortability, security, visiting reasons, frequent of time, and frequent of  visits, and the satisfaction of the visitors according to the available facilities there. According to Tangkilisan (2005) the use of town park can be rate effectives if there is satisfactory shown by the visitors. The visitors satisfaction about the facilities can be measured and concluded whether the program is success or not in the town park. Perceptions and preferences of the visitors can be a valuable addition to build up a dream town park that fits with the society. Eventually the analysis result has given image that the development of facilities program for Krida Wisata Park dan Taman Ganesha didn’t run well, this can be caused by inapropriate and inadequates expectation in condition of facilities in town park. Most of the visitors expected to conduct any services to whole in both of Krida Wisata Park, especially in Ganesha Park. Society involvement as an important instrument in the construction must be maintain to escort the development process.
