Abstract

Kebijakan publik sektor kesehatan hal yang sangat kompleks karena menyangkut hajat hidup orang banyak dan kepentingan masyarakat luas. Dalam perkembangan sistem kesehatan dunia, diperlukan kebijakan dari setiap negara untuk mengatasi  permasalahan  kesehatan. Salah satu penyakit yang mengancam kehidupan masyarakat dunia adalah penyakit Malaria.Sedangkan Negara Republik Tanzania merupakan salah satu negara yang memiliki masalah penyakit malaria yang menyebabkan banyak kematian. Namun kebijakan kesehatan dalam penanggulangan penyakit malaria mengalami kendala. Penelitian ini menggunakan metode penelitian kualitatif yang bersifat deskriptif. Data diperoleh menggunakan data sekunder dengan studi literatur. Hasil analisis bahwa keterbatasan dan ketidakmampuan pemerintah dalam pengalokasian anggaran untuk kesehatan sehingga pemerintah tidak mampu menyediakan fasilitas kesehatan yang memadai dan dalam penanggulangan penyakit malaria di Tanzania sudah menunjukan keberhasilan salah satunya di wilayah Zanzibar, namun hal ini tidak terlepas dari keterlibatan negara asing baik melalui organisasi internasional dan NGO yang memegang peranan penting.Kata kunci : Kebijakan Kesehatan Publik, Penanggulangan Penyakit Malaria, Tanzania.

Abstract

This research aims to determine how Indonesia uses Shuttle Diplomacy in resolving conflicts between Thailand and Cambodia. Indonesia's role in this conflict is as a third party that acts as a mediator between two parties in conflict using the shuttle diplomacy method. This research will describes the background of the Thailand-Cambodia conflict, the role and how the shuttle diplomacy is used by Indonesia in resolving the fatigue conflict, the factors from Indonesia in choosing shuttle diplomacy, and the obstacles used by Indonesia when it becomes The mediator uses shuttle diplomacy in resolving the regional conflict between Thailand and Cambodia. This research uses qualitative methods with descriptive research type. Researchers obtained data by conducting literature studies. Researchers use foreign policy theory with the concept of national interest to see and understand the reasons for Indonesia to intervene in the resolution of the conflict between Thailand and Cambodia.

Abstract

The huge spending on public procurement makes public procurement is very vulnerable to corruption. Many governments around the world have adopted Electronic Procurement (E-Procurement) to increase transparency, improve accountability, and reduce corruption with variable success. Government of Indonesia adopted E-Procurement in 2008, while Government of India introduced E-Procurement in 2012. Even though E-Procurement has been implemented for quite a long time in those two emerging countries, only limited research exist on the impact of E-Procurement in reducing procurement corruption. By using the combination between quantitative and qualitative methods, this study attempts to assess the extent to which the impact of E-Procurement implementation on procurement corruption cases in Indonesia and India. The findings suggest that Indonesian provinces with high capital expenditure ratio, are more vulnerable to corruption and implementation of E-Procurement was impactful on reducing the number of procurement corruption cases in such provinces. Meanwhile in India, the effect of E-Procurement was not impactful enough to reduce a notably large number of procurement corruption at the state governments because E-Procurement implementation at the state level in some degree was bothered by low competency and professionalization staff and also high political interference in state administrations. The study contributes to limited empirical research on the effect of E-Procurement on corruption.

Abstract

This article aims to analyse the concept of historia as the root of the discipline of history today. Historia is a concept in scientific tradition which dates back to Greek era. Today, the concept is only linked to the historical discipline still using the same name. Nevertheless, the concept was used to cover several studies such as natural studies, medicine, and humanities. This article will trace the evolution of the concept in the European scientific tradition since it was introduced for the first time. Furthermore, this article will discuss as well the problem of historia which raises the debate about the status of Herodotus as the Father of History. Finally, this article will elaborate to which extent the concept of historia becomes a junction between several professions, especially historian and physician. It is important to carry out this study to analyse the development of knowledge in Europe as the foundation that later develops in other places.

Abstract

Pemerintah Indonesia dalam beberapa tahun terakhir ini semakin menyadari bahwa Indonesia memiliki potensi yang besar melalui diaspora Indonesia di luar negeri. Peran diaspora dalam pembangunan Indonesia tentu sangat diharapkan terlebih dengan adanya realitas bahwa Indonesia masih mengalami kesenjangan potensi sumber daya manusia, padahal tidak sedikit profesional dan akademisi Indonesia yang mumpuni dan berkiprah di luar negeri, terutama Malaysia. Jarak yang tidak terlalu jauh, kesamaan budaya dan agama, serta fasilitas yang ditawarkan oleh pemerintah Malaysia mengakibatkan banyak akademisi dan pekerja profesional yang bekerja di Malaysia. Perkembangan diaspora Indonesia perlu diteliti secara holistik dalam rangka meningkatkan nilai tambah ekonomi nasional agar dapat menunjang produktivitas bangsa. Abstract

ASEAN and ASEAN Plus countries’ commitment in following the Paris Agreement requires them to utilize trade and investment to balance economic growth and improve environment quality. Using observational data from eleven ASEAN Plus countries from 1979–2018, this study aims to assess how income, energy consumption, FDI, and trade openness jointly cause CO2 emissions in ASEAN Plus countries using panel data estimates. This research proves the existence of the Inverted-U Environmental Kuznets Curve phenomenon in ASEAN Plus countries. In addition, a significant increase in energy consumption explains the increase in CO2 emissions levels in this region. FDI inflows have been found to have a negative relationship with the level of CO2 emissions. Meanwhile, trade openness has been found to positively influence the level of CO2 emissions. This FDI and trade relationship with CO2 emissions shows the need for a new harmonization of a more environmental-friendly integrated production system in the region.

Abstract

Gracia Liu-Farrer’s Immigrant Japan: Mobility and Belonging in an Ethno-Nationalist Society is an intellectually stimulating invitation to rethink the traditional definition of immigrant country in an age of global mobility. The book provides the readers with rich narratives to understand how the immigration takes place in an immigrant society that emerged out of an ethno-nationalist one. Through the analysis of narratives of belonging and mobility, Liu-Farrer has shown how international migration occurs in non-traditional receiving countries, challenged the traditional definition of an immigrant country, and offered a promise of future Japan as an immigrant country. The book presents an essential addition to the literature on Japanese studies, area studies, and international migration and mobilities in Japan and beyond. It shows that micro-level individual narratives on mobility could pave the way to understanding transnationalism and connectivity at a larger scale as well as socio-cultural change taking place in a particular area. The book, finally, contributes to broadening the concept of an immigrant country, especially in the age of global mobility.
