Abstract

This article to get an overview of the implementation of the policy on the handling of the Crime of Money Laundering, as an important enforcement policy for asset recovery, which is focused on the Deputi Penindakan  the KPK for the 2016-2019 period, in order to approach this problem, the Normalization Process Theory approach will be used (May & Finch, 2009). Through qualitative research methods, data is collected through interviews with relevant sources, both policy makers, KPK leaders and structural enforcement officers, as well as the main policy implementing officers, namely Investigators and Asset Tracking Officers as well as looking at secondary data such as the KPK Strategic Plan, Annual Report, Accountability Report, investigation warrant and other KPK internal documents. This study of policy implementation through the Normalization Process Theory Approach concludes that in the policy for handling money laundering offenses at the KPK for the 2016-2019 period, policy makers have understood the urgency of handling money laundering offenses (coherence), policy implementers are consciously involved in the policy (cognitive participation), and mutual trust in policy implementation (collective action) but with a note that there is no special forum for monitoring the policy (reflexive monitoring).

Abstract

The purpose of this paper is to analyze the quality of public services and the two factors that hinder the E-KTP service at the Department of Population and Civil Registration of Gayo Lues Regency. The method used in this research is descriptive with qualitative research instruments with observations, documentation studies and interviews. While the data analysis used descriptive analysis. The results showed that the quality of E-KTP public services which refers to Zeithaml's theory of tangible dimensions (physical evidence/infrastructure), reliability (reliability), responsiveness (responsiveness), assurance (guarantee), empathy (empathy) shows, the quality of public services The e-KTP at the Population and Civil Registration Office of Gayo Lues Regency has been running but is still not good or still not optimal. The inhibiting factors for E-KTP public services at the Disdukcapil include inadequate human resources, limited financial resources, inadequate facilities and infrastructure, and lack of employee commitment. To improve the quality of public services, the E-KTP Disdukcapil must improve infrastructure, place employees according to competence, increase employee discipline, and in service there should be no discrimination and prioritize service users/community.

Abstract

The purpose of this paper is to analyze how the implementation of the Regulation of the Head of the Land Agency Number 1 of 2010 concerning Service Standards and Land Regulations in Improving the Service of Changing the Name of Land Rights Certificates and its obstacles. Based on the problems that have been described previously, the researchers used this type of qualitative research to answer the research objectives. The results of the study found that the implementation of the Head of the Land Agency Regulation No. 1 of 2010 concerning Service Standards and Land Regulations in Improving the Service of Changing the Name of Land Rights Certificates from the dimensions of communication and available facilities, has not been utilized optimally. Operational time is limited, so that it becomes an obstacle to carrying out the duties of officers to provide services and coordination between departments is constrained by the fact that related parties are not in the office. The factors that are the obstacles faced, the information provided is still not good, there are still applicants who do not know the touch application, limited operating hours due to the pandemic, the completeness of the files brought by some applicants is not complete, technical problems ranging from internet connection, electricity and system disturbance.

Abstract

This study aims to improve the soft skills of students' aspects of cooperation and social communication by implementing the GGE learning model. The problem is focused on efforts to improve cooperation and social communication skills. Pre-cycle identification of obtaining results related to the aspect of cooperation still needs to be improved because it is at the level of moderate, sufficient and insufficient interpretation of each indicator. The main indicators of the social communication aspect are at the level of adequate interpretation. The research data were collected using a checklist and observation sheets by observing the changes that occurred in students during two cycles. This study concludes that the GGE model can improve soft skills in the aspects of cooperation and social communication. Aspects of cooperation, indicators of respect for opinions and light-heartedness increased from moderate and moderate levels in pre-cycle to high levels in cycle 2, responsibility at moderate level in pre-cycle increased to very high level in cycle 2, participatory increased from moderate level to very high level in cycle 2 Aspects of social communication also experienced an increase in indicators of confidence, language style, speech style, and body gestures from a moderate level in the pre-cycle to a high level in cycle 2. The indicators of concept mastery and calmness were at a moderate level in the pre-cycle, increasing to a very high level in the pre-cycle. cycle 2.

Abstract

Purpose to find out and analyze the implementation and what factors hinder and support the implementation of Regional Regulation Number 4 of 2018 concerning the Industrial Development Plan of North Sumatra Province for 2018-2038 at the Industry and Trade Office of North Sumatra Province. This research is a descriptive study with a qualitative approach. For the analysis, the implementation theory that the researcher uses is the implementation theory of Edward III. Based on Edward III's Theory, indicators affecting implementation are: Communication, Resources, Disposition and Bureaucratic Structure. Communication implementation has not run optimally. Implementation resources have not been informed and carried out optimally, Disposition in the implementation of implementation has been carried out properly. In the Bureaucratic Arrangement, it is still running less than optimally or seems slow because. There are no awards in the form of incentives for implementation implementers. The bureaucratic structure has been running well and has complied with the applicable provisions in order to support the implementation of the Regional Regulation concerning the Provincial Industrial Development Plan. The fragmentation in the implementation of the Perda RPIP has gone well, marked by the North Sumatra Province Industry and Trade Office with other technical services within the North Sumatra Provincial Government.

Abstract

This study aims to determine the effect of trust on effective schools. This research was conducted in elementary schools in Deli Serdang Regency in 2020. The population of this study were elementary school teachers in Deli Serdang as many as 334 people. The research method used in this study is quantitative research with an expost facto research design, namely the variables studied are not controlled and manipulated by the researcher, but the facts are disclosed based on the measurement of symptoms that have been owned or tested what will happen. The results found that trust has a very significant direct effect on effective schools of 0.47 so it can be concluded that Trust in the form of belief, positive thinking, opening up distance, providing opportunities for action and improving social relations with other people has an effect on program planning, implementation of work plans, supervision and evaluation, school leadership, management information system as a form of effective school. To create an effective school, trust from teachers and principals is needed.

Abstract

This study aims to determine and analyze the Implementation of Planning and Budgeting Process Policies at the Information Systems Bureau, Planning and Development of the University of North Sumatra Medan and to find out what factors are the obstacles / obstacles in the Implementation of the Planning and Budgeting Process Policy at the Bureau of Information Systems, Planning and Development, University of North Sumatra Medan. The research method used is a descriptive method with a qualitative approach, with research informants being the Head of Bureau, Head of Section, Head of Subdivision and Staff at the Bureau of Information Systems, Planning and Development, University of North Sumatra, Medan. The theory used is George C Edward III's public policy theory. The results of this study indicate that the Planning and Budgeting Process Policy Implementation at the Information Systems, Planning and Development Bureau has been implemented but has not achieved optimal results. The success of policy implementation needs to be supported by the authority and SOP for Planning and Budgeting at the Information Systems, Planning and Development Bureau at USU Medan. The factors that influence the Implementation of Planning and Budgeting Policies at the Bureau of Information Systems, Planning and Development of the University of North Sumatra are communication, disposition, resources, and bureaucratic structure. Good communication distribution and good coordination between leadership and staff are needed in order to produce a good implementation, therefore it is recommended to issue a Standard Operating Procedure (SOP) for planning and budgeting process policies in order to provide optimal results in the planning and budgeting process.

Abstract

The purpose of this study was to determine the legal setting, inhibiting factors and the role of Bhabinkamtibmas in Combating Crime in the jurisdiction of the Medan Polrestabes. The research method used in this study is normative juridical research with a statutory and conceptual approach, while the data collection instruments use observation, documentation studies and interviews. While the data analysis is descriptive analysis. The results of this study indicate that: The legal arrangements that regulate Bhabinkantibmas include Law No. 2 of 2002 concerning the Indonesian National Police, Regulation of the National Police Chief No. 3 of 2015 concerning Community Policing, and the Decree of the Chief of Police No. Pol : SKEP/737/X/2005 October 15, 2005 Regarding Policies and Strategies for Implementing Community Policing Models. Factors that can hinder crime prevention are influenced by several things, including the organizational structure of Bhabinkamtibmas Polrestabes Medan, human resource factors, budget factors, facilities and infrastructure factors, and community attention and support factors. Its role is to carry out preventive crime prevention actions through the implementation of the Community Police (Polmas) program, the Door to Door System Program and carry out Repressive Crime Prevention Actions through the Problem Solving Program.

Abstract

The purpose of this research is to analyze the forms of exploitation of child labour in the fisheries sector and the resistance of workers to the exploitation they experience. The problem of this research is in the form of exploitation against child labour and resistance against child labour against exploitation experienced. To approach this problem, Collins' theory of exploitation and conflict is used as a reference. The data were collected through observation, in-depth interviews and documentation and analyzed qualitatively. Determining the informants using purposive sampling by the classification of the informants, namely the main informant of the employer and the informant who supports the family of child workers. The results showed that the forms of exploitation of child labour in the fisheries sector were violations of children's rights, namely labour exploitation (nipattolo-tolo), physical exploitation (nipattuju tedong), and mental exploitation (coto tena jenena). The form of child labour resistance to exploitation is carried out individually and in groups through. Exploitation that labours against child labour is not taken for granted, resistance to exploitation occurs in line with the experience and understanding of child labour towards the conditions of exploitation experienced.

Abstract

The problem in this research is how the legal arrangements regarding the granting of permits for foreign ships that will dock at ports in Indonesia, how the process of granting permits for foreign ships that will dock at the Port of Lhoksumawe and what are the constraints and responsibilities of PT. Pelni Lhoksumawe Branch in granting permits for foreign ships that will dock at the port. This type of research is directed to normative juridical law research. The nature of the research used in completing this thesis is descriptive analysis. Data collection techniques are carried out through: Library Research: namely by collecting and studying and analyzing concepts, theories, opinions or findings and statutory provisions related to law. Field research (Field Research), namely by conducting direct field research to obtain data such as interviews. In this case the researchers directly conduct research to PT. Pelni Lhoksumawe Branch which handles the port for foreign ships that will dock. Analysis of the data used in this study is to use qualitative methods.
