Abstract

Currently, Indonesia's institutional structure is overweight with 34 ministries, 28 non-ministerial government institutions, and around 69 non-structural institutions with overlapping authority, indicating the complexity of government fragmentation in Indonesia. Globalization will intervene more in the field of government institutional restructuring when Indonesia's institutional situation is too hierarchical, fragmented, and over-procedural. This paper aims to discuss the importance of ASN management and how the government steps to actualize public values in ASN reform. This research uses a qualitative approach, which describes the efforts to reform ASN management in the face of globalization. The data collection technique used in this research is a literature study by collecting materials from books, journals, by describing the data through several experts' opinions. This paper proposes a recommendation that institutional downsizing is a logical consequence of the fragmented condition of Indonesian government institutions, the president should dare to reorganize the power structure in order to save the cost of governance. The quality of ASN in the face of globalization should be strengthened by recruiting younger employees who understand the dynamics of technological development, and educating ASN personnel by conducting special trainings in responding to globalization as a challenge that must be faced.

Abstract

This article aims to find out how to plan a public relations campaign to increase public awareness of shoe sole waste. Problems are focused on the degree of excess, disadvantages, opportunities and threats over shoe sole litter. In order to approach this problem, theoretical references from persuasive communication, public relations, campaigns and environmentally friendly products are used. The data was collected through input from the SWOT matrix in the form of questionnaire results that had been filled out by Onestep Footwear and analyzed qualitatively.  This study concluded that overall, the shoe campaign for Bumi collaborated with one of the local shoe Brands from Bandung called Onestep Footwear. With this campaign, it is hoped that there will be an increase in public awareness of environmental pollution caused by shoe sole waste, and the emergence of a sense to continue to protect the environment by using environmentally friendly shoes, such as Onestep Footwear.

Abstract

This article aims to find out the components of empathy contained in Instagram. Problems with two components and four aspects of empathy contained in Instagram account comments. The theory used is Davis' emphaty theory, namely 2 components of empathy, the first is the affective component which has two aspects, namely empathic concern and personal distress. The second is the cognitive component, namely perspective taking and fantasy empathy. The data was collected through the Instagram comments of the @ataliapr account. The method used is descriptive qualitative. This study concludes that there are two components that are most widely used, namely the affective component, empathic concern by 42% and personal distress by 39%. Then followed by the cognitive component, namely perspective taking by 13% and fantasy empathy by 6%. This is because the caption on @ataliapr's post touches the hearts of the readers.

Abstract

This article aims to describe the motives for divorce among the elderly (elderly). The problem is focused on the married life of elderly couples, what are the because motives and in order to motive the elderly to divorce at a relatively long age of marriage. To approach this problem, a theoretical reference from Alfred Shuzt is used. Data was collected through free interviews with elderly people who were at least 60 years old, had been married for more than 25 years and had children and were divorced. Observations were also made to observe the life and activities of the elderly. The data obtained was analyzed qualitatively. This study concludes that the married life of the elderly, which initially runs harmoniously as they get older, tend to experience quarrels which cause disharmony in the relationship with their partner and finally decide to take divorce steps. The motive for the elderly deciding to divorce is dominated by sexual problems. Another reason is infidelity and polygamy by husbands, husbands leave the house and wives are busy taking care of their children and grandchildren. The in order to motive is to want to get out of marital problems, live quietly in old age and free oneself from obligations as a wife. However, it was found that this motive did not stand alone, but was an accumulation of various things.

Abstract

The vision of the development of national law is "the realization of a just and democratic rule of law through the development of a national legal system that serves the interests of the people and the nation to protect all people and the nation, as well as the blood of Indonesia, promotes public welfare, develops the life of the nation and participates in carrying out peace a world based on independence, eternal peace and social justice based on the Pancasila and the 1945 Constitution. Enforcement of criminal law and punishment should no longer be seen as the only hope of being able to resolve or overcome crime completely, because in essence crime is a "problem humanity "and" social problems ", which cannot be solved solely by criminal law. As a social problem, crime is a dynamic social phenomenon that is always growing and is related to other very complex phenomena and social structures. One way to realize social order is by applying alternative criminal penalties for minor crimes.

Abstract

Along with the rapid development of technology and followed by the development of new media, it has its own influence on the creation of various sites interacting through the virtual world. Until then, a new communication medium was created, one of which was Tiktok. The new media Tiktok is a social media platform that uses short videos of about 15 seconds - 3 minutes accompanied by music. The presence of Tiktok has another function, with Tiktok also being able to build personal branding from its owner. A content creator, named Vina A. Muliana, is quite familiar to the ears. The content published through Tiktok is packaged by Vina in a unique and fun way. This study aims to find out how the new media Tiktok as a personal branding tool for Vina A. Muliana. The problem is focused on the personal branding of Vina A. Muliana, in order to approach this problem, the theoretical reference of the eight main concepts of personal branding (the eight laws of personal branding) is used. The data is collected through videos or descriptions published on the Tiktok account @vmuliana using a qualitative approach. This study concludes that Vina Muliana's personal branding through her Tiktok account (@vmuliana) fulfills all eight main concepts for personal branding, namely specialization, leadership, personality, difference, appearance, unity, constancy, and good name

Abstract

The advancement in science and technology, particularly in the information systems field, is proceeding rapidly. It is necessary to implement digitally-based applications to reform the institutional system to support the work and performance of the General Election Commission as the general election organizer. The qualitative research method explains and reveals how to reform the General Election Commission's institutional system by implementing digitally-based applications. Reference sources include books, scientific journals, laws and regulations, internet sources, and other relevant sources pertinent to this investigation. This study aims to discover, comprehend, and analyze information concerning institutional system reform at the General Election Commission via the implementation of digital-based applications. The research reveals that the General Election Commission is a state agency responsible for organizing general elections. Reform in an institution is necessary, a requirement of the times, due to the impact of technological advancements in all fields, systems, or orientation changes made to make things better than before. Changes made to the institutional system by the KPU have made it easier for the KPU to carry out its duties and responsibilities of providing the public with access to transparency, monitoring, and oversight at all stages of the election. Included are the Political Parties Information System (SIPOL), the KPU Member Information System and Ad Hoc Agency (SIAKBA), the Civil Service Information System (SIMPEG), as well as the Protect Your Rights Mobile Application and the Check Members of Political Parties Candidates for Election Contestants Through ID number.

Abstract

The purpose of this study was to determine the role of urban village in monitoring trash management at urban village of Asam Kumbang District. One of the goals is to overcome the trash problem by carrying out management actions so that the volume of trash can be controlled and to find out the inhibiting factors in implementing the urban village role. When the amount of trash increases, it will cause problems that can be harmful to humans, both health and the environment. Therefore, it is important to involve village officials as the government closest to the people. The type of research used is qualitative research with the type of research, namely the phenomenological type and the number of informants is 4 people. This research method uses empirical research methods with a statutory approach, to obtain data, researchers conduct observations and interviews with the urban village government, and the community using purposive sampling. The results of the study revealed that the role of the urban village government was in accordance with Law No. 18 of 2008 concerning Trash Management. As for the inhibiting factors, namely, community factors, facility factors and urban village government factors.

Abstract

The purpose of this study is to analyze employee performance and what factors are constraining employee performance at the DPRD Secretariat of North Sumatra Province. The research method used in this research is descriptive with qualitative analysis. Sources of data obtained from interviews, documentation, and observation. With the results of the study that the performance of employees at the Provincial DPRD Secretariat is still relatively poor. Performance indicators according to Benardin's theory that have not worked well are cost-effectiveness (resource effectiveness), namely efforts to avoid wasted materials are still classified as not good, causing wastage at work, such as wasted work equipment and also wasted energy resources. Need for Supervision, namely that employees are not yet able to independently solve problems that arise in work, in the process of carrying out work they are still more dominant in waiting for directions from superiors, so that it can slow down the implementation of community services. While the indicators that are classified as good are quality, quantity, timeliness, and interpersonal impact. The recommendation in this study is that leaders need to determine elements of a more detailed assessment of the elements of performance appraisal. The appraiser needs to eliminate the influence of personal relationships in making an assessment of the performance of subordinates so that the results of the performance appraisal really match the results of the employee's work.

Abstract

Penelitian ini adalah untuk mengetahui dan menganalisis kinerja birokrasi dan faktor-faktor apa yang menghambat dan upaya yang dilakukan untuk kinerja birokrasi dalam pemberian reward dan punishment untuk peningkatan produktifitas kerja dan pengembangan karir pegawai pada Sekretariat DPRK Langsa. Jenis Penelitian ini adalah kualitatif deskriptif dengan pendekatan induktf. Teori Agus Dwiyanto dijadikan sebagai grand theory penelitian. Sumber data penelitianini adalah data primet dan data sekunder. Dalam penentuan informan penelutian ini menggunakan teknik purposive sampling dan snowball sampling. Hasil penelitian menunjukan kinerja birokrasi Sekretariat DPRK Langsa dalampemberian reward dan punsihment belum berjalan dengan baik. Dari 5 (lima) indikator dari teori Agus Dwiyanto yang digunakan, terdapat 3 (tiga) indikator yang dinilai belum maksimal atau belum baik, yaitu pada dimensi produktivitas, akuntabilitas, dan Responsivitas. Sementara untuk kualitas layanan dan responsibilitas sudah dinilai baik karena dapat menjalankan sesuai dengan prinsip-prinsip yang ada dan sesuai dengan tugas dan fungsinya. Beberapa faktor penghambat kinerja Birokrasi Sekretariat DPRK Langsa yaitu ; kurangnya ketersediaan anggaran dan perencanaan yang baik, kurangnya transparansi dan keadilan dalam pemberian reward dan punisment, dan umpan balik atasan terhadap bawahan masih minim.
