<![CDATA[This study aims to analyze the implementation of plant quarantine policies in the work unit of the Belawan Agricultural Quarantine Center. This study uses a qualitative approach where the researcher is the key instrument, the data collection technique is trangulation (observation, interviews and documentation), the data obtained tends to be qualitative data, the data analysis is qualitative and the results of qualitative research are to understand the meaning and construct the phenomenon of policy implementation. plant quarantine service regulations. The results of the study indicate that the implementation of the policy on plant quarantine service regulations has not been able to be carried out optimally even though the stipulated legal regulations have been enforced. This is due to the lack of communication or dissemination of information about quarantine to the entire community, especially service users. Besides, other indicators are due to the lack of civil servant field officers at the Belawan Agricultural Quarantine Center and the lack of technology that supports services at the Belawan Agricultural Quarantine Center.]]>

<![CDATA[The level of community satisfaction with services from the kelurahan is still relatively low, as can be seen from the many protests from the community against the kelurahan policy. This situation can be seen from the implementation of the work which is still slow so that most of the work cannot be completed on time. This study aims to determine what policies and constraint factors cause the less successful policy of Regent Regulation no. 6 of 2019 concerning Provision of Additional Income for Civil Servants in Central Tapanuli Regency in Improving Employee Performance in Sibuluan Indah Village, Pandan District. The research used was descriptive method, and the data analysis technique used descriptive qualitative. The results of the study show that the TPP policy has not fully succeeded in improving the performance of employees in Sibuluan Indah Village, Pandan District, with the following recommendations: 1) that the Central Tapanuli Regency government needs to revise the TPP policy so that it is more detailed about the elements of performance appraisal, 2) Officials appraisers need to eliminate the influence of personal relationships in making assessments of the performance of subordinates, and 3) The government needs to pay attention to the payment of TPP funds can be made in a timely manner.]]>

<![CDATA[The purpose of this study is to analyze and describe how the role of job analysis on employee performance at the Regional Secretariat of Batu Bara Regency. As well as to analyze the constraints in job analysis on employee performance at the Regional Secretariat of Batu Bara Regency. This type of research is a qualitative research. Collecting data through methods from observations, interviews and documentation. The results showed that the application of job analysis to employee performance in the form of positions at the Regional Secretariat of Batu Bara Regency was good. The contents of the position in the form of tasks, jobs, responsibilities, authorities and working conditions at the Regional Secretariat of Batu Bara Regency have been carried out according to the results of the job description. In addition, the use of the contents of the position as the basis for implementing the work environment as well as the basis for meeting equipment needs, has also been carried out. However, the application of job analysis to employee performance in the form of position qualifications at the Regional Secretariat of Batu Bara Regency has not been optimal. There are still employees who are placed not in accordance with the educational background that is placed. The role of job analysis on employee performance at the Regional Secretariat of Batu Bara Regency has not been achieved optimally. Application of Application Analysis that is applied in accordance with predetermined qualifications. In its implementation, the Regional Secretariat of Batu Bara Regency is still experiencing problems with the limited number of employees.]]>

<![CDATA[The purpose of this research is to Know and explain the results of the evaluation of the quality of housing conditions for low-income people (MBR) in Medan City, Know and explain the implementation of Law no. 1 of 2011 concerning Housing and Settlement Areas for MBR in Medan City, Knowing and explaining the supporting factors and obstacles to improving the quality of housing conditions for low-income people (MBR) in Medan City. This research is a qualitative design. The research approach is based on phenomenology and the constructivism paradigm in developing science. The results of the research are normatively Law no. 1 of 2011 has been quite effective in accommodating the provision of housing support for low-income families. Implementation of 1 Year 2011, there are still many problems, especially those related to the role and capacity of local governments, both in terms of commitment and funding, so it is necessary to develop derivative regulations related to local governments. There are still weaknesses in housing regulations, among others, related to the current income limit for MBR, which is relatively 35% higher than the average wage / salary income of people in Indonesia, as well as the benchmark for common house prices which are 44% lower in value than the market price in accordance with construction costs on the market.]]>

<![CDATA[The purpose of this study was to analyze the implementation and obstacles in the budget performance system at the General Section of the Regional Secretariat of Batu Bara Regency. The research method used is a qualitative method. The reason for using this qualitative method is because the problem is not clear, holistic, complex, dynamic, and full of meaning so that data on certain social situations is not possible. Implementation of the Budget Performance System in the General Section of the Regional Secretariat of Batu Bara Regency in terms of communication, has been able to communicate with the parties involved. In terms of Human Resources, it is still not optimal in carrying out the budget performance system. In terms of disposition, SKPD has been able to give a good attitude towards all offices. In terms of the Bureaucratic Structure, it still shows that it is less than optimal in budgeting. The obstacle is that the knowledge of SKPD is still not optimal in carrying out budget preparation, so that mature human resources are needed to really understand budget preparation for the smooth running of a good government. The SKPD's lack of understanding of the applicable laws and regulations and the lack of commitment to implement them have made the implementation of the budget performance system not run well.]]>

<![CDATA[So the formulation of the problem is how is the performance of public services at the Lima Puluh Subdistrict Office of Batu Bara Regency along with strategies to improve the performance of these public services? And what are the obstacles to the performance of public services at the Lima Puluh Subdistrict Office of Batu Bara Regency? This type of research uses a descriptive qualitative approach. With data collection techniques in the form of interviews, documentation, and observation. The results of the study refer to the theory of Agus Dwiyanto (1995:45) namely output, efficiency, and effectiveness. So the output of service facilities at the Lima Puluh Subdistrict Office of Batu Bara Regency in terms of facilities and infrastructure to the community is not good enough. As well as the output in terms of services for managing business permits and building permits to the community has also not gone well. In terms of efficient service, the time for processing business permits and building permits has not been fully implemented to the community. This is because it is not in accordance with the Standard Operating Procedure (SOP). In terms of the effectiveness of the service of business licenses and building permits carried out at the Lima Puluh Subdistrict Office of Batu Bara Regency related to service terms and procedures, it can be said that it has not been effective.]]>

<![CDATA[The objectives of the study were to provide an overview of appIication steps of Tourism Business Registration Iicense (TDUP) through Sicantik and the factors that infIuenced the poIicy impIementation of Tourism Business Registration Iicense through Sicantik as weII as to find out what obstacIes to poIicy impIementation of Tourism Business Registration Iicense (TDUP) through Sicantik at the Department of Investment and One Stop Integrated Services (DPMPTSP) Medan City. This study was conducted by using descriptive quaIitative method. The instrument for coIIecting data were observation, interview, and documentation. AII the data were anaIyzed based on the theory by MiIIes & Huberman, nameIy an interactive modeI that cIassifies data anaIysis in three steps, they are: data reduction, data dispIay and drawing concIusions (verification). The findings of the study refer to four indicators that took effect to the service poIicy impIementation of the TDUP through Si Cantik at DPMPTSP in Medan City based on George C. Edward III's theory, nameIy communication, resources, disposition, and bureaucratic structure. In generaI, it showed that its impIementation is guided by the appIicabIe reguIations.]]>

<![CDATA[This study aims to determine the effectiveness of providing teacher professional allowances in improving teacher competence at SMP Negeri 1 Rantau Selatan Labuhanbatu Regency in 2019. This type of research is a qualitative descriptive study. . And then, for the sample used with the key person method as many as 14 people, namely principals and teachers who have been certified. The technique of collecting data uses the method of observation, interviews and documentation, while the data analysis technique used is the data analysis method, which is called data triangulation according to Miles and Huberman. The results of this study indicate that: (1) The provision of Teacher Professional Allowance (TPA) funds at SMP Negeri 1 Rantau Selatan has been effective and the provision of TPA funds for teachers is used as best as possible to be used to improve teacher quality so that they are more competent both in the pedagogical and professional fields ; and (2) the factors that influence the provision of the Teacher Professional Allowance to increase teacher pedagogical and professional competence, namely because the government wants to help the welfare of teachers in order to improve teacher competence both in pedagogic and professional in accordance with the development of science and technology.]]>

<![CDATA[Employee performance is a very important thing in the organization's efforts to achieve its goals, to improve employee performance, it means that it requires the ability of employees to carry out work. Constraints that often occur are employees who do not have the ability, lack of discipline and do not serve well. The formulation of the research problem is how the performance of the Southeast Aceh Regency library service employees and what factors are the obstacles to the performance of Southeast Aceh Regency Library Service employees. The results of the research that the performance of library service employees do not have good quality. Constraints faced are limited facilities and infrastructure, employee competence is still very low, librarian education and training for employees has never been carried out and the availability of budget allocations is very limited. It is recommended that the Southeast Aceh District Library Service conduct professional training for librarians to be given to every library employee. The regional government of Aceh Tenggara Regency should allocate a budget according to need, in order to improve library services, because the budget allocation will accelerate the improvement of employee performance in services.]]>
