Abstract

The local government agreed Boyolali and the Right Way to do the transmigration program Swakarsa Mandiri in 2006 to communities around Mount Merapi. Transmigration of citizens who participated in independent spontaneous transmigration program came from the village Gedongan Boyolali District of Cempaka Boyolali, Central Java. Communities that participate in the program Transmigration Swakarsa Mandiri as much as 25 families. Transmigration people placed in Way Kanan Regency Tanjung Rejo. The method used in the writing of this article is a qualitative descriptive approach which explains in detail about the welfare of the community in the village of Tanjung Rejo transmigration. Data obtained in the form of primary data in the form of an interview to the citizens and the government transmigration village accompanied by direct observation and secondary data such as documents, and literature.This study explains two things: first, to explain the top of people's lives in the village of Tanjung Rejo migrants. Every citizen is given the house and yard area reached 1,250. Very simple house has a yard that can be planted with seasonal agricultural crops such as cassava or another. The Government also provides land area of one hectare to the Community transmigration. Transmigration community also suffered eviction when it first occupied the house as well as manage the land given by the government. Evictions were carried out by indigenous communities as a result of the land the transmigration community is indigenous community land. The second describes the welfare society in Tanjung Rejo Transmigration. Transmigration displaced people's lives through spontaneous transmigration program has not been fully standalone wellbeing intact. The Society migrants did not get the land certificate from the government or government Tanjung Rejo Way Kanan. Community migrants only awarded the Certificate of Land (SKT) by the government. This then resulted in the transmigration prosperous society.

Abstract

Proliferation of regions phenomenon can be likened to a "mushroom" which thrives everywhere, from the years 1999 until 2013 have been formed so many New Autonomous Region, but the presence of New Autonomous Region is not an answer to the problems faced by the community. Monopoly power and political and economic interests are always the basis for the formation of new regions. The research with the title “hidden power in the expansion of political power in East Nusa Tenggara” will analyze about the political forces hidden in the politics of division that occurred in East Nusa Tenggara. The method used in this research is descriptive qualitative. The focus of this research is on the proliferation of Pantar Region of East Nusa Tenggara province. The analysis relied on data of primary and secondary data obtained through document analysis and in-depth interviews.Results from this research is indicate that the interests of the local elite politic are more dominant in terms of struggling power by selling the Splitting issue of Pantar region. The hidden power that comes from a group of individuals who support the division by taking advantage of the process. In addition there is the ethnic element in the expansion process, because it appears that the inception of the committee is dominated by a particular ethnic division.   Keywords: Political regional expansion, hidden power, proliferation of region  in East Nusa Tenggara

Abstract

ABSTRACT Political Segmentation is one of the political marketing strategy to win in the legislative elections. At present Legislative Elections in Kupang in 2009, the segmentation of voters who carried contribute to the incumbent candidate the victor. From the research, it was found that the victory of incumbent candidates legislative because: First, map out the incumbent the legislative candidate’s segmentation voters to find the tendency of voters determine political choices begins with a basic voter identification, profiling of voters based on the likelihood of determining choice. After that, the next step carried a mapping of potential voters will be contested in order to get the contested seats in the constituency. Second, the incumbent of legislative candidate’s treatment back segment of voters who once supported him in the elections last time. This political Segmentation very helpful a legislator candidate both the legislative candidate’s incumbent and prospective new legislative or first started his political career in the arena of legislative elections in order to map out the and see more of the character segment of the electorate and give offer effective political keeping with the character segment of voters the target group in order to achieve the most votes. Keywords: Political Segmentation, legislative Voters, incumbent   ABSTRAK Segmentasi Politik merupakan salah satu strategi pemasaran politik untuk meraih kemenangan dalam pemilu legislatif. Pada saat Pemilu Anggota Legislatif di Kota Kupang tahun 2009, segmentasi pemilih yang dilakukan caleg petahana berkontribusi bagi kemenangan caleg petahana. Dari hasil penelitian, ditemukan bahwa kemenangan calon legistif petahana dikarenakan: pertama, calon legislatif petahana memetakan segmentasi pemilih untuk menemukan kecenderungan pemilih menentukan pilihan politik yang diawali dengan melakukan Idenftikasi dasar pemilih, menyusun profil pemilh berdasarkan kecenderungan penentuan pilihan. Setelah itu, langkah selanjutnya dilakukan pemetaan potensi suara pemilih yang akan diperebutkan guna mendapatkan kursi yang diperebutkan di daerah pemilihan. Kedua, calon legislatif  petahana melakukan perawatan kembali segmen pemilih yang pernah mendukungnya dalam pemuli legislatif kali lalu. Segmentasi politik ini, sangat membantu seorang calon legislatif baik calon legislatif petahana maupun calon legislatif yang baru atau pertama kalinya memulai karier politik  dalam arena pemilu legislatif agar dapat memetakan dan mengenal lebih jauh karakter segmen pemilih dan memberikan tawaran politik yang efektif sesuai dengan karakter segmen pemilih yang menjadi kelompok sasaran agar dapat meraih suara terbanyak. Abstract

Law Number 5 Year 2014 on State Civil Apparatus (ASN) is in the process of amendment in the House of Representatives. The discussion process has been conducted since the end of 2016 with the focus of discussion related to K-2 honorary staff, KASN existence and ASN management. Amendment of the law as a response of the House of Representatives to the wave of demonstrations conducted by K-2 honorary workers. The amendment law is intended to complement, improve or refine existing. Therefore, the amendment of law No. 5 of 2014 on ASN needs to be done carefully with various considerations in the goal that the law will be more able to provide an integral law for the State Civil Apparatus (ASN).

Abstract

Abstraction This paper description about withdrawal of childs labor to school or training center. One of the important stages in the cycle of public policy is policy implementation. Implementation is often considered just an implementation of what has been decided by decision makers, as if the stage is less influential. But in reality, the implementation stage is so important because a policy will not mean anything if it can not be implemented properly. Exploitation of child labor is not just about wages, but about long working hours, the risk of accidents, health problems, and become the object of harassment and abuse adults. In some studies, the majority of child laborers work more than 7 hours per day. Though based on Law Number 13 Year 2003 concerning Manpower, age less than 12 years should not be working, 13-14 years of age may only work 3 hours/day, and 15-17 years of age may work 8 hours/day but in a condition that does not endanger physically and mentally. Reality on the ground, most of the working children aged 13-14 years who work an average of 6-7 hours/day. In fact, many children are working in hazardous sectors and inhuman to be done by the children. Indeed, the government has made ​​several attempts to save the poor children through the PPA program - PKH. But this is not enough because the main problem is structural poverty. That is, as long as the wheel rotates, the structural poverty child labor will continue to mushroom. Scholarships for poor children just like putting out fires. Therefore, in addition to providing assistance subsidy, the government should seriously empower the poor by implementing the principles of social economy. Abstract

This study about the impact of the post of head of village (lurah) auction to service at the Communities in Jakarta. Auction office of head of village (lurah) and other structural hierarchy, led by the Jakarta administration. The birth of this policy is to maximize the public service to the community in general. This is because the issue of community dissatisfaction with basic services. This makes the bureaucratic system in terms of public services is stagnant at this basic services. Moreover, the reform of the bureaucracy and far Agenda collusive behavior, corruption and nepotism which has not made such a significant. The birth of the auction office innovation is expected to have a significant impact.

Abstract

The foundation of the principle of Good Governance in the village government is the ideal that all parties want to achieve. In practice, realizing good governance at the village level still has many challenges, one of which is related to the participation of people whose levels are still low, so that serious efforts are needed to create good governance. This paper will explain the level of village community participation in every activity and program carried out by the village government that leads to good government. The research method used in the study was descriptive qualitative. The form of public participation is still limited to ceremonial participation, which means that new communities participate when there are activities in terms of competition, social service, or commemoration of holidays. Community participation has not touched substantive land such as decision making.

Abstract

ABSTRAKPenelitian ini bertujuan untuk mendapatkan informasi tentang peran aparat pemerintah kelurahan Sunter Jaya kecamatan Tanjung Priok, Jakarta Utara, dalam meningkatkan administrasi kependudukan. Tugas pokok dan fungsi aparat pemerintah menjadi sorotan masyarakat karena mereka berhak mendapatkan pelayanan yang baik, sedangkan aparat berkewajiban menyelenggarakan pelayanan secara prima, dengan prinsip – prinsip pelayanan yang sederhana, cepat, tepat, tertib, murah, transparan dan tidak diskriminatif. Metode penelitian yang digunakan adalah metode kualitatif. Berdasarkan hasil penelitian, deskripsi peran aparat pemerintah adalah dinamika yang berdasarkan fungsi dari status dan kedudukan, serta tidak terlepas dari ekspektasi atau harapan terhadapnya. Dinamika yang dimaksud ada karena terjadi proses penyesuaian terhadap harapan yang muncul, baik secara internal dan terutama eksternal pada saat penyelenggaraan fungsi.Peran pemerintah tidak terlepas dari pertimbangan-pertimbangan atas beberapa faktor yang berada pada dimensi ekonomi, pemerintahan, serta politik yang berkaitan dengan bentuk demokrasi lokal. Dalam tujuan memberdayakan dan meningkatkan partisipasi masyarakat, seperti disebutkan dalam penyelenggaraan pemerintahan yang baik, tentu penghargaan yang layak untuk aspirasi atau penyampaian harapan dan kebutuhan masyarakat menjadi poin penting.Kata-kata kunci: Peran aparat pemerintah, tertib administrasi kependudukan

Abstract

Good governance is a conception of a clean, democratic, and effectivegovernment administration, and in it governs a synergistic and constructiverelationship between government, private business and the public. The use ofinformation technology that can improve the relationship between government andother parties. E-Government is an effort to develop electronic (electronic)governance in order to improve the quality of public services effectively and efficiently, new services, increased citizen participation and an enhancement to the global information infrastructure. Local Government is a forum for implementing EGovernment. Bogor City Government is one area that is considered successful implement e- government. Bogor City has initiated eGovernment initiatives since 2008-2009 long before the Inpres was issued and has successfully won numerous awards for its success in egovernment implementation. The results show that the overall implementation of E-Government has run well but has not been optimally accessing public involvement. Ease of e-government is only enjoyed by a small number of people who are familiar with information technology. The main challenge of e-government development is the ability and readiness of management and the culprits so it is not a mere technological sophistication. Key Word: E-Government, Local Government, Good Goverment

Abstract

ABSTRAK   Penelitian pemetaan konflik sosial bertujuan untuk memetakan masalah konflik sosial di Kota Tangerang yang meliputi: isu konflik, tempat kejadian, waktu kejadian dan pelaku/aktor/para pihak, serta penyebab konflik, kronologis/kejadian, dampak yang ditimbulkan, serta proses penyelesaian konflik. Kota Tangerang merupakan wilayah yang penduduknya sangat heterogen memiliki potensi konflik yang cukup besar terkait dengan adanya perbedaan sistem nilai, perbedaan kultur, perbedaan kepentingan. Konflik sosial  potensial dan memiliki intensitas sosial yang relatif tinggi di Kota Tangerang adalah (1) Konflik Buruh dengan beberapa perusahaannya; (2) Konflik terkait dengan penolakan terhadap berdirinya tempat peribadatan yaitu dalam bentuk penolakan terhadap pembangunan gereja; dan (3) Konflik berupa tuntutan mahasiswa Unis terkait dengan UU Sisdiknas dan penghapusan upah murah.   Kata Kunci : Pemetaan, Konflik Sosial
