Abstract

This study focuses on the representation and political role Bundo Kanduang in Nagari government system. Post back to the village government, through the Regional Regulation No. 9 of 2000 on the Principles of system of village government, in accordance with the policy, which instructed about the representation Bundo Kanduang as part of the political system in the village, bahwasannya provide opportunities for role Bundo Kanduang to sit in formal government institutions in villages namely Bamus institutions and BMAS. Formal representation Bundo Kanduang today, experienced a shift in the role, as the two major constraints, among others, the non-functioning (vacuum) Institutional Bundo Kanduang as the basis of empowerment and increase political awareness Bundo Kanduang in Nagari, due to the dilemma of culture shock, to changing circumstances politics come to give effect to the erosion of the locality indigenous Minangkabau, and also very minimal attention from Sthokeholder the sustainability Institutional Bundo Kanduang, because of political understanding and sruktur politics in Nagari, generally is still held and dominated by men, so it is still difficult to providing a fitting representation space for Bundo Kanduang, and it makes sense to representation and the role of Bundo Kanduang until now have only been in the formal level descriptive. Abstract

Banyuasin regency on 6 Juni 2013, held direct election to choose candidate for regent and vice regent in the period 2013-2018. In this local election an interesting to study because one candidate of regent is a son of the previous regent Amiruddin Inoed. The candidate is Yan Anton Ferdian. In the end Yan Anton Ferdian won on Banyuasin local election. The purpose of this study is to reseach about strategies are applied by Yan anton Ferdian to win local election in Banyuasin 2013. Theories and consepts used in answering research questions using political strategy, theory of the social capital of piere bourdiue and voter behaviour. While the method in this reseach, using qualitatif analytical reseach method using primary data types, with descriptive methodelogy. From the reseach, it was found that the winning of Yan Anton Ferdian come from the power of sosial capital by his father, who bought on behavior of voters to choose Yan Anton Ferdian In Banyuasin election 2013.Keywords: Local election, Sosial Capital , and Voter Behavior

Abstract

AbstractThe realization of good governance needs professional and competent public servants. Early step that shall be taken by local government is capacity building of public servants in every public organization in the local. One public organization that is Local Employment Agency of Palembang City. Result of research indicates that capacity building of public servants at Local Employment Agency of PalembangCity in general has been quite well. Employee transparency for information openness is not working optimally. Employee responsiveness to administrative service is adequate. Employee equality in delivering service is sufficient. Capacity building of public servants must be supported by enthusiastic leadership which drives employee and collective commitment based on work contract and employee agreement. Employee must be made understood through socialization, internal session or even internal regulation.Keywords : Capacity building, good governanceAbstrakDalam mewujudkan good governance di lingkungan pemerintah daerah, dibutuhkan pegawai yang profesional dan berkompeten. Langkah awal yang diambil oleh pemerintah daerah adalah melaksanakan pengembangan kapasitas pegawai dalam setiap organisasi publik di daerah, salah satunya adalah BKDSDM Kota Palembang Hasil penelitian menunjukkan bahwa upaya pengembangan kapasitas pegawai pada BKDSDM Kota Palembang secara umum berjalan cukup baik. Penerapan transparansi pegawai dalam bentuk keterbukaan informasi belum dilakukan secara optimal. Responsivitas pegawai terhadap pelayanan administrasi sudah cukup baik. Keadilan pegawai terhadap pelayanan sudah cukup baik. Pengembangan kapasitas pegawai antusiasme pimpinan menggerakkan pegawainya dan komitmen bersama yang sesuai dengan kontrak kerja dan janji pegawai. Namun hal tersebut terhambat adanya faktor kesadaran individu pegawai yang masih perlu diperhatikan. Sebaiknya pegawai diberikan pemahaman melalui sosialisasi atau rapat internal dan membuat aturan internal.Kata kunci : Pengembangan kapasitas, good governance

Abstract

House Renovation program is building house or housing built on the invitiative, and afforts of the include repair, restoration/ expansion or construction of new homes and their environment. House Surgery Program aims to assist Low-Income Communities in building livable housing for public welfare. The purpose of this study is to describe about the process and its implementation and problematic that happened in the vilage Rejo Mulyo Sub Districh Way Serdang Mesuji Districh year 2014. Based on the research results ; (1) Implementation of the house surgeon , at the first stage raises the problem that occurs miss communication between the community and the government resulting in one of the public perception of to the terms specified by BAPPEDA for the disbursement of the second stage , so that people are forced to seek a loan to continue construction of the half- finished to complete the requirements not supposed. (2) there are some rules that the setregional regulatory agenciesodd lies in the requirement to have this assistance housing stimulant assistance, recipient family must have a self-financing in the form of savings that you can use additional funds housing stimulant assistance, This shows that the program is not entirely aimed at the poor , but d aimed at the middle to lower. Abstract

The purpose of this study was to present the results of  recycle trash implementation policy in Ogan Komering Ulu District based on Regulation number 5 year 2009 about recycle trash and constraints faced in recycle trash implementation policy in Ogan Komering Ulu District. This study used qualitative research method and the technique of collecting data through interview, observation and documentation. This study used a model or policy implementation approach of George C. Edward III, namely communication, human resources, disposition and bureaucracy structure to see and know the recycle trash policy implementation in Ogan Komering Ulu District.The results showed that the  recycle trash implementation policy in Ogan Komering Ulu District based on Regulation Ogan Komering Ulu district number 5 year 2009 about trash recylce in general were running well, but not optimal. It was because many obstacles that interfere the process of implementation of the policy, namely participation or society awareness who did not really support government policy. Facilities and infrastructure are inadequate and limited budgets by Departement of Hygine and Town Beauty Kota Ogan Komering Ulu made yet optimal implementation of this trash of public service fields.Keyword: Implementation, Policy, Trash Recycle

Abstract

 AbstractPoverty is one of the main problem that marked by amount of impecunious society, unemployment, backwardness and powerless. The height number of impecunious society cause degradation of human resource happened and make energy emulation of nation progressively weaken. By paying attention from the condition above, the government released policy of program which represent development of social security system able to lighten and assist household very impecunious to getting access service of health and elementary education. The program is Family Hope Program or PKH with the expectation of this program can decrease poverty in our state. The purpose of this study, namely to analyze whats the factor of implementation of PKH in the District of Sako Palembang.  Data collection techniques usedin the form of interview, observation and documentation.But in case, the implementation PKH in the district of SakoPalembang still encountered obstacles influenced by the factor, among other less implementers of PKH, the presence of additional costs in payment of PKH, and also not all members of PKH get additional program expecially KIP or KIS..Keywords: Factor, Implementation, Family Hope ProgramAbstrakKemiskinan merupakan salah satu masalah utama yang ditandai oleh masih besarnya jumlah penduduk miskin, pengangguran, keterbelakangan, dan keterpurukan. Tingginya angka penduduk miskin menyebabkan terjadinya penurunan sumber daya manusia dan menjadikan semakin lemahnya daya saing bangsa. Memperhatikan kondisi diatas, maka pemerintah mengeluarkan kebijakan program yang merupakan pengembangan dari sistem jaminan sosial yang dapat meringankan dan membantu rumah tangga sangat miskin dalam hal mendapatkan akses pelayanan kesehatan dan pendidikan dasar dengan harapan program ini dapat mengurangi kemiskinan di Negara kita. Program tersebut adalah Program Keluarga Harapan. Tujuan dari penelitian ini yakni untuk menganalisis faktor-faktor implementasi PKH di Kecamatan Sako, dicapai dengan menggunakan metode penelitian deskriptif kualitatif. Hasil penelitian menunjukkan bahwa implementasi PKH di Kecamatan SakoPalembang kurang berhasil yang dipengaruhi beberapafaktor. Hal ini dikarenakan walaupun serangkaian tahapan yang berjalan dengan lancar, meliputi Perencanaan, Pengorganisasian, Penggerakan dan Pengawasan PKH di Kecamatan Sako Palembang ditemui kendala antara lain kurangnya jumlah pedamping PKH, terdapatnya biaya tambahan akibat peralihan pembayaran melalui BRI serta belum semua peserta PKH mendapatkan Kartu Indonesia Pintar dan Kartu Indonesia Sehat (KIP/KIS)Kata kunci: Faktor, Implementasi, Program Keluarga Harapan

Abstract

Research thesis entitled quality of service to help the disabled (disabled people) in 2014 at the Social Service Palembang. Quality of service to help the disabled (disabled people) in 2014 at the Social Service Palembang background with a lack of public awareness of disabilities. Therefore, seen from this background, the problem can be formulated as follows: How is the quality of services to aid for disabled (disabled people) ?. To explain and describe objectively the author uses descriptive method with data collection techniques such as observation and interviews. While data analysis technique used is qualitative analysis. The results showed that the quality of service to help disabled not meet stndarisasi quality of service, in terms of facilities Social Service not provide a sense of comfort to the community, especially for disabled people because the facilities are not being met such as wheelchairs at the Social Affairs office let alone a special road wheelchair nothing and waiting room chairs are provided only slight, service procedures that are not transparent, employees of governance irreverent speech. Aspects that need to be revisited, namely a review of the facilities and infrastructure that a facility so that people feel comfortable, transparent procedures such as through media or notice boards, governance should talk friendly and courteous, dissemination to the public on the procedure for social assistance services. Abstract

Golkar is a democratic party that is committed to democracy . A party which is actually a major party has a solid infrastructure, entrenched, loyalty , and responsive , already quite experienced in Indonesia in recruiting cadres - cadres to be positioned in the organizational structure and placed in the government , and has a track record of its own citizens to assess how football the party exploits over the years. Recruitment and regeneration by political parties is a continuation of the function seize , retain and use power . The results obtained from this study were (1) Class work in recruiting new members do not have runway specific rules and conditions. Specific requirements that must be owned by a person to become a member of the party was not there. All requirements specified in the work group are general and not difficult for citizens to join the party. (2) in the recruitment and cadre, Golkar recruited all segments of society. In the face of the Golkar had training in the training of cadres in which party members will be given the political education that will better political knowledge. Abstract

AbstractImplementation is the main aspect in the public policy process and has an important role in the success of public policy. The purpose of the study was to eliminate barriers for children (school age) economically to participate in schools so that they gain access to better education services at the primary and secondary levels and to find out the inhibiting factors faced in the Talang Kelapa District Office in Banyuasin District.This research was conducted with field research methods, while the technique of collecting data using interviews, observation and documentation. Data analysis was performed using qualitative descriptive analysis.Based on the results of the analysis at the Talang Kelapa District Office, Banyuasin policy implementation in an effort to equalize education in the Taluas Kelapa District of Banyuasin Regency has been running as it should, the mechanism of data collection is not through the Camat. The inhibiting factor must be corrected both in terms of accurate data on prospective KIP recipients, less optimal socialization must be. The author suggests, for the sake of the creation of a professional and responsible apparatus, especially the government, it is hoped that the mechanism that changes in each period is followed by clear socialization so that the accepting party can carry out in accordance with existing provisions.Keywords : Policy implementation, Smart Indonesia Card, Social WelfareAbstrakImplementasi adalah aspek utama dalam proses kebijakan publik dan memiliki peran yang penting terhadap keberhasilan dari kebijakan publik. Tujuan penelitian dilakukan untuk menghilangkan hambatan anak (usia sekolah) secara ekonomi untuk berpartisipasi di sekolah sehingga mereka memperoleh akses pelayanan pendidikan yang lebih baik di tingkat dasar dan menengah dan untuk mengetahui faktor-faktor penghambat yang dihadapi di Kantor Kecamatan Talang Kelapa Kabupaten Banyuasin. Penelitian ini dilakukan dengan metode penelitian lapangan, sedangkan teknik pengumpulan data dengan menggunakan wawancara, observasi dan dokumentasi. Analisis data dilakukan dengan menggunakan analisa deskriptif kualitatif. Berdasarkan hasil analisis di Kantor Kecamatan Talang Kelapa, Banyuasin implementasi kebijakan dalam upaya pemerataan pendidikan di Kecamatan Talang Kelapa Kabupaten Banyuasin sudah  berjalan sebagaimana mestinya, mekanisme pengambilan data yang tidak melalui Camat. Faktor penghambat harus diperbaiki lagi baik dari segi akurat data calon penerima KIP, sosialisasi yang kurang optimal harus. Penulis menyarankan, demi terciptanya aparat yang profesional dan bertanggung jawab, khususnya pemerintah diharapkan mekanisme yang berubah di setiap periodenya diikuti dengan sosialisasi yang jelas agar pihak yang menerima dapat melaksanakan sesuai dengan ketentuan yang ada.Kata kunci : Implementasi kebijakan, Kartu Indonesia Pintar, Kesejateraan  Sosial
