Abstract

Abstrak - Pulau Bangka Belitung merupakan pulau penghasil timah terbesar di Indonesia dan kedua setelah Malaysia. Izin  penambangan PT. Timah, Tbk seluas 330.664,09 ha dan PT. Koba Tin seluas 41.680,30 ha, sisanya milik perusahaan swasta lain dan tambang rakyat. Dengan kemunduran industri timah sejak tahun 1991 karena turunnya harga timah dunia yang mengakibatkan PT. Timah Tbk harus menghentikan sebagian kegiatan penambangan di Pulau Bangka Belitung untuk mengurangi biaya produksi dan memberi kesempatan pada pertambangan timah rakyat melakukan penambangan di lahan yang telah ditinggalkan secara tradisional. Akan tetapi seiring berjalannya waktu pertambangan timah rakyat ini mengakibatkan dampak yang negatif terhadap lingkungan karena penambangan dilakukan tidak hanya di lahan bekas tambang PT. Timah, Tbk tapi mulai merambah ke wilayah hutan lindung dan hutan konservasi, maupun di dekat Daerah Aliran Sungai (DAS) yang pada akhirnya mengakibatkan banjir ketika musim hujan. Penelitian ini adalah penelitian kualitatif bertujuan untuk menganalisis dampak pertambangan timah rakyat terhadap banjir di provinsi Kepulauan Bangka Belitung dan menganalisis upaya yang telah dilakukan Pemerintah Provinsi Kepuluan Bangka Belitung dalam penanggulangan banjir akibat pertambangan timah rakyat. Hasil penelitian menunjukkan bahwa faktor manusia sangat berpengaruh besar terhadap kerusakan lingkungan. Perlu adanya perumusan kebijakan yang mengatur pertambangan timah rakyat dan pengawasan terhadap kegiatan pertambangan timah rakyat. Kata Kunci: Analisis Dampak, Pertambangan Timah Rakyat, Bencana BanjirAbstract - Bangka Belitung Island is largest tin producer island's in Indonesia and the second after Malaysia. Mining permit PT. Timah, Tbk area of 330,664.09 hectares and PT. Koba Tin area of 41680.30 hectares the rest belong to other private companies and artisanal mining. With the decline of the tin industry since 1991 because of the decline in world tin prices resulting PT. Timah,Tbk have to stop to some mining operations in Bangka Belitung Island to reduce production costs and provide opportunities for unconventional tin mining to mine tin mining on lands that have been traditionally left out. But as time goes by mining tin was done the unconventional tin mining of this resulted in a negative impact on the environment due to mining not only in the former mining area of PT. Timah, Tbk but began to encroach forest protection and conservation, as well as near Watershed. Watershed experiencing silting due to residual sludge is discharged into rivers and sedimentation that ultimately lead to flooding during the rainy season. This study is a qualitative report aimed to analyze the impact of unconventional tin mining to flooding in the province of Bangka Belitung and analyze the efforts made by the Provincial Government of Bangka Belitung in the prevention of flooding due to tin mining. Data collection techniques used include interviews, observation, and documentation. The results show that artificial factors/human influence caused environmental damage, and there is a need to establish policies that govern unconventional mining and supervision of tin mining activities.Keywords: Analysis Of Impact, Unconventional Tin Mining, Floods

Abstract

Abstrak -- Dewasa ini terjadi pergeseran ancaman nyata di Indonesia yang semula bersifat militer menjadi ancaman non militer. Salah satu ancaman non militer yang mengacam Indonesia adalah bencana. Bencana merupakan ancaman nyata karena mengganggu keamanan insani jika ditinjau dari perspektif keamanan nasional. Salah satu jenis bencana yang mengganggu kemanan insani adalah wabah penyakit. DBD merupakan penyakit potensial wabah. Terjadi KLB DBD di Kabupaten Tangerang tahun 2016. Kecamatan dengan Jumlah insiden rate tertinggi yaitu Kecamatan Cikupa. Berdasarkan teori HAE, DBD dapat disebabkan oleh lingkungan dan perilaku. Penelitian ini bertujuan untuk menganalisis faktor risiko KLB DBD di Kecamatan Cikupa Kabupaten Tangerang dilihat dari keberadaan breeding places, resting places, perilaku kesehatan lingkungan dan kebiasaan hidup. Desain penelitian ini adalah case control unmatched. Sampel penelitian sebanyak 135 dengan perbandingan kasus kontrol 1:2. Sampel diperoleh dari laporan DBD Dinas Kesehatan Kabupaten Tangerang tahun 2016 dan laporan puskesmas tahun 2016. Hasil penelitian menunjukkan bahwa breeding places ≥3 (OR: 8,531, 95% CI: 3,431-21,209), resting places ≥4 (OR: 2,719, CI 95%: 1,295-5,709), perilaku kesehatan lingkungan yang buruk (OR: 8,500, 95% CI: 3,752-19,394), dan kebiasaan hidup tidak sehat (OR: 3,763, 95% CI: 1,722-8,226) berisiko terhadap KLB DBD di Kecamatan Cikupa Kabupaten Tangerang. Oleh karena itu, dibutuhkan pengendalian DBD yang komprehensif dan multisektoral dalam meniadakan risiko yang ada sebagai upaya pengurangan risiko dengan cara peningkatan pengetahuan dan sosialisasi kepada masyarakat tentang penyakit DBD (meliputi penyebab dan cara pencegahannya), menggalakkan program satu rumah satu jumantik serta pelaksanaan kerja bakti secara rutin satu minggu sekali dipantau oleh RT RW setempat.Kata Kunci: Demam Berdarah Dengue, Faktor Risiko DBD, Kejadian Luar Biasa DBD Abstract -- The real threat that exists in Indonesia today is the non-military threat. One of the non-military threats that runs across Indonesia is disaster. Disaster is a real threat because it disturbs human security in term of National Security perspective. One of disaster type that interferes with human security is disease outbreaks. Dengue Hemorragic Fever (DHF) is a potential outbreak of disease. DHF extraordinary event occurred in Tangerang Regency in 2016. The highest number of incidents rate was occurred in Cikupa Sub-district. Based on Host Agent theory, DHF can be caused by environment and behavior. This study aims to determine the risk factors of DHF outbreak in the Sub-district of Cikupa Tangerang Regency seen from the existence of breeding places, resting places, environmental health behavior and healthy living habits. The design of this study was unmatched case control. The research sample was 135 with the comparison of control cases 1: 2. Samples were obtained from the DHF report of Tangerang District Health Office in 2016 and the report of Puskesmas in 2016. The results showed that breeding places ≥3 (OR: 8,531, 95% CI: 3,431-21,209), resting places ≥4 (OR: 2,719, 95% CI: 1,295-5,709), poor environmental health behaviors (OR: 8,500, 95% CI: 3,752-19,394), and unhealthy living habits (OR: 3,783, 95% CI: 1,722-8,226) are at risk against DHF extraordinary evet in Sub-district of Cikupa Tangerang Regency. Therefore, comprehensive and multisectoral DHF control is needed in eliminating the risks that exist as risk reduction efforts by increasing knowledge and socialization to the community related to DHF( included causes, and ways of prevention). Abstract

Weapons of Mass Destruction (WMD) which consist of Nuclear, Biological and Chemical (NBC) are becoming prominent issue in the world, especially after biological and chemical terrorism revealed to the face. Based on the development and the use of NBC weapon, by making an NBC Unit, Indonesian Army constantly alert to the possible impact of the danger of NBC weapons. The unit is prepared well dealing with the threats. The research aims to analyse capabilities of Army NBC Unit dealing with the threats of NBC disaster and their barriers and how to improve those capabilities. This research applied qualitative method by interviews, observation, and secondary data. The results showed that the capability of Army NBC Unit is inadequate from the aspect of human resources, equipments, and budget, making its utilization not optimal. To improve the capability of Army NBC Unit takes efforts to improve human resources, equipment, infrastructure and education. The special abilities of Army NBC Unit can be utilized for disaster prevention of accidents or natural disasters. While the increasing threat of NBC disaster in peace condition, it is suggested to establish battalion-level unit supporting Army NBC unit to be able handling more than two trouble spots in the field.

Abstract

Disaster is the real threat for national security. Flash flood in Garut 2016 was the biggest disaster in West Java during 2016 as well as the worst flash floods in history in Garut regency. Health service efforts during the emergency response period should be undertaken to protect human security. Lack of coordination becomes one of obstacles in the health service efforts during the emergency response period of flash flood in Garut 2016. Therefore, this study aims to see the structure and the key actor of inter-agency coordination of health cluster in emergency response of flash flood Garut 2016. Research design of this study is mix method that used social network analysis as a method of analysis in quantitative approach and Miles & Huberman analysis as a method of analysis in qualitative approach. The study involved 32 respondents who represented 29 health cluster institutions consisting of government, NGO, professional and private organization. The results showed the type of structure of inter-agency coordination of health cluster during the emergency response of flash flood Garut 2016 is lead agency with network density 3%. The problem is the coordination chain is quite long because it requires 3-6 liaison agencies, but Garut regency does not have contingency plans that can arrange it. The results also showed that the key actor of inter-agency coordination of health cluster during emergency response in flash flood Garut 2016 was Health Office of Garut regency. Therefore, Health Office of Garut Regency needs to make an MoU with NGOs to help the government as a liaison agency in the coordination network. Local governments, communities and private sector should also work together in making contingency plans for floods in Garut for future convenience.

Abstract

Climate change has resulted in rising sea levels that could lead to floods in coastal areas. This has an impact on the people living in the area. Factors affecting the vulnerability of communities in the face of disasters include poverty, education level, knowledge, awareness, and availability of easily accessible information. Poor socially vulnerable societies and living in coastal areas make it even more vulnerable to frequent robust flood threats. For that the poor must have knowledge and preparedness in the face of rob flood in its territory. This research is a qualitative research with case study approach aimed at analyzing the knowledge of the poor about rob flood and poor people's preparedness in the face of rob flood. The research location is located in Kecamatan Penjaringan, North Jakarta with the participants selected through purposive sampling technique. Techniques of collecting data using interviews, observations, and study documents that are then analyzed thematically according to the code that has been determined. The results show that poor people's knowledge about rob floods is still low as their knowledge has not yet led to the safety (safe culture) habit of dealing with robot floods, their knowledge is based solely on experience during their stay in areas affected by rob floods and often experience them, as well as poor people's preparedness in the face of floods, rob is still low, the poor have not been empowered or involved in programs or activities related to disaster preparedness. The poor need to improve their knowledge capacity through education, training, socialization, and simulations that can be done alone or with government support.

Abstract

Data merupakan kebutuhan dasar dalam mendukung penanggulangan bencana, namun buruknya manajemen data serta data yang parsial masih dianggap hal lumrah di beberapa desa. Guna meningkatkan kesiapsiagaan masyarakat melalui penguatan basisdata United Nations Development Programme (UNDP) dan Badan Penanggulangan Bencana Daerah (BPBD) Kabupaten Magelang melakukan difusi inovasi Sistem Informasi Desa (SID) yang merupakan aplikasi manajemen data dan informasi berbasis website. Metode difusi yang dilakukan ternyata menghasilkan perbedaan tingkat kedalaman adopsi oleh tim pengelola SID di tiap lokasi penelitian, sedangkan Pergub Jateng No 47 tahun 2016 tentang pedoman pengembangan SID, telah mewajibkan SID harus teradopsi secara baik disetiap desa. Penelitian ini adalah penelitian kualitatif dengan pendekatan studi kasus yang bertujuan menganalisis metode difusi oleh UNDP dan BPBD Kab. Magelang serta medote adopsi yang dilakukan oleh tim pengelola SID. Lokasi penelitian bertempat di Desa Ngargomulyo, Tamanagung, Sumber dan Pucungrejo Kabupaten Magelang. Partisipan dipilih melalui teknik purposive dan snowball sampling. Teknik pengumpulan data menggunakan wawancara mendalam, studi dokumen dan materi audio-visual yang kemudian dianalisis dengan teknik analisis kualitatif. Hasil penelitian menunjukkan bahwa periode intervensi UNDP yang terbatas mengakibatkan difusi SID tidak mencakup seluruh unsur penting dalam metode difusi, namun intervensi lanjutan dari BPBD Kab. Magelang berhasil melengkapi kekurangan tersebut. Kebijakan pemerintah desa serta pengorganisasian tim pengelola merupakan faktor utama pendukung keberhasilan adopsi SID. Pemilihan karakteristik anggota yang sesuai perlu dilakukan bagi desa yang belum berhasil mengadopsi dengan baik. BPBD Kab. Magelang perlu terus mendukung pemanfaatan SID melalui peningkatan kolaborasi dengan instansi terkait lainnya. Pendokumentasian best practice metode difusi perlu dilakukan sebagai acuan bagi desa lain yang akan mengadopsi SID untuk meningkatkan kesiapsiaagaan masyarakatnya.

Abstract

The disasters that occur not only have an impact on casualties and material damage and losses, but also raise the potential of the community to become persons with disabilities. Persons with disabilities in Indonesia are increasingly vulnerable because of the mismatch between disaster risk reduction efforts and the diverse needs of these groups. Therefore, it is very important to study disaster risk reduction efforts through the involvement of persons with disabilities in Indonesia to be more sensitive to the needs of each type of disability. This writing uses a library research method with a library approach. The involvement of persons with disabilities in disaster management activities will further ensure the fulfillment of the needs of persons with disabilities and their handling in the event of a disaster. However, it must be realized that the involvement of persons with disabilities in disaster management efforts is not an easy task, so it requires technical skills, knowledge and good faith from the parties involved. Mainstreaming of persons with disabilities in disaster risk reduction through effective programs and policies starting from the pre-disaster stage until after the disaster occurs according to the type of disability that exists.

Abstract

Abstrak - Pada tahun 2014, banjir setinggi 2 meter terjadi di Kampung Melayu, Jakarta Timur sehingga diperlukan penanggulangan bencana. Aktor yang berperan di dalamnya adalah sukarelawan PMI kota Jakarta Timur dan relawan MDMC cabang Bukit Duri sebagai bagian kelompok yang terorganisir dengan baik. Penelitian ini menggunakan analisis deskriptif dengan metode kualitatif yang bertujuan untuk menganalisis faktor internal dan eksternal yang mempengaruhi peran relawan pada tanggap darurat bencana banjir di wilayah Jakarta Timur dan menganalisis efektivitas perannya dari tiga aspek yaitu kemampuan, pengetahuan dan motivasi. Hasil dari penelitian ini, pertama, faktor internal dan faktor eksternal merupakan faktor pendukung dalam mempengaruhi peran relawan pada penanganan banjir di Jakarta Timur tahun 2014 yang dimiliki oleh kaum muda pada relawan, seperti sifat-sifat yang berempati kepada korban bencana, ingin diakui, dihargai, dipercayai dan mendapatkan pengalaman baru untuk eksistensinya dan karakter ini diinginkan oleh para kaum remaja untuk mendapatkan kesempatan dalam mengasah keterampilan, ilmu pengetahuan dan berorganisasi, maka para relawan tersebut perlu ditampung dalam wadah organisasi dan bila diorganisir dengan baik, mereka dapat menghasilkan sesuatu yang bermanfaat dalam penanggulangan bencana serta dapat menangani kendala yang dihadapi. Kedua, peran para relawan pada tanggap darurat banjir di Kelurahan Kampung Melayu tahun 2014 cukup efektif dalam melaksanakan penyelamatan korban manusia yang didukung oleh adanya kemampuan teknis para sukarelawan PMI kota Jakarta Timur cukup efektif dibandingkan para relawan dari MDMC cabang Bukit Duri. Sedangkan kemampuan konseptual dan kemampuan sosial para relawan dari kedua organisasi cukup efektif dalam penanganan darurat; Pengetahuan tentang penanggulangan bencana para relawan diperoleh dari pelatihan dan pengalaman; dan motivasi yang positif untuk menolong, mendapatkan ilmu pengetahuan dan pengalaman serta dapat bermanfaat bagi korban terdampak yang mengerahkan seluruh keterampilan, tenaga dan waktu untuk penyelamatan korban.Kata Kunci: Efektivitas, Peran Relawan Banjir, Penyelamatan. Abstract - In 2014, two-meter high flood occurred in Kampung Melayu, East Jakarta, therefore a disaster response was needed. The actors which involved were PMI East Jakarta volunteer and MDMC Bukit Duri volunteer as part of well organized groups. This research used qualitatitive descriptive methods with the aim to analyze the internal and external factors that affect the role of flood disaster relief volunteer in East Jakarta and analyze effectivity of theirs role based on three aspects such as ability, knowledge, and motivation. The research  results indicated, first, the internal and external factors were supporting factor in influencing the role of volunteers in flood emergency response in East Jakarta in 2014 which were owned by young volunteer, such as empathy to the victims, the need to be recognized, appreciated, trusted and gain new experiences for its existence and this character desired by young people to get a chance to sharpen their skills, knowledge and organization experience, therefore these volunteers need to be accommodated in an organization, and if they were organized properly, they can produce something useful in the disaster prevention in addressing obstacles. Secondly, the role of volunteers in flood emergency response in Kampung Melayu in 2014 was quite effective in carrying out human victim rescue, supported by the technical ability of PMI East Jakarta volunteer that was more effective compared to MDMC Bukit Duri volunteer. While conceptual and social ability of the volunteers of both organizations were effective enough in emergency response; Volunteer’’s knowledge of disaster emergency response obtained from training and experience; and positive motivation to help people, gain knowledge and experience as well as could benefit affected victims by mobilizing all the skill, effort and time to rescue victims.Key words: Effectivity, The Role of Flood Volunteer, Rescue.

Abstrak -- Kerjasama sipil – militer dalam penanggulangan bencana di Indonesia sudah terjalin sejak lama dengan menempatkan lembaga sipil sebagai unsur utama dan pihak militer sebagai unsur bantuan sesuai permintaan. Kerjasama sipil – militer bertujuan untuk mengisi kesenjangan yang ada pada pihak sipil dan menggunakan sumber daya manusia yang dimiliki pihak militer. Permasalahan yang diteliti pada penelitian ini yaitu koordinasi antara pihak sipil dan militer dan cara mengoptimalkannya. Tujuan penelitian ini adalah untuk menganalisis bentuk koordinasi antara sipil dan militer dan menemukan konsep kerjasama sipil – militer yang efektif. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan mewawancarai narasumber – narasumber kunci yang terlibat langsung dalam kasus bencana yang diteliti. Hasil penelitian menunjukkan bahwa Satuan Tugas Operasi Terpadu Penanggulangan Bencana Asap di Provinsi Riau tahun 2014 terbukti efektif dalam menanggulangi kebakaran hutan dan lahan. Meleburnya berbagai instansi seperti BNPB, BPBD, TNI, Polri, Dinkes, KLH, Manggala Agni, dan lainnya ke dalam satu SKTD menghilangkan kesenjangan dan memudahkan koordinasi dan komunikasi antara satu sama lain. Kendala seperti penegakan hukum yang lemah dan keterbatasan alat berat pemadam api masih menjadi persoalan tahunan yang menyebabkan kebakaran hutan terjadi tiap tahunnya. Oleh karena itu, penegakan hukum yang tegas, penyediaan alat pemadam api portable, latihan gladi bencana bersama merupakan beberapa upaya mitigasi dan kesiapsiagaan dalam menghadapi bencana kebakaran hutan dan lahan.Kata Kunci: Kerjasama Sipil – Militer, Kebakaran Hutan dan Lahan, Provinsi Riau Abstract -- Civil – military coordination in disaster management has been established in Indonesia for a long time by placing civilian institutions as the main element and the military as an element of aid in accordance with the demand. Civil – military coordination aimed at filling the existing gaps on the civilian side and using human resource of military. The problem studied in this research is the coordination between the civilian and military and how to optimize it. The purpose of this research was to analyse the form of coordination between civilian and military and find the effective concept of civil – military coordination. This research uses descriptive qualitative method by interviewing key informants who are directly involved in the case of the disaster being studied. The results of the research show that the integrated disaster management task force in Riau Province in 2014 has proved effective in combating forest and land fires. The melting of various agencies such as BNPB, BPBD, TNI, Polri, Dinkes, KLH, Manggala Agni, and other into one command structure of emergency response eliminating the gap and facilitate coordination and communication between each other. Constraints such as weak law enforcement and limited firefighting equipment remain an annual issue that causes forest and land fires to occur each year. Therefore, strict law enforcement, the provision of portable fire fighting tools, joint disaster drills are some mitigation and preparedness measures in the face of forest and land fires disaster.Keywords: Civil – Military Coordination, Forest and Land Fires, Riau Province

Abstract

The consideration to removal of Indonesia Republic United States capital has happened to four president’s era, Soekarno, Soeharto, Susilo Bambang Yudhoyono, and Joko Widodo, the removal of Indonesia capital were due to economical and political reasons. Other reasons was less of environment capacity to support capital’s activities. This condition It showed by rising traffic jam, polutions and often happened flood disaster. The purpose of this paper is to analize the capital requirenment from disaster analysis, disaster risk, and disaster potent. The method used literature review  with using data analize of Mile and Huberman. Results and discussion showed that all provinces the South Kalimantan, the Center Kalimantan and the East Kalimantan have same disaster, like as forest fire forest especialy from peat, drought, rob flood, earthquake, and also tsunami. However, the province of the South Kalimantan, on fact, It has the most minimal of disaster risk and disaster potent. The conclusion was the South Kalimantan would be the first choice to be the new of Indonesia Capital from disaster analysis aspect at where the most minimal of risk and potent of disasters.
