Abstract

Badan Usaha Milik Daerah (BUMD) perlu dioptimalkan pengelolaannya agar benar-benar menjadi kekuatan ekonomi yang handal sehingga dapat berperan aktif, baik dalam menjalankan fungsi dan tugasnya maupun sebagai kekuatan perekonomian daerah. Laba dari Badan Usaha Milik Daerah (BUMD) diharapkan dapat memberikan kontribusi yang besar terhadap Pendapatan Asli Daerah (PAD). Otonomi daerah memberikan konsekuensi yang cukup besar bagi peran Badan Usaha Milik Daerah (BUMD) dalam menopang Pendapatan Asli Daerah (PAD). Mengingat perannya yang sangat setrategis tentunya Badan Usaha Milik daerah (BUMD) harus dipikirkan secara serius dalam Pengelolaan Perusahaannya dengan merujuk pada tata kelola perusahaan yang baik Good Corporate Governance (GCG). Kota Palangka Raya yang merupakan Ibu Kota Provinsi Kalimantan Tengah salah satu BUMD atau Perusda yang dimiliki yaitu Perusahaan Daerah Isen Mulang (PDIM) beridirinya Perusda ini di atur dalam Peraturan Daerah Kota Palangka Raya Nomor 05 Tahun 2010 Tentang Pembentukan Perusahaan Daerah Di Lingkungan Pemerintah Kota Palangka Raya, di jelaskan maksut dan tujuannya perusahaan daerah dibentuk untuk memberikan wadah usaha secara lebih terencana dan terorganisir dalam rangka mempercepat pembangunan daerah dan untuk membantu pemerintah daerah dalam menciptakan lapangan kerja baru serta meningkatkan kesejahteraan rakyat. serta dalam rangka meningkatkan sumber Pendapatan Asli Daerah (PAD). Jenis usaha yang dijalankan perusahaan daerah isen mulang bergerak di bidang Jasa, Pertanian, Kehutanan, Perkebunan, Pertambangan dan Energi, Properti, Perdagangan dan Industri.Penelitian ini mengkaji tentang Analisis Pengelolaan Perusahaan Daerah Isen Mulang di Kota Palangaka Raya. Obyek penelitian yang dijadikan pokok bahasan penelitian memiliki karakteristik yang rumit dan dinamis mengingat peran dari perusahaan daerah sudah tertuang dalam perda dan dalam pelaksanannya terbatas karena tidak lepas dari faktor kebijakan dan lingkungan organisasi tempat operasionalnya perusahaan. Metode penelitian kualitatif selalu berangkat dari fenomena-fenomena sosial yang di tangkap oleh peneliti, hal ini dikarenakan dalam penelitian kualitatif gejala sosial dan fenomena sudah cukup menjadi syarat dalam penentuan masalah penelitian (Bungin : 2010).Keterbukaan Transparancy Pelaksanaan prinsip keterbukaan atau transparancy belum terlaksana secara optimal dilihat dari belum adanya web atau blog untuk memudahkan masyarakat mengakses informasi mengenai perusahaan daerah karena dari website lah masyarakat mudah mengakses dan mengetahui perkembangan serta jenis usaha yang dijalankan perusahaan dan hasil kinerja perusahaan. Kejelasan Acountability Pelaksanaan Kejelasan Acountabilty belum terlaksana secara maksimal ini ditandai dengan belum terlaksananya rincian tugas dan tanggung jawab masing-masing organ dalam melaksanakan pekerjaanya.Keseusaian Responsibility Pelaksanaanya mengenai pertanggunga jawaban dan kesesuaian selama beridirinya Perusahaan Daerah Isen Mulang belum pmemberikan kontribusi terhadap PAD secara maksimal karena biaya penyertaan modal itu sebagian besarnya untuk biaya operasional dan PDIM juga pernah memberikan hasil usaha untuk PAD namun itu manyalahi peraturan daerah dikarenakan kondisi Perusahaan masih belum mendapat keuntungan . Perusahaan belum melakukan tanggug jawab sosial ditandai belumnya melesatrikan produk lokal, dalam pengelolaan belum dilaksanakan sesuai dengan tujuan dari diberidirikanya PDIM di lingkungan Kota Palangka Raya dan manfaatnya belum benar-benar dirasakan masyarakat, perusahaan belum pernah membayar pajak penghasilan karena kondisnya yang masih minus. Kemandirian Independent Pelaksanaan kemandirian atau Indpendent di Perusahaan Daerah Isen Mulang belum maksimal dilaksanakan ini ditandai dengan adanya pelimpahan tanggung jawab antara yang satu dengan yang lain adapaun yang lainya mengenai pengambilan keputusan sudah baik dengan tandai tidak adanya intervensi dari pihak manapun bebas dari kepentingan dan perusahaan juga diberi kebebasan untuk melakukan jenis usaha, namun permasalahanya terkendala pada biaya yaitu modal usaha, artinya modal yang diberikan kurang, sebagian besar dipergunakan ntuk biaya operasional. kemudian dalam pengangkatan direksi sudah baik dengan dilaksanakanya car-cara yang ideal terlebih dahulu untuk mendapatkan sumberdaya manusia yang profesional.Keadilan Fairness Pelaksanaan Keadilan Fairness belum terlaksana dengan maksimal yaitu ditandai dengan belum dilaksanakanya pelatihan dan pengembangan pegawai dikarenakan biaya yang mahal telah sama kita ketahui bahwa Pelatihan dan Pengembangan ini sangat penting untuk keberlangsungan perusahaan dalam persaingan yang saat ini semakin ketat, jika tidak dilakukan Pelatihan dan pengembangan pegawai maka pengetahuan disiplin ilmu pegawai tidak berkembang, tidak memilki motivasi kerja yang tinggi yang ditandai dengan menurunya produktivitas kerja, kualitas kerja menurun, sikap moral dan semangat bekerja berkurang, jadi sebenarnya tidaklah merugi jika perusahaan menggelontorkan dana yang cukup banyak untuk kegiatan pelatihan dan pengembangan pegawai dan dalam perekrutan pegawai belum diumumkan ke masyarakat luas masih pada sistem kekeluargaan karena terkendala dengan biaya.

Abstract

This study aims to develop a collaborative governance model applied by village-owned enterprises called "BUMDes" which has become one of the keys to the success of the village government in improving the economy and welfare of rural communities becoming an independent village. The research method used is descriptive qualitative method with a case study approach that is by taking the setting and research focus on the success of BUMDes in the village of Panggungharjo, Bantul Regency, Central Java Province. Primary data collection was carried out through in-depth interviews with several key informants and supporting informants, which were determined by snowball sampling. The main informants consisted of: the village head, the head of the village deliberation body, and the village secretary who then rolled out to several supporting informants consisting of the BUMDes officials, community leaders, and the private sector who collaborated with the Panggungharjo BUMDes. In addition, secondary data needed is obtained through documentary studies. This research will produce a collaborative governance model that is expected to be used as a reference for the management of other BUMDes in Indonesia.

Abstract

Open Government is one of the main roads for accelerating development and ensuring sustainable development.One of the strategies to encourage open government is by implementing what is the mandate of the Law on public information openness well.For citizens, this law means a guarantee to citizens to obtain public information in order to increase their active role in governance.As for government institutions, the law provides the obligation to government institutions to open access to public information, actively (without preceded by the request), and passively (with the request by the requestor) to the community.However, when citizens try to access the public information, it is not uncommon for the answer to be obtained is "This is the system", "The procedure is like this", "I am not authorized".This is the background of research on how collaboration among local government institutions in Padang Panjang Municipality in realizing public information openness.With qualitative descriptive method, through the analysis of data in ethics and emic found that Local Government of Padang Panjang Municipality developed collaboration among government institutions that marked by the cooperation, interaction, compromise of some related elements to encourage public information openness.One of the ways implemented by Local Government of Padang Panjang Municipality is by the establishment of Management Officer of Information and Documentation or Pejabat Pengelola Informasi dan Dokumentasi (PPID) or consisting of Main PPID (PPID Utama) and Asssisytance PPID (PPID Pembantu).For the future, it is required a clear Standard Operating Procedure for the local government work unit to network each other in encouraging the openness of public information, so the impression that the responsibility of creating public information openness in Padang Panjang Municipality is only a function of PPID can be eliminated.

Abstract

Pontianak is one of the regions that get appreciation from the Government of the Republic Indonesia on various creation innovation program policy in public administration sector. Among the products in the field of innovation is the application bisnis cakep lalu lintas lancar (BCL) and application government and smart city landmark (Gencil). Both applications are used Pontianak City Government to manage the government and public service. All policies or programs implemented by the government must be effective. However, to produce a product effectiveness of a policy or program should do some research. For that we need research that focuses in measuring about how effectiveness of Pontianak City government innovation policy bisnis cakep lalu lintas lancar and government and smart city landmark. This research is conducted qualitatively with the aim to find and search data and information in depth related to how big the effectiveness of product created. Thus will be known how the level of effectiveness of a policy or program that has been implemented by the government of Pontianak City.

Abstract

According to Local Regulation of Batu Number 1, 2016 about MSMEs empowerment and development, it is stated that MSMEs in Batu are able to become an alternative solution of the economic gap problems, such as unemployment and poverty. Through the concept of Quadruple helix model, the government along with private institutions, academics, and civil society contribute in implementing MSMEs empowerment as an effort to create economic development and equalization in Batu.The type of this research is descriptive research with qualitative approach. In collecting data, the researchers used observation technique, documentation, and interview toward the informants with criteria that they had to know, understand, and get involved in the implementation of MSMEs empowerment in Batu.The result of this research shows that the government of Batu through Department of Micro Enterprise Cooperatives and Trade of Batu implements MSMEs empowerment by relying on 4 main factors of empowerment, they are: financial capital access, human resource, partnership, and market strengthening. The government of Batu through Department of Micro Enterprise Cooperatives and Trade also established Integrated Business Service Centre (IBSC) as one of the commitments in empowering MSMEs and also making Batu as MSMEs centre. Based on the analysis result using the concept of Quadruple helix model, it is found that MSMEs empowerment in Batu involves collaboration of different sectors, they are: the government of Batu, private/business institutions, academics, and civil society through communities, groups, and non-governmental organizations.Based on the result of this research, it can be concluded that the government of Batu plays dominant roles in the interaction synergies of different sectors and being responsible in equitable economic development. Private institutions play roles as production developer, academics play roles as knowledge and skill development transferor and civil society plays roles as creative economic agents and product users.

Abstract

Since 2015, the Government has allocated village development funds in theform of Village Fund policies of IDR 20.7 trillion, then in 2016 it increased to IDR46.9 trillion, and continues to increase in the following years. However, based on fieldresearch in a number of regions in Indonesia, it turns out that the use of Village Fundsis not optimal, some of which have been proven wrongly targeted, not transparent inuse, and not accountable in reporting. The aspect of planning activities and the qualityof human resources implementing policies and coordination between parties thatshould play a role are still a major problem.The PPP (Public-Private Partnership) model is actually intended for thedevelopment of large-scale projects, such as the construction of highways or seaportsand airports. But by taking the substance of cooperation from the parties that eachhave strengths, the PPP model (and its variants) may be applicable in the use ofVillage Funds. Using secondary data analysts, the following article discusses thetheoretical aspects of the advantages of the PPP model. This model is juxtaposed withcases of success in building the economic self-reliance of rural communities with thehelp of private parties and academics. It is assumed that the partnership model can bean alternative solution to further optimize the use of Village Funds in order to reducepoverty in rural areas.

Abstract

This paper discusses the imbalance of the role of stakeholders in the accountability of village enterprise management. One of the stakeholders dominates, this has hampered corporate actions based on public governance on the accountability of BUMDes management. Accountability is only carried out as a form of procedural accountability to the village government and district government. Even though there is a horizontal accountability mechanism to the public, it does not work effectively.One of the reasons for the accountability failure of BUMDes management is the unclear role and responsibility of stakeholders in managing BUMDes. Rural Communities, Representative Institutions (Badan Permusyawaratan Desa), Private Sector, and the ohter Village Institutions do not have proportional roles and responsibilities in the accountability mechanism for BUMDes management. It means the capacity of stakeholders in the accountability process of BUMDes management is relatively low. Even though the capacity of stakeholders is important to strengthen the accountability of BUMDes management, because all stakeholders can monitor and evaluate the management of BUMDes, so that the dominance of the Headman and BUMDes?s manager can be controlled. Therefore, in overcoming the vacancy in the role of stakeholders, this research proposes the need to create an accountability mechanism based on public governance, where all stakeholders will interact with each other with the aim of influencing the results of public policy. They interact with each other in the management of public organizations to fulfill various interests of the community. To integrate the role of stakeholders in the accountability of BUMDes management it is advisable to use an information system that can bring together all stakeholders in managing a BUMDes. The information system can be used to strengthen the accountability model based on public governance on the management of BUMDes.

Abstract

Direct regional head elections are in the process of recruiting leaders in regions that can guarantee the representation of local people through a democratic process. In this process, theoretically and constitutionally political parties have important and strategic roles and functions. Unfortunately, the oligarchic practice that engulfed almost all political parties has internally and externally recognized the basic principles of democracy in the process of recruiting prospective leaders in the region. The democratic process is only procedural, not substantial. So far it is strongly suspected that the process of regional head elections is more colored by transactional politics. This paper aims first, to obtain an overview of the recruitment process of candidates by political parties in the regional head elections in the Malang Raya region. Second, to obtain a description that is the power of money not only in choosing candidates for the regional head, but also able to lull constituents and voters in determining the choice of regional heads. Third, to obtain an explanation of the impact of the transactional political process and the use of the power of money as well as the impact on the relationship between political parties and their constituents in the Malang Raya region.

Abstract

Kantor Kecamatan Banama Tingang merupakan bentuk dari lembaga pelayanan publik yang membantu melayani kebutuhan masyarakat di Kecamatan tersebut khususnya dalam proses administrasi kartu tanda penduduk. Penelitian ini bertujuan untuk mengetahui dan menganalisa bagaimana kualitas pelayanan publik terhadap layanan kartu tanda penduduk elektronik (E-KTP). Adapun rumusan masalah dari penelitian ini adalah bagaimana kualitas pelayanan publik di Kantor Kecamatan Banama Tingang dalam memberikan pelayanan pada bidang E-KTP dan faktor-faktor apa saja yang menjadi penghambat kualitas pelayanan publik di Kantor Kecamatan Banama Tingang. Dalam Penelitian ini, peneliti menggunakan 7 variabel yaitu ketepatan waktu dalam pelayanan, akuransi pelayanan, sopan santun dan keramahan, kemudahan mendapatkan pelayanan, kenyamanan konsumen, faktor penghambat dan faktor pendukung.Teknik pengambilan data yang digunakan yaitu dengan melakukan observasi, wawancara dan dokumentasi. Adapun wawancara ditunjukan kepada camat, sekertaris camat, staf dan petugas kecamatan serta masyarakat, dokumen yang didapatkan berupa data-data yang berhubungan dengan objek penelitian. Serta juga melakukan observasi langsung ke lapangan. Sumber data yang digunakan sumber data primer dan sumber data sekunder. Teknik analisa datanya adalah data kualitatif dengan menganalisa yakni reduksi data penyajian data, penarikan kesimpulan.Hasil penelitian ini menunjukkan bahwa mutu dari kualitas dari pelayanan tidak bagus hal ini didapatkan dari 7 (tujuh) indikator yang masih banyak keluhan masyarakat seperti waktu pembuatan yang tidak konsisten dan informasi yang belum bisa diterima masyarakat secara keseluruhan.
