Abstract

This Final Report is entitled "The Policy Implementation of the BANTAR (Clean, Safe, and Smart) Village Program in Realizing Environmental Development in the Paal Merah District of Jambi City Jambi Province". The purpose of this observation is to find out how is the policy implementation of BANTAR Village and to find out the outcome of the policy program. The method used in this study is the Qualitative Research method. This research uses data collection techniques through interviews, observation, and documentation. From the results of the discussion showed that the policy implementation of the BANTAR Village program in Paal Merah District has not been running optimally. This is proven by the fact that not all RTs in Paal Merah sub-district participate in the BANTAR Village program. The obstacle experienced is the lack of funds which causes the program has not run optimally then the second obstacles is many agencies involved causes this program to be hampered, so far the team is only an assessment team, not as development team, so there is no sustanibility of this program because the development team has not carried out their duties optimally. To overcome these problems, the authors suggest the need to make a budget for RTs that follow the program, there needs for socialization related to the program, conduct training for accompanying scholars, the need for CSR from companies in the BANTAR village area and reduce the agencies involved in the program. Abstract

This study aims to explain the workload of employees at the One Stop Integrated Investment and Service Office (DPMPTSP) of Sumedang Regency. This study uses a descriptive design with a quantitative approach through descriptive statistics techniques. It was found that the job descriptions were distributed evenly to the employees in the office environment. The general structural and functional position holders have performed their job duties quite well. On average, the workload of employees has a unit efficiency level of 1.17. That is, on average they carry out work 17% exceeding the ideal workload. Thus, the need for employees in the office is 59 employees. Abstract

This study aims to describe and explore the connectivity of the concept of good governance in various sets of existing government theories, and contextualized in the process of policy formulation in the regions. The method used is literature study. This study found a very strong logical relationship between various theories of government and the theory of good governance. The concept of Good Governance is a derivative or part of the theory of governance, which emphasizes efforts to build governance based on community participation, rule of law, transparency, caring for stakeholders, oriented to consensus, equality, effectiveness and efficiency, accountability, and strategic vision. The prerequisites for the successful implementation of good governance include: participatory policy formulation, optimal regional institutional capacity, and transformative leadership in applying the principles of good governance. Abstract

This study aims to determine the process of controlling street vendors conducted by the Civil Service Police Unit in the City of Pariaman. How is the data collection on the street vendors, related to giving warnings to the street vendors who violated and the implementation of the regulation carried out by the Pariaman Municipal Civil Service Police Unit. This research uses descriptive qualitative research method with inductive approach. Data collection through interviews, observation and documentation. The data analysis techniques used are data reduction, data presentation, data verification and triangulation. In this study needed data in the form of primary and secondary data obtained through field service and agencies. From this research it shows that the process of controlling street vendors in the City of Pariaman by the Civil Service Police Unit has not been carried out optimally. This is because the Pariaman City Civil Service Police Unit has not conducted data collection properly and the attitude of the street hawkers who disregarded reprimands and appeals from the rule enforcers but when carried out in order instead demanded justice and mercy. Abstract

This study aims to determine the effect of Compensation and Job Satisfaction on Employee Performance in the City of Cirebon Civil Service Police Unit. With a quantitative approach, it was found that employee compensation has been high, where 71.46% of respondents stated that they received high compensation. Job satisfaction is in the high category, where 68.82% of respondents said they were satisfied. Employee performance is in the high category, where 69.81% of respondents carry out work that is their responsibility properly. Work compensation and satisfaction along with its dimensions have a positive and significant effect on employee performance. This gives an understanding that the more intensive the provision of compensation and efforts to increase job satisfaction, the more performance of the civil service police organization.

Abstract

This study aims to explain the implementation of public transportation management policies by the Bandung City Government, particularly from the perspective of public acceptance and resistance to government policies. With a qualitative research design, it was found that the policy implementation encountered obstacles of low enthusiasm and less public acceptance. The policy does not create new substantial things, so people consider it only to replace the old situation. As a result, the process of change is slow, and it only becomes a circular and incremental change. To improve the policy, it is necessary to make binding rules in the form of mayor regulations on minimum standards for public transport services and regional regulations on transportation development master plans as guidelines in restructuring public transport routes so that they do not overlap. Abstract

This study evaluates the organizations, identifies the potential primary functions, and redesigns the institution of Kuningan Regency Government. The research design is qualitative, and the discussion is carried out by combining theoretical and legal analyses. The results present that the structural arrangement and task distribution within the organizations do not result in a harmony to achieve the development mission. The institutional design should refer to the regional vision and mission emphasizing on three primary functions: agriculture; tourism; environment. For this reason, it should pay attention to the strengthening and harmonizing the offices of agriculture, tourism, and environment, as well as those responsible in delivering education, health, public works and spatial planning, public housing and settlement, public order and social functions. Abstract

Kewenangan yang dapat dilakukan oleh desa dalam upaya peningkatan perekonomian desa adalah pembentukan Badan Usaha Milik Desa (BUMDes). Badan Usaha Milik Desa (BUMDes) merupakan lembaga ekonomi sekaligus lembaga sosial milik pemerintah desa bersama masyarakat desa yang bermanfaat untuk kesejahteraan masyarakat. BUMDes Surya Sejahtera ini adalah salah satu BUMDes yang menjadi pilot project BUMDes di Provinsi Jawa Timur karena keberhasilannya mengembangkan usaha hingga mendapatkan omset miliaran rupiah. Strategi yang dilakukan oleh BUMDes Surya Sejahtera ini sangat penting untuk dipelajari agar dapat diterapkan oleh BUMDes sejenis lainnya. Untuk itu, penulis mengambil judul “STRATEGI PENGEMBANGAN BADAN USAHA MILIK DESA (BUMDES) DI DESA KEDUNGTURI KECAMATAN TAMAN KABUPATEN SIDOARJO PROVINSI JAWA TIMUR”. Abstract

Natural disaster keeps occurring in Indonesia: earthquake, landslide, flood, forest fire, even drought. The effects are not only material loss, but also death and ecosystem loss. This writing would discover government role in disaster handling and the obstacles. Analysis was based on several researches with similar topic. Therefore, the study applied desk research technique. Based on the result, it was found that government has shown their role in disaster handling through 5 (five) aspects: legislative, agency, planning, financial, and capacity development. In this case, government has taken strategic attempt to deal with natural disaster risk and effects by building BNPB in central level and BPBD in regional level. This non-department agency has become a leading sector in disaster handling. It was also known that almost every region face similar obstacle in disaster handling: limited budget, human resource, tools and equipment; and lack of inter-sector coordination Keywords: Government Role; Disaster Management

Abstract

Preparedness Management to face disaster Sumedang Regional Government in synergy with the TNI / Polri, Basarnas, BPBD, and Disaster Volunteers. Data from the Sumedang BPBD in 2019 approximately 326 events, the highest disasters were fires, landslides and floods. The purpose of this study was to determine community preparedness with a qualitative method with a descriptive approach. The process of collecting data is by observation, interview and documentation. The results of the study there are 4 items: organizational elements, counseling and training, disaster mitigation, risk, danger, vulnerability, ability, and 4 stages of training. A study of these four items is very useful for communities in potential disaster areas. Keywords: Management, Preparedness and Potential Disasters.
