Abstract

Country civic-duty employee (what we call Pegawai Negeri Sipil) isa form of human resources which deserved attention for the role ofcivic worker doing whatever it takes to run a country, and beingresponsible for the successful development in this country. Withnational policy called legislation #32 in 2004 about theimplementation of regional autonomy based on decentralization, The Department of Agriculture and Fishery in Sidenreng Rappangregency as one of regional government should be capable of publicservicing to the people.This research is to determine the employee's motivation and whetherit effects their job satisfaction at The department of Agriculture andFishery office in Sidenreng Rappang regency.The samples in this research are taken from all employee as thepopulation of The Department of Agriculture and Fishery office,which are forty-four (44) people. The data collecting methods arequestionaire, observation, and literature study. The data analysismethods are coefficient of correlation, and the method used to seewhether there's influences from motivation to job satisfaction inpercentage is coefficient of determination.The result shows that employee's motivation is in good rate,averaging 3,70 represents good category. The statistical result usingcoefficient of correlation analysis shows that job satisfaction isindeed affected by motivation by a positive +0,262 of correlationcoefficient, and 7% percentage by using determination coeeficient. The hypothetical test is also resulting 1,761 being greater than1,68195, means that the hypothetic is accepted, there is indeedinfluences between employee's motivation and employee's jobsatisfaction at The Department of Agriculture and Fishery inSidenreng Rappang regency.

Abstract

Applying transparency, participatory, and accountability in the proccess of supplying products and services is needed to make a good governance. Local government of Sidenreng Rappang has committed to apply those principles thoughout government's policy, and so this is actually an important research subject. This research type is a descriptive-qualitative using several methods to collect data, to mention documentating, questioning or interview, and a role of informant (source). Then those data will be analyzed using descriptive-qualitative analysis. The result shows us that the need of transparency, participatory, and accountability principles has been optimally applied. And it has been proven by a deputy observer of society who has helped apply those three principles. The main role lies in the human resources and the enforcement of sanctions within government's regulations or procedures.

Abstract

Playing the role of government at subdistrict region involves anumber of instances that play their own jobs and functions.Therefore a good coordination is also required to preventmisfunction get in the way.This research is done to determine the role of coordinator of thesubdistrict leader in order to accomplish the job, and to determinethe influencing factors that get into play. So that this research wouldgive a positive contribution in subdistrict government particularlyand generally the whole country.The methods used in collecting data are (1) observation, (2)interview, (3) questionaire, and (4) literature study. Those data thenanalyzed using frequency table and percentage.The population of this research is 30 people, all accounted asresearch samples. The result shows percentage of 85% thatsubdistrict leader coordinates well in Baranti subdistrict of Sidrapregency. That means a good coordination between subdistrict andall sub-intances involved, and a positive contribution inaccomplishing all jobs and duties at Baranti subdistrict government

Abstract

The goal of this research was to determine the leadership style ofHead of General and Financial Section of Sidenreng RappangRegency Office along with all influencing factors. The populationincludes forty-eight staffs of General and Financial Section. Themethods used to collect data were observation, interview,questionnaire, and literature study. Then those data analyzed usingstatistical-descriptive analysis.The result shows various leadership style of Head of General andFinancial Section: autocratic (by 6,25%), militarystic (by 0%),patternalystic (by 8,33%), charismatic (by 87,50%), and democratic(by 89,58%). While the leadership style includes education level, jobexperience and timeline, good physical health, ability of emotioncontrol, high intelligency, and good personal being.

Abstract

Abstract A long way in history has showed us proof that bureaucracy in Indonesia is so far away from expectation of most Indonesian people. After sixty seven (67) years of independent state through three orders (old order, new order, and reformation order), especially within this reformation order, we really should have been free from the gloomy shadows of misleading bureaucracy. And yet now we're not. However, the important role of bureaucracy in Indonesia doesn't automatically show a good portrait of good bureaucracy. In people's perception, there's still a lot of works to do to improve the image and performance of our bureaucracy. People generally don’t like to face bureaucracy. The word "bureaucract" almost always shows negative meaning, such as poor quality public service, corruptive behavior, collusive, nepotism (what we call "KKN"); a tendency to centralise power; low profesionalisme; there is no good ethics. Abstract

Abstract The goal of this research is to determine: one, the application of good governance principle to manage urban poverty relief project. Two, the obstructive factors in applying good governance principle to manage urban poverty relief project. The methods used to collect data are: (1) observasion, (2) questionaire, (3) interview, (4) literature study. The population and samples takes eighty-one (81) people. And the data analysis technique used is qualitative-descriptive analysis. The conclusions: (1) the application of good governance principle to manage urban poverty relief project has not yet reached maximal target. The target reached only 36,49%. (2) The obstructive factors in applying good governance principle are: (a) less optimal officers' performance that shows 34,57% percentage. The reason is lack of awareness to accomplish the job and responsibility. (b) family-center culture is thick, which shows 48,14% percentage. In context of poverty relief, it lacks objectivity and less-accurate target. (c) less amount of society's participation which shows 48,15% percentage. The reason is also lack of awareness and sense of belonging to the program.

Abstract

Abstract The research has been done place at Kulo District Office in Sidrap regency for about 2 months from August to September in 2011. The research's goal is to determine how compensation affects employee's work motivation at Kulo District Office, and all the influencing factors. The methods used to collect data are: field observation, questionaire, interview, and literature study. The those data was analyzed using frequency and percentage table. The research's population took forty (40) people, all accounted as research's sample. The result shows that 77,50% of sample agreed that compensation affect employee's motivation. 62,50% of all employees also agreed that they were more motivated to work after receiving compensation. The compensation did help employee's life and healthiness, approved by 85% of sample. Attending intensitivity also increased to 72,50% of workers. And 55% of them showed a good profesionalism to serve residential people around Kulo District Office. Still there are quite a few of unconstructive factor in serving residential people at Kulo District Office: unsatisfactory office's facility approved by 57,50% of serving employee; and unsufficient non-employee education level by 55%. While the constructive factors are the compensation given to non-employee by 70% of respondent, also discipliness and cooperation among employees by 77,50%.

Abstract

Abstract Public policy is the government's action to deal with the problem, by directing people's attention to "who gets what, when, and how". While human resources' profesionalism is the ability and effort of a person to accomplish the job intensively. This research has been done at SMPN 1 Pancarijang, a type of descriptive-qualitative with population amount of forty-two (42) people, all accounted as sample, using survey, questionaire, interview, and literature study research methods. The data analysis method is quantitative using qualitative data. The result shows that whether there's an increased profesionality level or not after the School's Operational Funding policy being applied, indeed there is an increase of 47,6%. Also when we compare the Committee Funding with School's Operational Funding policy, we see 44,8% increase in teacher's profesionality on students' learning activity here at SMPN 1 Pancarijang.

Abstract

Abstract The goal of this research is to describe the implementation of coordination principle in order to organize archives' administration at Watang Pulu District Office in Sidenreng Rappang regency, also to determine all factors that affect archives coordination. To meet the goal, this research used these methods to collect data: observation, interview and questionnaires, and through primary data source. The samples were taken from all population, and using descriptive-qualitative analysis method with percentage table to analyse data. Referring to archives coordination principles and implementation's guide-book, the data acquired from questionnaires did not reach 100%, despite archivess storage usage reached a higher 91,1%. Those results showed that coordination process at Watang Pulu district office in Sidenreng Rappang regency has not been fully implemented. While the factors influencing the implementation of archives coordination principle at Watang Pulu district office in Sidenreng Rappang regency are included the not-yet-maximum use of archives storage system, the lack of proper facilities, also the lack of archives knowledgement without further archives training sessions.

Abstract

Abstract This writing aims to determine the effect of the role of local government on community empowerment in alleviating school dropouts in the Maritengngae District, Sidenreng Rappang Regency and to determine community empowerment in alleviating school dropouts in the Maritengngae District, Sidenreng Rappang Regency. The population in this case is 65 people, while the data collection techniques used are questionnaires, documentation, observation, while the data analysis technique used is data analysis with a frequency table. The result in writing this journal is the preparation of facilities and infrastructure for the implementation of learning (school building) is 95% in the category Strongly Agree, Operational costs allocated in the implementation of education are 73.5% with the category Strongly Agree, Empowerment of Human Resources, namely Educators in the implementation of learning is 77.25% which means the category Agree, Providing assistance in the form of Free Education for those who are unable to access Formal Education is 88 , 5% which means the category agrees, the 12 year compulsory education program to improve and develop human resources in the education sector is 66.25% which means the category Agree, alleviating school dropouts is access to underprivileged children is 74.5% which means the category Agree, the government's effort to increase HR is 74.5% which means the category agrees.
