Abstract

The government is currently implementing an e-government system to provide services to the community using technology. E-government or electronic government is the use of information technology by the government to provide information and services to its citizens. Presidential Instruction No. 3 of 2003 concerning national policies and strategies for e-government development and Presidential Regulation of the Republic of Indonesia Number 95 of 2018 concerning Electronic-Based Government Systems are the legal basis for designing SPBE in Indonesia. The application of e-government at the Directorate General of Immigration can be seen in its centralized services using SIMKIM. This research uses a qualitative approach with descriptive analysis method. In the discussion this research has been based on the selection of research problems related to the suitability of e-government design in SIMKIM at the Directorate General of Immigration based on Presidential Instruction No. 3 of 2003 and Presidential Decree No. 95 of 2018 and the implementation of e-government at the Directorate General of Immigration according to the stages of the Deloitte and Touche framework. The results of the discussion stated that the implementation of e-government at the Directorate General of Immigration was in accordance with the two regulations and the Director General had entered the second stage based on the Deloitte and Touche framework. It is hoped that this research can be used for further research development.

Abstract

Public service always gets special attention from the Immigration Office Class I TPI Yogyakarta as a government agency that has the task of providing immigration services to the community, the breadth of the work area that has led to the high number of services carried out which is then accompanied by the high number of public service archives created, one of the steps taken to deal with this is the use of information technology in the process of managing archives. In this study, we used qualitative-descriptive methods used to explain how the process of managing public service archives is owned and to get an idea of how information technology is implemented at the Immigration Office of Class I TPI Yogyakarta. The results found from this study are still found constraints on the process of managing public service archives which then cause the process of managing public service archives can’t be carried out properly, then related to the application of information technology devices in the Immigration Office Class I TPI Yogyakarta has been carried out in accordance with the prevailing rules but in its implementation, there are still obstacles especially related to human resources. Therefore, The Immigration Office class I TPI Yogyakarta needs to continue to improve to maximize the process of managing public service archives and maximize the use of information technology that has been implemented.

Abstract

The high intensity of immigration data requests is the reason behind the issuance of the Pintu Sijuara application. In line with the implementation of an information system, it is necessary to conduct a post-implementation review. Therefore, this study aims to analyze the success of the application using the Delone & Mclean success model. The sampling technique uses saturated sampling by taking the entire population as the research sample. In the data analysis process, respondents use SPSS as a tool for descriptive statistical analysis and use the PLS-SEM approach with the help of the SmartPLS tool for inferential statistical analysis. By the nine hypotheses, there are three accepted hypotheses: the relationship between service quality and interest in the use, the relationship between interest in the use and net benefits, and user satisfaction with net benefits. The three hypotheses gave positive and significant results as evidenced by the path coefficients and T-Statistics values. Based on the result, "Pintu Si Juara" in Immigration Office Class 1 Special Border Control Surabaya can be said to have good results. However, it can still be developed and improved to be even better by improving in dimensions of service quality that have a significant positive relationship to interest in the use and net benefits

Abstract

Service quality is a very important factor for service providers in getting customer satisfaction. Improving service quality can be done by fulfilling the wishes expected by customers. A service that is considered to have good quality if the service provided can exceed the expectations of the customer. In this study, we will discuss the analysis of services provided by the Immigration Office Class I TPI Semarang through the SI SEMAR LAYAK application. The method used is Fuzzy Service Quality. From the results of the analysis, the Gap values for each dimension are: Tangible, 1.019; Reliability, 0.840; Responsiveness, 0.889; Assurance, 0.343 and Empathy 0.617 with an average value of 0.741. A positive Gap value indicates that the services provided by the Immigration Office Class I TPI Semarang through the SI SEMAR LAYAK application have been able to exceed the expectations of the applicant.

Abstract

Immigration Polytechnic Library is a knowledge resource for the academic community of Immigration Polytechnic. In carrying out the work process, the Immigration Polytechniclibrary uses a conventional librarysystem. Nevertheless, in its implementation, there are some shortcomings. Suchas the book’s physical condition that is easily damaged, the limited number of books with the same title, and the inhibition of members to borrow books directly due to the distance or due to covid-19 pandemic. This research aims to find out the Immigration Polytechnic Library business process current condition and give the illustration about the planningof Immigration Polytechnic Digital Libraryweb-based. This research needs to be carried out since it’s able to help solve the problem that occur in the work process of Immigration Polytechnic Library and as a contribution to Immigration Polytechnic by giving an innovation in the form of digital library application web-based. The design of the application uses the system development life cycle (SDLC) method. The result of this study is a prototype of a website-based digital library application that later can be applied and used by Immigration Polytechnic.

Abstract

Text mining is the process of exploring knowledge based on specific patterns of textual data retrieval. There was an increase in the amount of text data from community questions on the Whatsapp information service at Surabaya Immigration Office which can be processed into detailed and complete information. Text data entered through Whatsapp question has also not been classified specifically, structured and also has not been published. This study aims to explain the characteristics of incoming messages provided by the public through the Whatsapp information service and to explain the process of classifying community questions according to the field of immigration public services namely WNI and WNA. The authors used the classification method with the Naïve Bayes Classifier (NBC). Obtained the value of classification accuracy with algorithms and methods using the Naïve Bayes Classifier on the training data equal to 93.5% and testing data equal to 95% that included in the excellent scale. Therefore, Naïve Bayes Classifier method is very well applied for classifying public questions and SIPESAN system.

Abstract

Along with the advancement of information technology, the Directorate General of Immigration has integrated all immigration functions through SIMKIM since 2007. Immigration Management Information ‘System (SIMKIM) is a system used to collect, process and convey information to support operations, management, and policy making. Simkim implementation in the Immigration Technical Implementation Unit is one of them by ope rating the system in the process of issuing residence permits to Foreigners. The arrival of Foreigners through immigration checkpoints by remembering selective policy strategies, only foreigners who can benefit and do not interfere with the security or order of the public can enter and live in the Territory of Indonesia. The purpose of this study is to analyze the implementation of simkim version 2.0 use at TPI Makassar Class I Immigration Office. This research uses qualitative descriptive methods with the COBIT 5 (Control Objective for Information and Related Technology) model, while the data source is used namely primary and secondary data obtained by interview, document study and observation. The theoretical foundations used are information technology theory, management information systems, public service and information technology governance. Based on the analysis of data conducted, it was concluded that in terms of the process of issuing residence permits using SIMKIM Version 2.0 there are still various obstacles both from the system and in terms of facilities and implementation of information technology governance by measuring maturity level maturity level.

Abstract

E-arrival card is an electronic arrival card that is used to collect data on foreigners entering Indonesia. Bandung Immigration Office Class I of Border Control is one of the Immigration Offices in West Java that has implemented an electronic arrival card called IDN E-Arrival Card Jabar. Every foreign citizen who enters Indonesia through the Immigration Checkpoint of Husein Sastranegara International Airport is required to fill in data on the e-arrival card system. This e-arrival card system must run with maximum and optimal conditions, therefore an analysis system is needed to determine the service performance and security of the e-arrival card system by carrying out an audit process. The audit process using the COBIT 5 framework. The purpose of this study is to measure the capability level of the e-arrival card system and provide recommendations and suggestions regarding the results of measuring the capability level of the e-arrival card system using the COBIT 5 framework in the DSS (Deliver, Service, Support) domain. The research method used is qualitative using the COBIT 5 framework. The results obtained regarding the measurement of capability level on the e-arrival card system with the COBIT 5 framework in DSS01 (manage operations) are at level 4 is predictable process, for DSS02 (Manage service requests and incidents), DSS03 (Manage problems), DSS04 (Manage continuity), DSS05 (Manage security services) and DSS06 (Manage business process controls) are each at level 3 is established process. Recommendations that can be given are to carry out periodic maintenance and evaluation as well as to make standard operating procedures (SOP) for services and incidents regarding the e-arrival card system.

Abstract

This research discusses about upgrading Aplikasi Pendaftaran Antrian Paspor Online (APAPO) and take an example at South Jakarta Immigration Office. The problems discussed are regarding APAPO who has not yet been optimized, it caused APAPO is not integrated on the system of SPRI application in every immigration office. Ought to the presence of APAPO it can be helpful for immigration officer to providing service. The purposes of this research are to know the workflow of system in the APAPO currently and find the best way to efficiencies of immigration officer in doing the service for the applicant passport in the immigration office. The research is classified qualitative by analizing problems using PDCA theory which includes, Plan, Do, Check, and Action. The results of this research are proven that APAPO has still not been integrated with the system of SPRI application in every immigration office. Therefore, to efficiency immigration officer in order to give a service author provide a recommendation in the form of data flow diagram for upgrading moreover to integration between APAPO and SPRI application with webservice method.

Abstract

The Immigration Office Class II Non-TPI Depok is an Immigration Technical Implementation Unit that has a fairly wide work area coverage. This is certainly a challenge for the Depok Immigration Office in carrying out supervision and services for foreigners living in its working area. The increasing use of cellular telephones in the world must be utilized by the Depok Immigration Office in using cellular telephones to carry out supervision and service to foreigners living in its working area. One system that can take advantage of the use of cellular phones is the SMS Gateway system which can be used as a notification system to foreigners regarding the validity period of their residence permit. The purpose of this study is to determine the extent to which the SMS Gateway system for notification of foreigners' residence permits is useful and important at the Depok Immigration Office, as well as explaining how it is implemented. In making the system, the author uses a system development method, namely the System Development Life Cycle which aims to make the system can be made with clear stages and the system can be made well. The results of this study are the SMS Gateway system for foreigner notification which is used as a reminder of the validity period of the foreigner's residence permit.
