Abstract

Society empowerment are effort to increase society dignityin the current society. Because so many society can not be free from poverty and backwardness. Social agency of Bintan regency has empowered poor families for helping families in improving social welfare which society empowerment are one of many solution for resolve poverty problem. But in realty still found many problem. The purpose of this research was analyze society empowerment of poor through joint business ( Kube ) in sub-district of east bintan by Social agency of Bintan regency. the method used is descriptive with a qualitative approach and using primary and secondary data. Data collection techniques used in this study were interviews, observation, and documentation. The results of the study indicate that the program has not been able to improve the people who are members of the KUBE program. This was apparent in several joint business groups (KUBE) who had difficulties in marketing, because they were not given easy access to the management of halal labels and permits from BPOM. So that society have difficulty entering their products more broadly, because it is a requirement of supermarkets and mini markets and bazaars made by the private sector.

Abstract

This research aimed to analyze the implementation Mayor Regulation of Padang Number 14 of 2016 About the Implementation of Regional Regulation Number 2 of 2015 About Legal Aid to Poor People. This was a qualitative research with normative-empiric and phenomenal approach. Informants of this research were determined with purposive sampling, that was head of subsection of legal aid and human rights of Padang City Government, Legal Aid Organizations, leaders young secretary of law Padang District Court, and poor people who received legal aid. This research used primary and secondary data derived from observation, interview, and documentation study. Validity tested of this data used source triangulation technique, and than the data were analyzed with qualitative data technique. The results of the research showed that neeed some improvement in implementation Mayor Regulation of Padang Number 14 of 2016. There are supporting factors and inhibiting factors in this regulation. Padang City Government solved the problems in this policy with some efforts.

Abstract

The purpose of this study was to analyze the effect of internal control system on the performance of nagari apparatus in nagari financial management in Tanah Datar Regency. This study was a quantitative research with associative method. The population of this study was all nagari apparatus in Tanah Datar Regency, which numbered 600 people.Sample inthis study was consisted of 248 nagari apparatus determined with Slovin formula. Besides, samplein this study determined through multistage random sampling technique. Data in this study were collected through questionnaires with Likert scale measurement distributed to respondents. The data were then analyzed using multiple linear regression. The results of this study indicated that internal control system (in the planning, implementation, administration, reporting, and accountability stages, together and partially), had a significant effect on the performance of nagari apparatus in managing nagari financial in Tanah Datar Regency. So that it could be concluded that the internal control system of nagari apparatus had a significant effect on the performance of nagari apparatus in nagari financial management in Tanah Datar Regency.

Abstract

The purpose of this study was to analyze the effect of job training on the performance of nagari government apparatus in nagari financial management in Tanah Datar Regency. The background of this study was carried out because there was an indication of the lack of proper material and inadequate facilities received by the nagari government aapparatus in nagari financial management in Tanah Datar Regency. This study uses a quantitative approach with population of this study was all nagari government apparatus, which numbered 600 people. Sample in this study was consisted of 248 nagari government apparatus determined with Slovin formula. Besides, sample in this study was determined through Multistage Random Sampling technique. The data was collected through questionnaires using Likert scale measurement. The data was analyzed with multiple linear regression tests. The results of this study showed that the job training variable (simultaneously and partially) influenced the performance of nagari government apparatus in financial management in Tanah Datar Regency. Thus it could be concluded that job training had a significant effect on the performance of nagari government apparatus in nagari finance management in Tanah Datar Regency.

Abstract

The purpose of this study was to evaluate or assess whether the program of disaster resistance subdistrict has run optimally and whether the program was feasible to continue. This research was a qualitative research with descriptive method. The selection of informants was done through purposive sampling. Data were collected through interviews and documentation studies; then the data were analysied through presenting data, data reduction, and verification of data. The instruments used in this study were the researchers themselves, interview guides in the form of granules of questions that had been prepared, while to support documentation related to research eating data collection tools that I use are cameras, mobile phones, and recording devices that are useful for recording interviews with informants so that it can facilitate the compilation of data and the validity tested of this data used source triangulation technique, and than the data were analyzed with qualitative data technique. So that the results of this study can be concluded that the program that had been did in Lolong Belanti Village of Padang City had not optimally and the objectives of the program had not been achieved as a whole.

Abstract

his study aims to describe how the implementation of the Non-Cash Food Assistance (BPNT) program in Kuranji Sub-District, Padang City. The background of the problem in this study is that based on preliminary observations, BPNT is assistance provided by the government to alleviate poverty and prosper the families of beneficiaries of the assistance. The large number of people who do not understand and appreciate the government's commitment has made this program not running well. The type and data analysis uses a descriptive qualitative approach. Data sources consist of primary data in the form of a direct interview process and secondary data is data collected from the institutional literature related to this research. The technique of collecting data uses observation, interviews and documentation. Test the validity of the data using the data source triangulation technique. And data collection techniques with data reduction techniques, data presentation and conclusion drawing. The results of this study indicate that the implementation of the BPN program has not gone well because there are obstacles in the lower level government that have not optimized the BPN implementation smoothly. Many people do not know the process and there are still many underprivileged people who are not registered to receive the assistance.

Abstract

This research aim to examine how the provision of child friendly infrastructure (facilities and infrastructure) in the city of Pariaman. For this reason, an evaluation is needed to assess the policy,based on William Dunn’s theory, there are 6 criteria, effectiveness, efficiency, adequency, flattening,responsiveness and accuracy. And the measure had taken by the government institution on issues of the provision of child friendly infrastructure (facilities and infrastructure) at Pariaman city. This research is qualitative descriptive. Data sources from primary and secondary. Data collection techniques are observation, interview and documentation. Test the validity of data checking through triangulation. The findings problem of field, the provision of child friendly infrastructure Pariaman was good but not maximal. It was seen since the time child friendly was implemented, Pariaman still remains in the middle position.

Abstract

Since the enactment of the policy on the implementation of active systems, employees are required to provide direct services to the public. Online mobile service is a service activity that is carried out by the Population and Civil Registration Service of Tanah Datar District by visiting Nagari in Tanah Datar District. This activity in its implementation still encountered various problems, like in some areas there are only a few people because they do not know the requirements, service time that is not enough, inadequate service places and facilities, as well as internet network constrains. This study aims to analyze the effectiveness of online mobile services, find out the factors that influence and to find out about the efforts in which are committed in increasing the effectiveness of online mobile services. The method that is used is descriptive method with qualitative approach. The data that is used for this study are primary and secondary data, collected through interviews, observation and documentation studies. The results of the study indicate that the goals achievement in this service has not been comprehensive, it shows that the achievement of overall goals is weak and it is resulting in less effective mobile online services. Then, there are existed obstacles related to low public awareness, lack of socialization and internet network problems.

Abstract

The puspose of this research is to examine the influence between the quality of service towards trust of participants of BPJS Health Care in Padang which in class of Workers Not Wage Receivers or Independent Workers. The type of research is assosiative. Population in this research are amounted to 155.669 people. The sampling technique is accidental sampling. Sample in this research are amounted to 398 people. Data collecting using a questionnaire based on a Likert scale that has been tested for validity and reliability. The results showed the public’s assessment of the quality of BPJS Health Care participant services and trust in Padang rated high (74.78% and 72.60%). There is significant influence between tangible and trust with 0.004 significant value. These hyphoteses were tested by using Model Summary and the Ajusted R Square value of 0.57. There is no significant influence partially between reliability and trust with 0.300 significant value. There is no significant influence between responsiveness and trust on a 0.117 significant value. There is significant influence between assurance and trust with 0.000 significant value. These hyphoteses were tested by using Model Summary and the Ajusted R Square value of 0.112. There is significant influence between emphaty and trust with 0.024 significant value. These hyphoteses were tested by using Model Summary and the Ajusted R Square value of 0.88. There are significant influence simultaneously between tangible, reliability, responsiveness, assurance, emphaty variables and trust on 0.000 significant value and the Ajusted R Square value of 0.168 that means the contribution quality of service to trust is 16.8%.

Abstract

In the implementation of the Bidikmisi program there are various problems that are not in accordance with the 3T principles, namely Timely, Right Amount and Right Target so that supervision is needed, supervision is carried out to monitor, foster and resolve problems that may arise from the policy. This study discusses Supervision of Bidikmisi students in the form of preventive and repressive at Padang State University. The purpose of this study is to describe the supervision of Bidikmisi students, obstacles and efforts to minimize the obstacles in supervising Bidikmisi students at Padang State University. This type of research is qualitative research with descriptive analysis methods. The research location is at Padang State University. Primary data is data obtained from interviews and observations, while secondary data is data obtained from documentation studies. The informants in this study were the Head of BAK UNP, UNP Student Affairs Department, Deputy Dean III FIS, FT and FBS, and several Bidikmisi recipient students. Based on the results of the research carried out it can be concluded as follows: First, the supervision carried out by UNP in supervising the Bidikmisi students at UNP is good but not optimal, this is proven by the fact that UNP is conducting monitoring, both preventive and repressive, but there are still students Bidikmisi who do not participate. Preventive in the form of socialization, training and repressive in the form of guidance and even the termination of the tuition assistance for Bidikmisi. Second, the obstacle faced by Padang State University is an internal obstacle, namely the lack of a survey team that creates opportunities for Bidikmisi target inaccuracies and other obstacles, namely from Bidikmisi students themselves, about the commitment and seriousness of Bidikmisi students in fulfilling their duties and responsibilities as Bidikmisi students. Third, efforts made to overcome these obstacles are by optimizing coaching through socialization, training and guidance for Bidikmisi candidates and students.
