Abstract

ABSTRACT   Citizen Charter or public service contract is a new strategy in providing services to reach  the  values of participative, accountable, transparent and collaborative in public service. We know that implementation of public service contract in Indonesia is not understood by local policy maker yet. But, many local governments have successfully implemented contract of public service.  It means that public service contract can be tool of creating public service mechanism better and it can be instrument to reform public bureaucracy in Indonesia. Citizen Charter is according to idea of good governance, so governance principles is collaborate of three sector in public service, such as local government, private sector and society. Abstract

Separation between economics and political science have long lasted so they are not able to provide the same conclusion about the analyzed object. Economics only examine market institutional aspects without touching nonmarket social institutions. Instead of political science is very poor framework for seeing the phenomenon of economic analysis on the basis of market institutions. Public choice perspective has become a bridge that can analyze problems outside the framework of the analysis, which is based on the phenomenon of the market. This is what allows the return encounter in economics and politics in a region so that the analysis of the development of social sciences in the future is no longer compartmentalized in strict discipline, not mutually exclusive and mutually reinforce with each other. As a result of this separation of science, the social sciences experienced a major crisis due to many new phenomena, which can not be captured perfectly by the two groups of scientists. Abstract

Community participation in public service began in the preparation of service standards to the evaluation and award. Community participation can be embodied in the form of cooperation, fulfillment of rights and obligations of the community, and participation in policy making and shaping public services watchdog. Community participation is an important part of the public service system. Thus the conventional service management that ignores the process of community involvement in public service cannot be maintained anymore. Our concern is to develop an ideal form of participation where the community can be mobilized itself to seek the necessary public services.Kata Kunci: partisipasi masyarakat, lembaga pengawasan, pengguna layanan, pemangku kepentingan, pelayanan publik

Abstract

By using the concept of empowerment that are offered within the framework of the theory of "ACTORS", then the changes that will result is a change has been planned, because the input to be used in the change was anticipated early on so that the output will be produced capable of optimally efficient. The study of the management of community development using the framework of "ACTORS" will be able to raise awareness, authority, confidence and competence, trust, oppurtinities, responsibilities, support, initiative, and creativity to change the situation towards the power in which communities have self-respect, self confident, and self relience, so they have the knowledge and understanding for self-empowerment on an ongoing basis.   Kata Kunci: empowerment, authority,  confidence and competence, trust, oppurtinities,  responsibilities, support

Abstract

This article tries to describe the approach of ‘balanced scorecard’ in Nagari government in West Sumatera. The approach of balanced scorecard is very relevant to adopt in arranging the istitution of Nagari government. This approach offered the balance of four perspective: implementation of internal process of Nagari government,  organization learning for development according to current situation, delivery of good service toward society, and enhancement of monetary performance of Nagari through natural resources of the Nagari. Abstract

The quality of public services and many more now is still out of order especially in public autonomy. In fact, it needs more conduct by the author (government) through  finding more solutions such as revitalization, restructure, deregulation and increasing the ability of officer professionalism and people participate to do, includes honor, and giving sanction, toward public services unit. Abstract

Understanding of ethics in public management is an important and strategic basic competence that has to be owned and practiced by public bureucrat consistantly in the implementation of government, development, and public service for society. Therefore a study of understanding and implementation of the concept of ethics in public service need to be socialized, especially that of related to equality, equity, loyalty, and responsibility. Abstract

One of the central and important role of government institutions and their apparatus is to give the best services to their customers (society). Nevertheless, the conditions of public services, which are less transparent and less accountable, have made the demand for the best services difficult to fulfill.  The respect for the position of society as either citizens or customers is a prerequisite for the establishment of a transparent and accountable government in a state. In the time, this situation will strengthen the legitimacy and existence of the government in the view of society. Kata Kunci: Transparansi, akuntabilitas, pemerintah, pelayanan publik.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan bagaimana revitalisasi pasar tradisional Kota Padang Panjang dan dampaknya terhadap pendapatan pedagang di Kota Padang Panjang, Pasar merupakan tempat bertemunya pedagang dan pembeli untuk melakukan suatu transaksi jual beli barang dan jasa. Saat pasar mengalami penurunan kualitas dari segi fisik dan kekurangan daya tampung bagi pedagang maupun pembeli juga mengalami kecelakaan seperti kebakaran, disitu sudah diibaratkan pasar harus mengalami revitalisasi. Revitalsasi pasar tradisional Kota Padang Panjang sudah terjadi sejak tahun 2013 hingga tahun 2018. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskritif. Informan penelitian ditentukan dengan carapurposive sampling. Teknik pengumpulan data dilakukan melalui wawancara, observasi dan studi dokumentasi. Hasil penelitian menunjukan bahwa Revitalisasi Pasar Tradisional di Kota Padang Panjang belum optimal dikarenakan relokasi pedagang masih belum tepat sehingga masyarakat tidak menjelajah pasar dan menyebabkan lantai dua, tiga pasar sedikit dikunjungi oleh masyarakat. Hal ini dikarenakan tujuan dari revitalisasi pasar belum tercapai, sehingga dampak yang ditmbulkan terhadap pedagang belum signifikan dapat dilihat dari pendapatan pedagang masih banyak mengalami penurunan pendapat.

Abstract

Demokrasi dipercaya sebagai sebuah pilihan terbaik dari sistem politik modern. Namun begitu di dalam prakteknya, demokrasi seringkali dimaknai dalam posisi yang berbeda dari normatifnya dan seringkali dipengaruhi oleh lingkungan politik praktis. Oleh sebab itu perlu suatu ukuran yang dilakukan secara terus menerus untuk melihat apakah demokrasi tersebut bergerak maju. Indonesia memiliki Indeks Demokrasi Indonesia (IDI) yang bertujuan untuk memotret kondisi demokrasi Indonesia yang berbasis pada data di tingkat provinsi. Pekerjaan kami dalam artikel ini adalah menganalisis kondisi demokrasi di Provinsi Sumatera Barat yang belakangan sering mendapat sorotan publik akibat dianggap memiliki aturan-aturan yang kurang plural. Dengan mengolah data IDI dari tahun 2009 sampai 2019 secara statistik deskriptif, kami berupaya melihat lebih dalam tentang kondisi demokrasi di Sumatera Barat dan  mendapati bahwa penyebab rendahnya indeks demokrasi Sumatera Barat bukan saja diakibatkan oleh adanya aturan tertulis yang membatasi kebebasan atau mengharuskan masyarakat dalam menjalankan agamanya yang menjadi sorotan publik namun juga diakibatkan oleh dominasi eksekutif dan lemahnya peran legislatif terutama dalam hal menginisiasi kebijakan yang kemudian ditetapkan menjadi peraturan. Dan kami berhipotesis jika eksekutif sering memanfaatkan kondisi itu untuk membuat kebijakan-kebijakan populis yang salah satunya adalah dengan kebijakan-kebijakan berbau “agamis” tersebut.
