The Jurnal Ilmu Administrasi dan Pemerintahan Indonesia (The JIAPI) is a media for publishing articles and scientific works that have been reviewed. Abstract

In 2018, Central Java could only absorb 26.22% of KUR distribution in the production sector. The Non-Performing Loan (NPL), released by the Financial Services Authority, presented a lower production sector NPL than the trade sector. The agricultural sector was 1.85%, the manufacturing sector was 3.19%, and the trade sector was 4.45%. In 2017, NPL of KUR Micro and Retail KUR of the agricultural sector amounted to 0.76%, while the trade sector amounted to 1.44%. The problem raised research questions: 1) Did the banks which distributed KUR and the Guarantor Institution experience a conflict of interest - between the public interest (the duty of the state to extend credit to MSMEs) and the interests of corporate entities (the task of seeking profits and avoiding risk), 2) Why was the lending of KUR in the production sector lower than the lending of KUR in the trade sector, and 3) How effective was KUR on economic growth and social welfare. To answer the research questions, researchers used a descriptive qualitative approach. Purposive sampling technique was used in this study. The finding showed dumping pricing policy tended to be misused by the banks which distributed KUR, and there was a conflict of interest and risk transfer in giving KUR. However, Small and Medium-sized Enterprises (UMKM) entrepreneurs who received KUR admitted that their profit was increased which also meant the improvement of social welfare.

Abstract

The paper aimed to analyze the influence of the flypaper effect on general allocation funds (DAU) to the financial performance in Bima, West Nusa Tenggara province . Variables used in this research were the general allocation fund (DAU) as independent variabel and the financial performance of local government as dependent variable. This research used a quantitative method. Census was conducted in Badan Pengelolaan Keuangan dan Aset Daerah (BPKAD) Bima. The data was analyzed using SPSS version 16.0. The finding of the study showed that the flypaper effect of the general allocation funds and the financial performance of local government had a negative and significant relation. The influence of general allocation funds to the financial performance of local government in Bima was 41.2% and the rest 58.8% was the changing of financial performance of local government caused by another variable which was not examined.

Abstract

This research aimed to anlayze the implementation of border management policies in Riau Islands Province, which at the provincial level, state border management policies were coordinated through government bureaus and borders. Research problems included the coordination of the implementation of state border development programs that have not yet been integrated, the weakness of institutional institutions that oversaw national border policies and the needs for commitment by state administrators to be carried out in the form of programs/ activities in border areas. This study used a qualitative approach with descriptive methods. Data analysis was conducted based on George Edward III's Policy Implementation theory, covering aspects of communication, resources, disposition and bureaucratic structure. The conclusion of this study was that the implementation of sectoral coordination and ego was still a problem, including bureaucratic fragmentation with diffused subjects, making implementation of policies less directed and integrated. Strengthening the border issues became the development program in the Riau Islands Provincial Government to to improve the welfare of the people in the border areas. The program should be then included in the Regional Development Plan (RPJMD).

Abstract

This study described the diffusion of public health innovation through the Arum Latrine Program (delivery to houses) in Simpangkatis District, Central Bangka Regency, which was carried out as an effort to improve performance through community services and development, especially in the community health development. The Arum Latrine Program was a program implemented from, by and for the Simpangkatis District with funding sourced from voluntary self-subsistent, so that currently the Arum Latrine Program was being proposed as one of the regional innovations. The research method used a qualitative approach with descriptive methods. Data collection was conducted through interviews and observations. The interview was conducted to the informants who were selected using purposive sampling technique (the head of Simpangkatis District and sub-district employees, the head of village and village office staff, the Sector Police Chief, and the head of Simpangkatis health center) and snowball sampling technique (the community leaders and community recipients of Arum Latrine Program in the Simpangkatis District area). The data were analyzed using the theory of Everett M. Rogers (1964). The conclusions were: 1) The diffusion innovations of public health through the Arum Latrine Program (Delivery to Houses) in Simpangkatis District had not been going well and had not been widely adopted. 2) The most powerful aspect in the diffusion of Arum Latrine innovation was the social system. 3) The obstacles in the diffusion of Arum Latrine innovation were the culture of open defecation among the community, the lack of initiative from other agencies to adopt the Arum Latrine Program, and misunderstandings of the apparatus in accepting the socialization of the Arum Latrine Program, especially regarding to the collection of voluntary donations. 4) The factor that supported the program was the social system existing in the community. It was because ??Simpangkatis District was still thick with its customs and culture, so that this social system became the most effective communication network in the diffusion of Arum Latrine innovation.

Abstract

Following the Millenium Development Goals (MDGs), the United Nations published their resolution of Sustainable Development Goals (SDGs) in October 2015. This has driven and inspired development plan of almost every nation. The government of Indonesian (i.e. Bappenas) should have formulated a roadmap and action plan in early 2018. Many local governments, despite the lack of guidance, claimed that they had adapted the SDGs goals into their local policies. This article aims to provide a conceptual framework of collaborative governance in order to achieve the goals of SGDs in Indonesia. There will be identification of indicators and prerequisites for collaborative governance practice. In other words: what factors can stimulate the practice of collaborative governance towards the achievement of SDGs goals quickly, democratic and inclusively?

Abstract

This paper aimed to describe the capability development of Village-Owned Enterprises (BUMDes) in Malang Regency. The research method used was a qualitative method. Data were collected from key informants from the Malang Regency Office of Community Empowerment and Village, and BUMDes in Malang Regency. The study revealed that there were 203 BUMDes in Malang Regency. They were trained annually for BUMDes by the Ministry of Villages, the Development of Disadvantaged Areas and Transmigration of the Republic of Indonesia as part of capabilities development Malang Regency BUMDes, in collaboration with the Malang Regency Office of Community Empowerment and Villages. The problems often arose in the capabilities development of Malang Regency BUMDes were, (a) socialization and communication program factors had not reached the optimum level yet; (b) lack of human resources who were able to manage the BUMDes (c) they tended to depend on the leadership of the Village Chief; (d) the partnership was too dependent on the sponsor's intention. The limitations of the study were caused by the limited time and location, so it could not cover all regions and other stakeholders. Hence, the study results could not be generalized to other regions. The implications of the studies were to increase the effectiveness of Malang Regency BUMDes capability development and consider providing regular clinics with consultants at the District Office. To improve the efficiency of Malang Regency BUMDes capability development, it was necessary to disseminate a package of practical tools guidance and management training per District, in addition to Malang Regency Training. The originality of these findings was related to the wider picture of beneficial roles of dynamic capabilities and collaborative governance for optimal and sustainable economic empowerment of rural communities.

Abstract

In the New Normal Era, Universitas Terbuka (UT) emerged as the leading Open Distance Learning Organization. In order to survive and excel, Universitas Terbuka requires a strong organizational commitment from lecturers who are important elements in the learning system at UT. This article aims to examine the influence of organizational culture on organizational commitment for Universitas Terbuka’s lecturers. This was a correlational quantitative research conducted at the UT Headquarters and UT regional offices (UPBJJ UT). The sampling technique used was purposive sampling. Analysis of Simple linier Regression was used to test the hypothesis. The results showed that there was a positive and significant influence of organizational culture on the organizational commitment of UT lecturers. It means the more conducive the organizational culture adapted by the organization is, the higher the level of organizational commitment of UT lecturers have. The implication of this research could be a guide for the management to develop an organizational maintenance program which pays attention to the organizational culture.
