Manajemen IKM merupakan Jurnal Pengembangan Manajemen Industri Kecil Menengah (IKM) yang diterbitkan oleh Program Studi Industri Kecil Menengah (MPI) Sekolah Pascasarjana IPB sejak September 2006, memuat kegiatan dunia usaha kecil menengah (UKM), khususnya IKM beserta instansi yang terkait seperti perbankan, departemen teknis dan usaha swasta besar dan petani/nelayan. Manajemen IKM terbit setiap 6 bulan sekali (Februari dan September) dan ditujukan sebagai wadah untuk mengkomunikasikan hasil-hasil penelitian dari kajian tugas akhir mahasiswa MPI, khususnya yang terkait dengan pembinaan dan pengembangan IKM. Namun demikian, tulisan yang diterima Manajemen IKM terbuka bagi berbagai kalangan yang memiliki ketertarikan dalam pembinaan dan pengembangan IKM, baik itu peneliti, penyuluh, maupun pengusaha. Dengan diterbitkannya jurnal ini, maka kedepannya diharapkan lebih dipahami potensi, kendala dan pengembangan IKM melalui pendekatan holistik dan sinergi yang dilihat dari faktor-faktor ekonomi, manajerial dan faktor-faktor lainnya seperti kemitraan. Perintisan jurnal sebagai berkala ilmiah berwawasan nasional dimulai sejak Februari 2006 dengan nama Jurnal MPI dengan No. ISSN 1907-3127 yang memuat 9 judul artikel pada setiap edisi. Mulai terbitan edisi September 2009, judulnya dirubah menjadi Jurnal Manajemen IKM dengan No. ISSN 2085-8418. Jurnal Manajemen IKM selama ini mampu menjadi sarana penyebarluasan informasi ilmiah kepada para dosen atau peneliti lainnya, maupun masyarakat pengguna, serta sarana pengembangan.

Abstract

Healthy lifesyle with the slogan “Back to Nature” has become a new trend of the society. Directorate of Processing and Marketing, Ministry of Agriculture in Indonesia has initiated the program "Go Organic 2010" to improve the quality of life and the natural environment of Indonesia and to encourage the development of organic farming and sustainable competitiveness. Supply Chain Management (SCM) has represented overall management of agricultural activities which involved of processing, distribution, marketing, until the desired product to consumer. The Objectives of study included: (1) Identify the characteristics of the vegetables, the supply chain actors, and descriptive analysis of the environmental conditions in Pangalengan; (2) Identify internal and external factors; (3) The formulation of the strategy with the matrix SWOT; (4) Selection of priority strategy. The data was collected through purposive sampling technique which involving 10 respondents and 3 experts. The data used was primary and secondary data by direct interviews, questionnaires and literature study. Selection of strategic alternatives conducted using AHP. The result showed that the supply chain actors of vegetables in Pangalengan were seed suppliers, farmers, traders/collectors, the company, the seller/exporter, foreign markets, traditional market and retail/supermarket. The study showed that the safety of vegetables to consumer (score 0.336) was the main strength and the main weakness organic farming in Pangalengan was limited of financial (score 0.127). Futhermore, supporting of government was the major opportunity (score 0.127) and the major threat was uncertain of climate and weather which affected in production (score 0.144). Based on the formulation of strategic, the study obtained 7 strategy. The first and the second priority strategic related of the marketing, were expanding market/distribution to bussines partnerships (score 0.205) and researching of development in the organic vegetable’s market (score 0.180). The third alternative strategic was supporting of government (score 0.157) which retaled to supervision strategy. Moreover, the fourth and the fifth alternatives related to strategy of financial, were monitoring and overseeing prices (0.156) then strengthening of financial aspects (score 0.114). The sixth and the seventh alternatives related to production management strategy, were planning a better farming (0.107) and improving the quality, quantity and continuity of production (score 0.081).

Abstract

The development of larva production of Patin catfish has great potential to meet market demand. CV Mika Distrindo is the one of company that need a development strategy to increase production to meet demand of Patin catfish larva. The aims of this study were: (1) to obtain information on the production process of breeding; (2) to know the feasibility of breeding; and (3) to carry out the strategy of seeding to obtain maximum profit. Method of analysis was done with (1) a descriptive analysis of the production process for a portrait Patin catfish hatchery; (2) Analysis of the feasibility using NPV, IRR, Net B/C Ratio, Gross B/C Ratio, PBP, and BEP; (3) Analysis of internal and external matrix are using IFE and EFE matrix, and in combination in a matrix of IE; 4) SWOT matrix analysis to formulate strategic alternatives; and 5) Analysis QSPM for alternative decision priorities. The study results shows that CV Mika Distrindo is feasible because the business get the financial benefit. Indications in terms of financial feasibility are known from Rp516.660.510 of NPV; 21.42% of IRR; 5.57 of Gross B/C Ratio; 4.05 of Nett B/C Ratio; 10 months and 5 days of PBP and 2.698.006 of larva production or Rp539.601.139,60 of the value of sales. IFE score is 2.511 and EFE score is 2.565 (medium position). The Company core strategy is Growth/Stability Strategy. The SWOT analysis obtains formulation of strategies including the use of advances in technology, expansion of marketing network, strengthening capital, increasing sales volume, doing partnerships, taking advantage of investors, increase customer loyalty, maintain larva quality, improved system management and collaboration with stakeholders.Key words: Patin catfish hatchery, feasibility analysis and business development strategy

Abstract

The success of aloe vera as business commodity in co-partnership pattern, like that between PT Kavera Biotech and the collective work cluster (KUB) of aloe vera farmers in Kecamatan Beji, Depok, needs an accurate evaluation. The objective of this research were to (1) investigate the co-partnership business, (2) analyze the feasibility, and (3) analyze the development strategy. The data were collected by observation, interview, and questionnaire. The location selection was done purposively based on the consideration that the location had been used as sampling for aloe vera cultivation. The feasibility of business was valued using the methods of PBP, NPV, BCR, IRR, and BEP. Analysis of enterprise development strategy using the Input Stage (EFE and IFE), Matching Stage (SWOT and IE), and Decision Stage (QSPM). The result of this study showed that the aloe vera business with co-partnership pattern based on Analysis I was feasible to be managed in 6 KUBs; while the one based on Analysis II was feasible to be managed in 5 KUBs. Analysis I on the farmers with house-yard cultivation field or pot cultivation resulted that it was feasible to be managed, while the Analysis II on the farmers in KUB Tanah Baru and Kemiri Muka resulted that they were not feasible to be managed. In the meantime, the aloe vera cultivation in abandon field in KUB Pondok Cina and Tanah Baru were feasible to be managed based on Analysis I and II. The farmers with house-yard cultivation field or pot cultivation in small scale (<100  plants), middle scale (100-199 plants), and big scale (200-399 plants) cultivation and the aloe vera cultivation in abandon field with small scale (300-399 plants), middle scale (400-499 plants), and big scale (>500 plants) on Analysis I and II that it was feasible to be managed. The best result of the development strategies is the need to increase the productivity in utilizing the increasing demand of aloe vera materials. The implementation of the strategy is performed by advancing the work cluster along with its supporter effectively and efficiently.  Key words: aloe vera, collective work cluster (KUB), co-partnership strategy, feasibility study

Abstract

Although Indonesia has the largest rubber plantation in the world, the productivity is still very low. About 85% of the plantation belongs to the majority of farmers whose adoption level of cultivation technology is still low. This study aimed to determine the internal and external characteristics that greatly affect the level of farmers' adoption of technology in rubber cultivation to come up with the formulation of development strategy in the management of rubber plantation in Teweh Tengah Sub-district, Barito Utara regency. Processing and data analysis was done by analysis of descriptive and inferential statistics using the percentage distribution tables, Chi-square statistical analysis, correspondence analysis and logit analysis. Descriptively, the technology adoption rate of rubber farmers was categorized as 54% low, 40% moderate and 6% high. A Chi-Square test showed a correlation between the level of adoption by gender, age, course/training, Information Seeking activities of cultivation technology, Extension Support, Farmer Group Support, and Government support. The analysis result of Logit Method of Stepwise showed that there were two characteristics of internal and external variables that influenced the adoption rate of rubber cultivation technology: Support of Farmer Groups and Activities of Seeking for Cultivation Technology Information. A strategy for the development of rubber plantation Management should be based on growth, strengthening and development of farmer groups. The support of farmer groups can foster the process of increasing the information and skills for farmers. Abstract

An ironic thing that Indonesia as maritime country have insufficiency salt problem. Salt is strategic commodities that can be easily produced by evaporation of sea water and policy salts have been issued since the Dutch colonial era. In 2011 the Government of Indonesia make toward self sufficiency salt policy. This research was aimed to analyze the implementation efectivity of Salt Business Empowerment Program (Pemberdayaan Usaha Garam Rakyat or PUGAR). The research design used purposive and snowball sampling to select 70 respondents in Losarang Village at Indramayu. The data were analyzed by using Quantitative Analysis, Qualitative Analysis, SWOT and MAHP. The result showed PUGAR in Losarang, Indramayu implemented with effectiveness. This is indicated by salt production target achieved and increasing the salt farmer welfare. Implementation PUGAR make salt productivity in Losarang 90,43 ton/ha, increasing salt farmer income, empower 17 the People's Business Group Salt (Kelompok Usaha Garam Rakyat or KUGAR) with the amount of 170 salt farmers, give technological innovation and quality salt production and give job for 778 peoples as salt farmers, farm workers and transport workers. Obtained result IFE of salt bussiness is 2,608 and EFE is 2,673. Moreover the research calculate salt business feasibility that known from B/C ratio > 1, business profit margin, appropriate salt area owned by farmers, business gap analysis of salt and break even analysis. Break even analysis to determine the selling price of the large volume of salt and salt production business people to reach the point of no profit and no loss (break even). Abstract

Women's savings and loan (SPP) activity is Indonesian government effort to develop rural savings and loan’s potency, access facility to micro scale enterprise funding, needs fulfill for funding basic social, institutional strengthening of woman activity, support poor households alleviation and create the employment. The objectives of this study were, to identify existing problems, to analyze strengths, weakness, opportunities and threats (SWOT) in the savings and borrowing activities from SPP groups and to improve strategies in the Project Management Unit (UPK) of Semparuk sub-district Sambas regency. The primary data were collected to fund user by observation and interviewed techniques, and secondary data obtained from literature studied. Interviews were conducted to 50 respondents whose used credit for three consecutive years and four program actors. The data explained descriptively and assessment strategies analyzed using internal factor evaluation matrix, external factor evaluation matrix, internal-external (IE) matrix, SWOT matrix and quantitative strategic planning matrix. The results show that identified problems were: poor households’ economic empowerment had not done yet, group members’ savings fail to grow, credit disbursement process was relatively slow, program actors’ role fail to facilitate the groups particularly in members’ businesses development. Several alternative strategies that can be implemented by District Management Unit (UPK) are: improve the services, expanse the credit markets and marketing networking, maximize the program actors’ role, maintain the commitment to developing the SPP, increase the programs promotion, increase the assistance to SPP groups and diversification of deposit and loan products.

Abstract

Pecel Lele Lela Restaurant branches Pinangranti  is a restaurant that first presents the traditional Deep-fried Catfish food menu into a unique concept with modern restaurant management. This Research aims to (1) find out feasibility, (2) understand the marketing mix of services and assessments of consumer againt services marketing mix so far applied,  (3) analysis the  factors of internal and external environment that affect marketing strategies, and (4) establish  the  priority of alternative marketing strategies that can be  applied. Sampling technique in this research is purposive sampling. The method used in this research is descriptive method that focuses on invesment and business development aspect, as well as NPV, B/C, PBP, IRR, SWOT and QSPM analysis. Based on financial criteria feasibility on discount rate of 6% NPV Rp2.535.752.046. Net B/C 4,22. IRR 21,34% (IRR > 6%).The return on investment (PBP) which is based on the value of now with the discount rate of 6% are 1.81. It means that the restaurant pecel lele lela branch Pinangranti, East Jakarta worthy to be implemented.The resulted total scores value of both Internal Factor Evaluation (IFE) and External Factor Evaluation (EFE) were respectively 2,543 and 2,310 which puts the position on quadrant V, which hold and maintain. Abstract

The world market demand for fishery products is increasing even frequently not fulfilled. It required an effort to overcome the problems in fulfilling the demand for fishery products. Types of freshwater fish cultivated for balita fish at UD Suhada is a type of tilapia and goldfish. The purpose of this study is to examine the feasibility of balita fish agribusiness investment in UD Suhada; identify the internal and external factors that influence the development of agribusiness balita fish at UD Suhada; formulate and recommend appropriate alternative development strategies to be applied to agribusiness balita fish at UD Suhada in business development. Methods of data collection using purposive sampling method, is by deliberately selecting the sample to be studied as a respondent. Respondents were selected from the management and the workers UD Suhada. Financial analysis at 14 percent of interest rate and 5 years of project lifetime resulted in feasible decision with Rp1,105,005,110 of NPV; 4.85 of net B/C Ratio; 38.95 percent of IRR, 3 years and 5 month of PBP; and Rp1,522,035,876 or 32.725 kg of BEP. The combination of value IFE EFE values for 2.688 and 2.651 in the IE matrix shows that the position of the business in V (five) cells, that cell growth. Based on the SWOT analysis and QSPM analysis the strategic priorities is to create a diverse variety of products while maintaining the quality of balita fish, extending the range of distribution and marketing, in collaboration with researchers in developing the quality of balta fish products to face competition.Key words: balita fish, business feasibility, agribusiness, business development strategy

Abstract

Horticulture is one of the agriculture sub-sector which is potential to be developed, because it has quite high economic value and added value compared to other commodities. One of horticultural commodity namely potato (Solanum Tuberosum) is a vegetable, which has an important role to fulfill food needs. Potato has potential and good prospect to support food diversification program in order to achieve sustainable food security. Potato commodity is one of the best commodities in Banjarnegara district. The study was aimed to (1) identify factors, that effect the agribusiness development of potato commodity through management resource approach in Banjarnegara district, (2) formulate agribusiness development strategy of potato commodity in Banjarnegara district and (3) determine the priority of alternative strategy for the agribusiness development of potato commodity in Banjarnegara district. Based on prospective analysis that there are 10 factors that effect the agribusiness development of potato commodity in Banjarnegara district. Agribusiness development strategy of potato commodity through management resource approach in Banjarnegara district is based on scenarios that the agribusiness will grow in the future. Based on AHP, the most influential factor in formulating agribusiness development strategy of potato commodity in Banjarnegara district is productivity.Key words: strategy development, agribusiness, potato, prospective analysis, analytical hierarchy process

Abstract

Income regional per capita in South Lampung regency of Lampung Province in 2008 only about Rp 7.260.902, but in 2009 had increased to Rp8.620.637. This condition had not been able to overcome poverty and create sufficient jobs in rural areas, particularly in South Lampung regency. According in this condition South Lampung Regency became one of the target area for Rural Agribusiness Development Program (PUAP). In 2008 PUAP was distributed Rp3.492.040.000 to 35 Gapoktan and in 2009 was distributed 3.898.324.000 to 39 Gapoktan.  The objective of this study is to analyze the effectiveness of PUAP in South Lampung regency. Suitability of planning to the implementation of farm activities; rural agribusiness development; microfinance development, and mentoring activities. This study used survey methods and data were collected by questionnaires and direct interviews to 86 respondens member of Gapoktan in South Lampung regency. Analysis was conducted using multiple linear regression analysis. The direct result showed that after receiving PUAP, performance of small business agriculture in South Lampung regency became more effective. It was showed by distribution and utilization of assistance appropriate with the planning agricultural business growth, diversification of agricultural products, group capital increased and also role of extension in Complementary and PMT to guide the group.
