Abstract

Abstract. X Regional III West Java is the largest telecommunications company that oversees 6 (six) telecommunications office business areas in West Java. The author finds that there is a uniqueness that must be explored in this research, especially in the media relations process, namely although X Regional III West Java already has good relations with the media, but there is still negative news that appears in the community, therefore the author chooses the research method using case studies. This research uses postpositivism paradigm. In collecting his research, the author made observations and conducted in-depth interviews as well as literature studies. The results showed that the management of relations with the mass media carried out by X Regional III West Java was by by conducting activities with the EVP and the mass media formally, the human relations approach is semi-formal and communication with the mass media is informal. The reason X Regional III West Java conducts media relations activities is to educate the public about X's products and policies, minimize negative news and build public trust through media relations. Abstrak. X Regional III Jawa Barat merupakan perusahaan telekomunikasi terbesar yang menaungi 6 (enam) wilayah usaha kantor telekomunikasi di Jawa Barat. Penulis menemukan adanya keunikan yang harus digali dalam penelitian ini khususnya pada proses media relationsnya yaitu walaupun X Regional III Jawa Barat telah memiliki hubungan baik dengan media namun masih ada berita negative yang muncul di masyarakat, maka dari itu penulis memilih metode penelitian menggunakan studi kasus. Penelitian ini menggunakan paradigma postpositivisme. Dalam mengumpulkan penelitiannya, penulis melakukan observasi dan melakukan wawancara mendalam dan juga studi pustaka. Hasil Penelitian menghasilkan bahwa pengelolaan relasi dengan media massa yang dilakukan X Regional III Jawa Barat adalah dengan melakukan kegiatan bersama EVP dan media massa secara formal, pendekatan human relations bersifat semi formal dan komunikasi dengan media massa bersifat informal. Alasan X Regional III Jawa Barat melakukan kegiatan media relations adalah untuk mengedukasi masyarakat mengenai produk dan kebijakan X, meminimalisir berita negative dan membangun kepercayaan masyarakat melalui media relations.

Abstract

Abstract. This study aims to determine the preparation of the NGAPEL program implemented by Iprahumas Indonesia. In its realization in accordance with Law no. 14 of 2008 concerning Openness of Public Information, Iprahumas Indonesia as a government public relations officer functions to provide education and information to the public. The research method used is qualitative. The tools used are observation, documentation, interviews, and literature conducted on informants and key informants in Iprahumas Indonesia. The data obtained was immediately compiled and analyzed so that it became a descriptive data. The results obtained are that the NGAPEL live program on IG TV Iprahumas can share information related to many things and information both in the nature of entertainment, information and education whose scope is in the public sphere or the wider community, the topic of conversation is adjusted to the current conditions, neutral and transparent. The conclusion of this study is that the NGAPEL Iprahumas Indonesia program has become a vehicle for information education in the field of public relations in a practical way in implementing the values ​​of the NGAPEL program as Iprahumas Indonesia's vision, "increasing the capacity of Public Relations Pranata as a career and professional path: developing a dynamic professional organization of Public Relations Pranata and adaptive to the dynamics of society.” Abstrak. Penelitian ini bertujuan untuk mengetahui penyusunan program NGAPEL yang diterapkan Iprahumas Indonesia. Dalam perwujudannya sesuai dengan UU No. 14 Tahun 2008 tentang Keterbukaan Informasi Publik, Iprahumas Indonesia sebagai humas pemerintah berfungsi untuk memberikan edukasi dan informasi kepada publik. Metode penelitian yang digunakan adalah kualitatif. Alat yang digunakan adalah observasi, dokumentasi, wawancara, dan kepustakaan yang dilakukan kepada informan dan key informant yang ada di Iprahumas Indonesia. Data yang diperoleh langsung disusun dan dianalisis sehingga menjadi sebuah data deskriptif. Hasil yang diperoleh adalah program live NGAPEL di IG TV Iprahumas dapat saling sharing informasi terkait banyak hal dan informasi baik yang bersifat entertaintment, informasi maupun edukasi yang cakupannya ke ranah publik atau masyarakat luas, topik perbincangan pun disesuaikan dengan kondisi yang sekarang terjadi, bersifat netral dan transparan. Kesimpulan dari penelitian ini adalah program NGAPEL Iprahumas Indonesia telah menjadi wahana edukasi informasi di bidang kehumasan secara praktis dalam mengimplementasikan nilai-nilai program NGAPEL sebagaimana visi Iprahumas Indonesia, “meningkatkan kapasitas Pranata Humas sebagai jenjang karir dan profesi: mengembangkan kelembagaan organisasi profesi Pranata Humas yang dinamis dan adaptif terhadap dinamika masyarakat.”

Abstract

Abstract. The city of Yogyakarta is one of the developing smart city developments. Smart city is an urban service that is carried out by utilizing the role of information technology. This technology-based public service is realized through the “Jogja Smart Service” (JSS) application. From jss.jogjakota.go.id data, currently the number of active users of the "Jogja Smart Service" application is 75,970 out of 210,000 residents of Yogyakarta City. The presence of this application as a form of good governance with integrated information provider technology, making it easier for the public to access information about the development and public services of the City of Yogyakarta in a precise, fast and actual manner. The purpose of this study is to understand and know the process of utilizing and accessing information between the government and the community, to realize a smart city as a pillar for the creation of good governance. The method used in this research is descriptive qualitative, with data collection techniques through observation, in-depth interviews and documentation. The resource persons consisted of four residents of Yogyakarta City from different kelurahan and the Head of the Planning and Implementation Section of the Information Communications and Encryption Service Office of the City of Yogyakarta. From the results of the study, it was found that residents easily access the application and there are skills training features, MSME services, free hotspot services in each RW. It's just that from the aspect of utilization there are still those who do conventional public service administration. On the other hand, the government needs to periodically update information from related agencies. Abstrak. Kota Yogyakarta menjadi salah satu yang mengembangkan pembangunan smart city. Smart city merupakan pelayanan pada aspek – aspek yang menyangkut perkotaan dan dilakukan dengan memanfaatkan teknologi informasi. Pelayanan publik berbasis teknologi tersebut diwujudkan melalui aplikasi “Jogja Smart Service” (JSS). Dari data jss.jogjakota.go.id, saat ini jumlah pengguna aktif aplikasi “Jogja Smart Service” sebesar 75.970 dari 210.000 penduduk Kota Yogyakarta. Hadirnya aplikasi ini sebagai wujud good governance dengan teknologi penyedia informasi yang terintegrasi, sehingga membantu warga untuk mengakses informasi tentang perkembangan dan pelayanan publik Kota Yogyakarta secara tepat, cepat dan aktual. Tujuan dari penelitian ini adalah untuk memahami dan mengetahui proses pemanfaatan dan kedekatan akses informasi antara pemerintah masyarakat, untuk mewujudkan smart city sebagai satu penopang bagi penciptaan good governance. Metode yang digunakan dalam riset ini yaitu deskriptif kualitatif, dengan teknik pengumpulan data melalui observasi, wawancara mendalam dan dokumentasi. Narasumber terdiri dari empat warga Kota Yogyakarta dari kelurahan yang berbeda dan Kepala Seksi Perencanaan dan Implementasi Sistem Informasi Dinas Komunikasi Informatika dan Persandian Kota Yogyakarta. Dari observasi dan eksplorasi data pada penelitian ini diperoleh hasil bahwa warga bisa dengan mudah mengakses aplikasi tersebut dan tersedia fitur- fitur pelatihan ketrampilan, pelayanan UMKM, layanan free hotspot di setiap RW. Hanya saja dari aspek pemanfaatan masih ada yang melakukan administrasi pelayanan publik secara konvensional. Di sisi lain pemerintah perlu memperbaharui secara berkala informasi-informasi dari dinas terkait.

Abstract

Abstract. Responding to the Covid 19 Pandemic, the dissemination of information about Covid 19 created a phenomenon of splitting the opinion of the Indonesian people which was divided into two things that each wanted to prioritize, namely Health and the Economy. The Indonesian government agrees that these two things can’nt work alone, but must be sustainable. This condition created a gap that resulted in the Indonesian Government's program in handling Covid 19 and the national economic recovery (KPC-PEN) being hampered. This study aims to identify public communication problems in grassroots communities during the Covid 19 period in order to provide another perspective for the Government of Indonesia in handling Covid 19 and national economic recovery. The study uses public communication theory and propaganda theory in revealing the issues raised. This study uses qualitative method and descriptive analysis approach. Sources of data obtained through literature studies and observations of mainstream media. The results reveal that there are 3 factors that cause the split of opinion, among others, the community is not optimal in consuming scientific information, the massive spread of hoax and dissenting opinions. In addition, the impact of these factors has formed several community groups, including groups who do’nt believe in Covid 19 (denial), groups who accept the existence of Covid 19 but have not been maximal in implementing health protocols and groups that have adapted to Covid 19. Abstrak. Menyikapi pandemi Covid 19, diseminasi informasi mengenai Covid 19 menciptakan fenomena pembelahan opini masyarakat Indonesia yang terbagi menjadi dua hal yang masing-masing ingin diprioritaskan, yaitu Kesehatan dan Ekonomi. Pemerintah RI menyepakai bahwa kedua hal tersebut tidak bisa berjalan sendiri, namun harus tetap berkesinambungan. Kondisi tersebut menciptakan gap yang mengakibatkan program Pemerintah RI dalam penanganan Covid 19 dan pemulihan ekonomi nasional (KPC-PEN) menjadi terhambat. Penelitian ini bertujuan untuk mengidentifikasi permasalahan komunikasi publik pada masyarakat akar rumput pada masa Covid 19 guna memberikan perspektif lain bagi Pemerintah RI dalam penanganan Covid 19 dan pemulihan ekonomi nasional. Peneliti menggunakan teori komunikasi publik dan teori propaganda dalam mengungkap permasalahan yang diangkat. Penelitian ini menggunakan metode kualitatif dan pendekatan analisis deskriptif. Dengan sumber data yaitu melalui studi kepustakaan dan observasi media mainstream. Hasil penelitian mengungkapkan bahwa ada 3 faktor yang menyebabkan pembelahan opini tersebut, antara lain masyarakat tidak maksimal dalam mengkonsumsi informasi yang bersifat ilmiah, masifnya penyebaran hoax dan dissenting opinion. Selain itu, dampak faktor-faktor tersebut telah membentuk beberapa kelompok masyarakat, antara lain golongan yang tidak percaya Covid 19 (Denial), golongan yang menerima adanya Covid 19 namun belum maksimal dalam menerapkan protokol kesehatan dan golongan yang telah beradaptasi dengan Covid 19.

Abstract. The implementation of Emergency Community Activity Restrictions (PPKM) in Java and Bali has drawn criticism. Bali is one of the areas affected by this policy. The Emergency PPKM which aims to reduce crowds and suppress the Corona virus has been rejected by some Balinese people. This can be observed from the expressions of social media users in various forums. This expression can also be inferred from the posts of netizens who are critical and sarcastic. This study aims to examine public expressions and sentiments on the Facebook group of the Bali Medsos Parliament on the implementation of Emergency PPKM on the Island of the Gods. This public sentiment also responds to the Governor of Bali's public communication practices which were considered bad during the pandemic. The method used in this research is descriptive qualitative with a netnographic study approach (virtual ethnography). by analyzing relevant content and literature related to the topic on the Bali Medsos Parliament facebook group. The results of this study are that Warganet's expressions are depicted through various memes, illustrations, sarcastic statements to critical satire that become the dialogue of Warganet. Warganet's expressions also gave birth to perceptions in responding to Emergency PPKM. First, Warganet is critical and antipathetic to the policies of the Bali Provincial Government during Emergency PPKM. Second, the Governor of Bali is considered to have failed to voice the aspirations of the community in handling the Covid-19 pandemic. Third, the Governor of Bali is considered ridiculous for his call for people to consume alcoholic beverages mixed with coffee which has gone viral on social media. Fourth, the construction of prestigious projects has drawn criticism from netizens because the Governor of Bali is seen as insensitive to the socio-economic conditions of the community. Even netizens criticized the inhumane behavior of the security forces in closing down essential and non-essential sectors during the Emergency PPKM. Fifth, netizens voiced that the Governor of Bali, Wayan Koster, would not be re-elected in the agenda of the Governor Election in the future. Abstrak. Pemberlakukan Pembatasan Kegiatan Masyarakat (PPKM) Darurat di Pulau Jawa dan Bali menuai kritik. Bali menjadi salah satu wilayah yang terdampak terhadap kebijakan tersebut. PPKM Darurat yang bertujuan untuk mengurangi kerumunan dan menekan laju virus Corona ini mendapat penolakan sebagian masyarakat Bali. Hal tersebut bisa dicermati dari ekpresi pengguna media sosial di berbagai forum. Ekpresi tersebut juga bisa disimpulkan dari postingan para warganet yang bersifat kritis dan sarkas. Penelitian ini bertujuan untuk mengkaji ekpresi dan sentimen publik pada grup facebook Parlemen Medsos Bali terhadap penerapan PPKM Darurat di Pulau Dewata. Sentimen publik ini sekaligus merespon praktik komunikasi publik Gubernur Bali yang dinilai buruk selama pandemi berlangsung. Metode yang digunakan dalam penelitian ini yakni deskriptif kualitatif dengan pendekatan studi netnografi (etnografi virtual). dengan menganalisa konten-konten dan literatur relevan terkait topik pada grup facebook Parlemen Medsos Bali. Hasil dari penelitian ini adalah ekpresi Warganet diantaranya digambarkan melalui beragam meme, ilustrasi, pernyataan sarkas hingga sindriran kritis yang menjadi dialog para Warganet. Ekpresi Warganet juga melahirkan persepsi dalam merespon PPKM Darurat. Pertama, Warganet kritis dan antipati dengan kebijakan Pemerintah Provinsi Bali selama PPKM Darurat. Kedua, Gubernur Bali dinilai gagal suarakan aspirasi masyarakat dalam penanganan pandemi Covid-19. Ketiga, Gubernur Bali dinilai konyol atas himbauannya agar masyarakat mengkomsumsi minuman beralkohol arak campur kopi yang viral di media sosial. Keempat, pembangunan proyek prestesius menuai kritik dari warganet karena Gubernur Bali dipandang tidak peka dengan kondisi sosial ekonomi masyarakat. Bahkan warganet mengkritik prilaku kurang manusiawi aparat keamanan dalam menutup sektor esensial maupun non esensial selama PPKM Darurat berlangsung. Kelima, warganet menyuarakan agar Gubernur Bali Wayan Koster tidak dipilihlagi dalam agenda Pemilihan Gubernur di masa yang akan datang.

Abstract

Abstract. The government's move to suppress the spread of the covid-19 virus in Indonesia by limiting the meeting of a number of people has an impact on many lines of life including higher education institutions. Starting from 2020, the learning system undergoes the most fundamental change in the history of the transformation of the Education system. Through government program policies, learning that was initially held face-to-face then replaced with virtual meetings, the transformation of learning media is also massive, where there is a discussion of online learning media that support the implementation of virtual lectures becomes the main prerequisite. The development of communication technology plays an important role to be an option in an effort to provide learning media that can be utilized. Social media that appeared to support the learning management system. Using social media in order to trigger the quality of student learning by utilizing all the ease of communicating and sharing information owned by the media for the education or learning process becomes more effective and efficient and accelerates information as a whole. The method of the research is Mixed method research, were to combine the quantitative and qualitative methods used in this study with the aim of identifying students' digital literacy competencies related to learning media by filling out questionnaires to a total of 120 students. All students who filled out the questionnaire were students who had participated in online learning and practicums on campus. and also conducting in-depth interviews on students to find out their opinions regarding social media to support their learning process. The collected data was analyzed using SPSS and analyzed using descriptive methods.

Abstract. Studying from home has become an inevitable choice since the pandemic in early 2020. Classrooms have moved from school buildings to flat screens, both smartphones and laptops. Students, teachers, parents and schools as organizers and important parts of the teaching and learning process, they all have different sides of the story. Technological readiness has not been directly proportional to the readiness of human resources. The “Tular Nalar” Program, which offers solutions to build digital competencies and educators' critical thinking, still has several obstacles. Digital literacy is a mandatory requirement for all parents, educators, schools and students in carrying out learning process from home. This article aims to provide an overview of the teaching and learning process during a pandemic, tular nalar’s role, technology’s role as a new classroom and digital literacy as a necessity for activities in cyberspace. Parents’ readiness is not only in terms of providing learning tools but also understanding devices’ function to complete their position as children’s learning companion at home. On the other hand, educators are also expected to have sensitivity in choosing the most suitable application for each lesson and student's abilities, as well as sufficient digital literacy competence to run maya classes. This article is based on a literature search as a reference and field observations and interviews conducted during the pandemic and the process of “Tular Nalar” program for educators. This article shows the unpreparedness of various parties in carrying out learning from home, both the readiness of infrastructure (networks and devices) and learning tools. Readiness to use available learning applications, and limited digital literacy. Abstrak. Belajar dari rumah menjadi pilihan yang tidak terelakkan sejak pandemi awal tahun 2020. Ruang kelas berpindah dari gedung sekolah ke layar datar baik telepon selular maupun laptop. Siswa, guru, orangtua dan sekolah sebagai penyelenggara dan bagian penting dalam proses belajar mengajar, memiliki sisi cerita yang berbeda. Kesiapan Teknologi belum berbanding lurus dengan kesiapan sumber daya manusia. Program Tular nalar yang menawarkan solusi untuk membangun kompetensi digital dan berpikir kritis pendidik, masih memiliki beberapa kendala. Literasi digital menjadi syarat wajib bagi semua pihak orangtua, pendidik, sekolah dan anak dalam menjalankan proses belajar dari rumah. Artikel ini bertujuan memberikan gambaran proses belajar mengajar di masa pandemi, peran tular nalar, peran teknologi sebagai ruang kelas baru dan literasi digital sebagai sebuah keharusan beraktivitas di dunia maya. Kesiapan orangtua tidak hanya dari sisi penyediaan perangkat pembelajaran tapi pemahaman penggunaan perangkat hingga posisi sebagai pendamping belajar anak di rumah. Sebaliknya pendidik juga diminta memiliki kepekaan memilih aplikasi yang paling sesuai untuk setiap pelajaran dan kemampuan siswa, serta kompetensi literasi digital yang cukup untuk menjalankan kelas dunia maya. Artikel ini berdasarkan pada penelusuran kepustakaan sebagai referensi dan pengamatan lapangan dan wawancara yang dilakukan selama masa pandemi dan proses berjalannya program tular nalar pada pendidik. Artikel ini menunjukkan ketidaksiapan berbagai pihak dalam menjalankan belajar dari rumah, baik kesiapan dari infrastuktur (jaringan dan perangkat) maupun alat belajar. kesiapan penggunaan aplikasi pembelajaran yang tersedia, serta literasi digital yang masih terbatas,

Abstract

Abstract. This article aims to measure the student’s perception about electronic learning in Covid-19 era hat causing apprehension, deep changes in education policy. This article used the literature systemic review as the approaches. Searching for literature article, researcher was primary collected from Google scholar and Scopus during 2020 to 2021. The research gap highlighted by VOS-viewer software. Matching articles consist of 2 qualitative literature studies with thematic analysis, 1 article used mixed method analysis study, 1 modified pre and post-test experimental control group design paper, and 1 descriptive research article study through the google form link study. The review concluded that electronic learning should have been done by various kinds of supporting application platforms, various learning methods and also various self-motivations. The supporting application platforms such as Zoom, Google Classroom, university web, WhatsApp group and virtual libraries. The supporting learning methods such as e-conferences, e-games, e-writing contests and e-libraries action. The several self-motivations are self-developed and maintained continuously, independent learning, self-awareness, and self-learning achievement, and also initiative blended learning. Abstrak. E-learning atau pembelajaran dalam jaringan harus dilakukan oleh hampir seluruh dosen di Indonesia pada saat Pandemi Covid 19. Meskipun jarak jauh, dosen harus menjamin kualitas Pendidikan sesuai kebutuhan para pemangku kepentingan. Menggunakan berbagai aplikasi pendukung pendidikan tinggi berbasis internet, beberapa artikel telah ditulis guna mengukur persepsi ketercapaian e-learning. Metode penelitian ditetepakan menggunakan literatur sistematik review bersumber artikel pada Google Scholar dan Sopus yang diolah menggunakan software VOS-viewer untuk menetapkan gap penelitian. Lima artikel data penelitian terdiri dari 2 artikel kualitatif analisis tematik, 1 artikel metode penelitian campuran, 1 artikel eksperimen dan 1 artikel deskriptif menggunakan google form sebagai link kuisioner. Hasil analisis menunjukkan kesimpulan bahwa ketercapaian e-learning didukung oleh ketepatan penggunaan aplikasi, ketepatan pemilihan metode pembelajaran dan penanaman motivasi kemandirian belajar. Penggunaan aplikasi yang tepat, seperti Zoom, Google Classroom, Wesite pembelajaran kampus, grup WhatsApp dan perpustakaan online. Metode pembelajaran pendukung e-learning seperti presentasi online, game online, tugas menulis online dan akses perpustakaan online. Adapun penanaman kemandirian belajar dapat diwujudkan melalui kepemilikan jiwa pengembangan diri, konsistensi diri, keberlanjutan, kemandirian, kesadaran, pencapaian dan inisiatif belajar.

Abstract

Abstract. The number of hoaxes circulating in the community is one of the problems in the current era of information flooding. One of the efforts to prevent the circulation of hoaxes is critical thinking. Mafindo through the tularnalar.id website seeks to educate the public to be able to think critically through eight specific themes. One of the themes raised on the Tular Nalar website is Internet and Active Citizenship. This article is a case study of the application of the theme of Internet and Active Citizenship in learning in schools. The subject that is applied is class X informatics. The author changes the old pattern of learning to a new pattern that is more dynamic and utilizes online technology. The author integrates the materials and videos on the Tular Nalar website with learning at school through the flipped classroom model. Students independently read, observe, reflect, and give their opinions in the digital space. The result is that students understand how to communicate ethically on social media and are able to answer questions in the comments column. In addition, students ask questions and express opinions in the Google Meet discussion room. The interactions formed can improve students’ critical thinking skills. Abstrak. Banyaknya hoaks yang beredar di masyarakat menjadi salah satu masalah di era banjir informasi saat ini. Salah satu upaya menangkal peredaran hoaks adalah berpikir kritis. Mafindo melalui situs tularnalar.id berupaya mengedukasi masyarakat agar mampu berpikir kritis melalui delapan tema spesifik. Salah satu tema yang diangkat dalam situs Tular Nalar adalah Menjadi Warga Digital. Artikel ini merupakan studi kasus penerapan tema Menjadi Warga Digital dalam pembelajaran di sekolah. Mata pelajaran yang menjadi penerapan adalah informatika kelas X. Penulis melakukan perubahan pola lama pembelajaran ke pola baru yang lebih dinamis dan memanfaatkan teknologi secara daring. Penulis mengintegrasikan materi dan video yang ada di situs Tular Nalar dengan pembelajaran di sekolah melalui model flipped classroom (kelas terbalik). Terdapat sejumlah pertanyaan untuk dijawab peserta didik. Peserta didik secara mandiri membaca, mengamati, merefleksi, dan memberikan opininya dalam ruang digital. Hasilnya adalah peserta didik paham bagaimana perilaku etis komunikasi di media sosial dan mampu menjawab pertanyaan di kolom komentar. Selain itu, peserta didik mengajukan pertanyaan dan menyampaikan opini di ruang diskusi Google Meet. Interaksi yang terbentuk tersebut dapat meningkatkan kemampuan berpikir kritis peserta didik.

Abstract

Abstract. The rise of information technology provokes problems around the use of incorrect information flows that could lead to a dangerous circumstance. Data from a study conducted by KPAI in 2011-2014 reported 932 characteristics of pornography and cyber-crime that made children the main target. Hence, parents and adolescent must understand how to protect their teens in the abuse of social media. However, according to digital literacy survey that was held by Kominfo, the central part of Indonesia, such as Bali, Kalimantan and Sulawesi, has a relatively better digital literacy status compared to the western and eastern regions. Furthermore, the survey also stated that Banten is an area with a lower score when compared to Eastern regions such as Maluku and Papua regarding information and data literacy (Kominfo, 2020). Therefore, this mini research was conducted in Banten Province in order to understand the level of vulnerability of social media usage among adolescents and the level of parental understanding of online safety in the use of social media. This study used quantitative approaches in order to understand the challenges faced by parents and adolescent regarding media literacy. The result showed that parental control strategies are urgently needed so that adolescents are not negatively affected by social media. Furthermore, there is a need to organize activities or workshops to improve digital literacy skills for both parents and adolescent in Banten Province.
