Abstract

As predicted, Indonesia will experience a demographic bonus, starting in 2020 as indicated by the population of productive citizens group (15-64 years) which is larger than other population groups. In response to the situation, fundamental efforts need to be made to ensure that the demographic surplus can be an economic driver. In early 2020, the government launched the Pre-employment Card program. This program was launched in the midst of the Covid-19 pandemic which disrupted many aspects of society, especially the economy and health. This research examines the Pre-employment Card program from the point of view of the empowerment concept. Research is carried out by tracing government policies and regulations in carrying out this program. The results of the study found that the Pre-employment Card program seeks to implement empowerment goals as it seeks to build the strength of participants to engage in economic activities (work and entrepreneurship). The program develops 2 of 3 empowerment strategies by Jim Ife through policy and planning to provide fairer access to resources and opportunities to participate in community life as well as education and awareness raising to increase strength of the subject of empowerment.

Abstract

The Covid-19 pandemic is a disease outbreak that has hit Indonesia since 2020. The impact of this epidemic changed the order and habits of society in general. This pandemic not only destroyed the health and economic structure, but also triggered a world food crisis, including Indonesia. Regions in Indonesia are experiencing various problems and crises, one of which is Kampar Regency. The fulfillment of food needs in Kampar Regency is mostly imported from West Sumatra via the West Sumatra-Riau national road. The dependence of Kampar Regency on West Sumatra can be seen when landslides occur, so there is a spike in food prices, especially staple foods. Now that uncertain conditions due to Covid-19 have limited the space for distributing food, crisis conditions like this require development that involves the community and local institutions directly by empowering all potential people. The local government of Kampar Regency carries out plans that produce policies to realize local development of food security through the use of community yards or land as an effort to optimize community independence in maintaining food security. This study will describe how the planning process for the utilization of local institutions in Kampar Regency through existing conditions, which are then analyzed, leads to policy interpretation. This research uses a qualitative approach with a descriptive type of research. Meanwhile, for data collection using an in-depth interview method. The results of this study describe the development of strategies and obstacles as well as efforts to utilize local institutions in the planning process, explaining the involvement of actors in the planning process as well as obstacles and ways to overcome certain obstacles.

Abstract

Employee Assistance Programs (EAP) merupakan suatu program yang di berikan oleh organisasi/perusahaan kepada pekerjanya, guna mengatasi permasalahan pekerja yang berdampak pada kinerja pekerja. Penelitian ini mendeskripsikan pelaksanaan Employee Assistance Programs (EAP) yang dilakukan oleh Iradat Konsultan (IK) sebagai salah satu penyedia jasa layanan EAP di Indonesia. Sifat Penelitian ini penelitian daskriptif dengan menggunakan pendekatan kualitatif. Jumlah informan dalam penelitian ini sebanyak lima orang, yang terdiri satu orang manajer EAP, satu orang koordinator EAP, dan tiga orang psikolog atau praktisi EAP. Seluruh proses penelitian dilakukan sejak September 2020 sampai dengan Juli 2021. Selama jangka waktu tersebut, pengambilan data dilakukan dengan wawancara secara online menggunakan google meeting dan WhatsApp. Hasil penelitian menunjukkan bahwa IK sebagai salah satu penyedia jasa layanan EAP melaksanakan program EAP dengan baik. Dalam melaksanakan program EAP, IK memberikan layanan kepada pekerja yang memiliki permasalahan terkait dengan keluarga, pekerjaan, dan masalah yang bersumber dari dalam diri pekerja. Layanan EAP yang diberikan berupa konseling kepada klien dengan menerapkan model EAP komprehensif. Pelaksanaan program EAP di IK mampu menghasilkan layanan yang dapat membantu pekerja menyelesaikan masalah yang dialami pekerja, seperti meningkatnya stabilitas emosi dan meningkatnya performa pekerja. Namun demikian dalam pelaksanaannya terdapat kendala, seperti: masalah yang menyangkut administrasi, permasalahan klien yang terus berkembang dari waktu ke waktu, klien yang menutup diri, serta adanya kesalahan pandangan terhadap EAP.

Abstract

Social service workers have an important role in the process of the delivery of services to the children who lived in social institutions. However, an excessive workload implicates work stress which causes an impact on service delivery. This study aims to describe the stress faced by social service workers concurrently with social workers and the impact on services at PSAA Putra Utama 3 Tebet. This study used qualitative descriptive research from October 2019 until January 2020. The data is being collected using in-depth interviews and observations method. The subject of this research is social service officers, WBS, and the leader of PSAA. Thus, the results showed that social service workers concurrently with social workers lead to stress due to the heavy workload. This caused the services where the workers are being less friendly to colleagues and WBS. They were also unable to establish intense communication with parents/guardians. Often, the workers postpone the assessment process and the report making for the WBS development, In addition, sometimes the workers are being passive towards the problems faced by WBS.

Abstract

The existence of disparities between the human development index of women and men and the mandate of the RPJMN regarding gender equality needs to be considered. Empowerment of women through microfinance has long been implemented and is indeed the main target for microfinance institutions that run it. With so many studies on women's empowerment, there needs to be an analysis of how the forms of empowerment are carried out by microfinance institutions. This writing uses a literature review method which discusses five microfinance institutions from existing research, then analyzes how the forms of women's empowerment are carried out by these financial institutions and how the impact on women who receive them. This paper produces a finding that the empowerment carried out by microfinance is financial intermediation, social intermediation, and capacity building training. The model of microfinance institutions that provides a complete set is referred to as an integrative approach, the impact of the empowerment carried out by these microfinance institutions include opening up women's access to financial services, increasing income and running businesses, as well as increasing self and social capacity. With the services provided by these microfinance institutions, women become more empowered at least at the economic level, such as an increase in income that is in line with the ability to buy, however empowerment has not yet reached a higher socio-political level. This microfinance institution is a steppingstone for women to be empowered at a higher level.

Abstract

Poverty is a problem that continues to exist in urban and rural areas. With the ‘1 RW 1 Kampung Tematik’ movement, Tangerang city government makes the thematic village an effort to improve environmental conditions while at the same time elevating the socio-economic potential of the community and ultimately alleviating poverty. Kampung Budaya Tehyan is one of the thematic villages located in RW 04, Mekarsari Village, Neglasari District, Tangerang City and it focuses on the cultural theme and potential of the minority Benteng Chinese ethnic community. This article discusses the establishment process of Kampung Budaya Tehyan together with its supporting and hindering factors. The descriptive study uses a qualitative approach with interviews, field observations, and documentation studies as forms of the data collection method. The study result shows that the establishment process of Kampung Budaya Tehyan begins as the Benteng Chinese community feel the perceived need to conserve and showcase the culture that they have preserved for hundreds of years while improving their social and economic condition. In addition, the establishment process is supported by cultural and tourism potential which is very suitable to be the village’s unique theme, and also full support from several stakeholders related to thematic village establishment in Tangerang city. However, several hindering factors such as the community’s indifference and misperception of the existence of Kampung Budaya Tehyan and the limited number of staff who can manage several activities in Kampung Budaya Tehyan also affect the slow development progress of Kampung Budaya Tehyan as a tourism destination.
