Abstract

Soeman HS Library claimed is the best library in ASEAN.  This library even became one of the landmarks in Pekanbaru City which has the capacity to accommodate 1000 visitors.  Visitors who come to the library have various purposes.  Some of them come to read, do their assignments, lend books, and use the facilities in the library.  The number of visitors coming here fluctuates every year, because they do not come to the library every day.   This study aims to determine the visitors motivation coming to Soeman HS Library and to analyze the factors that influence the visitors motivation to visit Soeman HS Library. The method used for this study was quantitative descriptive research. Primary data were obtained directly through a questionnaire and secondary data were obtained from Soeman HS Library Service Section.  The sampling method used was quota sampling technique with 100 respondents who are visitors to Soeman HS Library. The results of this study indicated that the motivation of visitors to visit the HS Soeman Library was quite high, for about 81.1% for First to Third Floors, and 80.0% for the Ground Floor (Particularly for Children Services). There was a relationship between some factors that influence the visitors to visit the library, such as the desires and needs, library services as well as facilities and infrastructure

Abstract

In this study, the author focuses on discussing how the RRI PRO 2 FM strategy in the Learning broadcast program at RRI maintains its existence even during the current covid-19 period. Research data collection techniques using descriptive analysis such as observation, in-depth interviews, and documentation. Then for the technical analysis of the data used is by way of reduction, data presentation, and data conclusions. In taking the sample, the researcher used a purposive sampling technique, namely sampling with the criteria of 2 people consisting of 1 announcer and 1 program section head. The results of this study are RRI uses three strategies, namely the first Planning Strategy by determining the material to be delivered, assigning broadcasters and determining the schedule, second is the Implementation Strategy, namely the material presented by the teacher using resource persons followed by a question and answer session and discussion between the announcer and the resource person. Abstract

The purpose of this study is to find out how the driver's persuasive communication strategy is to maintain the interest of grab application users in Medan City. The research method used in this research is qualitative. The informants in this study were Medan City Grab drivers and Grab application users in Medan City. The results of this study illustrate that persuasive communication that occurs between Grab drivers and customers is formed by an action. This is clearly shown by the actions of Grab drivers who are friendly, polite and do not disappoint customers. The factors that encourage customers to use the Grab application in the Medan City area include being very easy to access and very helpful for customers in terms of ordering food and traveling, and the rates offered are quite cheap with promos. Meanwhile, the inhibiting factor for Grab is the limited period of promos and long restaurants in preparing orders.

Abstract

The majority of the people here make a living as fishermen. Due to Covid-19, access to goods and services is also limited and has an impact on the community's economy, and not a few people have been laid off from their workplaces in the city, and are forced to return to their villages. BLT-Dana Desa is one of the programs issued by the Indonesian government to overcome the impact of economic factors affected by the Covid-19 pandemic in the form of financial assistance provided to poor families, sourced from the Village Fund revenue budget. The social service program planning process is carried out through discussion and general deliberation by village officials. The process of organizing the social service program has been given the person in charge of the BLT-DD distribution activities, the distribution of BLT-DD is carried out once a month with a direct distribution process given by the village government to KPM BLT-DD, Monev which is carried out after the implementation of the BLT-DD Distribution Program DD is evaluated by the village head and his apparatus. The BLT-DD program was deliberately issued by the government to overcome the decline in public finances due to the Covid-19 outbreak. Measures of program effectiveness, namely; understanding of the program, right on target, on time, the achievement of goals and real changes can be concluded that it has not been running effectively.

Abstract

The purpose of this study was to determine the implementation of policies for the implementation of fisherman insurance cards at the Department of Agriculture and Fisheries in Medan City. Data collection techniques through interviews. From the research results obtained; The implementation of the Regulation of the Minister of Maritime Affairs and Fisheries Number 16 of 2016 concerning fisherman cards in article 6 states that the ministry and local governments organize fisherman cards as part of the implementation of duties and functions in the protection and empowerment of fishermen. The Department of Agriculture and Fisheries of Medan City has carried out its authority in accordance with the regulation of the Minister of Maritime Affairs and Fisheries Number 16 of 2016. The fisherman card is expected to be able to have an impact on the lives of fishermen. and fisherman cards, so that fishermen are only limited to having a fisherman's card

Abstract

Road Traffic and Transportation is a unified system consisting of traffic, road transport, Road Traffic and Transportation networks, Road Traffic and Transportation Infrastructure, Vehicles, Drivers, Road Users, and their management. This research was conducted at the Department of Transportation of Medan City. This study aims to determine the implementation of the Medan City Regional Regulation Number 9 of 2016 concerning the Implementation of Road Traffic and Transportation in the City of Medan. The type of research used in this research is descriptive research with qualitative data analysis, namely problem-solving procedures that are examined by observation, and interviews by describing the current state of the research object based on the facts that appear or as they are. Based on the results of the study, it is known that the implementation of the Medan City Regional Regulation Number 9 of 2016 concerning the Implementation of Road Traffic and Transportation in the City of Medan has been implemented, but has not gone well enough. This is because the information is in the form of direct socialization widely on traffic regulations, and also conducts socialization about accidents that occur on the road from disorder in traffic and establishes good relationships with road users. The implementation of the disposition at the Medan City Transportation Service is by existing provisions and has been running effectively. The existing bureaucratic structure at the Medan City Transportation Service has been run by the Standard Operating Procedure (SOP).

Abstract

Sampali Village is one of the villages in the Percut Sei Tuan sub-district, Deli Serdang Regency, North Sumatra Province with a population of approximately 18,382 people. The area of Sampali village is 401 H, consisting of 25 hamlets whose settlements are industrial areas, development centers, elite housing and so on. On average, the local people of Sampali village make a living as private employees and traders or entrepreneurs. With the Covid-19 outbreak which has been designated by the government as a natural disaster, this is the reason for force majeure to terminate the employment relationship with the government. This greatly affects the socio-economic conditions of the workers' families in Hamlet VII, Sampali Village, Percut Sei Tuan District, especially with regard to meeting basic family needs such as food, clothing, food, shelter, education, and health. In addition, the role of the wife becomes a dual role because she participates in making a living. The existence of assistance from the government and business loans from banks is very helpful for families to overcome socio-economic problems.

Abstract

This study aims to determine the communication patterns used by teachers and students who do not have devices in learning during the covid-19 pandemic and the inhibiting factors encountered by teachers and students who do not have devices in learning during the Covid-19 pandemic. This study uses a qualitative research type. The technique of data collection was done by interview method. There were seven research informants consisting of four teachers and three students from SMP Negeri 3 Pancur Batu. Data analysis techniques are carried out starting from condensing data, displaying data and drawing conclusions and verification. The results of the study indicate that the communication pattern of teachers and students who do not have devices in learning during the covid-19 pandemic is using offline learning methods or learning communication that is carried out directly (face to face) which is arranged in a planned manner by each teacher in the field of study by providing a brief explanation. The materials taught then provide questions and exercises to students or make group discussions at school once a week or once every two weeks with a learning duration of two to three hours. The inhibiting factors for teachers and students who do not have devices in learning during the Covid-19 pandemic are the minimum duration of time for teachers to provide learning materials to students at school and the number of assignments or questions that make students less understand the material and cannot do the questions properly and correctly.

Abstract

The purpose of this study was to determine the effectiveness of the companion in the implementation of the family of hope program in the distribution of social assistance in the village of Telaga Suka. This study uses a qualitative approach. Informants were determined by purposive sampling technique. The results showed that the facilitator in implementing PKH in Telaga Suka village was effective. Understanding the program, PKH facilitators have been able to clearly understand the tasks and functions that must be carried out, Timeliness is good enough from the time of program implementation to the end of the program in accordance with predetermined provisions. and the achievement of the goals of distributing aid funds so far has gone very well, the achievement of the objectives carried out by PKH facilitators has met the targets, as can be seen from the success of PKH facilitators in empowering the poor.
