Abstract

Coronavirous Disease (COVID-19) outbreak has struck the globe including Indonesia. With the COVID-19 pandemic rapidly crawling, Government implements a Large-Scale Social Limitation (PSBB) in order to prevent the spread of COVID-19. In response to the COVID-19 pandemic, the Ministry of Education and Culture (MOEC) has boosted the transformation of educational institutions through the Learning From Home (LFH) policy. LFH is policy that concerns with serving students to conduct learning activities through the distance learning either via online or offline. The goal of this policy aims to mitigate the immediate impact of COVID-19 which rapidly spread across regions while at the same time Government can maintain the quality of learning process. Using the model of policy evaluation, this study assesses the LFH policy which is focused on the rooted causes contributed the ineffectiveness of the policy. As the COVID-19 pandemic becomes a critical challenge for Government, this study finds that the ineffectiveness of LFH is relied on some factors which obviously exacerbate the proper teaching and learning programs. These are including the incompetence of state (apparatus) resource which can be traced from the state perplexed to face the COVID-19 outbreak with no providing a comprehensive policy; the weak of a coordination between MOEC and other stakeholders both local government and private sectors, the infrastructure gap among regions particularly in the remote and rural areas,  and less financial support for conducting LFH. These are becoming the huge problems during the Pandemic as these obviously impede the succeed of learning policy. Keywords: COVID-19, Policy, Learning, Government, Capacity

Abstract

The use of media as political communication is indeed effective. Moreover, in this digital era, accessing information is carried out using existing media or new media. Because it is undeniable that people have switched to something instant and easy. Given these conditions, the media is very effective if used as a one-way propaganda tool to convey government political policy. By using The Bullet Theory, it is considered suitable to dissect how the media can become one-way propaganda in the delivery of policies related to the handling of Covid-19 by the Government of Indonesia.Keywords: media, policy, covid-19, one-way propaganda

Abstract: The rapid spread of Covid-19 disease made the whole country move to deal with this problem. Indonesia is also not free from this problem; the spread of the corona virus has reached the country. In order to combine the effectiveness of communication in an organization to achieve conditions consisting of various thoughtful processes and anticipatory steps in a crisis period of covid-19. The need for communication in today's business competition is constantly changing. Advances in information technology and changes in managing organizations have changed the way many organizations in delivering the information. Information technology is a tool to communicate with many different groups of people. Since then the communication process must be managed effectively not all managers and individuals in an organization have good communication skills and there is a clear need for training to ensure that they could choose the most appropriate communication method to convey the message clearly understood by the recipient and on the side otherwise, the recipient must be able to provide feedback.Keywords: Message, communication method, communication effectiveness, Covid-19

Abstract

The Coronavirus 2 (COVID-19) outbreak in Wuhan China at the end of 2019 has caused an epidemic of infectious diseases globally. This outbreak has a negative impact on almost all sectors including the food supply chain system sector, which raises concerns about food security due to social distance policies that tend to limit movement and contribute to disrupt food distribution. This study aims to analyze the structure of the communication network that is an obstacle in the food supply chain network the impact of the COVID-19 outbreak. The method used in this study is qualitative by using a constructivism paradigm and the data used are secondary data sourced from Literature Review data. The results of the study show that the communication network on the wheel structure is effective in resolving supply chain problems and food security during the COVID-19 pandemic, where the availability of staple food for rice and sugar for March to August 2020 is in a safe position with details of 23.2 tons of rice stock with surplus of 7.4 tons, sugar of 2.9 tons with a surplus of 1.4 tons.

Abstract

The rapid flow of information about Covid-19 made people focus their attention on social media. This situation has made social media no longer a place to share about daily activities, but information about Covid-19. Finally, social media users become producers, distributors, and consumers of information about Covid-19 that is on social media.
