Abstract

This research was conducted with the understanding, describe and explain the stages of preparation of tourism development planning implemented by the Department of Tourism with using the scenario of planning and the stages of determination implemented by the Department of Culture and Tourism and Regional Development Planning Kutai KartanegaraThis research uses qualitative with descriptive approach. Data collection was done by using interview technique, observation and documentation. The validity of the data is based on fourth criteria: (1) Credibility, (2) Tiltiness, (3) Dependency, and (4) Certainty. While the process of data analysis using technical analysis of interactive data model from Miles and Hubberman.The results showed that at the stage of preparation in the planning of tourism development using scenario planning focuses on tracking, analizing, imaging and deciding so that it has shown the stages of the process against the preparation of tourism development planning. More, at the stage of determining the scenario planning of tourism development Ripparkab become master plan of tourism development. Department of Tourism became the main OPD and supported by several OPD related in the process of tourism development so that tourism development planning run in integrity.The suggestion refer to the results of research that has been elaborated. The implementation of tourism development should be more equitable not focusing on urban areas and implementing event-based tourism, the government is also more trying to attract investors to invest in Kutai Kartanegara regency so as not to burden the budget sector and can provide a good economic impact to the community around the object and influence on Local revenue in the tourism sector. Department of Tourism more synergy to OPD support for tourism development in Kutai Kartanegara so that the development of tourism sector can maximum running.Keywords: Tourism, Scenario Planning, and Development Planning

Abstract

Sepanjang 2020, isu kesehatan menjadi sorotan utama dibandingkan dengan isu-isu lainnya lantaran  pada akhir 2019 Virus Corona SARS-Cov-2 ditemukan dan dilaporkan penyebarannya di Wuhan China. Tepatnya pada Senin 2 Maret 2020 Indonesia pertama kali mengkonfirmasi kasus Covid-19. Kasus ini meningkat dan menyebar dengan cepat di seluruh wilayah Indonesia. Tulisan ini bertujuan untuk mengupas lebih dalam tentang peran yang diambil Pemerintah Desa dalam kebijakan penanggulangan covid-19, mulai dari perubahan target perencanaan pembangunan Desa dan program penanggulangan Covid-19 yang dilakukan pemerintah Desa. Metode yang digunakan adalah kualitatif dengan model analisis deskriptif. Hasil yang diperoleh yaitu dalam proses pergeseran anggaran untuk penanggulangan Covid-19 di Desa Benua Baru tetap melibatkan partisipasi masyarakat melalui penjaringan aspirasi dan musdes, dengan tetap menjalankan protokol kesehatan.  Penyesuaian anggaran Dana Desa dalam rangka untuk mendanai program penanggulangan Covid-19 salah satunya melalui pengurangan dana perayaan dan kegiatan pembangunan infrastruktur lainnya yang disesuaikan dengan perioritas kebutuhan. Pemerintah desa Benua Baru menerapkan beberapa program berdasarkan arahan regulasi dan surat edaran Bupati Kutai Kartanegara dalam pencegahan Covid-19, yaitu : 1) Pembentukan Tim Satgas Covid-19; 2) Pembuatan Ruang Isolasi; 3) Pembagian Masker; 4) Penyemprotan Disinfektan; 5) Penyediaan Handsanitizer dan Hand Soap; dan 6) Bantuan Langsung Tunai (BLT). Abstract

Badan Permusyawaratan Desa (BPD) merupakan lembaga organisasi pemerintah desa yang berfungsi untuk membantu warga masyarakat dan pemerintah desa melalui pembangunan yang berkesinambungan. Oleh sebab itu Badan Permusyawaratan Desa perannya sangat dibutuhkan bahkan sangat penting untuk menyalurkan aspirasi masyarakat khusus kepada pembangunan dan peningkatan kesejahteraan masyarakat.Pembangunan desa yang dilaksanakan di Desa Sebulu Ulu Kecamatan Sebulu Kabupaten Kutai Kartanegarasalah satunya adalah pembangunan fisik maupun non fisik desa seperti dalam pembangunan jalan desa, jembatan, gedung sekolah, pendidikan, ekonomi dan lain sebagainya harus diperhatikan dengan serius oleh Badan Permusyawaratan Desa. Badan Permusyawaratan Desa berfungsi menetapkan peraturan desa bersama kepala desa, menampung dan menyalurkan aspirasi masyarakat. BPD berkedudukan sebagai unsur penyelenggara pemerintahan desa. Abstract

Strategic Plan (Renstra 2016-2021), Kutai Kartanegara Regency Tourism Office in an effort to achieve goals and targets implemented through strategies and policies, in accordance with tasks and functions, based on strategic issues in the field of development. However, in its application, tourist attractions in Kutai Kartanegara Regency in general have not been fully developed optimally, this can be described through the author's initial observations, namely the lack of rides as a tourist attraction. The author uses the type of qualitative research "Case Study" (descriptive case study) which is an attempt to describe a case at a certain time and place in detail, data is collected in depth, and includes sources (John W Creswell, 2002). Based on the results of the study, it was found that the factors consisting of attractions, accessibility, amenities, and had an influence on tourism interest in Kumala Island. Amenity and Institutional factors that have a dominant influence on tourist visits to Kumala Island. Kata kunci: Strategi, Pariwisata

Abstract

Berdasarkan arahan yang tertera dalam Undang-Undang tentang Desa, Kepala Desa harus memahami kondisi desanya agar dalam pelaksanaan Pembangunan Desa sesuai arahan Undang-Undang tentang Desa. Oleh karena itu, Kepala Desa harus memiliki strategi dalam menjadikan perangkat desanya berkualitas, agar dalam pelaksanaan seluruh kegiatan pembangunan desa dapat berjalan sesuai apa yang di harapkan.Penelitian ini bertujuan untuk mengetahui strategi Kepala Desa Muara Wahau dalam meningkatkan kemampuan pelaksanaan tugas dan fungsi perangkat desa. Metode yang digunakan dalam penelitian ini adalah jenis penelitian deskriptif kualitatif. Hasil Penelitian menunjukkan strategi kepala desa dalam meningkatkan kemampuan pelaksanaan tugas dan fungsi perangkat desa di Desa Muara Wahau berjalan cukup baik. Berdasarkan analisis SWOT dapat disimpulkan bahwa dalam kerangka strategi keseluruhan, strategi dasar yang dapat direncanakan adalah menggunakan kesempatan sebaik-baiknya. Strategi kepala desa dalam meningkatkan kemampuan pelaksanaan tugas dan fungsi perangkat memiliki kekuatan yang dominan dibanding kelemahannya dan peluang yang lebih besar dibanding ancamannya dan berdasarkan Matrix Grand Strategy terlihat posisi strategi kepala desa dalam meningkatkan kemampuan pelaksanaan tugas dan fungsi perangkat desa berada di posisi Strategi Pertumbuhan, yaitu memanfaatkan seoptimal mungkin kekuatan dan peluang yang dimiliki. Abstract

Saat ini sampah menjadi persoalan serius terutama bagi daerah perkotaaan sebagai daerah dengan tingkat kepadatan yang tinggi dan jumlah konsentrasi sampah yang besar. Terdapat Peraturan yang secara khusus mengatur pengelolaan sampah, yaitu berdasarkan peraturan Bupati Kutai Kartanegra Nomor 27 Tahun 2019 tentang kebijakan dan strategi daerah dalam pengelolaan sampah rumah tangga dan sampah sejenis sampah rumah tangga. Khusus dalam pengelolaan sampah, sampai saat ini peran serta masyarakat secara umum hanya sebatas pembuangan saja, belum sampai pada tahap pengelolaan yang dapat bermanfaat kembali. Kondisi ini mencerminkan bahwa kesadaran masyarakat terhadap penanganan sampah masih rendah, masyarakat belum menganggap sampah sebagai suatu sumber daya, masyarakat belum terinformasikan tentang berbagai peraturan atau pedoman dalam pengelolaan sampah, pemerintah cenderung menjadikan masyarakat sebagai objek dalam pembangunan sehingga pemerintah kurang mengikutsertakan masyarakat dalam proses pengelolaan sampah. Sebaiknya pemerintah menjadikan masyarakat sebagai subjek dalam pembangunan dalam hal perencanaan, pelaksanaan dan pengawasan.   Penelitian ini ingin mengkaji lebih dalam tentang partisipasi masyarakat dalam pengelolaan sampah di kelurahan baru kecamatan tenggarong. Jenis penelitian yang digunakan adalah kuantitatif dengan pendekatan model penelitian assosiatif, yaitu ingin melihat hubungan antara dua variable yaitu variable partisipasi masyarakat dan pengelolaan sampah. Hasil yang diperoleh dalam penelitian ini menunjukkan bahwa nilai persamaan regresi variabel independen terhadap variabel dependen diperoleh hubungan yang positif diantara variabel independen terhadap variabel dependen. Dan hasil perhitungan uji t dapat diketahui secara jelas bahwa nilai nilai t hitung lebih besar daripada t tabel maka hasilnya adalah Ho ditolak dengan demikian Partisipasi Masyarakat berpengaruh terhadap Pengelolaan Sampah diterima. Abstract

Tourism is an important sector in supporting economic growth and contributing to increasing the countrys foreign exchange. East Kalimantan is one of the tourist destinations in Indonesia which has cultural and tourism potential that is no less interesting than other tourist destinations in Indonesia. Nearly 90% of tourist attractions are available by nature, and the other 10% are artificial attractions. One that is quite a trend is the Tenggarong Cultural Field tourism object which is commonly called Ladaya. If you look at the data on the number of visits to the Tenggarong Cultural Field tourism object at the beginning of 2020, precisely in January before the covid-19 pandemic, there were around 78,083 people and during the Covid-19 pandemic the number of tourist visits decreased by 6,310 people. The purpose of this study is to examine more deeply about the impact of these tourism activities on the economy caused by the economy of the surrounding community, especially if you look at the number of visits that are quite busy visiting these attractions. The method used in this research is qualitative. Based on the research data, it can be concluded that the activities of the Tenggarong Cultural Field tourism object greatly affect the increase in the income of traders. However, in early 2020, traders experienced a decline in income, because it was caused by the Covid-19 pandemic which could not be conditioned. In addition, the functioning of all outbound rides and cottages at the Tenggarong Cultural Field also has an influence on the number of tourist visits. Keywords: Tourism, Impact, Community Income.

Abstract

This study aims to determine the management strategy of SMEs in entering the modern market and the obstacles faced by SMEs in Bebaya Separi. The method used in this research is qualitative with ten informants. Data was collected using observation, interview and documentation techniques. The results obtained in this study indicate that the MSME Processing Bebaya Separi uses fresh flat fish to maintain the image of the taste of its products, provides two types of prices, namely Rp. 5,0000, - and Rp. 125,000,-. and do more promotion using social media. The obstacles faced include capital constraints and obstacles in the training of making Amplang for the MSME managers. Keywords: Strategy, MSME, Modern Market

Abstract

Gotong royong is a value or habit that was carried out in the previous community which was taught from generation to generation by our ancestors which is something that is mandatory to do. Gotong royong can also foster a sense of togetherness, unity, social solidarity, and participation in development in the village. Currently the culture of gotong royong in Lung Anai Cultural Village is gradually fading away or increasingly being eroded by the times. Even so, there are still people who use this type of gotong royong but it is only familial, not comprehensive to the people of Lung Anai village. The purpose of this study is to find out, analyze, and understand an objective description of how the role of the traditional head in increasing the spirit of mutual cooperation in the Lung Anai cultural village, especially about the role of the Lung Anai cultural village head in increasing the spirit of mutual cooperation. The type of research used in this research is descriptive qualitative research. The research technique is library research, and field research in the form of observations made at the research site, conducting interviews to obtain clearer information according to the needs of the authors in this study. The results of the study indicate and explain that the role of the traditional head in increasing the spirit of mutual cooperation in the Lung Anai Cultural Village, Loa Kulu District, Kutai Kartanegara Regency is in the form of motivation, guidance, direction, supervision, advice, example, and customary sanctions. This role has achieved the optimal goal for the Customary Head in increasing the spirit of mutual cooperation in the Lung Anai Cultural Village. Abstract

Organization is a social system, which requires understanding in managing an organization to run it. The combination of knowledge, reliable human resources and capable technology will make the organization achieve the targets to be achieved, besides that it also requires the role of leaders who have expertise in leading the organization. The purpose of this study was to examine more deeply about the extent to which the role of the Lurah leadership in optimizing the performance of urban village employees in providing services to the community in the Loa Ipuh urban village office. The method used in this research is a combined research (mixed methods) between quantitative and qualitative research methods. The purpose of using these two methods is that the methods used can complement each other's description of the results of the study of the phenomenon under study and to strengthen the research analysis. The results obtained are calculations carried out using the t-test, test formula showing t count 0.395859 smaller than t table 2.026, so the hypothesis is proposed that "It is suspected that there is no influence between the Lurah Leadership Function on Employee Performance at the Loa Ipuh Urban Village Office”, was rejected. In addition, the data obtained qualitatively indicate that the Lurah in leadership is quite good in planning, organizing, mobilizing, supervising. As for the quality of the work of employees in Loa Ipuh Village, it is quite good. The problem is related to employee discipline, which is sometimes still late.
