Abstract

From the point of history, culture and Kutai already recognizable from the first century BC, as the kingdom and the first country in the Nusantara that Martadipura kingdom. Kutai departing from the history can be called as the base of the civilization of the Nusantara. Long historical journey for the district of Kutai has certain cultural potential that you want to dig back, Momentum history and culture that have occurred in the past need to be a day of reflection in the culture that has benefits for current and future generai to preserve and develop cultural arts.The purpose of this study to determine the exact moment of historic events in the past to be able to serve as an acceptable cultural Today the entire society. Abstract

During the 2009-2013 period , the level of poverty in Kutai regency % decrease from 8:03 in 2009 to 7:52 % in 2013. Means for five years , only fell by 6.8 % . Slowdown in poverty reduction so that the Long Term Deveploment Plan/Recana Pembangunan Jangka Panjang (RPJMD) targets in 2015 the poverty rate to 4 % will be difficult to achieve. Poor quality of the poverty reduction program planning is one factor that causes the slowdown. Planning poverty reduction programs in Kutai regency is not based on the characteristics of the poor.Micro poverty data correlated with macro poverty data.Based on the analysis of micro data on poverty are some of the characteristics of poverty in Kutai Kartanegara Regency:(1) is unable or have difficulties to go to medical staff, unless the health center or government subsidized, (2)can not afford to send their children to high school level, (3) stay at home with his wall made of bamboo / wood / wall with the condition is not good / low quality,floor made of soil or wood / cement / ceramic with low quality,roof made of palm fiber / thatch or tile / zinc / asbestos in poor condition or low quality,lighting instead of electricity, (4) source of drinking water from wells or unprotected springs / river / rainwater, and (5) do not use the septictank as landfills feces. Abstract

This research aimed to determine the implementation and the results achieved from the women's empowerment program in realizing gender equality in Kutai Kartanegara Regency. This type of research is qualitative deskriftif. Techniques used in determining the source of the data is Nonprobabilty Sampling by the method of Purposive Sampling. For the data collection Techniques used were participant observation, in-depth interviews, and study of the documentation. Data analysis techniques used to use interactive data analysis, as expressed by Miles and Huberman.Based on the results of the research can be inferred that the entire women's empowerment programs have been successfully implemented by the Agency for family planning, women's empowerment and child protection (BKBP3A) District of Kutai Kartanegara, just haven't managed to achieve gender equality in the district Kutai Kartanegara.Factors supporting the implementation of women's empowerment program in realizing gender equality in Kutai Kartanegara Regency, i.e. Regulation that support women's empowerment activities in realizing gender equality, namely Regulation of the Minister of Internal Affairs number 64 in 2011 and Regulation No. 52 Regent by 2013. While the factors restricting implementation of women's empowerment program is lack of budget allocated for financing women's empowerment program, quality of human resources in BKBP3A, limitations information, managing apparatus the attitude and lack of socialization. Kata Kunci : Implementation Program, Empowerment Of Women, Equality Gender

Abstract

Artikel ini menyoroti kualitas pelayanan pada kantor Kecamatan Tenggarong yang sejak Januari 2013 telah melaksanakan Pelayanan Administrasi Terpadu Kecamatan (PATEN). Adapun pendekatan yang digunakan melalui survey masyarakat tentang pelayanan yang mereka rasakan semenjak PATEN di laksanakan. Penilaian Masyarakat selanjutnya adalah dengan membandingkan kinerja aparatur petugas PATEN dengan harapan masyarakat terhadap layanan yang diterima, penentuan prioritas perbaikan dapat terlihat dari tingkat kepentingn yang dinialai dari persepsi masyarakat. Metode pengukuran ini dinamakan service quality atau SERVQUAL dimana dapat dikur dimensi pelayanan melalui tangible/saran prasarana, reliability/kehandalan, responsiveness/kepekaan, ansuran/kepastian jamianan, dan emphaty. Kata Kunci: kantor kecamatan Tenggarong, Kualitas pelayanan, SERVQUAL

Abstract

Artikel ini menyoroti bagaimana masyarakat memiliki peluang untuk menyampaikan aspirasi dan tuntutannya untuk diprogramkan dan dianggarkan dalam APBD. Artinya bagi Pemerintah daerah dan DPRD memiliki peluang yang luas untuk mendengar, menghimpun dan memperjuangkan aspirasi dan kebutuhan masyarakat untuk merumuskan program-program yang mampu meningkatkan pelayanan dan kesejahteraan masyarakat. Adapun pendekatan yang digunakan adalah deskriftif kualitatif. Selanjutnya agar mendapatkan hasil penelitian yang memiliki bobot yang tinggi, maka penelitian ini akan dilakukan dengan jalan mengidentifikasikan dimensi-dimensi yang cukup berpengaruh dan relevan untuk dapat diperhatikan dan fakta yang ditemukan dilapangan diberikan penafsiran. Dalam penelitian ini tidak hanya terbatas pada pengumpulan dan  penafsiran data saja, akan tetapi juga meliputi analisis dan interprestasi data yang diperoleh nantinya di lapangan. Abstract

Factors affecting the behavior of voters sub Tenggarong, objective research to describe the behavior of voters in each community tengagarong local elections. Also learn what factors influence the behavior of voters in each community Tenggarong local elections.To give a concrete picture of some of the concepts presented operasioal of each observed variable and include indicators that are used to a variable in the study, the authors present the following indicators Social factorsa)      Education / level of education in view of recent education graduates.b)      Class / views of the profession of social status and income level.c)      Religion viewed from the understanding of the religion which embraced and recognized by the government just as: Islam, Catholic, Protestant, Hindu, and Buddhist.d)      Gender / sex.e)      Ethnic / tribal inheritance and,f)        Age / age of the voting age is viewed from the age of 17 years or who have been married. The study area is the city district as the district capital Tenggarong Kukar analyzer used is crostab tabulation in which the tool can be used nominal data with a data connection through difference frequency ordinal case.            Based on social factors seem that people are rational enough Tenggarong city in determining the choice of this is reflected in the magnitude of the influence of factors determine their choice of education for the next 78.5% of religious factors also contribute significantly by 68.5% then 42.2% of ethnic factors. In this case Tenggarong community in an election have started regardless of primordial ties and class structure in which the factors of age (28.2%), class (26%), and gender (19.9%) even become a factor that is not approved by the majority of people in determining their choice. key word: behavior of voter

Abstract

The purpose of this study was to determine the type of political culture, the type of political participation, political and cultural influences on the level of political participation of the people in the village of Sumber Sari subdistrict Sebulu. This study focused on the level of community participation in the village of Sumber Sari subdistrict Sebulu in the General Election 2014 Legislative method used in this research is descriptive quantitative method that factually describes the actual situation and the variables studied are descriptive with quantitative approach. Techniques used for data collection by using the method of Observation, Research Library, and the spaciousness to jump directly distributing questionnaires to a sample of the community. For seats the information in accordance with its function, the use of frequency distribution data analysis are then processed again by using cross-tabulation (crosstab), and chi-square. Given the circumstances and conditions of the people in the village of Sumber Sari after the research is done, and after analyzed the discovery proves that there isn’t a significant relationship between local political culture to the level of political participation of the community in the implementation of the General Election 2014 General Legislative, see the society's political culture largely classified have a political culture servant (subject political culture), which reached 64.95%, the remaining approximately 19.59% belong to a civilized society political participants (participant political culture), and the remaining 15.46% is classified as a civilized society parochial politics (parochial political culture ). People who belong to the civilized society of political participants may be affected other people, while the people who belong to the community even more parochial political culture is autonomous and not mobilized others.Key words: Culture Local Politics, and Society Political Participation.

Abstract

This research aimed to evaluate and know the factors supporting and restricting Government Regulation No. 53 in 2010 to Discipline Civil Servants at the Badan Kesbangpolmas in Kutai Kartanegara Regency. This type of research is qualitative deskriftif. Techniques used in determining the source of data is a Purposive Sampling method Snowballing Sampling. Data analysis techniques are used to use the interactive model.Based on the results of the study can be concluded that the results are as set forth in desired Government Regulation No. 53 in 2010 about the Discipline of Civil Servants at the Badan Kesbangpolmas in Kutai Kartanegara Regency has been reached but has yet to maximum. Efforts are being made to achieve the desired results have been quite a lot of that through socialization activities and sending personnel to follow bimtek Government Regulation No. 53 in 2010 about the Discipline of Civil Servants. Results achieved from the implementation of Government Regulation No. 53 in 2010 was pretty successful in resolving the problems of the discipline of Civil Servants at the Badan Kesbangpolmas in Kutai Kartanegara Regency, but not a maximum. Benefits from the implementation of Government Regulation No. 53 in 2010 is the growing discipline of Civil Servants on the Badan Kesbangpolmas in Kutai Kartanegara Regency. The added benefit of increased discipline of Civil Servants increased the performance of Civil Servants to do with achievement of the objectives of the Organization, whereas for the community is the increased public services provided. The response of Civil Servants against the presence of Government Regulation No. 53 in 2010 is quite good, it is characterized by the growing Discipline of Civil Servants. Results on disposal useful for Civil Servants to improve discipline. For the Government, an increase of discipline will be directly proportional to improved performance, and improved performance will be directly proportional to the increase in the public service. Factors that support the Government Regulation No. 53 in 2010 is due to the rules or sanctions and firmness due to Kutai Kartanegara Regent policy about granting of incentives or allowances for additional earnings and the giving of money to eat that accumulated from the attendance rates of Civil Servants. While the factors that hamper the Government Regulation No. 53 in 2010 is specifically due to lack of leadership in applying sanctions for Civil Servants who violate discipline, low awareness of Civil Servants to obey the rules that existed in the Government Regulation No. 53 in 2010 and lack of socialization related rules regarding the discipline of Civil Servants as Government Regulation No. 53 in 2010. Keywords: Evaluation, Discipline, Civil Servant
