Abstract

Kemiskinan absolut menjadi perhatian pemerintah untuk menguranginya. Oleh sebab itu, berbagai program secara nasional telah ditetapkan di antaranya program keluarga harapan. Diharapkan dengan program tersebut keluarga miskin dapat semakin berkurang dan memberikan implikasi pada meningkatnya kualitas sumber daya manusia, yang pada akhirnya meningkatnya kesejahteraan masyarakat. Untuk Provinsi Sulawesi Selatan, Kabupaten Bone, salah satu daerah penerima program tersebut. Tujuan penulisan untuk menganalisis pelaksanaan program. Teori yang digunakan model implementasi kebijakan dari Edwart III. Metode penelitian menggunakan pendekatan kualitatif deskriptif. Hasil penelitian program terlaksana dalam arti distribusi dana telah tersalurkan. Ditemukan adanya intervensi pada aspek perencana data penerima program.

Abstract

Regional autonomy gives authority to the regions to regulate their household affairs in accordance with the potential of the region. The purpose of this study was to determine the problems of the urban village based on the condition of the underdeveloped community into urban areas; analyze changes in urban village into Villages based on various regulations on villages; analyze the stages of the process and various requirements 60 60 that must be met in making changes to the status of the urban village to village. The approach used in this research is through literature studies and regulatory studies. To strengthen both studies are supported by field data conducted through observation and interviews. The informants in this study are the head of urban village and his apparatus, community leaders, religious leaders, youth leaders and social groups and members of the Community Empowerment Institution in the urban village. Data analysis through 3 stages, namely data reduction, data presentation, and verification and conclusions. The results showed that the Rajaya urban village, Parangluara urban village, Takalar urban village and Bontolebang urban village were sufficiently fulfilling the requirements, rational and worthy of changing the status from urban village to village

Abstract

Global pandemic, Corona Virus must be prevented, limited and be stopped of spreading to the whole of Indonesian region. As a nation state based on law (regulation) all of government’s activities are limited include of activities which aim to pulfill order and welfare of society There are many instruments could be held it, and one of it, implementation of the governance principle, such as transparancy, efficiency, accountability etc. For supporting it, government law has strong roling to implementing those principles. Besides it, with the government law (bestuursrecht) provided limitation of governemnt authority and protected for the society by the government misused of authority. Therefore, central government issued regulations. Those regulation are government law (bestuursrecht).

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui strategi partai aceh dalam memenangkan pemilihan umum kepala daerah tahun di Kabupaten Aceh Barat, serta mengetahui strategi lawan dalam pemilihan kepala daerah di Kabupaten Aceh Barat Tahun 2017.Teori yang dipakai dalam penelitian ini Teori Strategi Politik Sun Tzu. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif untuk mendeskripsikan dan menjabarkan fenomena yang ada di lokasi penelitian. Teknik pengumpulan data dilaksanakan dengan cara wawancara, dokumentasi, dan observasi. Analisis data dalam penelitian ini menggunakan empat komponen yang terdiri dari pengumpulan data, reduksi data, penyajian data, dan verifikasi data atau penarikan kesimpulan. Hasil penelitian menunjukan bahwa strategi Partai telah menyusun dan menjalankan strategi politik dengan baik dan maksimal di pemilihan kepala daerah tahun 2017 di Kabupaten Aceh Barat sudah berjalan dengan baik dan efektif, karena dari seluruh indikator efektivitas yang dijadikan teori untuk menjawab hasil penelitian di lapangan sudah dilaksanakan dengan baik.

Abstract

This study aims to analyze the election of RW and RT Chairpersons in terms of political ethics in Makassar City. The research method used isqualitative. Informants are voter or non-voters who live in six sub-districts. Based on geographical considerations, six districts were selected, namelyUjung Tanah, Makassar, Tamalate, Tamalanrea, Manggala and Rappocini. Data was extracted by researchers as human instruments, throughinterviews with informants. In addition, observation and documentation were also carried out. Data analysis proceeded by induction-interpretationconceptualization. The results showed that accountability for the legal aspects was largely ignored by the organizing agency such as therequirements of the 5% candidate, the completeness of the voting booths, and the completeness of the TPS administration. What is encouraging isthe enthusiasm of the community as a means of political education, it turns out that in general it can be well received, there does not appear to be anymeaningful friction, prolonged conflict and administrative demands that are compensatory and organizational. The legal legitimacy at the democraticparty is not relevant to the application of the rule of law based on values in the sociological principle, that in the existence of a statutory regulation,it should be interpreted as a need or an interest that can regulate society and felt as a demand that must be obeyed together. The regulation wasmade unilaterally by the city government without regard to the rules and legal values that live in the community

Abstract

ABSTRACTThe research aims to analyze the character and values of civil service leadership for organizational synergy and public service. method used is qualitative. The data source in this study is the general public, service users, sub-district head and a portion of the village head and one section, namely the Government Section as an element of the Makassar City Secretariat. Likewise with the regional government partners, among others were several leaders of the ORW and other community organization leaders. The main instrument in data collection is the researchers themselves as human instruments with interview and observation techniques. Data analysis proceeded by inductioninterpretation- conceptualization. The results showed that the Camats had taken the initiative to make new breakthroughs taking initiatives that have access to the reach of far-reaching thinking with visionary and innovative insight, able to build cooperation, and create regional conduciveness through coordination and peace making, although on the other hand is still weak in law enforcement. The results of this study also show that leadership in Makassar City has been able to overcome and make decisions when facing very emergency conditions. Abstract

In an effort to save and preserve forests, one of the efforts made by the Central Lombok District Government is to strengthen the direct involvement of local communities. An example is the Traditional Institution of Kiyangan Forest Management in Rembitan Village, which needs to be tested for effectiveness. This type of research is a qualitative research with an inductive approach. Data analysis techniques were carried out using the principles of triangulation. In conclusion: efforts to save and preserve the Gunung Kiyangan forest with the help of the Gunung Kiyangan Forest Management Customary Institution have proven to be effective.

Abstract

This study aims to determine the development of employee competenceincluding the development of skills, knowledge, and attitude of employeesat the Department of Education Makassar. The research used qualitativedecriptive approach with the research informant is Head of Department,Secretary, Head of Division, and Head of Sub Division of General and Personnel as well as employees at Education Department of MakassarCity. Data were collected by interview, observation and documentationtechnique, then the data were analyzed by three stages: data reduction,data display and verification / drawing conclusion. The results of the studyexplain that the development of employee skills in the form of leadership,functional and technical training. The development of employee competencein terms of knowledge development can be seen from formal education, nonformal education, the appropriateness of discipline, and work experience.The development of employee competence in terms of employee attitudedevelopment can be seen from the activities of independence, spirituallecture, direction, sanction, and appreciation.

Abstract

ABSTRACTThe purpose of this study is to study the revolution of Corporate Governance in Indonesia since 2000- 2015. This study began with analyzing and comparing the perception survey from corporate governance perception index in order to examine the implementation of corporate governance revolution in Indonesia since the era of democratization and also to identify the factors of revolutionary movements since the era of democratization. The analysis found since 2000-2015 the implementation of corporate governance show that in general participants companies have committed CGPI (Corporate Governance Perception Index) to acheve performance targets. The findings of this study would be useful to several parties such as external and internal parties.Keywords: revolution, corporate governance, democratization, performance targets

Regional economic development is absolutely necessary to accelerate economic growth in order tocatch up with the economic growth of the Maakassar City Region. Thus, it is expected that there will benew job opportunities and reduce unemployment. . Makassar City is the capital city of South SulawesiProvince. There are very big opportunities in order to take advantage of existing opportunitiescompared to other districts in South Sulawesi Province. This research is entitled “Regional EconomicDevelopment in Makassar City (Case Study in Ujung Pandang District)”. Where is the formulationof the problem. How does the planning apparatus design development in Makassar City? How is theimpact of development results in Makassar City so that it can be enjoyed by the people of MakassarCity? How does the Mayor of Makassar make a harmonious integration between the interests of theGovernment and the community? The research method used is a qualitative method?
