Authors who intend to submit a manuscript for publication in JPPI obliged to understand correctly the instructions and the ins and outs of the provisions on this journal. For authors who have never published the article on this journal, we recommend reading all of the term and conditions are listed in the journal. Before the manuscript is submitted to the editorial team, please make sure that your paper is prepared using the journal paper template. The authors must refer to JPPI for writing format and style (Please download and use as a template for the initial manuscript submission). This will ensure fast processing and publication. Any papers not fulfilling the requirements based on the guidelines to authors or focus and scope, with great regret will not be processed and automatically rejected. The author who will submit the manuscript after deadline of submission as long as meet the requirement for publication in this journal will be process for next issue. The paper submission and reviewing procedures in JPPI will be processed with the web-based system via the Open Journal System (OJS) by Public Knowledge Project (PKP). We strongly prefer to receive manuscripts via our online submission system. Abstract

This research aims to determine the extent of the implementation of the E-performance Application Program in Attitude Assessment in the Performance System of Civil Servants at the Regional Personnel Agency Office of Gorontalo Regency. Attitude assessment on the employee performance system is something that must be carried out in an agency or company, this is done to find out whether the results of employee performance are increasing or decreasing. This type of research uses a qualitative research approach with a descriptive research approach.  To obtain accurate data, the obtained data was tested for validity using Nvivo 11. The results based on research findings it can be concluded that the implementation of the e-performance application program is not good enough because it still has several problems, such as civil servants who do not understand how to operate e-performance applications, but the BKD has carried out socialization and training so that civil servants can easily fill out performance results.

Abstract

This study aims to analyze the needs of lecturers in implementing a green campus in the pillars of research and education at Edupark FKIP Unsri. The research method uses a qualitative approach with data collection techniques through Focus Group Discussions. The research subjects were lecturers and laboratory heads of each study program in the Ministry of Education (PAUD, PGSD, Community Education, and Guidance and Counseling). The study results show that there is still much that needs to be completed in Edupark FKIP Unsri as a complete standard of park criteria, including facilities: recreation, sports and outreach, as well as supporters and supporters and centres based on science study programs. Thus, research and educational activities can be carried out more optimally. It is suggested to faculty leaders to adapt better the planning process that is being made to the need to carry out research and teaching activities.

Abstract

Non-Tariff Measures (NTMs) are likely applied by some major trading countries. The NTM policy mostly applies Sanitary and Phytosanitary (SPS) and Technical Barrier to Trade (TBT). Pulp and Paper commodities are some of Indonesia’s potential exports facing NTM barriers by a number of major destinations countries. This study is aimed to evaluate the effects of NTMs upon Indonesian pulp and paper export in the main destinations. NTMs are represented by coverage ratio of SPS and coverage ratio of TBT. The effect of NTMs imposition to pulp and paper between Indonesia and its main trade partners is estimated by using a panel data gravity model that is constructed by disaggregated data on bilateral export trade flow of pulp and paper between Indonesia and its main trade partners for the period from 2005 to 2019. The gravity model is estimated by a fixed effects model, Poisson Pseudo Maximum Likelihood, and Hausman Taylor model. The results indicated that the imposition of SPS and TBT of destination countries presented a positive and significant impact upon the Indonesian export of pulp. However, the imposition of SPS and TBT of destination countries presented a negative and significant impact upon the Indonesian export of paper.

Abstract

Organizational citizenship behavior (OCB) is a critical determinant for teachers and school organizations. Hence, this study investigates school governance affects teachers’ OCB through organizational commitment. The study used a survey method which was carried out by distributing Likert scale questionnaires to 275 teachers in public junior high schools in Indonesia. Data analyses using structural equation modeling (SEM) supported by common method biases (CMB) followed descriptive and correlational statistics. The results show that school governance directly affects teachers' OCB, organizational commitment directly affects teachers' OCB, school governance directly affects organizational commitment, and school governance indirectly affects teachers’ OCB through organizational commitment. This finding promotes a new model of school governance affects teachers’ OCB through organizational commitment. Accordingly, this study suggests that school management improves OCB teachers through management engineering based on school governance and organizational commitment. Meanwhile, researchers can discuss the model before it is adapted or adopted in their future research projects.

Abstract

Pasal 5 Undang-Undang No. 5 Tahun 1999 ,disebutkan bahwa pelaku usaha dilarang membuat perjanjian dengan pelaku usaha pesaingnya untuk menetapkan harga yang harus dibayar  konsumen pasar bersangkutan yang sama, kecuali usaha patungan Dalam kenyataannya 9 (sembilan) maskapai penerbangan yakni, Sriwijaya Air, Merpati Nusantara Airlines, Mandala Airlines, Travel Express Aviation Service, dan Lion Mentari Airlines, Wings Abadi Airlines, Metro Batavia, Kartika Airlines, melanggar Pasal 5 UU No.5 Tahun 1999 dengan mengadakan perjanjian penetapan harga (Price Fixing agreement). Sementara Pasal 21 menyebutkan pelaku usaha dilarang melakukan kecurangan dalam menetapkan biaya produksi dan biaya lainnya yang dapat mengakibatkan praktik monopoli atau persaingan tidak sehat.PT Garuda Indonesia, Sriwijaya Air, Mertpati, Mandala, Riau, Travel Express, Lion, Wings, Metro Batavia, Kartika, Linus, Trigana, dan Indonesia Air Asia, melanggar pasal 21 UU No.5 Tahun 1999 dengan cara menetapkan biaya produksi dan biaya lainnya yang menjadi bagian komponen harga barang atau jasa yang seharusnya dibebankan kepada pelaku usaha maskapai penerbangan. Metode penelitia dengam jenis penelitian hukum normatif.  Sumber data, Bahan Hukum primer,bahan hukum sekunder dan bahan hukum tertier. Teknik Pengumpulan Data Kajian kepustakaan, dan anlisis data memakai metode kualitatif. Hasil penelitian Pengalihan pemberlakuan  fuel surcharger terhadap harga tiket pesawat berdasarkan   undang-undang No. 5 tahun 1999 tentang larangan praktik monopoli dan persaingan usaha tidak sehat dilarang oleh UU No. 5 Tahun 1999  khususnya Pasal 5 dan Pasal 21. pelaku usaha dilarang melakukan kecurangan dalam menetapkan biaya produksi dan biaya lainnya yang menjadi bagian komponen harga barang atau jasa yang dapat mengakibatkan praktik monopoli atau persaingan tidak sehat.
