Abstract

Indonesian elderly population in 2045 is projected to be 275% compared to 2015, in which elderly population are embedded with vulnerability and dependence as natural traits. Meanwhile, most of the elderly post-2045, millennials as the primary candidate, are predictedto have better capabilities than the nowadays elderly. Most literature, including lesson learnedfrom countries that experience ageing population, mainly discusses ageing from past or present phenomena. There are still missing links in considering the younger generation as the primary candidates for the ageing population in the future. Thus, how does millennials’ competitivenessas the primary candidate generation of the ageing population post-2045, and how far is the feasibility of social security for the elderly population, particularly regarding system and reliability. This research uses explanatory sequential mixed methods, in which quantitative attains initial results and then qualitative stage builds on these results. This study follows the framework of sociology of the future and sociology of generation. The challenge in 2045 is not about the demographic shift, but it presents the complexityof a new society in future. Considering the competitiveness of millennials, Indonesia may experience the second phase of the demographic bonus since the elderly post-2045 can contribute economically. Meanwhile, most current social assistance for the elderly is unreliableregarding the targeting and distribution system. Besides, the rapid growth of an ageing population is disproportionate to the slow growth of beneficiary coverage and pension contribution schemes. Some practical ways can be introduced and implemented in the short term, particularly regarding some  issues:  retirement  age,  dependency  ratio  framework,  job  field for  elderly,  the  digital productivity, non-state welfare provision, and pension funds for informalworkers.

Abstract

Disabled labor force have the same rights and potential to contribute to economic activities regardless of their limitation and incapability. This paper is comparing the social security of disabled labor force between Indonesia and Australia. Indonesia is still a developing country with an archipelago form while Australia is one massive area with vast array of ecosystem. Both countries have strong diversity with many races live together. While in some aspects both of the countries might have some similarities, but as for welfare states, both are very different. This research involved eight disabled people in Jakarta. This research looks at whether the social class of disabled people also affecting their capabilities and social capital, thus also affecting their chances to enter the labour market. The findings show that digital economy duplicates the effect on social class, where it does not accessible for all social class of the disabled people and create a more significant gap between classes.

Abstract

The growing Islamic economy worldwide has inspired the launch of “Indonesia’s Islamic Economic Masterplan 2019-2024” in May 2019. The blueprint aims to establish a sustainable domestic Islamic market and make Indonesia the key player in the global Islamic economy and finance hub by developing several sectors such as Islamic banking, Islamic capital market, social security, and Islamic social sectors. Data from Indonesia’s Financial Authority shows a huge gap between conventional and Islamic insurance regarding their contribution to Indonesia’s GDP in the third quarter of 2018. The former contributed 31,7%, while the latter only had 1,13%. It seems that Indonesia, home to the world’s largest Muslim population, is left behind among other Muslim majority countries to create an Islamic economic market. In contrast, Malaysia with fewer Muslim inhabitants has succeeded in building a feasible sharia economic market and Islamic insurance in its social security institution called the Employees’ Provident Fund (EPF). This study uses a comparative study to observe phenomena and analyze differences and similarities to be interpreted or evaluated, and comparisons will be made between Indonesia and Malaysia as units of analysis. Our findings indicate that the probability of developing Islamic insurance in social security institutions not only depends on the precise scheme that BPJS Ketenagakerjaan will introduce as the provider but also on the willingness of the national government to build a new regulatory framework.

Abstract

When working overseas, domestic workers are susceptible to a variety of risks that can compromise their level of living. These risks encompass a variety of types, including health and work accidents. Social protection is a form of action or policy that is present to counteract this. Nonetheless, the activities of domestic workers who work abroad cause the social protection that is applied to them is not only from one side, namely the country of origin or the country of destination,  but also  both. The purpose  of this paper  is to examine  various types of  social protection for Indonesian domestic workers in Taiwan. This paper analyzes the experiences and knowledge of five informants who have or are now employed as domestic workers in Taiwan by interviewing them about their access to or utilization of the various social protection programs available to them. The discussion of their experiences is separated into two types of social protection: formal, provided by the governments of Indonesia as well as the government of Taiwan, and informal. The findings of this paper indicate that, on the one hand, the informants do not share the same awareness of the existence of social protection provided by the Indonesian government and, on the other hand, they are aware of and have utilized the health insurance provided by the Taiwanese government, although they do not share the same understanding of other insurances, such as the work accident insurance provided under the employment contract. Moreover, donations and training provided by non-government agencies are identifiable informal social protection in this study. This paper also argues that the awareness of Indonesian domestic workers about the importance of social protection can be improved by providing socialization regarding awareness of their future potential risks.

Abstract

Implementation of the social security system in Indonesia has entered a new era, in line with the implementation of Law no. 40 of 2004 on Social Security System (Navigation) and Law No.24 of 2011 on Social Security Agency (BPJS), one of which is where the mandated implementation of the national social security system. This study aims to do a comparison of the Indonesian social security system and how the expansion of its participants with marketing mix strategy and regulation. Analysis was performed on workers not wage (BPU). The analysis was performed on the program, promotion, distribution, amosunt of dues, processes, actors, and physical evidences, regulation, and provision of an age limit of 56 years. The study shows that the application of the social security system by the method of marketing mix and regulation will have a broad effect on the expansion of membership. Their overall strategy and emphasis through the regulation will affect the expansion of the BPU coverage. The addition of the age limit for BPU will increase the number of participants.

Abstract

This study aims to examine the development of research on Social Security for Employment as published in journals focusing on this theme. This study used a qualitative method with a bibliometric analysis approach. The data used are secondary data obtained from the Scopus database comprising 201 journal articles with the theme of Social Security for Employment. Then, the data is processed and analyzed using the VOSviewer application to visualize bibliometric maps. The findings of the study reveal that in bibliometric author mapping, the author who published the most research was Drake R.E. The institution that made the most significant contribution was the Office of Retirement and Disability Policy. Additionally, the most contributing and productive country in research related to this theme is the United States. Furthermore, the most frequently used keywords were worker, benefit, employee, and health. Meanwhile, based on the bibliometric keyword mapping, four clusters can become research lines, namely (1) Social security benefits for individuals with mental disabilities, (2) Social protection and worker contributions within the social security system, (3) Job and health insurance for workers and employment social security, and (4) Government social security policies regarding unemployment and labor death.

Abstract

Pekerja Migran Indonesia atau PMI wajib mendapatkan perlindungan dari pemerintah, utamanya mendapatkan jaminan sosial. Dari tahun ke tahun, jumlah Pekerja Migran Indonesia meningkat. Tujuan riset ini yaitu menganalisis kebijakan manfaat jaminan sosial bagi Pekerja Migran Indonesia. Metode yang digunakan dalam penelitian ini yaitu kepustakaan dengan memanfaatkan data sekunder seperti jurnal, hasil survei dari instansi pemerintah dan artikel. Untuk melindungi Pekerja Migran Indonesia, pemerintah membuat kebijakan dalam bentuk program mencakup Jaminan Kecelakaan Kerja (JKK), Jaminan Kematian (JKM) dan Jaminan Hari Tua (JHT). Ketiga jaminan sosial ini telah memberikan manfaat bagi Pekerja Migran Indonesia antara lain biaya pengobatan dan perawatan, kecacatan, meninggal dunia, PHK serta beasiswa untuk anak Pekerja Migran Indonesia yang orang tuanya meninggal atau mengalami kecelakaan kerja. Akan tetapi, terdapat masalah dalam implementasi manfaat jaminan sosial bagi Pekerja Migran Indonesia antara lain tumpang tindihnya regulasi jaminan sosial, mekanisme klaim dilakukan manual dan hambatan memperpanjang kepersertaan BPJS Ketenagakerjaan di negara penempatan kerja. Upaya yang dapat dilakukan untuk mengoptimalkan manfaat jaminan sosial bagi Pekerja Migran Indonesia antara lain memperluas jangkauan kepesertaan di luar negeri, menjalin kerja sama dengan lembaga jaminan sosial di negara penempatan dan bekerja sama dengan Kementerian Luar Negeri guna memantau pembaharuan data Pekerja Migran Indonesia.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh variabel makroekonomi seperti yield US Treasury, suku bunga BI, nilai tukar, dan Covid-19 serta kepemilikan surat berharga negara (SBN) oleh BPJS Ketenagakerjaan terhadap pergerakan yield obligasi pemerintah tenor 10 tahun. Penelitian ini menggunakan teknik analisis data kuantitatif dengan metode VAR/VECM. Penelitian ini menghasilkan kesimpulan variabel makroekonomi dan Covid-19 serta kepemilikan SBN oleh BPJS Ketenagakerjaan berpengaruh signifikan terhadap pergerakan Yield SBN. Selain itu,dari semua variabel yang digunakan dalam penelitian ini, Yield SBN, BI Rate dan Kepemilikan BPJS Ketenagakerjaan memiliki urutan kontribusi terbesar dalam mempengaruhi Yield SBN. Pada akhirnya dari hasil penelitian ini memiliki implikasi manajerial terhadap pemerintah untuk mengantisipasi gejolak makroekonomi agar mengambil kebijakan yang tepat yang berkaitan dengan pasar obligasi Indonesia. Bagi BPJS Ketenagakerjaan sebagai salah satu investor SBN terbesar di Indonesia, hasil penelitian ini dapat dijadikan referensi untuk menyusun strategi investasi dan memitigasi risiko yang berpengaruh terhadap portofolio obligasi BPJS Ketenagakerjaan, sehingga mendapatkan return optimal untuk peserta BPJS Ketenagakerjaan yang lebih sejahtera.

Abstract

Penyelenggaraan layanan syariah jaminan sosial ketenagakerjaan merupakan bentuk komitmen dan tanggung jawab pemerintah dalam memenuhi hak dan kebutuhan dasar bagi masyarakat Indonesia terhadap jaminan sosial.  BPJS Ketenagakerjaan menyelenggarakan layanan syariah seperti dalam program-program jaminan sosial ketenagakerjaan yang telah ada namun untuk tahap awal implementasi prinsip syariah terbatas pada program Jaminan Hari Tua (JHT) dan hanya di Provinsi Aceh. Penelitian ini bertujuan untuk menganalisis pengembangan BPJS Ketenagakerjaan melalui kehadiran Layanan Syariah dalam setiap programnya. Metode penelitian menggunakan pendekatan kualitatif dengan analisis tinjauan pustaka. Hasil penelitian menunjukkan terdapat potensi pengembangan cakupan BPJS Ketenagakerjaan melalui Layanan Syariah di Provinsi Aceh. Pengembangan ekonomi dan keuangan syariah nasional berperan dalam mengurangi kemiskinan dan mendorong pemerataan ekonomi, antara lain melalui pengembangan wilayah. Kegiatan sosialisasi berupa pengenalan program BPJS Ketenagakerjaan dengan prinsip syariah penting dilakukan secara masif sejalan dengan momen kebangkitan keuangan syariah nasional. Kajian terhadap karakteristik melekat pada jaminan sosial seperti pengelolaan dana dan teknis lainnya perlu dilakukan agar penyelenggaraan program jaminan sosial dengan prinsip dan layanan syariah dapat diberlakukan untuk semua program dan di seluruh wilayah Indonesia.

Abstract

Bagian terbesar persoalan penduduk usia lanjut adalah jaminan pendapatan dan kesehatan. Untuk mempertahankan tingkat kesejahteraan di masa tua, di saat seseorang berhenti bekerja karena telah memasuki masa pensiun, di saat itu pula ia seharusnya mendapatkan manfaat dari jaminan pensiun. Tetapi saat ini di Indonesia, terutama bagi pekerja swasta, terdapat perbedaan antara usia berhenti bekerja dengan usia ketika dia mendapatkan hak untuk memperoleh manfaat pensiun. Adanya jeda waktu ini dapat menurunkan tingkat kesejahteraan pekerja selama belum mendapatkan manfaat pensiun. Di berbagai negara, usia pensiun mengalami peningkatan seiring dengan meningkatnya usia harapan hidup. Saat ini belum ditemukan studi yang mengidentifikasi usia pensiun yang cocok bagi pekerja Indonesia. Tulisan ini bertujuan untuk melakukan evaluasi dan mendefinisikan kembali usia pensiun bagi pekerja Indonesia. Metode yang digunakan adalah studi literatur tentang usia pensiun di berbagai negara, juga dilengkapi dengan informasi rata-rata masa aktif bekerja penduduk Indonesia yang diperoleh dari Working Life Table. Hasil evaluasi menunjukkan bahwa usia berhenti bekerja pekerja swasta yang sebagain besar pada usia 55 tahun sudah tidak cocok, mengingat usia harapan hidup yang sudah mencapai lebih dari 70 tahun. Adapun peningkatan usia pensiun pada program Jaminan Pensiun yang konstan setiap periodenya dipandang terlalu cepat dibandingkan peningkatan angka harapan hidup yang semakin lama peningkatannya semakin melandai. Agar jarak antara usia berhenti bekerja dengan waktu untuk mendapatkan manfaat pensiun makin pendek, maka usia berhenti bekerja di perusahaan harus ditingkatkan, dan penambahan usia pensiun harus diperlambat setelah mencapai usia tertentu.
