Abstract

The aim of this research is to find out why Japan still continue their whaling program, even though the previous program was banned. Moratorium of whaling for commercial purpose was signed in 1986 by member states of International Whaling Commission. The next year after the moratorium, Japan launched scientific research program named Japanese Whale Research Program under Special Permit in the Antarctic (JARPA). The second research program which is named JARPA II was banned by International Court of Justice due to violations of some articles on International Convention for Regulation of Whaling. After the banned, Japan is back on doing scientific whaling program. This research is done by using explanatory method, using qualitative analysis technique through accumulating primary and secondary data. Based on green political theory, environmental security, and ecological crime, the main reason why Japan still continue their whale research program is culture. This culture starts to disappear when whaling moratorium was signed. Government of Japan created several policies to address this issue. Supports Institute of Cetacean research for whale research and launched campaign activities to reintroduce whale culture for the people. These evidence proof that culture is the main motive on why Japan still continue their whale research program.

Abstract

Between 2010 – 2014, the region of Southeast Asia had witnessed the increasing cases of transnational crimes relating to drug trafficking, especially in Indonesia. Therefore, the member states of ASEAN create regional cooperation to overcome said crime in this area. This research aimed to describe the regional cooperation of ASEANAPOL particularly on the role and effort made by the organization to the practice of drug crimes occured in Indonesia. By using descriptive and qualitative method, this research incorporates the framework of international cooperation theory, libreralism institutionalist, and liberalism interdependence to observe the works of ASEANAPOL in dealing with Indonesian drug cases. Set against data from several sources, this research concludes that the role of ASEANAPOL is to facilitate ASEAN regional cooperation and to organize formal and informal meeting among the member states’ law enforcement institutions. Although there are some obstacles to overcome drug crimes in Indonesia, sufficient to say that the number of Indonesian drug cases has decreased following the coordination and cooperation of ASEANAPOL.

Abstract

Tin smuggling is a main problem in the tin mining sector in Indonesia during 2009-2014 even though there are various regulations governing these tin mining activities. This research was conducted to determine the cause of the illegal practices in the tin mining still exist until nowadays. By using an explanatory research, this research aims to explain what happened, how the tin smuggling occurred, and the effects of the tin minning polices towards society. The logic of this research was formed by the analysis from two perspectives which are interrelated: the theory of economic crimes with the neoclassical approach and compliance theory. From these perspectives, the authors found the weaknesses of the policies, such as; influences of the actor’s rationality, ambiguity and temporal limitations of the policies, and the counterproductive impact of the policies on socio-economic conditions of the society that ultimately affect the rampant practice of illegal mining and tin smuggling during 2009-2014 in Indonesia.

Abstract

The process to build integrated ASEAN capital market finds many obstacles because of the different national interest among its member countries. ASEAN Capital Market Forum (ACMF) as the forum that specifically created to handle this integration can not even have effective role to urges this ASEAN integrated capital market. This research conducted to examine the cause of this obstructed process that aimed to build the member state’s welfare, academically managed to explain this problem from International Relation’s spectacles. Referring to liberal intergovernmentalism by Andrew Moravcsik, this obstacles may happen because of coutry as main actor on international relations that rationally acts, tend to choose the most beneficial option that can maximize the gain of their interest. Because of this research uses qualitative data from literature review and interview, so this research can be qualified as qualitative research. The result of this research is that the difference of national interest based on economic disparities strongly occur, where high and upper middle income countries will support this initiative but in the other hand the low and lower middle income countries still prefer FDI which is more productive.

Abstract

Political and economic instability in Africa have caused more than 53 countries encounter conflict, including Mali and South Sudan. These ethnic conflicts have been observed from three parameters; political stability and the absence of violence, conflict barometer, and internal displaced person. To understand why these countries were decent to be putted in juxtaposition, this paper also explained about the geographical situation and its natural resources. On the other hand, to help resolve the ongoing conflicts, the United States of America becomes one of top aid donors in both countries respectively. However, the official aid provided by the USA has a significant difference amount of numbers. Hence, the conundrum of USA aid allocation was analyzed through neo-realism perspective on giving aid, geopolitics, and US Foreign Policy. These theoretical frameworks were pointed out the importance of international structure. Results indicated that the different amount of aid allocation was caused by the strategic interest in South Sudan. In conclusion, USA did not have interest neither in economic, political stability and democracy. USA was concerned about securing its strategic security in South Sudan from China’s geopolitics at recent time.

Abstract

ASEAN as a regionalism has its own region problematic, that is Rohingya asylum seekers which commenced from the domestic conflict of Myanmar yet subsequently spread into a regional issue. ASEAN Way evokes a dilemma due to the non-interference principle that restricts such efforts and behaviors of the institution in handling the issue of Rohingya asylum seekers. The purpose to determine ASEAN efforts, with its ASEAN Way, to overcome the dilemma which has emerged in handling the issue of Rohingya asylum seekers yet inflict to regional destabilization. Written in Constructivist Paradigm and Logic of Appropriateness Concept, ASEAN Way dilemma uses consensus as a peaceful settlement of dispute at a time of universal human rights deployed globally in handling the issue of the Rohingya asylum seekers. The result of this research indicates there is a normative alteration in ASEAN Way in accordance with the standard of appropriate behaviors in global and social context of the universal human rights.

Abstract

The flow of refugees arriving in the Europe Union has made the majority of European countries overwhelmed except for Germany that implements the Open-Door Policy under which the refugees are wholeheartedly welcome especially those coming from Syria. This study aims to analyze why Germany prefers to take a rather unique and unusual approach toward refugees by receiving larger number of Syrian refugees compared to other European states. This study applies the concept of memory and trauma in world politics to explain said phenomena. As widely believed, trauma and memory are two important factors that could affect the pattern of state policies. Written in qualitative approach, this study argues that the open door policy of Germany has been mainly driven by some human tragedy that took place within Germany in the past, namely Holocaust. The conclusion of this study is that the trauma of the Holocaust has created a memory that affects contemporary German politics and its political decision thereafter including in this case, the Open Door Policy.

Abstract

Strait of Malacca (SOM) is one of the most important strait for global trade shipping, yet there’s an increase activity of sea piracy in 2009 which threatened the safety of shipping through the channel. Indonesia, Malaysia, and Singapore as SOM’s coastal states who are perceived to be responsible to the security of SOM took numerous policies to cope with the issue. In this research, writer tried to give depth explanation about reason behind various policies taken by states to tackle the piracy. Perspective of Constructivism of International Relations and Buzan’s theory of Securitization are used as research framework. The result of this research showed that there was a correlation between policies taken by ones state with issue perceived as existential threat. Singapore who constructed sea piracy as threat for its nation tend to take extreme counter-measurement to combat piracy, while Indonesia and Malaysia didn’t really give attention to the issue of piracy since they construct other issues such as illegal fishing and human smuggling as threat to their sovereignty.

Abstract

Forest fires in Sumatera which occurs almost every year has become a major problem for Indonesia that need to be resolved. The forest fires is purposely caused by the corporates’ activities which use fires in their land clearing method. On one hand, Indonesia has tried to overcome the problem by creating legal base as the policy to restrict fire utilization for land clearing method done by the corporates. On the other hand, as the primary purpose of corporates is under economic reason for gaining profit, the idea of extracting nature sustainably without interfering ecological balance has not been completely understood. This situation has become a concern regional by ASEAN as it has created serious effect towards other member of states’ territory. In 2002 ASEAN established ASEAN Agreement on Transboundary Haze Pollution (AATHP) as a environmental regime which its purposes is to prevent and monitor transboundary haze pollution as a result of land and/or forest fires through concerted national efforts also intensified regional and international co-operation. Using environmentalism perspective and negotiated environmental agreement, this research shall analyze the problem faced by Indonesia’s government and give its recommendation in the form of creating an environmental protection agreement among the corporates and the civilians.

Abstract

Sumatran Tiger is endemic sub-species from Indonesia whose status is internationally protected by CITES (Convention on International Trade in Endangered of Wild Flora and Fauna). In 2007, the number of Sumatran Tiger was only around 400 individuals spreads over Sumatran Tiger conservation. In order to respond the thread of extinction of Sumatran Tiger, Indonesian government has established cooperation with International Non Governmental Organization working on wildlife conservation. This research aims to analyze cooperation pattern between Ministry of Environment and Forestry/MOEF with WCS-IP in tackling poaching and illegal trafficking of Sumatran Tiger body parts. This research use the concept of state-nonstate actor cooperation through supplementary pattern, complementary pattern, and adversaries pattern. The result showed that supplementary pattern is done by providing support in human resource and financial sector by WCS-IP, complementary pattern is done by distribution of authority from MoEF to WCS-IP, and adversaries pattern is done by WCS-IP’s support to changes in government policies and regulations. Based from all of the pattern, supplementary pattern is the most dominant because the compatibility between implementations with the concept and fulfill the vision and mission factor, coordination factor, and trust factor.
