Abstract

Terrorism is the result of a radical behaviour where radical understanding can trigger a person to take a violent action to achieve their goals. In Indonesia, radical groups have emerged for a long time, even in the past times there have been terrorist attack. The Indonesian government has established the National Agency for Combating Terrorism (BNPT) as a form of commitment in combating terrorism. BNPT itself has a deradicalization program, where the meaning of deradicalization is an attempt to quit the radical notion of radical adherents or terrorist in non-violent ways. Terrorism has long been regarded as the exclusive scope of men, but it has changed now where women are also involved in terrorism, therefore BNPT involved women role in deradicalization in Indonesia. This research use qualitative research method to explains the role of women in BNPT’s deradicalization in Indonesia. To answer this issue is by using cultural feminism theory, finally it has found that the reason’s BNPT involved women role in deradicalization is as a strategy because women had a female essence which is softer, more compasionate and persuasive is able to approach the wives of terrorist, the prisoners and the ex-prisoners. Beside being a strategy, the reason of the BNPT involving women in deradicalization is to regard the aspects and needs of prisoner since the role of family is also needed in the process of deradicalization.

Abstract

Laos located in The Greater Mekong Sub-Region (GMS). Because of its nature of crosscountry, Mekong River flows through Laos used as a gate of entry and exit of humantrafficking in Laos. Laos is a source country of human trafficking for women and children.Lao Women and Children are trafficked for sexual and labor exploitation. Furthermore,Laos is a transit country for victims trafficked from Vietnam to Thailand. Laos also is adestination country for women who are trafficked from Vietnam for sexual exploitation.Because of that, Laos cooperates with Vietnam for combating human trafficking containedin “Agreement between the Government of the Lao People’s Democratic Republic and theGovernment of the Socialist Republic of Vietnam on Cooperation in Preventing andCombating Trafficking in Persons”. The purpose of this study is to determine thecooperation is effective or not. Explanative type is use on this research to explain theeffectiveness of the agreement between the Government of the Lao People’s DemocraticRepublic and the Government of the Socialist Republic of Vietnam on cooperation incombating human trafficking in Laos. The result of this research shows that this agreementis not effective in combating human trafficking in Laos because there are other factors thattake effect in reduction of human trafficking in Laos.

Abstract

This research is explain the cooperation done by Indonesia and the Netherlands in the effort of preventing smuggling of narcotics and distribution to Indonesia by transnational crime syndicate. The research method used in this research is qualitative method, descriptive research type of analysis, and through library data collection techniques. Analysis of cooperation was also conducted to test the follow-up of cooperation between the two parties, namely Indonesia and the Netherlands. Cooperation in this research is analyzed by using achievement approach and interest which can be elaborated with the framework of thinking that is realism paradigm, concept of bilateral cooperation, and interest concept. The results of this analysis then prove that the cooperation between Indonesia and the Netherlands implemented in the relationship JCLEC - CILC - Interpol, is a less effective cooperation because there are still many interests between the two parties. This is because the absence of an Indoneisa-Dutch extradition treaty is due to prosecute the defend Narcotics Crimes who escaped to the Netherlands can not be done even though there has been communication to both parties up to Interpol.

Abstract

Drugs trafficking is one of the transnational crimes which is increasing every year in Indonesia. Indonesia is one of the destination countries for international drug suppliers because of its promising market for drug traffickers. One of the biggest drugs suppliers in Indonesia is China. Therefore, both the Government of Indonesia and the Chinese Government agreed to create a cooperation that is contained in the form of a Memorandum of Understanding. This study analyzed how the compliance of Indonesia and China in running the Memorandum of Understanding that has been formed in dealing with cases of drugs smuggling through the sea. The author will use the theory of compliance from Ronald B. Mitchell and seen from the point of view of Indonesia because Indonesia is a destination country of drugs smugglers from China. A compliance is closely related to the effectiveness of a form of cooperation. The compliance here will be measured based on the implementation of the MoU.

Abstract

Illicit drug trafficking is an example of Transnational Organized Crime. The location,geographical conditions and high demand of illegal drugs have made Indonesia highlyvulnerable towards a member of drug crime activities. Iran is the second largest country thatsmuggles drugs of Shabu to Indonesia. In tackling illicit drug trafficking from Iran toIndonesia, the National Narcotics Board (BNN) initiating cooperation with United NationsOffice on Drug and Crime (UNODC). Descriptive Analytic approach is used to explain theform and result of BNN and UNODC cooperation. The result of this research shows that eventhough supports have been given to BNN, the issue has not been succesfully tackled. UNODCand BNN need to improve efforts in combating illicit drug trafficking to keep Indonesiasecured and prosper.

Abstract

Since the establishment of Republic of Ireland, their foreign policy is neutral. For examplein world war II, when most of the European country at war (either as allied force, or axispower), Ireland prefer not favoring any side. However, in the Israel-Palestine conflict IrishGovernment doesn’t look as a neutral country, Ireland seems against with Israel. Ireland isa supporters of Israel previously, but soon after Israel independence Ireland changed theirsupport to Palestine. This research aim to analyze Irish respond after Israel independence,with case study: Israel-Palestine conflict. To analyze Ireland foreign policy in Israel-Palestine conflict, this research using neo-realist theory and interest group theory. Themethod that is used in this research is qualitative method with descriptive-analytical typethrough interviews and literature technics. Outcomes from this research is: there is anational interest that Ireland want to accomplished from this conflict. Other than that thereis two factors that influencing Ireland policy in this conflict, that is internal and externalfactor. In internal factor, Nationalist group is influencing Ireland foreign policy. In externalfactor, there is “Vatican factor” that influencing Ireland policy in this conflict.

Abstract

The phenomenon of the use of modern technology such as internet, website, and social media network sites such as Facebook and Twitter bring forth a concept of Digital Diplomacy or eDiplomacy. Under the leadership of Barack Obama, United States, the country with the largest technological growth be a pioneer to implement eDiplomacy in leveraging U.S. foreign policy. Obama aligned with the mission to create a transparent government, so State Department of United States initiates the eDiplomacy implementation of 21st Century statecraft agenda. The United States eDiplomacy program was used to actualize one of Obama's campaign promises, that is the normalization of diplomatic relations with Cuba. History records that these two countries have been in dispute for almost the past 54 years. This research aims to explain how eDiplomacy is used as an instrument for normalizing diplomatic relations between the United States and Cuba using the public diplomacy concept by analyzing the various uses of media platforms and its implications. This research used qualitative research method with process-tracing data analysis method. This research concludes that eDiplomacy is one of the determinants factors in normalizing diplomatic relations between the United States and Cuba

Abstract

Selat Malaka yang merupakan jalur strategis yang berada dibawah kedaulatan tiga negaradi Asia yaitu Indonesia, Malaysia dan Singapura, sangat rentan dengan berbagai aksikejahatan. Indonesia , Malaysia dan Singapura, yang merupakan littorial states atau dalamistilah lain dari negara pantai, yaitu negara- negara yang memiliki suatu kawasan yangsama, dan bertanggungjawab penuh terhadap segala hal yang terjadi di kawasan tersebut.Penelitian ini untuk mengetahui pengawasan wilayah laut di Selat Malaka dalam perspektifIndonesia pada kerjasama Malacca Strait Sea Patrols Tahun 2011 – 2013. Menggunakanpendekatan pilihan rasional yang dalam kerjasama MSSP terlihat melalui SingaporeStatement, barulah littoral state Selat Malaka dapat bekerja sama dalam satu kesepahamanframe untuk menjaga keamanan Selat Malaka. Apabila littoral state di Selat Malaka lalaiatau gagal untuk melaksanakan tanggung jawabnya menjaga keamanan, makamemungkinkan adanya intervensi dari negara lain yang berkepentingan (intervensiinternasional).

Abstract

Australia's interest in improving the quality of public health by reducing the level ofsmokers through a plain packaging policy has sparked debate from the five member statesof the WTO. The lawsuit against Australia is the effort of the five member states to cancelout Australia's plain packaging policy which views the policy as violating the rules inTRIPS. The five claimant countries claiming a plain packaging policy could potentiallythreaten cigarette manufacturers with reduced market share in Australia. This researchaims to explain the efforts of the Australian Government to win the case at the WTO onthe policy of plain packaging of cigarretes and tobacco products as Australia's national lawover the accusation of the five WTO member states. This research uses realism tounderstand actors action. Technique data collection on this research using secondary datathrough literature study by processing data from books, journals, and official website. Theresults of this research explain that Australia's victory is the result of a rational choice ofbargaining position calculation based on strong Australian national interest, strong counterwinning argument at WTO trial and successful use of WHO FCTC as legal umbrella forplain packaging policy. Through the viewpoint of realism explained that conflict in thiscase based on differences interpretation of TRIPS from national interest sparked debateamong the actors involved, and the capability of actors is the key to victory in the case ofplain packaging policy.

Abstract

Since the events of 9/11 were carried out Al-Qaeda group in the United States,the world back on to remind you that the crime of terrorism can be doneanytime and anywhere. Al-Qaeda group led by Osama bin Laden wanted toattack the United States and its allies to fight the oppression of Muslims bydeveloping a network to Indonesia. Groups in Indonesia who are convicted ofterrorism and has a style of thinking is similar to Al-Qaeda, namely JamaahIslamiyah, Jemaah Ansharut Tauhid, East Indonesian Mujahedeen and WestIndonesian Mujaheddin. In response to the terrorist acts, Indonesia incooperation with the United States to train law enforcement personnel of theRepublic of Indonesia is in the DSS/ATA (Diplomatic Security ServiceAntiterrorism Assistance). Literature and interviewing is a method to knowthe progress of the implementation of the cooperation. The initial results ofthis study showed that less than the maximum implementation of thiscooperation because there is some training that is not in its implementation.Then it can be concluded that the initial results of the study showed a negativecorrelation with the end result of research which states that the cooperationin the program DSS/ATA has been running well since the training has notbeen implemented yet due to terrorism cases should be dealt with using thetraining. After analysis, the authors also provide recommendations forcooperation between Indonesia and the United States in the DSS/ATA
