Abstract

Tourism is currently the highest foreign exchange contributor sector. Indonesia is trying to maximize tourism development. Therefore, the Department of Tourism and Culture of Jepara as a tourism activist in Jepara is increasing tourism in Jepara. But there are still a number of problems that have not maximum. This study to analyze organizational performance and performance supporting factors. The assessment conducted with research the performance indicators that writer is use which are performance indicators, Productivity, Service Quality, Responsiveness, Responsibility, and Accountability. While the supporting factors of work were assessed from human resources and infrastructure. This research uses descriptive qualitative research method by describing the findings in the field and interview. Based on the research, the performance Department of Tourism and Culture of Jepara was not optimal. It is proven by the problems that exist in all performance indicators and supporting factors that are still not optimal, so that the organization achieves performance that is not optimal and needs improvement.

Abstract

The condition of the Nongkosawit tourist village during the past six years, could be said to be still premature. The Elimination of the budget for village tourism program in the year 2018 undermines Nongkosawit tourist village to look forward to the Government. Thus the Nongkosawit tourist village had to dig social capital to get another alternative in management. The purpose of this research was to identify the social capital as well as analyze the driving factor and a barrier to social capital in the management of Nongkosawit tourist village. An attempt to answer the problem and research objectives is done using the theory of social capital through qualitative methods. The research subjects were a Kandang Gunung group, Department of Culture and Tourism Semarang City, and the people of Nongkosawit tourist village. The results showed that social capital in the management of the Nongkosawit tourist village have no impetus to build tourism potential. Custom factors became the driving factor and the factor of the position and the role of the individual; education; social class and economic disparities; and patterns of consumption and personal values into the factors restricting the development of social capital in the management of Nongkosawit tourist village. It is recommended to the Government of the Semarang City and/or through the Department of culture and tourism should be more selective in linking the proposed community groups who filed his village as a tourist village. Need for institutional reorganizing the Kandang Gunung Group. Turn of the Chairman and of the range of Kandang Gunung Group is required to be able to drive or urge people to engage actively in the management of the Nongkosawit tourist village.

Abstract

Based on the Regulation of the Minister of Domestic Affairs Number 37 of 2007, the source of village finances from the Village Fund Allocation (ADD) is used to finance the empowerment of the community by 70% of the total acceptance of ADD in each village. Desa Pagersari is a village that has not reached the limit of using ADD to finance community empowerment by 70% and community empowerment programs that do not yet meet community needs. The purpose of this study is to analyze the use of ADD to community empowerment program based on Semarang Regions No. 1 of 2016 and to know the obstacles of ADD use in the community empowerment program of Pagersari village. This type of research is descriptive research using a qualitative approach. The results of the study showed that in analyzing the use of ADD towards community empowerment programs, it was still not right from the aspect of the principle of ADD management, namely transparency and participatory; ADD compatibility which is an integral part of the Village Revenue and Expenditure Budget from planning, implementation to accountability; The use of ADD is 70% for community empowerment spending. Factors inhibiting the use of ADD to the community empowerment program that is the compliance factor of the applicant on the applicable provisions; people who are still passive. Recommendations given the need for communication between policy implementers and the community in meeting the needs of the community, it is necessary to do commitment education for policy implementers in order to maximize their duties, need to adjust the target of the empowerment program and the nature of program sustainability.

Abstract

The city is an area that has various problems if doesn’t not managed properly. Along the time and the development of technology, Smart City comes to offer improvements to urban problems. Not only big cities in the world, Semarang as one of the big cities in Indonesia also enlivened the existence of Smart City in Indonesia. The implementation of Smart City which has high complexity must be supported by a strong regulation. Based on those needs, the Government of Semarang City formulated a Semarang Smart City policy. The problem that arises is what is the role of the actor in policy formulation of Semarang Smart City? The purpose of this study was to determine the role of actors in the Semarang Smart City policy formulation. This study uses a qualitative approach, a type of descriptive research. The results showed that there were 28 actors involved which consisted of three elements, state, private, and society. There 24 state actors, 4 private actors, and no society actor were involved. The three actors (state, private, and society) have different roles, causing a relationship between the three policy actors. The relationship between policy actors has an impact on the emergence of power and interest among policy actors and the value orientation adopted by each policy actor. Policy formulation encountered obstacles, like a lack of private and society participation which create an impression of the dominance of the role of the state. Researchers recommend the Semarang City’s Government to increase the involvement of private and society elements. In addition, a synergistic strategy between policy actors is needed so that policy formulation takes place properly.

Abstract

The implementation of village information system policy in Kebumen Regency is an effort of regency government that aims to realize easiness of village data processing and improvement of public information disclosure at village government level. However, there are still many villages that are still not optimal in implementing such policies, especially in applying the village information system offline and online.This study aims to describe and analyze the implementation of the village information system policy in Kebumen District and to identify and analyze the factors that influence the implementation of village information system policy in Kebumen District.The researcher uses an implementation model that the researchers arrange with top-down approach based on George Edward III, van Meter and van Horn and Merile S. Grindle theory. Factors that researchers use in discussing the implementation of the policy under study are the standards and objectives of policy, communication, resources, and attitudes of the implementers.It is found that the implementation of the village information system policy in Kebumen Regencywas not optimal due to the influence of factors lack of provisions that encourage the implementer to meet the standards and objectives such as reward and punishment systems make compliance with standards and goals less attention, lack of financial resources, human resources and facilities lack of intensity of communication carried out by implementers. The researchers suggest to hold a SID management competition to increase motivation in meeting standards and objectives, increasing the number of training and SID operators, and the use of village funds to develop internet infrastructure at the village level.

Abstract

Trading is one of the chosen affairs of a decentralized system. With the existence of trade affairs, it can contribute to the economic sector of a region. One of the supporting sectors of the economy from trade affairs is the existence of traditional markets. Nowadays, the existence of traditional markets is increasingly threatened because the emerging of many modern markets. Through the Semarang City Regulation number 9 of year 2013 concerning Traditional Market Arrangements, the Local Government of Semarang City is committed to optimizing the existence of traditional markets as a part of the regional economic resources. The problem that arises is how to implement the Semarang City Regulation number 9 of years 2013 concerning Traditional Market Arrangements. The purpose of this study is to know the implementation of the Semarang City Regulation number 9 of year 2013 concerning Traditional Market Arrangements and find an influencing factors. This study uses a qualitative descriptive method, with a method of analyzing data according to Spradley and testing the validity with source triangulation techniques. The results of this study show that the Semarang City Regulation Number 9 of year 2013 concerning Traditional Market Arrangements is still not implemented well in accordance with the stated goals. Supported factors are coordination, social condition, and technology advance. Inhibiting factors are leadership, communication, commitment level of actors, and environmental conditions. Based on these concern, Dinas Perdagangan should give a leadership training program for Kepala UPTD Pasar and Kepala Pasar, repair the communication systems both vertical and horizontal, make a routine control to performance of implementing actors, and repair the facilities in traditional market with another institution.

Abstract

The development of Yogyakarta City official website held in attempt to the egovernment of a Yogyakarta City has objective to ease services information through the use of information technology to Yogyakarta cityzen, private, and the other government. The research problem is: How the analysis of the development of website in e-government organization at Yogyakarta City? and what are motivation factor and the obstacles of the website development in Yogyakarta City?. The purpose of this study to describe and analyze how the development of website and to describe the obstacles faced by the development of e-government in the Yogyakarta City. To answer the problem and the research objectives using successful elements of e-government development in the Harvard JFK School of Government, namely : support, capacity, and value. This research uses descriptive qualitative method. This study using interviews, observation, and documentation as well as triangulation associated with the development of electronic government in Yogyakarta City. The results showed that the motivation factors of website development in Yogyakarta city are support because of Yogyakarta City has a regulation of e-government that can be the commitment of Yogyakarta’s government and capacity because of the preparation and development from human resource and financial resource were done. The obstacle is value elemen, because of Yogyakarta citizen doesn’t know yet about the using of Yogyakarta official website caused by the minimum knowledge of technology information, the website just shows information service so the citizen to lose their motivation to accses, and the lack of reciprocal from citizen to government that can be post in Yogyakarta official website.

Abstract

The permissive policy of Semarang City stakeholders in the Pandanaran Road area is not accompanied by efforts to regulate and guide street vendors in accordance with the content of the policy, making the area less organized. The limitation of the relocation space for street vendors, to the problem of business place legality becomes a problem in efforts to achieve orderliness. This study aims to explain the implementation of Regional Regulation No. 11 of 2000 in the area of Jalan Pandanaran. In an effort to achieve orderliness, the provisions of the Mayor of Semarang number 511.3/1112/2016 did not designate the Jalan Pandanaran area for any business actor to trade. By using qualitative descriptive methods, participatory data collection techniques and in-depth interviews, data analysis and interpretation using taxonomic analysis, and data validation using trianggulation techniques, this study managed to draw the conclusion that irregularities in the Pandanaran Road area were caused by the of firm policy implementation carried out by policy implementers in the region. For this reason, it is necessary to use persuasive approaches, coordination between stakeholders, and consistency in the implementation of policies by the implementor.

Abstract

Arrangment of small and medium enterprise is a spatial palling set out in Perda Kota Semarang N0. 13 Th. 2013 is motivated by the urge to maintain the function and small-medium enterprise development in Semarang. The purpose if this study is to determine the policy implementation process structuring small-medium enterprise development in sub Gunung Pati using grounding Perda Kota Semarang No. 13 Thn. 2013 on spatial planning Semarang. The result of this study aims to find supporting factors and obstacles that faced by the government in maintaining the function of small-medium enterprise development throught empowerment activities. In this study, researches used the theory of effective implementation of Riant Nugroho to see the implementation process ang implementation of the theory of Van Meter and Van Horn to determine the factors that encourage and hinder the implementation of the policy. This study used qualitatived methods, that using informan from the Dinas Koperasi dan UMKM Semarang, Kecamatan Gunung Pati, and society of sub Gunung Pati itself. The result of this study indicate that the implementation of small- medium enterprise development in sub Gunung Pati. Starting from planning, and controlling. Spacious members of small-medium enterprise in the sub Gunung Pati at 2015 amounted 15% of the total members. Factors that encourage and inhibit this policy is the size and purpose of the policy resources, dispotion implementator, communication between organization, and the economic environment, social and political. Abstract

This research aims to analyze the efektiviness program execution by looking at the purpose of the has been reached Coastal Area development program Tough (PKPT) which was carried out in three villages namely, Api-api, Pecakaran and Mulyorejo. This research uses qualitative data collection techniques through indepth interviews. In this research the theory used is the theory of public administration, public policy and effectiveness. This program PKPT is urgently needed by coastal communities in particular. Effectiveness can be felt in what has planned in accordance with the results obtained. The participation of coastal communities is indispensable in this program, because the society became the main actors in the implementation of activities. This research has concluded that the implementation of the Program of development of the coastal area is Tough in Pekalongan in particular with the aim to improve the preparedness of communities, improve the quality of the living environment in coastal areas, facilitate development activities the development of socio-economic facilities and infrastructure in coastal regions, develop institutional society as participatory by involving the role of women has not been effective in suspending and standaloned coastal communities. Recommendations for this Audit program, the Government is increasing the return of socialization to society not only to coastal communities (KMP), other recommendations the Government should review again the importance of this work PKPT program.
