Abstract

The Philippines and the United States have been in a long relationship. The Philippines for the United States is an important ally in maintaining the stability of the Asia Pacific region. Post-independence granted by the United States to the Philippines in 1946, the two countries have carried out various military cooperation. One of them is the rental cooperation used by the United States military as their military base in the Asia Pacific region. These plans are Subic and Clark. In 1991 the land lease agreement used by the United States as their military base had to be stopped by the Philippine Government.. In 2014, the Philippines accepted an agreement to strengthen military defense with the United States. The agreement was named Enhanced Defense Cooperation Agreement (EDCA). The agreement discussed bringing back the presence of US troops in the Philippines by giving access to a number of military bases in the Philippines, one of which belongs to the United States.This study uses a qualitative descriptive method using secondary data. The process of collecting data is needed using library research techniques. The data used in this study is information about the 2014 EDCA agreement and cooperation between the Philippines and the United States in the field of military and regional security.the reason the Philippines reopened the US military base is to confront China in a border dispute in the South China Sea where the Philippines is unable to deal directly with China which has greater military power. Then the second reason is dealing with action terror in the southern Philippines region as a result of the rising wave of terrorism in the Asia Pacific.

Abstract

Social change makes people have knowledge in terms of tourism management. The change is made by Kelompok Sadar Wisata (Pokdarwis). This group is formed both a booster in growing community participation and as an effort in improving community welfare through Lider waterfall management activity. The research problem was how the community development carried out by Pokdarwis in Lider waterfall as the local tourism. Therefore, this research was aimed to find out and describe the community development process carried out by Pokdarwis. This descriptive research employed a qualitative approach. The research informants were determined by using purposive technique. The research data were collected through non-participant observation, interviews and documentation. Then, the data were analyzed by using data collection, data reduction, data display and verification. To test data validity, researchers used source triangulation technique. The findings indicated that the community development conducted by Pokdarwis was able to increase the economy of the community, to increase social relations, and to grow community participation. Furthermore, there were two existing programs carried out by Pokdarwis, namely increasing human resources and increasing creativity and innovation

Abstract

The Government of Bekasi City has designed a regional health insurance program to respond community complaints about the lack of equal distribution of health insurance provided by the central government. Therefore, the regional government has responsibility in fulfilling health insurance, especially regional health insurance. The government of Bekasi city strives for distributing regional health insurance through a program called Kartu Sehat Bekasi, so the community is able to be fulfilled their health insurance. This is an effort to respond to community problems and needs regarding the lack of equal distribution of Health Insurance provided by the Central Government. The equal distribution will be fulfilled by the Regional Government. The implementation process starts from preparation, implementation, and evaluation. The implementation of Kartu Sehat Bekasi is carried out by the Puskesmas in the Bekasi city as the first reference level; the Hospital in collaboration with the Bekasi City government as the level of advanced reference; and Bekasi City Health Office as the party that assists in implementing the program to issue administrative needs. This descriptive research employed qualitative approach. The informants were determined by using purposive technique. Research data were collected through observation, interviews, and documentation. Then, the data were analyzed by using data reduction, data presentation, and verification. To test data validity, researchers used source triangulation technique. The findings revealed that the fulfillment of the health rights in Bekasi city in implementing Kartu Sehat Bekasi program was in the form of the easy access to health services and quality of health services felt by the community. Moreover, the rights to health services were not only for themselves but also for family members. Furthermore, the number of patients each year increases, but the procedure application has not been maximized, and also people were still unwilling in administrative matter as the inhibiting factor. Hence, a community empowerment activity was needed in Kartu Sehat Bekasi program to create an independent community in terms of health, and it did not depend on health insurance provided by the government.

Abstract

Indonesia merupakan negara kepulauan terbesar di dunia. Wilayah kedaulatannya terdiri dari 70 persen wilayah perairan. Terletak di posisi geografis yang strategis menjadikan wilayah perairan Indonesia dilalui oleh jalur pelayaran internasional. Tidak dikelolanya sektor kelautan oleh Pemerintah Indonesia dari masa ke masa menyebabkan ketertinggalan pada sektor maritim. Situasi ini menjadikan Indonesia rentan terhadap sengketa perbatasan dan ancaman keamanan yang menyebabkan instabilitas dalam negeri dan kawasan. Di sisi lain, fenomena berpindahnya geopolitik Amerika Serikat ke kawasan Asia Pasifik, dan dominasi kekuatan China di kawasan menyebabkan timbulnya potensi konflik yang menambah ancaman instabilitas kawasan, terlebih Indonesia berada di tengah – tengah kepentingan tersebut. Setelah sekian lama sektor maritim Indonesia kurang diperhatikan, Presiden Jokowi terpilih sebagai Presiden RI ke-7 dengan membawa visi Poros Maritim Dunia. Hadirnya visi maritim yang dibawa oleh Presiden Jokowi pada pemerintahannya membawa harapan bagi Indonesia untuk memperoleh peran yang lebih besar dalam rezim internasional.

Abstract

The empowerment efforts on Etawa goat farmers through Lerek Gombengsari Coffee Community in Lerek hamlet, Gombengsari village, Kalipuro sub-district, Banyuwangi regency is in the form of empowerment in the field of livestock. Therefore, this research was aimed to describe the empowerment efforts on Etawa goat farmers through Lerek Gombengsari Coffee Community in Lerek Hamlet, Gombengsari village, Kalipuro sub-district, Banyuwangi Regency, East Java Province. This descriptive research employed a qualitative approach. The research informants were determined purposively. Research data were collected through observation, semi-structured interviews, and documentation. Then, the data were analyzed by using data collection, data reduction, data display, and verification/ conclusion. To test data validity, the researchers used source, method, and time triangulations. The findings indicated that the empowerment efforts were the awareness of the Etawa goat farmers and increasing the knowledge, the skills, the attitude, the capacity, the income, and the welfare of Etawa goat farmers.
