Abstract

This research was intended to identify the empowerment process of ex-mental disorder sufferers conducted by Metal Islamic boarding school, Rejoso Village, District of Rejoso, Pasuruan Regency. Considering that the ones who would be empowered were abnornal individuals who needed special care and later special treatment. The fact that the institution carrying out the empowerment was a conventional institution was indeed what made the researcher interested in studying it. How was the empowerment process of ex-mental disorder sufferers conducted by Metal Islamic boarding school Pasuruan to help them to become individual figures that could recreate their social functions, so that they could become independent individuals who could meet their needs and live in prosperity? This research used qualitative approach, with case study research design. In data collection, researchers used several techniques of observation including: passive participatory observation, straight and hidden observation, the interview used was unstructured interview, and documentation. The research results were that: the empowerment process of ex-mental disorder sufferers conducted by Metal Islamic boarding Pasuruan passed through the stages of empowerment as follows: (i) the pre-empowerment (inspection, healing), (ii) the empowerment phase (recovery, social functioning, service delivery), (iii) the termination phase (repatriation, getting married).   Keywords: empowerment, ex-mental disorder sufferers, Metal Islamic Boarding School Pasuruan.

Abstract

The Government of Bekasi City has designed a regional health insurance program to respond community complaints about the lack of equal distribution of health insurance provided by the central government. Therefore, the regional government has responsibility in fulfilling health insurance, especially regional health insurance. The government of Bekasi city strives for distributing regional health insurance through a program called Kartu Sehat Bekasi, so the community is able to be fulfilled their health insurance. This is an effort to respond to community problems and needs regarding the lack of equal distribution of Health Insurance provided by the Central Government. The equal distribution will be fulfilled by the Regional Government. The implementation process starts from preparation, implementation, and evaluation. The implementation of Kartu Sehat Bekasi is carried out by the Puskesmas in the Bekasi city as the first reference level; the Hospital in collaboration with the Bekasi City government as the level of advanced reference; and Bekasi City Health Office as the party that assists in implementing the program to issue administrative needs. This descriptive research employed qualitative approach. The informants were determined by using purposive technique. Research data were collected through observation, interviews, and documentation. Then, the data were analyzed by using data reduction, data presentation, and verification. To test data validity, researchers used source triangulation technique. The findings revealed that the fulfillment of the health rights in Bekasi city in implementing Kartu Sehat Bekasi program was in the form of the easy access to health services and quality of health services felt by the community. Moreover, the rights to health services were not only for themselves but also for family members. Furthermore, the number of patients each year increases, but the procedure application has not been maximized, and also people were still unwilling in administrative matter as the inhibiting factor. Hence, a community empowerment activity was needed in Kartu Sehat Bekasi program to create an independent community in terms of health, and it did not depend on health insurance provided by the government.

Abstract

This article discusses the development paradigm that focuses on human  or people centered development. Many development paradigms have been applied in many developing countries, but the results have not been satisfactory. During this time the various paradigms emphasize economic growth, equity of development, and others, but the distortion of development appears everywhere. For example, development by emphasizes economic-growth was followed by massive environmental damage. In addition, poverty is still a portrait of people in developing countries, although the country is experiencing high economic growth. In realizing a prosperous society free of poverty, a new strategy or development paradigm that emphasizes its human factors are needed. In this case, this paradigm discusses the importance of the human element as the 'core' of development itself. If human beings are capable, have sufficient knowledge, adequate skills by themselves poverty will be reduced. Therefore, this paradigm more implies that is a 'capacity building ' of human beings so that it can become the subject of development and not just as an object of development themselves. Capacity building can be achieved through social development that emphasizes elements of education, knowledge, and skills so that they can try or do entrepreneurship and open their own job opportunities. Many cases, various development paradigms that emphasize economic growth are not able to absorb the available labor so that many are unemployed. With the ability of human or people, they have will be able to open their own business and do not depend on the provision of employment from the government. In the end they are able to alleviate self-poverty.

Abstract

Bondowoso is a district in the Besuki Raya area, which is different fromvother areas. This district does not have a marine area, while other Besuki areas, such as Situbondo, Jember, and Banyuwangi districts have coastaland marine areas. Under these conditions, the tourism development program is focused on the potential that exists on the mainland. In order to make Bondowoso Regency a tourist destination that can attract tourists, both domestic and foreign, the Bondowoso Regency government has created a potential and attractiveness development program, through the decision of the Bondowoso Regent, Number 83 of 2016. The Department of Tourism, Youth and Sports to oversee the realization of Bondowoso Regency to become a leading destination, by developing tourism programs based on its local potential. Several tourism destination development programs have been realized by continuing to improve the various infrastructure and facilities needed. This is intended to make it easier for tourists to visit various potential tourist destinations in Bondowoso Regency.

Abstract

Abstract This article focuses on mangrove ecotourism in Wringinputih Village, Muncar District, Banyuwangi Regency.Wringinputih Village, is a new ecotourism destination that is very attractive to both local and foreign tourists.This is related to the success of mangrove forest conservation carried out by coastal communities through community empowerment and their active participation.Through a bottom - up model and managed based on local wisdom by involving as many coastal communities as possible, finally various touirsm objects based on mangrove forests in Wringinputih Village can be realized and become a potential and attractive alternative tourist destination that is visited by many tourists.With qualitative methods and in-depth interviews with tourist managers, community leaders, and tourists in the village, there is enough data to explain this tourist village destination.As a result, Wringinputih village has become some attractions for potential ecotourism based on mangrove forests and others objects developed by local communities and has brought in local and foreign tourists so that it’s can accelerate activities and open employment opportunities for the community and increase their income.
