Abstract

Abstract: Deteriorating performance of the bureaucracy in Indonesia are pessimistic effect on the readiness of the government apparatus to compete in the global dynamics that are supposed to give a greater role for the establishment of bureaucratic reform. In relation to the governance reform is this relevant to the status of local government administration in order to improve the efficiency, effectiveness, and accountability of public sector absolutely must be supported by the implementation of regional autonomy to the maximum capacity and the role of regional resources to proactively explore the potential of the area. Deal with situations and conditions as well as changes in the global dynamics of each area encourages restructuring, revitalization and recreation of as part of regional efforts to create competitive advantage in the era of global competition towards the global learning organization (Marquads and Reynolds, 1994). The occurrence of global democracy as artikuliasi a paradigmatic shift of thinking related to regional autonomy and representation deglobalization liberalization of local government that provides more space for the area to build their regional response observed and utilize current global environmental change, which is based on the ability of local governments to utilize intangible assets in the form of concept, competence and connection (Kanter, 1995). Abstract

Abstract: The Vision of Manado government to make Manado as World Tourism city 2010 is a program and fundamental policy planning to create Manado safe, competitive, prosper, have justice and prestige. Program that sets by Department of Cultural and Tourism for 5 years are: (1) Increasing society participation in tourism development. (2) Develop the tourism human resources. (3) Develop tourism destination zone. (4) Program to maintain cultural diversity. (5) Develop tourism promotion. (6) Develop the usage of tourism information technology in Manado. The Scondary data that writer collect Statistic Central Office Manado, and from Cultural and Tourism Department Manado. Method that writer use is Least Square Method. Tourism development is relatively good, the capability value is also relatively good, but they still need to develop the potential object into international grade. The condition of tourism objects needs many repairmen include the facility and infrastructure to support tourism. The evaluation of infrastructures that support the tourism are relatively less. This forecasting needs to see the potency of Manado Tourism in the future The forecasting result of international tourist visits in Manado on 2015, has an increasing by 55% from 2010 and on 2016 the increasing is 64%. The forecasting result of domestic tourist visits in Manado on 2015, has an increasing by 36% from 2010 and on 2016 the increasing is 42%. Keywords : Tourism, Tourist, Culture

Abstract

Abstract: This study is to determine how the implementation of the policy of women empowerment, khsusnya programs / activities SPP-PNPM Mandiri in the district. The method used in this study is a qualitative method. The focus of the research is the implementation of policies and the results of policy implementation SPP / the SPP program. Source of research data is PNPM actors at the district level (district government, UPK PNPM Mandiri, and district facilitators) and PNPM actors at the village level, the overall total of 18 people . Collecting data using interview techniques. The analysis technique used is the qualitative analysis of interactive model of Miles and Hubermann. The results provide conclusion: (1) Implementation of the empowerment of women in development policies in the district of West Motoling through SPP-PNPM Rural in general has done well and correctly in accordance with the procedures and mechanisms that have been established. (2) The implementation of women's empowerment in development policy in the district of West Motoling through SPP-PNPM results and positive impact on women, especially women of poor households (RTM) to increase the potential and ability in improving the economic condition of the family, and also impact on the progress of the development of rural economies in the village savings and loan activities are managed by women. Based on this research are suggested: (1) women's empowerment in development policy through SPP-PNPM Mandiri, should be continued and enhanced implementation. (2) The allocation of funds for the PNPM Mandiri SPP activities specified maximum of 25% of the PNPM Mandiri district funds, need to be considered to be improved, (3) Local Government should allocate more funds from the budget adequate to support programs to empower women of poor households. Abstract

Abstract. This study aimed to determine the effect of marketing mix on consumer shopping decisions on PT Jumbo Supermarket in Manado. Marketing mix consists of product, price, promotion and place as the independent variable and the consumer's decision to shop as the dependent variable. In this research using correlation and regression analyzes with the total sample of 45 customers. Partial results showed all the hypotheses of the elements of the marketing mix significantly influence the consumer's decision to shop, but the biggest influence is the element of the place. Likewise, simultaneous marketing mix significantly influence consumer shopping decisions. Impikasi of this study, expected jumbo self-management should continue to integrate the elements of the marketing mix to enable the powerful synergy for maximum business performance. For further research, researchers can develop other variables that consumer shopping decisions can be assessed from different elements. Keywords: Marketing Mix, Consumer Shopping Decisions

Abstract

Abstract: Policy neutrality of civil servants is expected to improve the quality of public services in the government bureaucracy. But in fact still be seen attitudes and behavior of civil servants who have little or no neutral from political party influence. On that basis, this study is intended to answer the question how far the influence of the implementation of civil service neutrality policy toward public service in the Department of Labor Manado City. This study uses quantitative methods. Sources of data / research respondents were as many as 60 people consisting of 30 employees Manado City Department of Labor, and 30 community members who never got the public service in the Department. Collecting data using questionnaires and assisted with interviewing techniques. The analysis technique used is regression analysis and product moment correlation. Based on the analysis of the data showed: (1) the regression coefficient of the variable implementation of civil service neutrality policy on public service quality is significant posifive and (2) the correlation coefficient and the coefficient of determination of policy implementation variables neutrality of civil servants on the quality of public services is high and significant. Based on the results of the data analysis concluded that the implementation of civil service neutrality policy had a positive effect and the significant determinants of the quality of public services. Abstract

Abstract: The evidence suggests also that Gorua health centers still lack the human resources in this casemedical personnel. This study uses qualitative methods. Data were collected through interviews and observation techniques. Interviews were conducted at 45 of the informant elements service providers and service recipients. This study consists of four dimensions, namely communication, resources, disposition, and organizational structure / bureaucracy, it turns out that the low isindicated that human resource dimensions Goruahealth centers still lack themedicalpersonnel. The conclusion that can be drawn from these resultsis that in general, the implementation of public health care policy in health centers Tobelo Gorua Northern District high enough, but not obtimal. This is due to that health center Gorua There are still limitations, namely in terms of the human resources of medical personnel(doctor). Generallyrecommendedadviceto the Government of North Halmahera in order to make Government Area of the health services. And in accordance with 4 (four) Indicator research problems. The government is expected to improve themanagement of public services provision of Human Resources (HR) in this case themedical personnel who considered capable of providing anytindakkanin accordance with the competencyowned. Abstract

Abstract: This study aims to determine the role of the Regional Development Planning Agency in Regional Development Planning Process in East Halmahera. In this research, using qualitative research methods and techniques of qualitative data analysis. data collection techniques in this study include: (1) Interview, (2) documentation, and (3) Observation. The stages-resistant performed in analyzing the data, are: (1) Data Editing, (2) Data Reduction, and (3) Data Interpretation. Based on the results of research conducted, showing that: (1) In the process of regional planning, Regional Planning Board of East Halmahera certainly plays an important role in accommodating all available resources to formulate local development planning, (2) Role of Regional Development Planning Board East Halmahera can walk though the process is still there are issues that affect the development planning of factors both internal and external factors. Internal factors of the Halmahera Bappeda itself, among others, the ability of human resources is not adequate, facilities and infrastructure, and coordination are not yet optimal. While external factors which other officials unprepared planning data, other officials have not been the focus in the planning, implementation activities are not always on time according to the fiscal year due to some areas difficult to reach (geographic factors), and the involvement of stakeholders in the planning process is low. Abstract

Abstract: This study aimed to evaluate whether the TKD policy has been implemented properly, and the extent to which performance (outcomes and impact) the allowance policy in improving the performance of employees in the Integrated Licensing Service Agency of Manado. The method used in this study is a qualitative method. Research informants set as many as 12 people were taken from the Agency leadership elements, structural officials and staff personnel at the Integrated Licensing Service Agency of Manado. Data collection methods / techniques interview. The analysis technique used is the qualitative analysis of interactive models. Based on the results of the study concluded: (1) Implementation of policies TKD has been conducted in accordance with established policy, especially the provision of benefits recipients criteria, assessment component of the calculation of benefits, payment calculations and benchmarks. (2) Policy TKD has given results and positive impact in improving employee performance and discipline. Departing from the results of the study suggested that TKD policy or administration PNSD TPP to Manado City needs to continue, by improving the weaknesses that exist. Abstract

Abstract:. This study is how bureaucracy reform policy implementation at the Regional Secretariat Bolaang North Mongindow, and whether there is influence of the bureaucratic reform policy implementation on organizational effectiveness. The method used in this study is a quantitative method. Sources of data / research respondents were as many as 37 employees were taken by random sampling technique from 73 employees of the Secretariat Regional North Bolaang Bolaang. Collecting data using questionnaires and assisted with interviewing techniques. The analysis technique used is the percentage analysis, linear regression analysis and product moment correlation.Results of data analysis showed: (1) variable regression coefficient bureaucratic reform policy implementation to increase organizational effectiveness is significant posifive and (2) the correlation coefficient and the coefficient of determination bureaucratic reform policy implementation variables on organizational effectiveness is significant. Based on the results of that study concluded: (1) Implementation of bureaucratic reform policies in the Regional Secretariat Bolaang North Bolaang basically met the criteria efficient, effective, and rational as mandated by Government Regulation No. 41 of 2007. (2) The effectiveness of the organization in the Regional Secretariat Bolaang North Bolaang generally high enough / good, (3) the implementation of bureaucratic reform policies have a relationship and a positive and significant impact on the effectiveness of the organization in the Regional Secretariat Bolaang Bolaang. Abstract

Abstract: The purpose of this research is to find out leadership role sub-district implementation people empowerment program Damau sub-district Talaud. Data sources/ informant 15 people taken from government element sub-districts, government work units government element village unsure (BPD, LPM) and the citizens. Document collected by engineering interview. Data analysis used interactive model techniques. The result of this research are: (1) leadership role in sub-district coördination implementation and supervision of people empowerment program Damau sub-district Talaud in doing so good. (2) national community empowerment program PNPM MP independent national programs is in a policy framework as the basic reference and the implementation of poverty eradication programs dna-based pemberdayaan society. With the existence of this community empowerment program public life in Damau sub-district Talaud peace, can say and life more economic growth. (3) based on conclusion this research and leadership roles can be expressed not only the need for the implementation of community empowerment programs but also SDM people become purpose and objective pemberdayaan to watch. Think of this then Research results suggested: sub-district coördination leadership role in implementation and supervision of people empowerment program needs to be improved in sub-district Damau, Talaud.
