Abstract

Penggunaan plastik di Thailand akibat meningkatnya urbanisasi juga telah mendorong tingkat  konsumsi masyarakat dan membawa negara tersebut pada kondisi darurat sampah plastik. Meningkatnya jumlah polusi plastik di Thailand dari tahun ke tahun belum direspon dengan strategi kebijakan yang tepat dari Pemerintah setempat sehingga mendorong Greenpeace untuk berperan sebagai securitizing actor untuk mengangkat isu tersebut. Penelitian ini menggunakan pendekatan analisis data kualitatif melalui wawancara dan studi literatur yang berkaitan dengan isu polusi plastik di Thailand. Hasil penelitian menunjukkan bahwa identifikasi awal oleh Greenpeace di Thailand menyebutkan bahwa polusi plastik masuk dalam kategori isu disruption of ecosystem sebagai ancaman keamanan (existential threat). Dalam hal ini, laut beserta ekosistem di dalamnya merupakan pihak terancam yang harus dilindungi atau yang disebut sebagai referent object. Melalui kegiatan kampanye anti plastik yang telah dilakukan, selain sebagai securitizing actor, Greenpeace juga berperan sebagai inisiator pertama kampanye anti plastik di Thailand yang secara khusus menekankan pada perlunya tanggung jawab individu, pemerintah dan korporasi besar, khususnya industri plastik/kemasan, untuk melakukan perubahan dalam mengatasi permasalahan polusi plastik tersebut.

Abstract

The popularity of K-Pop in the world, especially in Indonesia, cannot be separated from the efforts of the South Korean government to make K-Pop an instrument of cultural diplomacy. In this way, the popularity of K-Pop contributes to the fulfillment of its national interests. This article aims to analyze the stages of the K-Pop strategy as an instrument of cultural diplomacy by the South Korean government as well as the benefits derived from these efforts. This article uses a descriptive research method with data collection techniques from several books, journals, official documents, and official websites on the internet. This article finds that there are 3 stages of South Korean cultural diplomacy through K-Pop in Indonesia, namely introduction, policy, and cooperation. Through these 3 stages, South Korea gets the benefit, both politically, economically, socially, and culturally as a form of its national interest. This article concludes that South Korean cultural diplomacy through K-Pop with these 3 stages is a certain strategy to popularize K-Pop while at the same time fulfilling its national interests.

Abstract

This article aims to examine the reason why India is continuing to maintain cooperation with Taiwan through the “Act East” policy, even though it has not provided high benefits for India? In order to answer the question, this article employed a constructivism perspective related to foreign policy analysis. In constructivism foreign policy analysis, ideas and identity are vital for the state. India's “Act East” towards Taiwan reflects some element of constructivism which encompass ideas, national identity and intersubjective means that influences preference, policy choice and state interest. The first, India’s “Act East” is an idea to revive strategic and historical relations with Taiwan. Second, the positive India-Taiwan intersubjective process formed a shared understanding based on the values of freedom, democracy, human rights, and the norms. Third, the national identity as an emerging power puts India to coexist peacefully with Taiwan and maintain security as well as stability in the region.

Abstract

AbstractThe Indo-Pacific region in recent decades has become the center of world security political constellations. The Indo-Pacific region has a strategic environment in terms of economic, social, political and security that attracts the attention of various international actors. Various countries and international organizations began to direct their foreign policies towards this region. ASEAN wants this region to be safe and stable in order to create a good regional environment for the economic growth of ASEA countries. Meanwhile, Japan also wants this region to be safe and stable, especially to maintain the sovereignty of its country and smooth sea trade and shipping routes for the distribution of energy imports from various countries. Therefore, the synergy of the two actors to create a safe and peaceful Indo-Pacific region is important. This study uses qualitative methods and a case study research design. The data were obtained through interviews and literature studies to be further analysed using theoretical approaches including Regional Security Complex Theory (RSCT), synergy theory, and defence diplomacy. The output obtained is the realization of the synergy of the ASEAN Outlook on Indo-Pacific with Free and Open Indo-Pacific Japan which supports the creation of a safe and stable Indo-Pacific region.Keywords: Sinergy, ASEAN, ASEAN Outlook on Indo-Pacific, Japan, Free and Open Indo-Pacific, Defence Diplomacy, Indo-Pacific    AbstrakKawasan Indo-Pasifik beberapa dekade belakangan ini menjadi pusat konstalasi politik keamanan dunia. Kawasan Indo-Pasifik memiliki lingkungan strategis baik dari segi ekonomi, sosial, politik, dan keamanan yang menarik perhatian berbagai aktor internasional. Berbagai negara dan organisasi internasional mulai mengarahkan kebijakan luar negerinya terhadap kawasan ini. ASEAN menginginkan kawasan ini aman dan stabil demi menciptakan lingkungan kawasan yang baik bagi pertumbuhan ekonomi negara-negara ASEAN. Sedangkan Jepang juga menginginkan kawasan ini aman dan stabil terutama menjaga kedaulatan negaranya dan kelancaran jalur perdagangan dan pelayaran laut untuk distribusi impor energi dari berbagai negara. Oleh karena itu sinergi kedua aktor untuk menciptakan kawasan Indo-Pasifik yang aman dan damai merupakan hal yang penting. Penelitian ini menggunakan metode kualitatif dan desain penelitian studi kasus. Data-data diperoleh melalui wawancara dan studi kepustakaan untuk selanjutnya dianalisis dengan menggunakan pendekatan teori-teori antara lain Regional Security Complex Theory (RSCT), teori sinergi, dan teori diplomasi pertahanan. Abstract

This article analyses and compares the strenghts and the weaknesses of democratic movements in Singapore and Malaysia. It also hihglights the obstacles of democratisation in both countries. The question that put forward is, why the democratic movements in both countries are weak, unenthusiastic, relatively fragmented. Using Eva Bellin's concept -contingent of democrats, this article argues that the weakness of democratic movements in both countries are influenced by the nature of capitalist development that dominated or at least sponsored by the state. The higher degree of the social classes to the state will be followed by the hihger degree of the fearness of these social class towards the state. It eventually resulted in the lower degree of enthusiastic political activisms from the relevant social classes towards democracy. In overall, the democratic opening in Singapore and Malaysia require structural transformation in the pattern of relations between states and the social classes

Abstract

Global governance is seen as a new mechanism to manage global neighbourhood and to mitigate global problems by involving all stake holders (states and non-states actors) of global politics. One of the key questions that has been debated is whether global governance challenges the sovereignty of the state. This paper is trying to explore the impact of global governance on the role of the state. It argues that the force of globalisation pushes the states to reconfigure their national policy autonomy and enhance capacity to promote domestic interest. The state power is not completely in decline but it is reconfigured toward different role that match to globalization challenge toward a new role as a regulatory power. Abstract

Competing analyses has debated the prospect of East Asia regionalism in the post-Global Financial Crisis. After a decade of dynamic regionalism and community-buildingambition, Asia economy seems to have decoupled from the global economy and formedan autonomous economic zone. It is at least indicated by the rise of intra-trade intensityin East Asia. Exploring the impact of the global financial crisis to the effort of establishingEast Asia regionalism, this paper argues that although the global financial crisis presentsa new opportunity for deepening the cooperation, the East Asia regionalism only achievesa slight progress. Rather than economic reasons, the origin and development of EastAsia regionalism has been mostly driven by political motivation in order to balance theinfluence among the big powers. As the result, this regionalism has been trapped intopolitical dilemma. Therefore, the regional policy responses to address the global financialcrisis indicate the progress of East Asia regionalism has been meager.

Abstract

Penelitian ini bertujuan untuk membahas bagaimana diplomasi pemerintah Indonesia dalam memberikan akses pendidikan anak-anak Pekerja Migran Indonesia (PMI) yang mayoritas berstatus undocumented di perkebunan kelapa sawit Sarawak Malaysia melalui Community Learning Center (CLC) karena anak-anak tersebut memiliki hak untuk memperoleh pendidikan dasar yang layak. Berdasarkan kondisi tersebut, maka dibuatlah rumusan penelitian yaitu “bagaimana diplomasi pemerintah Indonesia dalam menangani masalah pendidikan anak PMI undocumented di Sarawak Malaysia?” Dengan menggunakan metode deskriptif analisis yang bersumber dari data primer, sekunder dan tersier. Penelitian ini mengimplementasikan konsep kepentingan nasional dan diplomasi multi jalur yang meliputi jalur pertama atau pemerintah juga jalur ketiga atau kelompok bisnis untuk menjawab pertanyaan penelitian dalam artikel jurnal ini. Temuan yang didapat dalam penelitian ini memperlihatkan bahwa pemerintah Indonesia melakukan diplomasi yang relatif panjang dengan pemerintah Malaysia untuk mendirikan CLC di Sarawak Malaysia yang merupakan bentuk dari kepedulian pemerintah Indonesia dalam memenuhi pendidikan anak PMI yang mayoritas undocumented dimanapun mereka berada. Abstract

As one of the provinces that has abundant natural wealth, ironically Papua has various kinds of problems such as the lack of health and education facilities and infrastructure. According to Viartasiwi, these things are one of the main factors behind the emergence of the Papua and West Papua separatist movements. There are several Papua and West Papua separatist movements with various methods and ideologies they adhere to such as OPM, NRFPB, KNPB, and ULMWP. The ULMWP or the United Liberation Movement for West Papua is one of the biggest non-violent movements of the Papuans separatist movement. The group tried to raise the issue of Papua towards the international society to gain support for the independence of West Papua. On the effort to achieve their goal, the ULMWP utilized digital platforms such as creating their own website domains and campaigns from the Twitter accounts of their so called “diplomats” and Spokesperson. This research aimed to discover on how the concept of digital diplomacy can be applied to analyze the phenomenon of the utilization of the digital platform by the ULMWP to achieve their goal. To answer this question, this study will use qualitative research methods by conducting a review of the digital platform used by ULMWP, which from the Twitter accounts of the main ULMWP figures and from their official website, and assisted by the NVivo social media data processing application. This study will use the concept of digital diplomacy by Todorovska which discusses the separatist movement that uses digital diplomacy in achieving its goals. In the final result of this study, it was found that non-state actors such as the ULMWP separatist movement can use digital diplomacy to achieve their goals. With digital diplomacy, the ULMWP can gain international and domestic support, as well as give credence to self-determination aspirations.

Abstract

Humanitarian diplomacy is an effort to protect human beings, especially in conflict areas. The armed conflict in Afghanistan that occurred caused casualties. The ICRC has been operating in Afghanistan since 1987 and has set up its headquarters there to carry out humanitarian missions. The operations carried out by the ICRC from 2001 to 2010 required evaluation and development because of the complexity of the conflict. The ICRC's humanitarian operations in 2010-2021 are different from previous years because they have intensified the protection of victims of armed conflict, the reconstruction of infrastructure, humanitarian assistance and humanitarian advocacy. This research will answer how humanitarian diplomacy was carried out by the ICRC in Afghanistan in the year of 2010-2021. This research uses Literature Reviews from books and journals regarding humanitarian diplomacy as a basis for thinking in writing with the qualitatitve method. The results of this study is that ICRC's humanitarian diplomacy in Afghanistan focuses on helping victims of armed conflict in Afghanistan and the moderated humanitarian style becomes dominant by means of humanitarian dialogue in the fields of bilateral and multilateral networks, advocacy, promotion, reconstruction and financial support, while maintaining neutrality and impartiality ICRC as a humanitarian organization.
