Abstract

Democratization in Southeast Asian countries is often perceived as transforming the countries into a kind of Western liberal democracy. By using Indonesian case, this paper, however, shows that this perception does not reflect current complexities in political arena. The transition to democracy in Indonesia has both the elements of modern and traditional political cultures and institutions. The paper suggests that democratization is better seen from the process of adaptation and hybridization of the modenrn and traditional aspects of Indonesian politics.

Abstract

Constitutional reform is one of the most important ways undertaken by some transitional regime to establish a democratic government. This kind of reform has many models. In Spain i t is called reforma pactada-ruptura pactada involving "negotiation" among elite, and a "rupture" from the previous regime whose legacy cannot be maintained any longer. The similar model, with different stressing, also took place in Taiwan. As Indonesia is now facing its critical moment in managing political transition following a thirty-two-year authoritarian regime of New Order, a comparative study is valuable in giving inspiration on what route should be pondered. One important political decision to be taken is to reform the constitution, namely the UUD 45. Since its broad and open-to-interpretation character and its executive-heavy, the constitution is easily manipulated Yet, the constitutional reform idea has been critical as it is suspiced by certain groups with its concern on the total changing of the law, and also because the law has been merely a sacred text which left no chance to be reformed. This article suggests that the constitutional reform is possible, it is even a must, as long it is still in the path of the preambule as other country cases had shown how significant the constitutional reform for the process of democratization.

Abstract

The attempt to question the legitimacy of President Abdurrahman Wahid has led to reemergence of the idea of having a direct election for the filling the President post, instead of having an indirect election, namely through the Peoples Consultative Assembly (Majelis Permusyawaratan Rakyat or MPR). This article rejects the idea of engaging in a constitutional reform on a reactive for a short terms interest. If we are committed to have a direct election for recruiting president, we have to do it thoroughly and comprehensively based on a well-chosen design. For that purpose, this article outlines some mechanisms for direct election for the president. We have to decide which mechanism fit to Indonesian political life. More whichever mechanism we choose it has to fit with the idea of establishing check and balances.

Abstract

In response to a widespread pressure for political reform, the military has abandon its predominant role in Indonesian politics in the past Yet the incompetence of civilian politician to govern a deep and extensive conflict embedded within the process of democratization, paradoxically, has driven the need for inviting a military "came back". While positively supporting the military attempt to be politically impartial, this article itemizes four agendas: (1) for recruiting national leaders which are, on the one hand, democratic, but on the other hand, decisive, (2) engaging in a trust-building process among various factions; (3) institutionalization of political mechanism which is effective in handling conflict of interests, and (4) creating a more open political recruitment Under its new paradigm, the military suits to facilitate those processes to take place.

Abstract

Normatively speaking bureaucratic reform is bound to be sensitive to the need for democratization, plurality and the advancement of information technology and global competition. Examination through several cases in this article leads us to conclude that the ongoing process of the attempted reform is missing its critical element: the grand design.

Abstract

raders, surely, are engaging economic activity based on the principle of pursuing their own self interest. The notion of self interest, however, is socially constructed. Observation at Mojokuto market-place shows that people sense of self interest do not necessarily egoistic. It is in their own interest to maximize the benefit of not being egoistic.
