Abstract

This study aims to determine and explain how the placement policy implementation transmigration Transmigration Settlement Unit (UPT) Lemban Tongoa Sigi. This type of research is used qualitative selection techniques and the number of informants purposively selected informants 8 people. Date was collected through interviews, observation and documentation. Date analysis techniques through the stages of editing the data, categorization, interpretation of the meaning of date and conclusion. The theory used models implementasike policy and Van Horn Van Metter with aspects  aspects that objective and policy standards, resources, disposition, characteristic of the implementing agencies, communication between the organization and implementation of activities, and conditions economic, social and political. The results showed that the aspect of Standards and Objectives penyelenggaraaan transmigration policy in UPT. Lemban Tongoa, has not demonstrated the achievement of goals, Aspect Resources funds / charges provided to carry out the selection and placement of transmigration is still inadequate, Aspect Disposition of the Implementing policies there is a sense of disappointment surrounding communities transmigration settlement Lemban Tongoa on the implementation of the selection of prospective migrants and placement are less accommodating people around, Aspect Communication between organizations in the implementation of the deployment policy of transmigration in UPT Lemban Tongoa has been executed, Aspect Characteristics Agent Implementing policies is still a paternalistic nature that can not be ruled out in the implementation of policies and Environmental Aspects: Economic, Social and Political in policy implementation are factors that influence the official interest policy implementation.

Abstract

This research aims at describing employee work culture ini regional secretariat organization of Donggala Regency. The method used in this research is descriptive qualitative. The data were collected through observation, interview, and documentation. There were 5 informant that selected purposively. Approach used ini this research is work culture from Stefans P. Robbins cuvering: discipline, openness, respect, coorporation. The result of this research shows that employee work culture has not productive yet. The result of this research shows that there are some aspects influence the employee’s work cultures, such as: less discipline to the procedure and time. However, the ability of sharing and receiving information, between work partner is good, respect to each othe, respect to their own duty, and responsibility among partner, cooperation in sharing and receiving help are already good as well.

Abstract

This research aims at finding out the planning of people participation development in Ketong village, Balaesang Tanjung District, Donggala Regency. The researcher quotes Stoners’ idea (1992: 202) that planning steps cover: 1) setting goals; 2) determining the present situation; 3) identifying opportunities and threats of the goals. This is a qualitative research. This research result shows that from the aspect of goals setting, the goals of Musrenbang have been implemented according to the guidance of Musrenbang implementation. From the second aspect, organizations of Ketong village have less involvement. The third aspect shows that Musrenbang in the level of village has been implemented as it should be, but there were two constraints in the process, they were the lack of cooperation of stakeholders and the lack of funds in holding Musrenbang. Finally, it is concluded that   the planning of people participation development in Ketong village is categorized as non optimal, so that there must be improvement in the planning process.

Abstract

The puspose of t is to this research is to analyze yhe simultaneous and partial effects of competency, work culture, and office facilitation on officials‘ performance in BKKBN office of Central Sulawesi. The data is collected from questionnaires that were distributed to 78 respondents. The hypothesis is examined with multiple linear regressions. The research concludes that : 1) competency, work culture, and office facilitation simultaneously have positive and significant effects on official’s performance in BKKBN office of Central Sulawesi; 2) competency partially has positive and significant effects on officials’ performance in BKKBN office of Central Sulawesi; 3) work culture partially has positive and significant effects on official’s performance in BKKBN Office of Central Sulawesi; 4) office facilitation partially has positive and significant effects on officials’ performance in BKKBN office of Central Sulawesi. The result of determinant test shows Adjusted R-Square value of 0.650. This means that 65 % of employees’ performance in BKKBN office of Central Sulawesi is affected by competency, work culture, and facilitation at work. The remaining value of officials’ performance is affected by variables that are not studied.

Abstract

This study aims to address the implementation and impact factors rice assistance program for poor families in the Gunung Bale village, Banawa District-Donggala Regency. This research is categorised as qualitative descriptive design by providing frequency distribution table. The results of interview are shown on the frequency tables. The population in this study consists of 120 heads of family. They were determined by census technique so that the sample in this study amounted to 120 respondents, while the informants who answered the interview were purposively determined by the Head of Village and Social Affairs Section as well as the representatives of the neighbourhood in the Village of Gunung Bale. The results show that the implementation of the rice assistance program for the Poor families in the Village of Mount Bale has not been effective. The reason for this is thatall of 6  measurement indicators of rice assistance program have not been fulfilled yet. There are only 2 indicators are run according to the general guidelines that Raskinindicators, such as, on time and administratione indicators. The impact factors of rice assistance program for poor families in Bale Mountain village include the right target indicators, the right amount, the right price and the right quality. However, this study found that the receipients of this program are not on target because the data are used in the program based onCentral Beareu Statistics without verification through Village consultation. In addition, the receipients claim that they received less than 15 kg of rice. Also, the price is not similar to the rice assistance program general guidelines. The quality is not meet with the standard because the quality of the rice have been decreased and therefore it is not sufficient to consume.

Abstract

The purposes of this research are: (1) to assess and to analyze position promotion in Regional Secretariat of Palu; and (2) to determine the factors that support and hinder the promotion in Regional Secretariat of Palu. Type of this research is a descriptive research using nine informants that consist of the Secretary, Baperjakat, BKD, Inspectorate, and the employee who is qualified as primary data source of the research. Technique of data analysis is qualitative descriptive analysis with interactive model, the results indicate that the implementation of the promotion of civil servants in the Regional Secretariat of Palu has not been fully implemented in accordance with the general terms of promotion predetermined by Baperjakat. It is seen in terms of educational qualifications. Occasionally disciplines of employees who will be promoted is not in compliance with the vacant position. Similarly, promotion based on performance appraisal, there are employees who have a low value of DP-3 included in the promotion of employees. This means that the implementation of position promotion of employees is not in accordance with established procedures.

Abstract

The Influence of Profitability, Leverage and Liquidity on Food and Baverages Industries’ Stock Price in Indonesia Stock Exchange This research is conducted to examine the influence of profitability, leverage and liquidity on Food and  Baverages Industries’ Stock Price in Indonesia Stock Exchange in 2009 to 2012. The population consists of 12 food and beverages industries in Indonesia Stock Exchange in 2009-2012. By using purposive sampling method, the study selects 9 companies. The data is analyzed by murtiple linear regression and f-test is used to fetermine the reliability of the study with level of significance 5 %. The results slow that profitability, leverage and liquidity simultaneously affect the stock price. Partially, profitability affects the stock price positively and significantly, while leverage and liquidity have insignificantly on the stock price.

Abstract

The research was based on the there is limitednes  in learning and teaching process and teachers’ and realization  program that influenced toward school effectiveness. This was a descriptive research with qualitative approach and employing effectiveness concept in an organization. The date from receive informans which edefinite olready porposif with method, intervieu and study observation empathy document.  There were 7 informants involved consisting of a principle and teachers. The research  showed that the principle had run supervision function whereas the teachers functioned as principle staff that run the learning and teaching process in the class olready the run and fine ol trough  in limitedness. Besides, the effectiveness of school not yet optimum, was not only influenced by staff leadership, learning process, staff  development, the pupose and expectation  of the school, school climate, self control and communication and parents invalvement, but also influenced by the availability of facility of facillity and incentive.

Abstract

This study aims to determine how the role of land transport sector retribution in the economy of Poso Regency and how to influence land transport modes on the economy in the district of Poso. This type of research is categorised as qualitative descriptive analysis techniques, The results show that a). The role of land transport sector: (1) Regional revenue increase, it will affect the level of regional income. Land transportation sector levy is one of the ability of region to implement autonomy in terms of regional financial capability (2). Increase economic growth, withdrawal rate, taxes, and other costs that exist in the road transport sector in order to accelerate the economic growth in Poso Regency. Vehicle Test levy, Terminal Business service levies, Port Business Services levy, Route Permit Levy, Road Closure levy are the important source of income for the region to be improved. The other roles in the land transport sector include: 1). Availability of goods, 2). Stability and match, 4). Increase the value of land, 5). Development of small scale enterprises. 6). The occurrence of urbanization and population density. 7). Reduce poverty.

Abstract

This research aims at determining the performance of teachers in improving the quality of education at SMPN 19 Palu. This research uses a qualitative research method, informants are determined based on criteria to obtain information from this research, such as; authorities who are involved in the process improving teachers performance towards the quality of education. Data collection tecniques in this research are method: observation, interview, and documentation. Research results indicates that teacher performance in enhancing the quality of education at SMPN 19 Palu has not been running maxximally yet, because observing the indicators of research such as motivation, opportunity, feedback, standards and objectives, they are implemented well. Indicators that are still not optimally implemented are indicator of competence and means. It is concerned with in the inequality of teachers copetence owned and mastery of technology to improve their performance in implementing the teaching learning process. Facilities owned by the school is insufficient, it is indicated from the teaching aids that are owned by the school is still relatively less, cosequently in implementing the teaching learning process there are still limitations in managing the learning thus the teachers merely develop the learning in accordance with the school condition.
