Abstract

Urgency of human resource management that conducted based on professionalism is important thing to enhance public service quality. This research tries to get comprehensive descriptive about program and activity that held in apparatus resource management and the relevance of this activity to the public service. Result of research showed that some inhibiting factors of human resources management in KOPERTIS Region XI Kalimantan caused by unbalance of workload ,un maximal financial reserve capacity, and lack of socialization of the program and activities. Based on the results of this research note that a type of education and training will effectively create a job maturity and psychological maturity, if the implementation of the training is done in a planned manner based on the analysis of the needs of the institution, supported by an adequate budget, there is a monitoring and evaluation activities, as well as there is an objective selection and selective against participants who will follow the training

Abstract

Societal demand in the decentralization era toward qualified public service has grown rapidly. Government credibility is highly determined by its ability to cope with various problems of public service. Thus, a capable government would gain more and more support from the people to provide satisfying public service. The quality of service should become all parties’ concern within the government either in the implementation or leadership level in accordance with its role. Regional government needs an integrated management within its administration particularly in licensing service. The service would highly depend on 3 (three) aspects, those are the implementation pattern, human resources support, and institution /organization. Therefore, to improve the service, order, mechanism, and implementation procedures for taskforce is needed.

Abstract

There are two approaches of strategic management in which each has different view in reviewing the competitive capability to select one important strategy to reach the best performance. These approaches are Organization Industrial (I/O) Theory and Resource Based View / RBV. The objective of research, therefore, is to understand the effect of macro environment, industry environment, resource, and transactional leadership on competing advantagge strategy and small industry performance, mainly at Wood Furniture Small Industry at West Sumatera Province. For testing the model relationship, therefore, the data are analyzed by Structural Equation Modeling (SEM). Result of research indicates that macro environment significantly influences industry environment. Macro and industry environments are having significant effect on competing advantagge strategy and small industry performance. Resource and transactional leadership are not having significant effect on competing advantagge strategy, but significantly influencing small industry performance.

Abstract

One of duty and responsibility of a public sector organization is delivering its service in satisfied manner. For those purpose, a public sector institution need a modern and sophisticated Information Communication Technology (ICT)-based infrastructure to realize its duties and responsibilities. As a developing country, even though very late in its introduction of ICT, Indonesia also implemented that technology as an innovation in its delivering services activities. The objective of this paper is to describe and analyze the steps that were taken by Indonesia to make its service delivery more innovative by implementation of ICT-based public service. The paper used a case study on E-passport service. Though incomprehensive, the case study was a evidence of low result of the e-government implementation in Indonesia.

Abstract

This study aims to describe and analyze (1) Development planning of Solok city’s e-government, (2) Implementation of e-government development plan in governance and public services in the City of Solok 2010, (3) Enabling and inhibiting factors in implementing e-government development plans in the City of Solok. This study used a qualitative descriptive method where source of the data came from informants and documents. Result of the research indicates that Development planning of Solok city’s e-Government is a top-down planning. The ideas came from the Secretariat of Public Relations Solok which has resulted a Masterplan of e-Government development on Solok city Local Government 2010-2014. Implementation of e-government development plan in 2010 has been largely referring to the masterplan, but not completely in accordance with the map stages that have been made since the implementation is adjusted by some factors such as needs and opportunities. Supporting factors in the implementation of e-government development plans not only have already had a masterplan as a reference, but also the good commitments that the leaders have. Besides, motivations of the e-government application users take important roles in improving the performance of each work unit. While the constraining factors are the competence of human resources, inadequate infrastructure, limited budgets, lack of coordination, and the role of ICT management units in implementing e-government plan on Solok city is not optimal yet.

Abstract

The objectives of the research are to describe, analyze and interpret: (1)workload conditions associated with apparatus competency in coaching small industry currently, (2) supporting and constraining factors in apparatus competency development planning in the coaching of small industry; and (3) provide recommendations on apparatus competency development planning in the coaching of small industry. The research uses qualitative approach and descriptive method with data resources derived from informan and documents. Techniques of data collection are through interviews, observations, documents and triangulation. Data analysis techniques applied in this research are interactive model analysis by data collection, data reduction, data display and conclusion drawing, and Classic Competency Study Design to obtain the type of apparatus competencies required in the coaching of small industry. Result of the research indicates that: (1) developing small industry has not run optimally because the workload conditions have not been balanced, both in quantity and competency of apparatus compared to the potentials and problems; (2) supporting factors in apparatus competency development planning are credentials for competence development; opportunities for cooperation and communication with stakeholders; the motivation to develop and the availability of facilities and infrastructure. Whereas constrain factors are lack of commitment, lack of budget allocation, invalid data and information of small industries, the placement and rotation employees system has not yet to consider the competence, lack of internal coordination as well as the limited number of apparatus; and (3) there are 20 competencies apparatus needed in coaching small industrial, which can be developed through four types of education and training, in cooperation with relevant stakeholders. Policy recommendations include the establishment of policies in the percentage of budget allocation for the competency development in every office, setting policy in the civil service system with respect to the competence and capability of apparatus, establishment of policies to reactivate the functional instructor of industrial

Kecamatan is a subordination regent government, which have function to be following decisive for realization goals of local autonomous at Indonesia.  Now, kecamatan still not do optimalization roles and functions. Mintsberg (1979 : 181), says that “Once the units have been designed, it seems appropriate to address the question of how much power each should have.” This konsep will be made as basic for answer problem in this peper. Abstract

To understanding the dynamic of administrative politic relational pattern in the bureaucracy elite recruitment, the role of political institution and bureaucracy institution, the constraints during interaction conduct, its implication to the bureaucracy performance, and the recommendation of a favorable administrative politic relational pattern. This review is expected to produce a balanced dynamic relational pattern. Method of research is qualitative study, with intensive observation to the research phenomena. Data collection technique is triangulation. Data analysis tool is Denscombe Model (2007).The research finding, The relational form will influence the political intervention tendency in the bureaucracy elite recruitment process. The bureaucracy elite (Echelon II) recruitment dynamic represents a regulation over the authority of local leadership. In fact, the candidate of bureaucracy elite must be through Local House of Representatives’ (DPRD) acknowledgement although the Regent still may consult with and ask for support from DPRD informally.As the local leaders are a position in the political domain, bureaucracy recruitment is made politically. Determining the strategic position of bureaucracy elite is more logic by considering the input and advice from the political domain, such as from local legislative institutions. This opportunity gives local legislative institutions to improve their political interest. This empowered political interest may develop intervention pattern and political actor’s pressure.

Abstract

This research tries to analyze PP No. 72/2005 about village, especially in the side of interaction among village government and their other stakeholders. It is very important for measuring policy succession. The method used in this study is qualitative method by applying interactive model of data analysis. Result of research showed that there are ambiguity between implementing organization and the target group. It means that the goal of policy cannot be achieved because of deviation in policy formulation rather than deviation in the policy implementation. This study has important input for improvement of policy formulation, especially regarding village policy.

Abstract

Communities need to have capacity to respond to threats themselves because they are being at the forefronts of floods exposure.  It is for this reason that communities should be involved in managing flood risks that may threaten their well-being.  A critical element of sustainable disaster management is the community participation in these activities.  The community participation refers to people’s contribution in the flood management cycle can be started from the basic phase of a process and ends in the achievement and institutionalization in the community.  Then, in order to build disaster-resilient communities, they first need to be empowered so that community members can cope with the adverse effects of flood hazards.
