Abstract

Islam entered the territory of Malaysia, especially in the Malacca kingdom, through Muslim merchants from India and Arab-Persia around the 7th century AD The broad development took place around the 13th century, with the discovery of inscriptions nuanced by Islam. Islamic political thought and movement was more intensive since the struggle for political compromise to gain independence from British colonialism. The Islamic political movement has a spectacular momentum when the Malaysian Constitution places Islam as the official religion of the state and makes ethnic Malays as a special group (special privileges) over other ethnic groups. The development of Islam is supported by an Islamic political movement that is controlled by political parties holding power, namely UMNO, even though Islam is inclusive and upholds the value of nationalism, its work still prioritizes Islamic values. Opposition parties such as PAS which are more fundamaentalist in their ethical sense have actually been adopted by the ruling party. This means that the two parties benefited the existence of Islam. Referring to the peaceful Islamic political movement in order to uphold the teachings of Islam in Malaysia, both legally and formally and constitutionally and culturally, it can be an inspiration to other Muslim-majority countries.

Abstract

Since its establishment, NU has always prioritized the interests of the nation and state based on Islamic shari'a and Islamic values, Indonesianism and has a high spirit of nationalism. By using qualitative research and historical methods, this article comprehensively describes how NU, as one of the largest CSOs in Indonesia has its own way of placing roles and realizing its contribution in upholding the concept of Pancasila and maintaining the sovereignty of Indonesia in the frame of the Unitary State. Republic of Indonesia (NKRI). The results of this study explain that NU refused to firmly reject the idea of khilafah and the concept of an Islamic State in Indonesia, this attitude has been shown by NU by rejecting the presence of the Indonesian Islamic State (NII) founded by Kartosuwiryo. This attitude of rejection of the concept of khilafah was also indicated by the attitude of NU's (Nahdlatul Ulama’) recognition that decided the position of the Head of State of the Republic of Indonesia (Ir. Sukarno) as wāliy al-amri al-ḍarūri bi al-shawkah or de facto with full power in the NU Ulema Alim National Conference in Cipanas in 1954 and the 20th NU Congress Decision in Surabaya, 8-13 September 1954. The consistency of the attitude pointed out by NU continued in the New Order and until the reform era, now to keep rejecting the khilafah system.

Abstract

Formalisasi pelaksanaan Syariat Islam di Aceh seiring berjalan dengan lahirnya Undang-undang No. 11 Tahun 2006 tentang Pemerintahan Aceh. Tentunya good governance menjadi salah satu indikator pelaksanaan pemerintahan. Namun, good governance yang berlaku pada pemerintahan di Aceh tersebut sehingga dapat dijalankan sesuai dengan prinsip syariah dan tidak  bertentangan dengan perundang-undangan sistem pemerintahan Indonesia, sekaligus tata pemerintahan syariah menandakan tidak menyalahi hukum internasional dan hak asasi manusia. Lahirnya Qanun syariat Islam di Aceh menjadi indikasi adanya pelaksanaan pemerintahan syariah yang sah dan dilindungi melalui undang-undang.Tujuan penelitian ini ingin mengetahui tata kelola pemerintahan dalam perspektif syariah melalui analisis penerapan syariat islam di Aceh. Penelitian ini mengunakan pendekatan deskriptif kualitatif yaitu sumber datanya diperoleh melalui wawancara secara mendalam dengan narasumber, sehingga data yang diperoleh akan dianalisis secara analisis deskriptif. Hasil penelitian ini menujukkan bahwa pengelolaan Pemerintaham Aceh didesain agar pengelolaanya mengarah pada sistem pemerintahan syariah. Meskipun demikian pengelolaan pemerintahan Aceh tidak mengabaikan pelaksanaan sesuai pranata sistem pemerintahan yang di Indonesia berdasarkan Undang-Undang Dasar 1945 yang didasari atas pancasila dan demokrasi. Pelaksanaan pemerintahan Aceh bertujuan menguatkan pelaksanaan syariat islam meliputi aqidah, ibadah, mu’amalah, akhlak, pendidikan dan dakwah islamiyah.

Abstract

This study is about the limitation of the gender quota (women's quota) and the problem of low representation of women in the Central Java DPRD in the 2019 Election. This study is inspired by the phenomenon of low representation of women including Indonesia, especially Central Java, despite various policies of avirmative action in the form of a 30 percent gender quota. both in parliament, as well as in the organizational structure of political parties and the list of candidates proposed by each party to compete for parliamentary seats in Indonesia, both at the national and local levels. To reveal this problem, this study was conducted to answer two research questions, namely: first, why was women's representation (electability) in the Central Java DPRD low in the 2019 elections ?and second, what cultural and institutional conditions hampered women's representation (electability) in the DPRD Central Java in the 2019 elections? In answering the two questions above, this study uses qualitative methods and a case study approach. Meanwhile, gender theory stereotypes and supply and demand models are used as analytical frameworks. Where the results of this study found that the low representation of women in the Central Java DPRD 2019 Election results was caused by the following factors. First, socio-cultural factors, where the patriarchal system and negative stereotypes on women still dominate the socio-cultural life of the people in Central Java. Patriarchal culture is not only strong in the socio-cultural system of society, but also in the internal organization of political parties. The second factor is the institutional conditions that exist in political parties and the electoral system adopted by the Indonesian government in the implementation of the 2019 legislative elections. Studi ini tentang keterbatasan gender quota (kuota perempuan) dan problem rendahnya keterwakilan perempuan di DPRD Jawa Tengah hasil Pemilu 2019. Studi ini diilhami dari fenomena rendahnya keterwakilan perempuan di termasuk Indonesia, khususnya Jawa Tengah, meskipun beragam kebijakan avirmative action dalam bentuk gender quota 30 persen baik dalam parlemen, maupun dalam struktur organisasi partai politik dan daftar pencolan para kandidat yang diajukan oleh setiap partai untuk memperebutkan kursi parlemen di Indonesia, baik di tingkat nasional maupun lokal. Untuk mengungkap masalah tersebut, penelitian ini dilakukan untuk menjawab dua pertanyaan penelitian, yaitu: pertama, mengapa keterwakilan (keterpilihan) perempuan di DPRD Jawa Tengah rendah pada pemilu 2019?; dan kedua, kondisi-kondisi kultural dan institusional seperti apa yang menghambat keterwakilan (keterpilihan) perempuan di DPRD Jawa Tengah pada pemilu 2019? Dalam menjawab dua pertanyaan di atas, penelitian ini menggunakan metode kualitatif dan pendekatan studi kasus. Sedangkan teori gender stereotype dan supply and demand model digunakan sebagai kerangka analisis. Dimana hasil penelitian ini menemukan bahwa rendahnya keterwakilan perempuan di DPRD Jawa Tengah hasil Pemilu 2019 disebabkan oleh beberapa faktor berikut. Pertama, faktor sosial budaya, dimana sistem patriarki dan stereotir negatif pada perempuan masih kuat mendominasi kehidupan sosial budaya masyarakat di Jawa Tengah. Budaya patriarki tidak saja kuat dalam sistem sosial budaya masyarakat, namun juga kuat dalam internal organisasi partai politik. Faktor kedua, adalah kondisi-kondisi institusional yang ada dalam partai politik maupun sistem pemilu yang diadopsi oleh pemerintah Indonesia dalam pelaksanaan Pemilu legislative2019.

Abstract

The Act Number 6 of 2014 cause of a great implication especially on the election of village chief. More over regarding on Ministerial Regulation Number 112 Year of 2014, article 23, which prohibit the single candidate opposing with the empty of ballot box. Thus, prohibition emerging of interesting phenomenon where is 17 couples of husband and wife being contestant on the village chief election in Demak Regency in the year of 2016. The aims of the reserch is to comprehend the husband’s reason to choose his wife as associate candidate. Do thus fact be part of practicing of women subordination? How the influence of thus phenomenon to the villlage democracy itself? The research uses qualitative-descriptive method with depth interview as instrument in collecting data. The result show that there are two main husband’s reason choose his wife as a competitor. Fisrt, by choosing his wife mean that there is no cost for compensation and no hard worry about conflict of interest in the coming day after election. Second, becoming his wife as a competitor mean that the winning opportunity is greater because patriarchy and Islamic tradition (were more joy in placing men as a leader) in Demak Regency. Then, the emerging of husband and wife as a candidate would decrease of democracy because there no rivalry as a soul of democracy. To improve of village chief election as a source of village democracy, it is best to correct the regulation which prohibit of the a single canditate by completing with require that the village chief election should be follow by at least two candidate who both of them have no relation as nuclear family.

Abstract

Studi ini mengkaji tentang perkembangan sistem pengawasan Pemilu di Indonesia.  Analisis kajian  dalam studi ini mencermati perkembangan peraturan perundang-undangan yang menjadi dasar penyelenggaraan Pemilu di Indoensia, sejak Pemilu pertama yang dilaksanakan pada 1955 sampai dengan Pemilu terakhir yang dilaksanakan pada 2019.  Hasil kajian ini menjelaskan perubahan peraturan perundang-undangan di Indonesia yang berkaitan dengan penyelenggaraan Pemilu secara konsisten menunjukkan penguatan sistem pengawasan Pemilu di Indonesia. Penguatan system pengawasan Pemilu dalam peraturan perundang-undangan tidak hanya berkaitan dengan sistem kelembagaan saja tetapi juga berkaitan dengan tugas, wewenang dan kewajiban lembaga pegawas Pemilu.

Abstract

The advantage of Islamic Boarding politicians is their ability to preserve the typical Islamic characteristics values; those are ethics and modesty towards the Kiai and Ulama as their teachers. The majority of the Madurese people make Ulama as a role model. Obedience to the Kiai is a form of respect that becomes the identity of Santri, including santri who are involved in practical politics. The uniqueness of santri (santri politicians) when determining the political decision cannot be separated from the blessing from the Kiai, even though they participated in different political party The Kiai's blessing is essentially a political capital that can strengthen its existence in the political competition.The characteristics of santri are to remain istiqomah in the making of local wisdom value as the basis of politics. Buppa 'Bappu', Gurur, ratoh has become an integral part of every political taken step. Getting the blessing from the Kiai who has been united in pesantren becomes a necessity made by bhindara. There are two things to get the blessing from Kiai, First, a direct approval from Kiai by acabis or sowan to the Kiai.Second, an approval through Kiai's sons, by communicating to the Kiai's son about his political choice.

Abstract

The purpose of this article was to see how local leaders use populist policies to gain political support and maintain their power. This populist policy could be seen from the workings of several local leaders such as Jokowi while leading Jakarta and Solo, Risma in Surabaya, Ridwan Kamil in Bandung and others. To see the extent to which local leaders apply populist policy, this article used a literature-based qualitative research method and used the theory of populist leadership style as an analysis knife. Described from this article that local leaders would use populist policies in an effort to maintain power. In maintaining this power, a populist policy was needed as a strategic way to build the legitimacy of its power in the eyes of the public and politicians in parliament.

Abstract

This study describes the pattern of relations between identity politics and voter behavior at the local level in contemporary Indonesia. This study focuses on the widespread use of religion-based identity politics used by supporters of presidential and vice-presidential candidates and its influence on voter behavior in urban communities in Palembang City in the 2019 Presidential Election. qualitative research, this study aims to answer the following two key questions. First, how is religion-based identity politics used to mobilize voters in the 2019 Presidential Election in Palembang City? and how does the use of identity politics affect voter behavior in the city of Palembang in the 2019 presidential election? The results of this study found two things. First, religion-based identity politics was used in a structured and systematic way in the 2019 presidential election by local religious leaders who supported the No. 2 pair, namely Prabowo Subianto and Sandiaga Uno. The politicization of religious symbols in the pulpits of da'wah and the use of verses from the Qur'an and Hadith are used to build public discourse that providing support to couple No. 2 is part of the struggle and jihad to defend Allah's religion. Second, the use of ulama and religious verses as instrumentation in the campaign has influenced public opinion and preference in the 2019 presidential election, both from the upper-middle class and lower-class groups in Palembang City.
